본 논문에서는 도로공사를 비롯한 각종 공사현장에서의 안전유도원(신호수 포함)에 대한 국내외 제도 및 현황을 비교분석하여 법·제도의 정비를 통하여 도로 및 공사 경우에 자격증 소지자에 한하여 안전사고 방지를 위한 교통 유도경비를 시행할 수 있도록 하며, 시행 초기에는 여러 영역에서 시행착오가 일어날 수 있을 것에 대응하여 일정교육을 정상적으로 이수하면 자격증을 부여하고, 전문교육기관과 자격제도가 시행되면 자격증 획득과 시험에 의한 검정으로 점차 발전시켜서 안전사고예방을 위한 방안을 마련하고자 하였다.

비파괴검사 기술의 레벨 향상과 안정화를 통한 시간적 재현성이 있는 비파괴검사 결과의 확보를 위해서는 비파괴검사 기술자의 자격 인정 및 인증(nondestructive testing qualification and certification of personnel)제도의 확립이 매우 중요하다. 비파괴검사 결과에 대한 유효성은 비파괴검사을 실시하는 사람의 능력이나 비파괴검사에 대한 책임을 지고 있는 사람의 능력에 크게 의존한다. 1974년부터 원자력 선진국들이 중심이 되어 수행된 PISC 프로그램(program for inspection of steel components) 및 EPRI 등에서는 순회시험 (piping inspection round-robin: PIRR trial) 결과 기존 비파괴검사 방법은 모의 시험편에 있는 상당히 큰 결함도 탐지하지 못하거나 정확한 결함크기를 측정하는데 실패한 경우가 있으며, 검사자의 기량 또는 신체조건에 상당한 차이가 있는 것으로 나타났다[1]. 국제표준화기구(ISO)의 비파괴검사 기술자의 기량인정 및 인증에 대한 국제규격안 DIS(draft international standard) 9712에서는 비파괴검사를 기획 실시 감독 감시 평가를 하기 위한 적절한 이론적 및 실무적 지식을 필요로 하는 기술자의 능력을 평가하고, 문서화하는 방법을 제공하는 절차를 제시하고 있다. 국제표준화기구에 의한 비파괴검사 기술자의 기량인정 및 인증에 대한 국제통합을 추진하는 동기는 제 3자에 의한 체계적인 인증시스템을 가지고 있지 않은 나라와 새로운 NDT 방법에 대해서 인증제도를 적용할 때 세계적인 공통성을 갖도록 유도하기 위함이다. 현재, 우리나라 비파괴검사 기술자의 기술자격 인증제도는 국가기술자격법에 의거하여 한국산업인력공단에서 주관하여 기술사, 기사, 산업기사, 기능사로 구분하여 실시하고 있다. 국제표준화기구의 비파괴검사 기술자의 자격과 인증에 대한 국제 통합화(안)[2]이 거의 마무리 단계에 있고 일본을 비롯한 많은 나라가 국제규격을 기초로 한 새로운 인증제도를 발족시켜 거의 시행 단계에 있다. 반면 국내에서는 한국비파괴검사학회(KSNT)에서 비파괴검사 기술자의 자격인정 및 인증제도의 개선방향이 제시된 바 있고 [3], 표준화위원회에서 나름대로 준비를 하고 있으나 아직 구체적인 실천단계에와 있지 못하다. 본 고에서는 최근 대폭수정 보완된 ISO/DIS 9712 국제규격(안)을 회원들에게 소개하고, 우리나라의 향후 대응방안에 관한 회원 여러분의 의견 수렴에 도움을 주고자 ISO/DIS 9712(1997)를 번역하여 제공한다.

Even though, the Korean private Security Guard's industry is developing, it did not reached at the expected quality services because of the below cost tendering from flooded small security companies, consequently low pays and fragile benefits occur therefore, the skill level and morale decreased. Also, the private security guards field's education, training and development of expert certification system is not enough. One of the plans to solve these problems can be invigorate the certification system. The improving ways are suggested after the research and the analysis of the certification system as below. First, the qualification system to become a security leader will need to add directly related subject, skill examination and continuous refresh training. Moreover, it needs accurate needed the number of the securities and the reduction of the 1st examination exemption object. Second, the qualified system to be become securities will need to strengthen on standard of qualification and focus on skill evaluation, the job education need to state by the law, also exemption for applicant who approached requirements.

In this study, it is to contribute to Korean aviation safe system as well as the improvement of the domestic(Korean) aviation mechanic qualification examination system by comparing and contrasting with the advanced aviation mechanic qualification examination system of ICAO, FAA and EASA. In addition, by reforming and improving Korean aviation mechanic qualification examination system, it can be achieved to keep the international competitiveness and can be authenticated even in international standardized countries in aviation mechanic qualification examination system.

The aim of this study was to develop assessment tools for analyzing society focusing on abilities, not an academic clique. The development of a type of occupational qualification, which is called a working and learning system, for Koreans, can be reliable and acceptable to a variety of society members. This study was conducted by searching for a dual system and examining a qualification system in developed countries. To achieve the goal of this study, the management status according to a type of qualification system was analyzed. In addition, a variety of related laws, related department, testing authority, testing institute, terms of applying for tests, way of testing, committee of testing, testing subjects, criterion for passing tests, a status of qualification test administrated in some developed countries, such as Germany, UK, the USA and Australia, were conducted. The occupational duty of the machine field and education contents are examined by analyzing the occupational duty. In addition, the criterion to solve problems and a way of marking in the field of machines were indicated and an example of written and practical tests is presented. This study makes a blueprint for a qualification system of working and learning at the same time in a national dimension.

The purposes of this study are to analyze the higher education admission policy of France and to draw policy implications for Korea. For this study, literature reviews and interviews (face-to-face, email, telephone) were adopted for main research methods. The major findings were as follows: First, baccalaur?at diploma is necessary for higher education admission in France but each higher education has different admission policy according to their legal status. University has open enrollment policy and has no student selection process. Other higher institutions such as grands ?coles select students based on students' academic achievements. Second, baccalaur?at is national diploma which shows successful conclusion of the upper secondary education and gives right of access to higher education. This diploma is awarded to candidates who have passed a series of standardized written and oral tests drawn up at national level (10/20points). Third, students' academic achievements in high schools are major criteria for admission for higher institutions which has student selection process. Fourth, entrance exams implemented at college level are various according to higher institution. Last, 'Admission Post-bac-APB' site is used to support and facilitate the whole admission process. Based on these findings, several policy implications were suggested.

한국주거학회 자격관리위원회는 자격검증을 위한 과목 선정을 위해 다수의 검정과목안의 장단점을 비교 분석하고, 국내 12개 주거학과의 의견조회 결과를 참고로 하여, 현행 주거학과의 교과과정을 잘 포괄하고 있고 직무영역의 능력을 균형적으로 평가할 수 있는 (가칭)2급 주택사 검정과목(안)과 직무영역의 평가가 강화된 (가칭)1급 주택사 검정과목을 제안하였다. (가칭)주택사는 설정된 검정과목에 따라 2급 주택사의 검정방법은 1차, 2차로 구분하여 실시하고 1차는 기본 지식 및 이론을 평가하는 객관식 시험형태를, 2차는 실무능력을 평가하는객/주관식 혼용의 시험형태를 제안하였다. 1급 주택사는 1차에 한하며 실무의 전문성을 평가하기 위한 논술형을 시험형태로 하였다. 또한 응시자격은 국가기술자격법 시행령 제 21조 제1항과 관련하여 2급의 경우 "기사"등급에, 1급의 경우 "기술사" 등급에 해당하는 자격을 기준으로 제안하였다.

본 연구는 반도체 산업에서 반도체장비유지보수에 사용되어지는 반도체장비 유지보수 분야의 전문기술인력을 효과적으로 양성할 수 있는 반도체장비 유지보수의 자격종목을 개발하고자 하는데 그 목적이 있다. 연구의 목적을 달성하기 위하여 반도체장비 유지보수 분야의 국내외 실태 조사, 문헌조사를 통하여 반도체장비 유지보수 관련 교육훈련기관 및 검정 수요 예상 인력을 파악했으며, 유사자격제도(전자부품장착기능사, 전자부품장착산업기사, 생산자동화기능사, 생산자동화산업기사 등)를 분석하였고, 직무분석을 통하여 반도체장비유지보수기능사의 직무 및 교육내용을 분석하였다. 또한 반도체장비 유지보수 자격종목 신설에 대한 설문조사를 실시했으며, 반도체장비유지보수기능사 자격종목의 출제기준 및 채점 방법을 제시했고, 필기시험과 실기시험에 대한 모의 검정시험도 실시하였다. 이러한 결과를 토대로 반도체장비유지보수기능사에 대한 교육프로그램을 만들었으며, 자격검정을 실시할 수 있는 출제기준을 제시하였다.

Chinese construction companies take major roles gradually in the global construction market. Chinese construction companies performs well-organized project execution by the construction related professionals based on the domestic education and qualification system. The purpose of this study is to analysis the characteristics of professional qualifications for constructor and quantity surveyor in China. The result shows that qualification systems of constructor and quantity surveyor are well classified in detail and operated by government. Each qualifications require broad and defined knowledge structure together with practical experiences. The research result will open the further research of Chinese construction related qualifications in the ways of more specificity, expertise, and practicality.

The purpose of this study is to select the talented and competent personal caregiver personnel through a professional and rational inspection system, and to provide safer personal care services to the public so that the people who are eligible for service can lead a safe life. The purpose of this study is to cultivate qualified and competent personal guardian personnel and provide professional and stable services to the people so that the people who can use the service can lead a safer life. In order to grow into a system that meets the objectives of the personal guardian qualification screening system, it must be revised and supplemented from various evaluation methods. The improvement measures related to the practical test of the system for qualifying personal guardians are as follows. First, the fitness evaluation items should be added. Second, it is necessary to reestablish the test technology. (Remove technology that causes the second threat) (Adds skills that can be used as civilian status) Third, the fallout and application action must be added. Fourth, evaluation in various starting positions is necessary. Fifth, evaluation should be made by diversifying the distance and direction with the opponent.
