Today, the phase of modem war is very different from past war. That is, the winning of war depends on the ability to obtain information and high technology. The purposes of this research are to propose an effective R&D governance model in national defense sector and to present R&D strategy for obtaining core national defense technology. As a part of collaborative innovation, the strategy to exchange R&D results actively between the defense sector and the private sector will be discussed. The main contribution of this research is dearly defining the concept of R&D governance in national defense sector and applying it to an actual case. The national defense R&D governance model proposed in this paper is based on the characteristics of national defense R&D which are different from other industries. The analysis of business success factors for national defense R&D through the T-50 case study is presented in detail. The T-50 case study reveals the importance of strategic intent, core technology knowledge base, organizational structure, and project management.

The present study examines Bangsanjib(舫山集, Collected Works of Bangsan) written by Heo Hun (許薰, pen name: Bangsan), a scholar of the late Joseon Dynasty. Chapter 2 reviews the author's life and his academic orientations against the backdrop of his times. Chapter 3 goes on to select some of his essays and analyze their contents and characteristics. In Chapter 2, Bangsan is portrayed as a hermit scholar who devoted his entire life to his scholarly achievements. Although he tried to develop his academic theories based on both the Geungi and Yeongnam Schools of Neo-Confucianism, the scholar was more inclined to the Geungi School. Chapter 3 analyzes Bangsan's essays in Classical Chinese with a focus on two themes: The first is the author's loyalty to the academic tradition of the Geungi School, which is demonstrated by his positivistic and pragmatic approach to philosophical issues. The second is his awareness of self-reliant national defense as is revealed by his assertion that Joseon should have knowledge, and provide education, on new weapons in order to be better equipped with such military equipment and become a powerful nation.

미래의 전쟁은 군사과학기술의 전쟁이요, 군사과학기술수준이 미래전쟁의 승패를 좌우하게될 것임은 의심의 여지가 없으며, 포병 역시 이 추세를 따라 발전되어 나갈 것이다. 우선 당장은 기술이 다소 미흡할 수도 있으나 포의 자주화와 사격통제장치와 자동화, 포탄의 스마트화 등의 과제가 명실공히 실현될 날이 머지않을 것이다.

미국의 장갑무기체계 현대화(ASM)계획은 일련의 계열모듈을 사용하여 전차, 자주포, 보병전투기무기, 공병체계 및 유도무기 등을 모두 같지는 않더라도 유사한 차체 즉 공통자체(Common Chassis)위에 올려 체계를 구성할 것으로 보인다. 이 계획의 규모는 총 예산이 약 4조원(5백 50억불)에 이르며, 6천대의 ASM계열을 생산할 예정이다

This study examined the trend of standards established in the United States and to find points that can be applied to Korean defense standards. The titles of various United States defense standard documents registered on the web were selected for this research. The wordcloud was created after analyzing the frequency of words appearing in the title using text mining. The trend of words appearing in MIL-STD by era was obtained. This study identified words that appear often due to the format of the document itself, words that appear regularly throughout the era, words that are used frequently in the past but are not used much in the present, and words that did not receive attention in the past but appeared recurrently in the present. In addition, the characteristics of each document were derived through the wordcloud produced for various defense documents. In conclusion, Korean defense standards also require a consideration of safe and efficient management, transport, and load design of hazardous materials. Furthermore, the quality of defense standards can be expected to improve if the defense standard document system can be established, focusing on efficient management.

(주)풍산 부산사업장은 우리나라 군의 전투력 향상과 자주국방의 조기 실현을 목표로 탄약등을 제조하는 전문 방위기업이다 우리나라방위산업의 기반이 되고 있는 것은 물론 미주, 유럽, 아시아, 오세아니아, 아프리카, 중동지역 등에 제품을 수출하면서 국가경제에도 지대한 공헌을 하고 있다. (주)풍산 부산사업장은 안전관리에서도 손꼽히는 사업장으로 평가된다. 2002년 3월 25일 무재해 7배 달성을 시작으로 10여 년 사이 무재해 목표 5배 이상을세 차례나 달성했다. 여기에 올해 8월에는 '무재해 8배 달성'이라는 위업도 이루어냈다. 이러한 성과 속에 올해 산업안전보건강조주간 기념식에서는 영예의 대통령표창을 수상하기도했다. 이처럼 이곳이 우리나라 최고 수준의 안전사업장으로 자리 잡을 수 있었던 것에는 안전환경팀 문상명 팀장의 역할이 매우 컸다. 철두철미함 속에 직원들의 안정에 대한 참여를 자연스레 이끌어내는 그만의 안전관리 노하우는 (주)풍산 부산사업장이 안전신화를 써나가는데 있어 큰 힘이 되고 있다.

2006년도 9월에 조사된 가축통계에 따르면 국내 산란계 사육수수는 5,500만수로 국내 1인당 산란계 1마리 이상이 사육되고 있다. 하루 1개의 알이 생산되고, 국내 수출입되는 물량을 배제한다면 1인당 하루 1개의 계란을 섭취할 수 있는 양이다. 소비자들은 계란이 인류가 발견한 최고의 완전식품으로 50g의 고단백 영양덩어리라고 잘 알고있다. 하지만, 2003년 조류인플루엔자의 발생으로 당시 계란의 오염 가능성을 제기하면서 생산에 비해 소비가 떨어지는 추세가 나타나고 있으며, 언론을 통해 계란의 안전성 문제가 자주 제기되고 있는 실정이다. 이와 관련하여 본회에서는 계란에 대한 잘못된 오해를 풀고자 국방대학교 안보과정 교육생 일행을 초청해 조인(주)의 Grade Packing Center(등급포장센터)를 방문하여 농장에서 생산된 계란이 어떻게 위생적으로 포장납품되는지를 둘러보는 기회를 마련하였다.

최근의 국내.외에서는 정보의 보관 및 활용측면에서 CALS의 일환인 전자식 기술교범에 관한 개발이 활발하게 이루어지고 있다. 이미 국내에서도 K9 자주포에서 기술교범을 개발하여 운용중에 있으며, 해.공군에서도 전자식 기술교범을 개발 중 혹은 계획중에 있는 실정이다. 그러나 이러한 전자식 기술교범 구축을 위해 필요한 소프트웨어는 해외 도구를 활용중이거나 국내의 업체에서 개발된 표준화되지 않은 소프트웨어를 활용하고 있는 실정이다. 이에 따라 전자식 기술교범 개발비 상승, 상호 활용성 미확보, 기술교범 국방규격서 충족의 어려움 등 여러 가지 문제점을 내포하고 있다. 따라서 이러한 문제점을 해결하기 위해 국내의 육군 지상무기체계 전자식 기술교범 개발시 공통으로 적용이 가능한 표준 소프트웨어를 개발하게 되었다. 이 글에서는 이렇게 개발된 육군 전자식 기술교범 표준 소프트웨어(,KAIS : Korean Army IETM Software)에 대해 기술하고자 한다.
