  • This study (research) has been done on the job, job-satisfaction and job dedication of body guards from many sectors in Korea. This research is focused on the relationship of job, job-satisfaction and job-dedication in diverse aspects in order to build up a detailed theory, As a result, teams of body guard can enhance their systematic efficiency through the theory. Therefore in this chapter, it will re-examine the result of this research and discuss about the theoretical and practical aspect of the result. This study(research) will be the outset(start) for the organizational behavior study of the body guards in Korea. Especially, this research tries to distinguish the duty aspect and the general feature of the body guards, satisfaction along with the level of dedication. Therefore it will give the persons concerning the bodyguards many theoretical and practical points to consider. But there is a limitation as crossing research that in this research we didn't research in compensation for all internal body guards and accomplishment of research has achieved in a short-time. Though it will be necessary to accomplish in henceforth research, if at all possible, in compensation for all body guards and much more diverse security service classification, also for a long time extended vertical research.

A Present Condition of R&D Supporting Industries: A Search for their Promotion (국내 연구개발 지원산업의 현황분석과 육성방안에 관한 연구)

  • 연구개발 지원산업은 연구개발 활동을 직·간접적으로 지원하는 산업을 의미한다. 이러한 산업에 대한 개념화는 연구개발 활동의 전문화(professionalization), 분업화(division of labor)가 진행되고 있음을 의미하는 동시에 연구개발체제의 유연성 제고 및 고도화, 효율화가 이루어지고 있음을 나타내고 있다. 우리의 경우 (과학기술혁신을 위한 특별법) 제 15조 등을 통하여 연구개발 지원사업에 대한 특별지원제도의 시행을 명시하고 있으나 현재까지 연구개발 지원사업자를 지정·육성하기 위한 기본현황 파악이나 분석이 이루어지지 않은 실정이다. 본고는 이러한 수요를 반영하여 국내에서의 연구개발 지원산업에 대한 수요를 중심으로 실태를 파악 ·분석하는 동시에 산업지원 육성방안을 제시하고 있다. 국내 연구개발 지원산업의 규모를 추정해 보면 97년 현재 약 3,000억원에서 4,000억원의 규모로 나타나며, 이중 기술정보서비스업이 약 27.0%, 연구장비 및 시험 ·평가 ·검색 ·분석업이 약 38.4%, 연구개발 설계·자문업 등 기타사업이 34.6% 로 나타나고 있다. 연구개발지원 기능은 시험·검사 기능과 기술정보제공 기능이 대부분을 차지하고 있고, 전자의 경우는 내부처리의 비중이 높고 후자의 경우 외부의 전문기관을 이용하는 비중이 높게 나타나고 있다. 특히 기업이 연구개발활동 수행시에 필요한 지원기능을 외부에 위탁할 경우에 느끼는 애로사항은 첫째, 외부 전문위탁기관의 부족 및 정보 미흡이 가장 크고, 둘째, 전문기관의 해외정보력·경쟁력 부족이 다음이며, 공공기관의 지원기능이 미흡하다는 애로사항에 대한 비중이 상대적으로 낮게 나타나고 있다. 연구개발 지원산업을 특별지원·육성하기 위한 기본관점은 특별법의 시행령을 구체적으로 실행하기 위한 시행계획의 수립과 연구개발 지원산업의 육성 시책의 추진 절차의 결정, 사업자 선정, 지원 사항 등으로 제시될 수 있다. 먼저, 기업 연구개발활동의 고도화·효율화를 위해 연구개발 및 기술개량에 필요한 업무 중 기술정보서비스와 연구시험·평가·검사·분석 그리고 중소기업 기술집약화를 지원하는 사업 등을 연구개발 지원산업으로 범위를 정할 필요성이 있다. 다음으로 연구개발 지원사업자를 별도로 선정·인정하는 방식으로 지원해야 할 필요성이 있다. 기존의 산업 지원방식으로는 연구개발 지원기능이 주된 활동으로 인정받을 수 없으므로 국내 연구개발 지원기능의 발전에 한계가 있다. 따라서 취약한 여건을 감안하여 연구개발 지원산업을 육성하지 않게 되면, 각 분야별로 민간사업자의 참여가 거의 이루어지지 않거나, 참여해도 연구개발 지원 기능의 발전보다는 기존의 사업이 주가 될 가능성이 크다. 연구개발 지원 사업자의 지정 지원방식과는 별도로 이루어질 수 있는 지원활동에 대한 지원은 기업회계처리상의 문제와 일관성이 있는 시책추진 및 효과를 기대하기 어렵기 때문에 사전에 동산업의 참여 자격·능력을 갖춘 사업자에 대해서는 제한없이 참여할 수 있도록 Positive System으로 추진해야 할 것이다. 그리고 연구개발 지원사업자에 대한 지원내용을 조세·금융 등 직접적 지원과 타 제도와의 연계지원 그리고 정부구매 등 시장지원 등이 아울러 다양하게 추진될 필요가 있다.

Optician Training System at a Professional School Education and Improvement Plan of Curriculum in the Department of Optical Science (전문대학 안경사 양성제도 및 안경광학과 교육과정 개선방안)

  • I concluded as follows after analyzing the problem of the curriculum in the Department of Optical Science at a college of professional education for the purpose of training desireable opticians. The years required for competing a course of study at the Department of Optical Science at a college of professonal education have to be extended from the present two school years to three years for the short run and have to be extended to four years for the long run. The distribution ratio of subjects in the slate examination should be readjusted and the field of contect lens. Also the system of the slate examination should strengthen by adding practical processing test with the present selective written examination. The Curriculum of department of Optical Science curriculum at a college of professional education should be reorganized reinforce experiment and practice, namely, the subject for experiment and practice, such as Making of specific glasses and Test method of phorpter etc, should be reinforced. The knowledge for goods should be included in clinical training and it is reasonable to constitute the theory vs the practice in the ratio of five to five. The number of the Department of Optical Science should be increased two or more for per forty students and it is desirabled that only the professors who major optical Science or opthalmic medical science, or have Optician Licence should give lecture. The experiment a practice should be enlarged and it is necessary to secure or to adopt practice hours, practice site, machinery and parts, practice assistant and etc. It is reasonable that clinical training include the knowledge of goods, business practice and etc. and that a practice examiner has the qualification as an optician who has education background higher that the college of professional education.

Study on the Efficient Operation of Private Security Guarding System (한국 민간경호시스템의 효율적 운영방안)

  • This study aims to propose efficient way to operate the security guarding system from the perspective of administration, policy, law, institution and operation as to the private security guarding system as the Korean security guarding system needs multifaced analysis and measure to ensure efficient operation. The growth strategy has to be restructured and segmentation market needs to be driven in order to cope with the changing conditions of company from the perspective of administration. And private security guarding service companies must refrain from excessive competition while improving the contracting method such as minimum price bidding, etc. From the perspective of policy, the functions of relevant organizations such as the National Police Agency, security association, etc, and mutual cooperation must expand. Also, the profit generation event needs to be privatized and the more positive perception toward the private security guarding service is necessary. In addition, security exhibition and seminar can be expanded to lay the groundwork for the advancement of private security system. From the legal and institutional perspective, the security guarding service related law must be revised and the certification system must b introduced to cope with the changing requirement. The security guarding instructor system must be strengthened to ensure a faithful and earnest implementation of duty to instruct, supervise and educate security guarding personnel. From the perspective of security guarding system's operation, professional security technique must be introduced and applied, and the volunteer application system must be established. In addition, standard 'security guarding manual' must be crafted, and the equipment for security guarding must be modernized to ensure an efficient operation of private security guarding services.

Recruitment and Selection of Police Officials in the United States -the System and it's Implications- (미국 경찰관 모집·선발제도의 특징 및 함의)

  • Recruitment and selection are separate but mutually reinforcing processes. The goal of recruitment is to attract the largest number of applicants possible to apply to the agency, and selection is the process of weeding out unqualified candidates and identifying qualified candidates. In this context, the recruitment and selection system of police officials is an important issue because it affects their future performance as police officers on the job, especially their policing skills, perception of society, occupational ethics. This study suggested the characteristics of U. S. recruitment and selection system of police officials. In the U. S, each police agency sets up its own recruitment and selection standards and procedures. However, recruitment and selection process follows a certain sequence : receiving application, psychological examination, background check, polygraph test, drug screening, interview, physical agility, and medical test. Special characteristic of American police system regarding recruitment and selection is that many law enforcement agencies use a polygraph test to ensure the integrity of the candidates. Another interesting screening process is a drug test because many Americans abuse illegal drugs. A candidate officer must submit urine or a hair sample for screening test. Police human resources specialists should continually identify the most innovative tests and approaches recruit and select police officers. Recruitment and selection strategies should increasingly attract and retain those officers who have the attributes to work in a community-oriented policing environment.

Supply-Demand Forecasting of Principal Engineers in Construction Industry Using System Dynamics (시스템 다이내믹스를 활용한 건설 특급기술자 수급전망)

  • By prosperous condition of construction economy in the early 90s in Korea, the government needed a lot of the qualified professional engineers (PE) to manage the construction site. In order to meet the high demand of P.E., Government has established the admitted engineer systems(AES) in 1995 that give the authority of principal engineers to the admitted engineers who do not take the written examination but have equivalent working experience. Since 2000, professional $engineer^{\circ}{\phi}s$ shortage has been resolved. however, the opposite situation, which is serious over-supply of construction engineers has occurred. Thus, Government announced that would abolish the admitted engineer systems as recognized the existent admitted engineers(about 1,000,000 persons) from 2007. However, Professional Engineers Institution has strongly insisted that Government should not recognize existent admitted engineers. From this point of view, it is critical to make the supply-demand forecast systems as a derivative approach of System Dynamics also, that is useful in comparing the argument between Government and Professional Engineers Institution. This paper describes about principal $engineer^{\circ}{\phi}s$ supply change by admitted engineer system abrogation and suggests the idea to regulate the supply and demand with the improvement of the regal system.

A Study on Fire Facilities of Urbane Buildings (도시건축물의 소방시설에 관한 연구(I))

  • 우리나라는 1960년대의 경제개발계획에 따른 공업화 시축의 추진으로 산업의 발달과 경제성장은 인구를 도시로 집중시키면서 도시건축물은 대형화, 고층화, 과밀화 현상을 가져왔다. 한편, 국민생활의 향상과 산업활동의 다양화로 화재발생의 주요원인이 되는 전기, 가스, 유류등의 사용량이 해마다 늘어나고 있어 화재의 위험을 가중시키고 있다. 최근 10연간('81~'90) 전국에서 발생한 화재사고는 9만 5,154건이 발생하여 인명피해 1만1,117명, 재산피해 1,859억 2,200만원의 많은 손실을 가져 왔으며, 이 중에는 서울에서 발생한 화재가 3만6,089건으로 전체의 37.9%을 차지하고 있다. 화재가 발생할 경우 대형 참사를 방지하고 귀중한 인명피해는 물론 경제적 손실을 최저로 줄일 수 있는 소방시설을 도시건축물에 설치하여 이에 대비하는 것이 무엇보다 귀중한 일이다. 이는 화재예방 또는 발생 초기에 이를 감지, 통보하고 피난하며 소화활동에 이르는 모든 방재 및 소화를 위한 소방시설의 유용성을 최대로 발휘할 수 있기 때문이다. 본 논문에서는 서울특별시를 중심으로 도시건축물에 설치된 소방시설의 유지 관리 실태와 화재시 소방시설의 이용실태를 분석하여 문제점을 도출하고 이에 대한 개선방향을 제시하므로서 예방소방행정의 발전을 기하고저 하였으며, 그 내용을 요약하면 다음과 같다. 제1장에서는 서론부분으로서 연구의 목적과 범위및 접근 방법을 서술하였고, 제2장에서는 도시소방행정의 특성 및 소방환경의 변화로 먼저 소방행정의 의의와 도시소방행정의 유형으로 예방소방과 진압소방 그리고 구급.구조업무등을 살피고. 도시소방환경변화에 따른 화재발생추세를 살펴 보았다. 제3장에서는 도시건축물에 설치하는 소방시설의 설치.유지 및 이용실태를 검사.분석하였다. '90년도 서울시내 소방서에서 실시한 소방대상물에 대한 소방검사와 방화관리자에 대한 설문조사를 실시하여 소방시설의 유지관리실태를 통계.분석한 결과, 소방시설이 양호한 소방대상물은 전체의 75.9%이며, 불량소방대상물은 24.1%로 나타났다. 그리고 화재가 발생한 소방검사대상물에 대한 화재현장 조사결과 화재시 소방시설을 사용한 소방대상물은 전체의 72.1%를 차지하고 있다. 제4장에서 는 소방시설의 문제점으로 \circled1 소방설비부실공사, \circled2 소방시설 유지관리능력부족, \circled3 소방검사제도 불합리등이며, 이에 대한 개선방향으로 \circled1 소방설비 시공자의 지도. 감독강화, \circled2 자체시설관리능력향상, \circled3 예방소방행정제도의 개선을 제시하였다. 제5장은 결론으로, 우리나라가 최근 경제성장과 산업의 발달로 도시건축물의 화재발생 위험이 가중되면서 이에 대한 소방안전대비책이 요구된다. 이에는 도시건축물에 방화시설과 소방시설을 완비하고, 그리고 자격있고 유능한 방화관리자 선임하여 자체 소방계획을 수립하여 시설점검, 정비와 유지관리를 철저히 한다면 어떠한 화재도 예방 또는 초기에 진압할 수 있고, 또한 입주검자에 대한 소방교육 및 훈련을 지속적으로 수행하여 나간다면 여하한 도시건축물의 소방안전도 그 목적을 달성하리라고 생각한다.

A Study on the Career Development Path of Standard Expert for the 4th Industrial Revolution (제4차 산업혁명에 대응하는 표준전문가 경력경로 연구)

  • This study seeks the career development path for standard professional manpower training to respond to the $4^{th}$ industrial revolution based on the analysis of overseas professional manpower training from USA and EU. Based on the cases of USA & Europe and in-depth interview, this study suggested a professional manpower training system to cultivate both general expert and specialists at the same time. The study suggested that there is a need to train standard professional manpower with convergence professionalism that can combine the detailed fields in accordance with general and specific field. As for the program helping career development of professional manpower, job transfer/circulation system, career counseling, mentoring were suggested. Also, the study suggested that the training requires foundations such as various constructions of certification system of standard professional manpower, securing instructors with ability to conduct standard education wand professionalism, and empowerment through reeducation of current standard related manpower. This study is limited as it is a descriptive study based on domestic and overseas literature review and overseas case analysis in seeking career development path for professional manpower training. There is a need to diversify empirical research that could review the validity of the study result related to the $4^{th}$ industrial revolution and standard professional manpower.

A Comparison of Adult Literacy Policies of UK and Australia (영국과 호주의 성인문해교육정책 비교 분석)

  • Social changes have added to new challenges to adult literacy policies in Korea. These changes not only require most adults to improve their literacy skills, but also require them to learn new competencies. In this context, this study aims to examine whether the Korean literacy policy has properly responded to the new literacy needs. For this purpose, this study not only aims to examine the adult literacy policies of UK and Australia, but also plans to suggest implications for the Korean government. The findings of the study are as follow. Both UK and Australian governments have developed literacy education funding programs, performance management system, and professional development program for literacy educators, all of which are needed for the provision of high quality adult literacy programs. The Korean government has also implemented the similar system since it formulated the adult literacy policy in 2006. However, there are significant differences between the Korean case and those of Australia and UK. Where both UK and Australia governments target every adult who has needs for literacy education, the Korean government only targets the poorly-educated elderly. Accordingly, the Korean government has failed to accommodate various literacy needs of adults. As a way of addressing the limitations of the Korean policy, the government should innovate the adult literacy policy in a way that it helps every adult develop knowledge and skills at anytime and anywhere.

The Bank of Korea Act Enacted as an Apparatus for Modern Central Banking: A Review and Evaluation (근대적 중앙은행제도로서의 제정 한국은행법: 검토 및 평가)

  • The Bank of Korea began its operation on June 12, 1950, with the Bank of Korea Act established a month or so earlier. Thus was first introduced to Korea modern central banking in the real sense of the word. The Bloomfield Mission, consisting of A. Bloomfield and J. Jensen of the Federal Reserve Bank of New York, spent about six months drafting a bill, which finally became the Bank of Korea Act. Little has been known yet about the process leading to the creation of the Mission and the historical context surrounding it, except that F. Tamagna of the Federal Reserve Board made in his capacity of the ECA's representative the offer of technical assistance to the Korean government. This paper attempts to dig deeper into relevant historical records and literature to fill these gaps. As it happened, the confrontation between the US and the USSR was accelerating towards the end of 1940s. The paper's new findings include that the Bloomfield Mission was, together with the ECA Mission to Korea, a product of the then US foreign policy (Cold War policy) and that the former Mission's technical assistance was conceived and provided all along as part of the inflation stabilization program pursued by the latter Mission. The Bloomfield Mission was after all a historical necessity. Next, the paper examines the changes added to the bill during its journey to becoming the Bank of Korea Act enacted in May 1950, presenting a review of the Act. The paper further evaluates the Act in terms of legal persistence, finding that the revised Act currently in force still substantially resembles the Act enacted 70 years ago from now. Finally in order is a brief discussion on those factors which seem to have contributed much to such persistence and thus apparent excellence of the Act enacted.
