  • 최근 산업 현장에서 재해는 설비의 다양화, 인적 구성의 복잡성, 작업환경의 변화 등으로 다양하게 발생되고 있다. 특히 경제적 자립도가 취약한 중소기업에서는 관리능력이 미흡하여 안전에 대한 조직 및 관리, 교육 등이 큰 문제점으로 대두되고 있다. 우리나라의 안전관리의 현실은 대기업 중심으로 이루어지고 있는 실정이나 재해율은 일본 등 주변국보다 2~4배 높은 수준으로 선진국에 비해 아직도 매우 심각한 문제이다. 한편, 환경과 재난방지, 헬스케어 등과 같은 분야에 널리 활용되고 있는 고도화된 IoT 기술은 최근 빌딩, 도시 관제 시스템뿐만 아니라 산업 현장의 설비와 인력관리 등 IoT 기술의 활용이 활발해지는 추세다. 본 논문에서는 IoT를 활용한 기술 개발을 통해 다양한 분야의 산업현장에 산재하고 있는 각종 위험인자를 포함하여 작업자의 근로 환경 정보를 영상 및 센싱 데이터를 이용하여 인지하고 작업자에게 현장 위해요인을 파악함으로써 합리적인 대책의 마련을 통해 작업자의 안전을 보장하고, 이와 더불어 업무지원 정보를 실시간으로 제공하여 인명피해의 감소, 작업능률과 생산성 향상을 야기할 수 있는 스마트 안전제어 및 원격 업무 지원을 위한 지능형 산업안전 관리 시스템을 개발하였다.

Introduction to high resolution weather observation of SK Planet (SK플래닛 국지기상 관측 소개)

  • 기상이변으로 인한 사회 경제적 피해의 증가로 기상정보에 대한 중요성이 커지면서 해외에서는 민간 기업이 기상 관측망을 구축하는 사례가 나타났다. 미국의 Earth Network은 전 세계에 1만개의 기상 관측센서를 설치하였고, 일본의 통신회사인 NTT DoCoMo는 일본에 4000여 개의 기상 및 환경관측 센서를 구축하였다. 국내에서는 SK플래닛이 자사의 플랫폼 기술과 SK텔레콤의 기지국 인프라를 활용하여 수도권 지역에 국지기상 관측망을 구축하였다. SK플래닛은 2013년 서울지역에 1km 간격으로 264개의 기상센서를 설치하고, 2014년 인천 경기지역에 3km 간격으로 825개의 기상센서를 추가 설치하여, 현재 1089개의 국지기상 관측망을 운용하고 있다. 관측에 사용한 센서는 우량계와 복합 기상센서로 강수량, 기온, 습도, 바람, 기압을 측정한다. 관측된 자료는 데이터로거에서 기상청의 자료처리 표준규격에 따라 처리한 후 M2M 모뎀을 통해 1분마다 서버로 전송한다. 전송된 자료는 기상정보 플랫폼의 수집 서버에서 프로토콜 변환 후 원본자료 DB에 저장하고, 실시간 품질관리를 마친 후 품질관리 자료 DB에 저장한다. 관측 지점의 기본정보 및 작업이력은 메타데이터 DB에 저장되고 관리자 페이지를 통해 조회 및 수정 된다. 관측 자료의 품질 보증은 제조사의 센서 Calibration부터 서비스 모니터링 까지 각 단계별로 체계적인 품질관리를 통해 이루어진다. 품질관리를 마친 국지기상 관측 데이터는 응용프로그램 개발자가 편리하게 사용할 수 있는 API(Application Programming Interface)형태로 제공된다. 2013년 여름부터 수집된 1~3km 해상도의 SK플래닛 국지기상 관측 자료를 통해 그 동안 정량적으로 확인하지 못한 국지성 호우 시의 강수량 편차에 대해 알 수 있었다. 2014년 7월 31일 양평지역에 내린 국지성 호우는 시간당 최대 90mm 이상의 비가 내린 사례로, 귀여리 관측소(SK 플래닛)에 시간당 93.1mm가 내리는 동안 퇴촌 관측소(기상청)에는 17.5mm의 비가 내려, 두 관측지점 간 거리가 3.4km 임에도 불구하고 시간당 75mm 이상의 강수량 차이를 보였다. 앞으로 SK플래닛의 국지기상 관측 자료가 국지성 호우의 조기 경보 및 예측 정확도 향상에 활용되어 재난으로부터 국민의 생명과 재산을 지키는데 많은 도움이 되기를 기대한다.

  • The primary agent of civil investigation businesses must be a corporation to line up with public interests, and the government has to carry out the permit system on business owners. As many countries such as those of European and Japan supervise civil investigation business and the police agent supervises guarding businesses, so the police also has to supervise civil investigation business. In many cases, civil investigation businesses deal with private information, and the police has to prevent from infringing customers' basic right by clarifying private information management for punishment. In addition the police has to tighten up customers' obligations. For example the police has to deliver papers about the contents when they enter into or change contract, or after they enter into contract.

  • 지구온난화에 따른 전 세계적 급격한 기후변화로 인하여 자연재해가 발생하고 있으며, 우리나라에서도 매년 태풍을 동반한 집중호우로 지역별 피해가 속출하는 등 자연재해로 인한 많은 인명피해와 경제적 비용의 부담률이 증가하고 있다. 국민안전처에서 발간한 재해연보에 의하면 10년간 전체 종목 중 공공시설물들의 피해액이 매년 비교적 가장 높은 비율을 보이고 있으며, 공공시설물중에서도 하천과 소하천의 피해가 최근 5년(2010~2014년)간 평균 32.91%로 피해율이 가장 높았다. 국외에서는 미국(HAZUS-MH), 일본(피해경제조사메뉴얼), 영국(MCM) 등 공공자산의 홍수피해 예측방법을 개발하여 각 국가의 특성에 맞는 재난손실에 대한 추정을 실시하고 있지만, 우리나라에서는 이러한 방법론적 연구가 부족한 실정이다. 본 연구에서는 우리나라의 자연재해로 발생한 피해의 규모와 이에 따른 경제적 피해를 예측하기 위해 피해율과 피해액 추정 기술을 개발하였다. 미국의 HAZUS-MH와 피해복구지침, 새주소 시스템 DB, 건축법 내 용도별 건축물 종류 등을 활용하여 국내 공공자산 인벤토리(안)을 제시하고 이 중 소하천에 대한 2010~2014년 5개년의 국가재난관리시스템(NDMS) 재해 자료를 기반으로 지역적 특성을 고려한 손상함수를 개발하였다. 함수개발은 강원도 일부 시군에 대해 실시하였으며, 과거 피해자료를 대상으로 검증하였다. 본 연구결과를 토대로 시군단위의 재해로 인한 소하천 피해 정도를 산정하고 한국형 피해예측시스템 개발에 기여할 수 있을 것으로 기대된다.

Development of a Framework of Emergency Action Plan for Domestic Water Front Critical Infrastructure (국내 주요 수변시설물 EAP 프레임워크 개발)

  • Unusual precipitation caused by typhoons and severe rain stormscan threaten human life and property. Thus, various organizations prepare emergency action plans (EAPs) to provide proper guidelines for operators, experts, and emergency response personnel to protect and enhance critical infrastructure. For example, FEMA and DHS have various types of EAPs for dams, levees, and other structures to protect people and property. FEMA defines EAPs as official documents to decrease the damage and impact in emergency situations and to reduce casualties. These documents should consider all possible situations in an emergency and can reduce problems in facility management. This study analyzes EAPs for infrastructure from the USA, Japan, and Korea in order to suggest an ideal EAP framework. EAPcontent can include how to guide experts and operators in disaster stages (mitigation, preparedness, response, and recovery), how to operate emergency equipment, and how to protect critical infrastructure and life. The suggested EAP framework performed very well in a test location. It can therefore be used for infrastructure organizations in Korea and to inform of the appropriate processes and methods for risk reduction in flood disasters.

Comparison of Perception Differences About Nuclear Energy in 4 East Asian Country Students: Aiming at $10^{th}$ Grade Students who Participated in Scientific Camps, from Four East Asian Countries: Korea, Japan, Taiwan, and Singapore (동아시아 4개국 학생들의 핵에너지에 대한 인식 비교: 과학캠프에 참가한 한국, 일본, 대만, 싱가포르 10학년 학생들을 대상으로)

  • This study was done at a scientific camp sponsored by Nara Women's University Secondary School, Japan. In this school, $10^{th}$ grade students from 4 East Asian countries: Korea, Japan, Taiwan, and Singapore, participated. We made a research on students' perceptions about nuclear energy. Sample populations include 77 students in total, with 12 Korean, 46 Japanese, 9 Taiwanese and 10 Singaporean students. Overall perceptions comparison about nuclear energy shows average values from the order of highest Korea, Taiwan, Singapore, and to lowest, Japan. We implemented a T-test to identify perception differences about nuclear energy, with one group that include 3 countries (Korea, Taiwan and Singapore) and another group that includes all the Japanese students. T-test results of perceptions about nuclear energy shows students from the 3 countries of Korea, Taiwan and Singapore having higher average than Japanese students. (p<.05). Korean average scores regarding overall perceptions about nuclear energy show as the highest in all 4 East Asian countries and also highest in all subcategories. On the contrary in Japan, they have lower and negative perceptions of nuclear energy. In spite of these facts, perceptions of Japanese students about nuclear energy seem lowest and negative mainly because of the recent Fukushima nuclear power plant disaster, caused by the tsunami and its subsequent damages and fears of radiation leaks, etc. This shows that negative information about future disasters and its resulting damages like the Chernobyl nuclear accident could influence more on people's risk perception than general information like nuclear energy-related technologies or the news that the plant is operating normally, etc. Even if the possibility of this kind of accident is very low, just one accident could bring abnormal risks to technology itself. This strong signal makes negative image and strengthens its perceptions to the people. This could bring a stigma about nuclear energy. This study shows that Government's policy about the highest priority for nuclear energy safety is most important. As long as such perception and decision are fixed, we found that it might not be easy to get changed again because they were already fortified and maintained.

Improvement of National Risk Alarm 4-Stage Criteria for Flood Disaster (홍수재난 대응을 위한 국가위기경보 4단계 설정기준 개선)

  • EAP, which is operated on the frame of Risk Alarm 4-stage of National Risk Management Guideline, is a critical method in order to promptly respond to disasters. Korea Flood Control Office issues major and moderate flood alarm at each river station by respectively 50% and 70% of design flood discharge in terms of watermark or sea level, however, the criteria deciding major and moderate floods are vague for field managers to control the disaster situations. On the other hand, Japan and USA use river water level as a main criterion in order to classify the stage of flood disaster, which is higher design flood level than Korea. Thus, the authors analyzed domestic and oversea EAP guidelines and suggested improved criteria showing easy display method and raising the criteria of flood level for reflecting more effective action plans through testing a simulation training on the test-bed.

Review of Overseas Cases for Earthquake Preparedness in Korean Archives (한국 기록관의 지진 대비를 위한 국외 사례 검토)

  • This study reviews the basics of earthquake preparedness from several archives and international cases of earthquake damage and restoration to establish an earthquake preparedness plan in Korean archives. The results of the study are as follows: first, to establish the direction of an earthquake preparedness plan, the study summarizes the basic characteristics of an earthquake and its damages, as well as applies the key elements of disaster preparedness planning after reviewing its basic principles. Second, the study analyzes four international cases that may have significant implications for the earthquake preparedness plan in Korea. Given this, four international cases present lessons and limitations such as the book dropping of a library in Japan, the collapse of archives in Germany, damaged archives because of a massive earthquake in New Zealand, and earthquake preparedness and recovery plans in cultural heritage sectors. Third, to apply the information from overseas cases to domestic, the study examines the lessons, the key elements of earthquake preparedness planning, and the public record standard for Korean archives through the mutual linking process, as well as issues that should be considered. The issues reviewed in this study could help Korean archives establish a realizable earthquake preparedness plan in the future.

A Basic Study on The Seismic Capacity Evaluation and Repair Reinforcement in Cultural Assets : Focused on Wooden Structure Cultural Assets in Korea and Japan (문화재 내진진단과 보수·보강에 관한 기초적인 연구 -한국과 일본의 목조 건조물 문화재를 중심으로-)

  • The purpose of this study is to improve the repair and reinforcement of cultural construction assets made of wood and develop seismic countermeasures. The existing regulations for the earthquake proofing of cultural assets are termed 'Regulations concerning earthquake disasters affecting cultural assets' of the cultural heritage administration, which only specifies the reporting of damage to cultural assets after the occurrence of an earthquake. Since 2013, Korea has been studying the introduction of a seismic evaluation system consisting of experts by referring to the 'Guideline for the diagnosis and reinforcement of important cultural properties in Japan. The earthquake proofing of wooden cultural assets in Japan is assessed by experts using a scoring system similar to the one in Korea, but the system in Japan is managed in three steps, viz. before, during and after the occurrence of the earthquake. In order to extend the existing management system by focusing on the repair of the damage after the occurrence of an earthquake, it is necessary for Korea to cultivate experts for the regular management of cultural assets, establish seismic criteria for them, and introduce a regular management system through a civil organization related to construction. By examining the current status of wooden cultural assets, it is necessary to develop various seismic diagnosis techniques and produce guidelines for the repair and reinforcement of individual wooden cultural construction assets following their identification.

A Basic Study for Securing the Business Continuity of Local Governments in the Event of Earthquake and Tsunami (지진 및 지진해일 발생 시 지방자치단체의 업무연속성 확보를 위한 기초 연구)

  • In this study, the theoretical review was carried out on the concepts regarding the continuity of operation plan and business continuity management plan, international standard ISO22301 and common required functions for disaster response, and the business continuity guideline of local governments in Japan and establishment cases were analyzed to draw matters to be reflected for establishing the business continuity plan of local governments according to the occurrence of earthquake and tsunami. In conclusion, the standard guideline of central government should be prepared for establishing the business continuity plan of local governments and the foundation to establish the plan smoothly based on such guideline should be provided. Also, the business continuity plan should be prepared based on the previous established safety management plans by reflecting the regional characteristics of local governments. And, in order to establish the business continuity plan that fits the region, proper investigations can be carried out to examine the characteristics of each organizations, resources, facilities and environments. Lastly, detailed scenario on the scale of earthquake and tsunami occurrence and damages is prepared to establish the business continuity plan of local governments and conditions for prompt countermeasures according to the scale.
