우리나라 자영업자는 어떻게 자영업자가 되었을까?

  • 연구의 목적은 𐩒𐩒은행-N사의 SME 교육프로그램에 참여한 자영업자를 대상으로 자영업을 시작하게 된 동기와 경로를 규명해보는데 있다. 본 연구는 자영업자의 노동시장 및 노동경험 등에 따라 자영업 진입에 관한 연구를 수행하고자 심층 인터뷰 자료를 활용하였는데, 연구참여자의 선정에 있어 이론적 표본 추출방식을 사용하여 연구의 목적에 부합하는 대상자를 선발하여 분석하였다. 연구 결과는 다음과 같다. 첫째, 자영업자가 자영업에 진입하게 된 동기는 ① 전 직장의 근로조건 불만족과 본인 사업을 향한 꿈의 실현을 위해 자영업에 진입하였고 ② 취업에 대한 대안으로 자영업을 선택하였으며 ③ 가족과 지인의 창업에 대한 권유와 도움으로 자영업을 선택하게 되었다. 둘째, 자영업자가 진입하게 된 유형은 ① 임금노동자 경험 후 자영업자 창업 ② 임금노동자 경험 후 경력을 활용하여 유관분야 자영업 창업 ③ 임금노동자 퇴사 후 자영업 승계 ④ 본인의 자영업 창업 경험 이후 가업 승계 과정에서의 자영업으로 진입하는 것으로 분석되었다.

Economic Effect of South Korea's Self-Employed Support Policy (정부의 자영업자 지원정책의 경제적 효과 분석 연구)

  • South Korea's percentage of the self-employed still ranks among the highest amid OECD nations and thus is perceived to be a huge burden on the national economy. Accordingly, the government is continuing its support with the expectation that a support policy is needed for the self-employed. However, few analytic studies exist so far on the economic effect of the government's support of the self-employed. Thus, this study analyzes the practical effect of the government's self-employed support. According to the estimation result while determining the sales amount of the self-employed, the labor input, business period, age, gender, prior business preparation period, and the experience variable of the self-employed support policy are shown to be significant. The result of this study provides an important practical guideline on the political factors that should be prioritized when the government politically supports the self-employed.

청년자영업자의 기업가정신이 사업성과에 미치는 영향: 긍정심리자본의 매개효과를 중심으로

  • 우리나라 전체 자영업자에서 청년 자영업자의 비율은 감소하고, 중장년 자영업자의 비율이 증가하고 있다. 또한 청년층 자영업의 평균 지속기간은 37개월로 대략 3년의 자영업 유지기간을 보이고 있으나, 청년 자영업자 40% 정도는 2년 이내에 자영업에서 이탈하는 것으로 나타났다. 청년자영업자 사업의 짧은 지속 기간과 높은 이탈률에도 불구하고, 우리나라의 자영업 시장구조가 50~60대 중장년층을 중심으로 형성되어 있기 때문에 20~30대 청년층의 경우 분석 및 논의 대상에서 큰 비중을 차지하지 못하고 있다. 이에 본 연구에서는 청년 자영업자의 미래지향적이며, 창조적인 아이디어를 갖고 적극적으로 실행해보고자 하는 성향과 위험을 감수하는 기업가정신이 사업성과에 영향을 미칠 것이라는 상황에 주목하였으며, 이러한 상황에서 개인의 '자기효능감, 낙관주의, 복원력, 희망'과 같은 긍정심리자본이 매개한다고 가정하고 연구모형을 설정하였다. 이를 위해 기업가정신의 구성요소인 '혁신성, 진취성, 위험감수성'을 독립변수로, '균형성과관리(BSC)의 재무적 관점, 고객 관점, 내부 프로세스 관점, 학습과 성장 관점'을 도입한 사업성과를 종속변수로 설정하였다. 또한 선행연구를 기반으로 긍정심리자본을 매개변수로 채택하여 변수 간의 관계를 실증적 분석을 통하여 검증하고자 한다.

Determinants of the Self-employed's In-Work Poverty (자영업자의 취업빈곤에 영향을 미치는 요인)

  • Until recently, self-employment workers are often excluded from labor market studies. Most relevant studies has focused on the determinants of entry into self-employment. However, the self-employment is highly exposed to poverty risk although they are working. Despite that, relatively little is known about the economic severity of the self-employed. This study uses data from the Korea Welfare Panel Study to examine the situation of the self-employed's in-work poverty and the determinants of in-work poverty among them. Major findings are as follows. First, self-employed people experience 3.5 times higher in-work poverty risk than employees. Especially, the ratio of own-account self-employed people living below the poverty line is similar with that of even precarious employees. Second, the extent of poverty of self-employment is more serious. Third, the proportion of self-employed among working poor is about 53% although self-employed workers are composed of only about 24% among working people. Fourth, temporary employees and self-employed people are more likely to be poor than full time employees according to logistic regression. It is statistically significant. It implies that it is desirable to regard the self-employed as the policy target group along with temporary employees. Fifth, the ratio of in-work poverty of self-employed aged 40-64 whose education level is low and the self-employed aged 40-64 who work in low-skilled service sector are higher than that of the other group. It implies that measures to alleviate their economic difficulties are urgently needed.

Differences Between Franchisees and Independent Business Owners - Empirical Evidences and Policy Implications - (가맹점사업자는 자영업자와 어떻게 다른가 - 경험적 증거와 정책적 시사점 -)

  • This study compares the business performances and the socioeconomic and sociopsychological characteristics of franchisees and independent business owners (IBOs). On the basis of extant theoretical arguments and empirical evidences it was expected that franchisees are different from IBOs in these aspects because unlike IBOs they are using franchising as their way of businesses and should satisfy the requirements imposed by franchisors. Analyzed in the current study was a national survey database of 424 franchisees and 5,690 IBOs compiled by the Small Enterprise Development Agency in 2011. As expected, it was found that franchisees were significantly different from IBOs in such traits as financial and managerial capabilities, business experiences, demographic and socio-psychological characteristics, information searching efforts, business performances, and their perceptions of business obstacles. It was also found that the effects of these traits on business performances were quite different between franchisees and IBOs. The findings of the current study provide some meaningful suggestions for government agencies. Given that franchises and IBOs have different traits, their demands for governmental policy should be different, and consequently, it might be argued that government agencies should treat the two groups separately and should increase their efforts to develop appropriate supporting policies for each group. With respect to franchisor's practices for franchisee selection, it is also argued that in order to enhance franchisee performances franchisors need to examine thoroughly the traits of prospect franchisees. This study concludes with discussion of several theoretical and methodological limitations for future research.

A study on the Factors Affecting Job Separation by Middle and Old aged Self-Employed using KLoSA Panel (고령화연구조사(KLoSA) 패널을 활용한 중고령 자영업자의 일자리 이탈 요인에 관한 연구)

  • The purpose of this study was to analyze the factors influencing of separation and the time of separation for middle and old aged self-employed workers. The cox proportional hazards model was used in the first survey of KLoSA, 684 persons who were over 40 years old in 2006, using data up to the 5th period of 2014. The main findings of this study are as follows. First, the average duration of job for middle and old aged self-employed workers in 2005 was 15.5years. Of the total 684 workers, 214(31.3%) person was found to have lost their job during survey period. Second, gender, age at start up, and education level have significant effects on job separation of them. When women, when they were older at start up, when they were graduate the university or higher, increased their risk of leaving their businesses. Third, in the characteristic of their work, the type of job and job satisfaction were found to affect to job desertion. When people are engaged in accommodation and food business rather than agriculture and forestry fishery, when the satisfaction of the work is lower, the risk was high. Based on these conlusions, the following implications are suggested. First, it is necessary to establish a support strategy for female middle-aged and old self-employed and older workers who start their own business after their 60s. Second, it is necessary to support them to enter into various fields by utilizing their own aptitude and experience rather than establishing them in industries with low entry barriers. Third, it is necessary to develop policies to help improve job satisfaction in the working environment. In particular, it is necessary to ensure that high educated self-employed workers are satisfied with various compensations by self-employed.

The Impact of Self-Employment on the National Economy (자영업이 국가경제에 미치는 영향)

  • In this paper, we suggest proper policy directions through an analysis onthe impact of changes in self-employment on the national economy. In other words, we intend to identify the current status of self-employment jobs and present policy directions for supporting self-employed workers. In order to grasp the dynamic relationship of variables, we used a VAR model to measure the impact of self-employment job fluctuations and macroeconomic variables on each other. The analysis results demonstrate that an exogenous shock to the ratio of self-employed workers does not show a significant impact on the nominal growth ratio. However, when the analysis was done separately on an exogenous shock to the ratio of self-employed workers with employees and without employees, an increase in the ratio of self-employed workers with employees showed a positive impact on nominal growth. On the other hand, an increase in the ratio of self-employed workers without employees showeda negative impact on nominal growth. In future studies, it will be necessary to do additional analysis on quarterly data to estimate the short-term impact of macroeconomic variables on changes in the ratio of self-employed workers.

The Corrections of Errors in the Estimations on the Nonstandard Workers Scale by an Empirical Analysis of Bogus Self-employment in Korea (한국의 가짜 자영업 추정을 통해서 본 비정규 근로자 규모의 오류)

  • The aim of this study is to reveal errors in the estimations on the nonstandard workers scale which have resulted from little consideration for bogus self-employment. Bogus self-employment means disguised employment relationships that are considered to be self-employed workers even though they have inherent subordination. The methods of previous studies estimate that the bogus self-employed workers are excluded from estimations because they are not workers in principle. We analyze the scale of the bogus self-employments using the empirical data [the Korean Welfare Panel of 2008-2013(six wave panel)] to re-estimate the scale of non-standard workers. In 2013, the year of the last wave, the percentage of the bogus self-employment was high, the proportion of them is 28.5% among self-employment without owning a place of business. Our results expect the number of contract workers from re-analysis would be over 740 thousand when reflecting on the predictive value in the actual number of paid workers. In conclusion, it is necessary to apply reasonable methods of analysis concerning the scope and scale of the nonstandard workers for the sake of coping with measures against the problem of nonstandard workers. The aim of this study is to reveal the estimation error on nonstandard workers' scale which are resulted from having no consideration for bogus self-employment. The Self-employed and Preference for the Speed of Minimum Wage Hike -Focused on the Moderating Effect of Income Class- (자영업자와 최저임금 인상 속도에 대한 선호 -소득 계층의 조절효과를 중심으로-)

  • There has been a lively debate between self-employed and wage workers on the speed of minimum wage hikes. Minimum wage is a redistributive policy that evokes confrontation and conflict whereby individuals' views on the policy coincide with their material self-interest. With this in mind, the researcher analyzed whether an individual's labor market status was explanatory to his/her view on the speed of minimum wage hike. Moreover, in light of the likelihood that the varying degree to which self-employed can afford minimum wage hike affects their differential preferences for the policy, the researcher attempted to identify whether there was a moderation effect of income class on the relationship. In the actual analysis, the researcher investigated employment policy survey dataset using a multinomial logit model. The results suggest that, among self-employed, 'gradual increase' and 'rapid increase' of minimum wages are less preferred $vis-{\grave{a}}-vis$ 'minimal increase,' which is the reference. As to the moderation effect, when a self-employed has a middle-income class status, his/her negative preference for the policy is likely to be attenuated. One implication of this study is that subsidizing self-employed small business owners, who are most dissatisfied with the current speed at which minimum wages rise, would be an effective prescription on reducing social conflicts.
