  • This paper aims to examine the effects of increase in childcare subsidy on time allocation of women, particularly low- and moderate-income women with pre-school children. For the purpose, the study adopts seemingly unrelated tobit and analyses data from the 2004 and 2009 Time Use Survey Data of the National Statistical Office. First of all, the results reveal that the policy changes in childcare subsidy affect time allocation of low- and moderate-income women with pre-school children, which increases paid-work whereas decreases caregiving and housework in a daily life. The results show that the changes take place in accordance with the goals of childcare subsidy promoting women's employment and reducing women's burden of caregiving. Yet the study has a couple of limitations- the only marginally significant impact in several variables, little effect on time allocation of all women- for the generalization of the findings. Nevertheless, the results indicate that employment policies for women, particularly for mothers, and the provision of childcare services should be improved to maximize the positive effects of increase in childcare subsidy.

  • The purpose of this study was to investigate the changes that family caregivers have experienced since using the Korean Long-Term Care Insurance(LTCI) system. In-depth interviews were conducted to determine how the services offered within the LTCI program had affected family caregiving and what changes they had incurred. Results from the qualitative content analysis show that the LTCI program significantly reduced the caregiving burden among family caregivers although burdens that family caregiver perceived varied greatly depending on the types of service that the family selected, and assigned family caregivers different identities and diverse roles(i.e., service user, family caregiver, certified care provider) depending on the service they use. The phenomenon of 'certified family care provider', which was not an intention of LTCI, demonstrates the practical need of elderly persons who require both care and the comfort of family and economic status of the family. Despite the positive impact of the LTCI policy on the family caregivers' burden and family relationship, the current LTCI system should be modified in order to better meet the needs of beneficiaries and their family caregivers.

  • The study is to show the prevalence of double-care burdened households who care simultaneously for children(under 6) and provide invalid elderly care for aging parents among women aged 30s to 40s in Korea. The study aims to place care as ordinary needs for our whole lifetime, not as a special happening to a certain age group at specific period. Also, study attempts to reveal that care experiences include both burden and pleasure, and that care relationship, such as care giver-receiver-assistants(second-helpers), strongly affects the diversity of caring experience. Results are as follows. 38.1% of the survey respondents report that they are/have ever been the double-care burdened households who carry both child care under 6 and elderly care suffering from health problems in the past or the present. If including those who expecting the double burden of care in the near future, the prevalence rate goes up to 54.9%. As hypothesized, caring includes both pleasure and burden. The order of pleasant feelings is child care> parents care>in-law parents care, and that of burden is in reverse. However, caring relationship has a strong influence on pleasure or agony of the caring experience. The association between the relationship and the experience, which is expressed by pleasure or pain, occurs to both daughter-parents and in-laws. Interestingly, the caring experiences by daughter to her parents tend to go more burdensome because their husbands do not commit their identity as carer aid, with no additional caring effort for their in-laws. In conclusion, some policy suggestions for double care problems are provided.

Second, both grandfathers and grandmothers had higher generativity as they carried out more social emotional support and educational roles. For grandmother, the more the role of fulfilling the basic desire and social emotional support, the higher the psychological well-being. For grandfather, however, the four care roles did not affect the psychological well-being.

Life time was composed of three types(inevitable time, compulsory time, and leisure time) and leisure time was categorized into 11 activities(voluntarism, participation, social relationships, religion, rituals, culture and tourism, sports, game and play, media, rest, and others) to investigate gender differences and time effects. Second, fathers spent more time on 10 leisure activities except religion in y1, and on all activities than mothers in y2. In y2, less time on three activities(social relationships, rituals, and media) for both fathers and mothers, less time on religion for mothers only, more time on two activities(participation, game and play) for both groups were spent than y1. Third, in the regression analysis of fathers' and mothers' leisure time on three leisure activities(sports, game and play, and media) with a distinct pattern from leisure time for adult group between y1 and y2, socioeconomic variables and lifetime variables showed different effects by gender and waves. • This study examined what factors were associated with psychological well-being of grandparents providing daily care to their grandchildren. More focus on the role of various mediators such as caregiving perception and resources were given to investigate the complicated relationships between providing care and psychological function. I used the nationally representative data from the '2008 Korean National Survey of Welfare Need in the Elderly'. Results showed that there were diverse circumstances of caregiving. Grandparents who cared their grandchildren on behalf of dual career parents emerged predominantly from them. Findings also suggested that type of caregiving was related to external factors. Grandparents shouldering greater responsibility for their grandchildren showed lower levels of resources such as financial conditions and social support, and more negative perception of caregiving, which in turn was associated with lower psychological well-being. Finally, more financial resource and neighborhood support directly influenced more positive perception of caregiving. To enhance resources and empower grandparents raising their grandchildren, community-based intervening mechanism incorporating various environments and effective services to meet the needs of grandparents should be discussed in future studies.

  • Recently family policy and social policy have focused on the balance between the work and family of working parents. The purpose of this study is to analyze the status of the work-life balance of married working women. For this purpose the eight married working women who care for 1 or more pre-school child(ren) were interviewed. The questionnaire used was consisted of 4 themes : 1) child care, 2) working situation, 3) the work-life balance and 4) the need to improve related policies. Through the interviews and data analysis we found the following : 1) Accessibility to educarecenter was considered the most important factor for working moms when they choose an educarecenter. In order to improve accessibility of educarecenters we have to install more educarecenters with various level. 2) All respondents look maternity leave and they evaluated that other services were very weak in terms of quality, usefulness and accessibility. 3) Many childcare services aid in creating work and family balance, however they are not effective. Therefore future policies should focus on providing more options for working women for appropriate services according to childcare needs, working conditions and preferences.

  • This study examines the condition of transfers between mothers and adult children, analyzing the influencing factors in such transfers. Specifically the study examines the influence of financial transfers and economic resources on financial transfers and grandchild caregiving between mothers and adult children. The sample of 3719 mothers with adult children was extracted from the first wave of the Korean Longitudinal Survey of Women and Families. The major findings are as follows. Mothers's socio-demographic characteristics are important factors in explaining financial transfers between mothers and adult children. Mothers who have jobs and spouses are more likely to provide economic resource to their adult children than those who don't have. In terms of receiving economic resources from adult children, statistically meaningful factors are mothers' age, labor market participation, marital status, household income, household asset, and children's labor market participation. Especially, labor market participation of mothers and adult children is statistically powerful factor in financial transfers and caregiving.
