A Study on the Improvement of Airworthiness Certification (항공기 감항증명제도에 대한 고찰)

  • Since Korea has invested only on developing an aircraft, it is true that Korea has neglected detailed standards and procedures about certification activities including essential safety procedures. Most developed countries have implemented mandatory airworthiness system by legislating it for operational safety of aircraft based on ICAO Annex 8, and the U.S. Department of Defense and the FAA's Airworthiness system have been adapted it to the realities of their circumstance. Therefore, Airworthiness system that can guarantee the safety of the aircraft at international level is necessary to enhance flight safety and to create export opportunities of an aircraft as a country which can develop an aircraft by itself To achieve this, a study on the improvement of aircraft airworthiness was carried out by analyzing the problem of domestic airworthiness system and by reflecting international best practices on the establishment of a system for improved Airworthiness.

  • Portal site is not only providing search engine and e-mail service but also various services including blog, news, shopping, and others. The fact that average number of daily login for Korean portal site Naver is reaching 300 million suggests that many people are using portal sites. With the increase in number of users followed by the diversity in types of services provided by portal sites, the attack is also increasing. Most of studies of password authentication is focused on threat and countermeasures, however, in this study, we analyse the security threats and security requirement of membership, login, password reset first phase, password reset second phase. Also, we measure security score with common criteria of attack potential. As a result, we compare password authentication system of domestic and abroad portal sites.

  • Engine test cell should provide controlled test environment to properly verify requirements of engine performance and operational characteristics. However, since test cells cannot be perfectly identical to each other, new test cell requires processes to verify reliability of test results and correct differences through correlation testing using a baseline test cell. This paper studies about what should be considered when correlation testing is performed based on commonalities and differences between turbofan and turboshaft engine. It provides examples of correlation test procedure. In the future, it is expected that this study will help set up a standard that can certify test facility according to engine type.

A Study on the Improvement of Laws Related to the Safety Management of Children's Play Facilities (어린이놀이시설 안전관리법규의 개선방향)

  • The purpose of this study was to understand the laws related to the safety management of children's play facilities(LRSMCPF) including the "Safety Supervision Law of Children's Play Facilities(SSLCPF)" and the "Quality Management and Industrial Products Safety Management Law(QMIPSAL)", in order to analyze the problems by 4 phases-development of products, landscape design, landscape construction and maintenance considering landscape project procedure-and to propose a revision of the laws. The results are as follows: 1. The various LRSMCPF, SSLCPF and QMIPSAL, as basic laws for the safety management of children's play facilities, were insufficient regarding the features of children's play facilities and play spaces, which are both comparatively varied and complex. 2. In development of products, the one-year duration of safety certification based on QMIPSAL was too short and the procedure for safety certification were redundant in both products and plants inspection, and export and import product inspection. 3. The field inspection of construction sites based on SSLCPF was repeated with quality control and a consultation of rules based on "Construction Technology Management Law". 4. There are not enough safety inspection organizations regarding children's play facilities to meet the demand of safety certification, safety inspection, and safety education in the near future. 5. For children's play safety, the establishment of a general safety management system for children's play connected with the phases is needed to ensure safe play equipment, to construct safe playgrounds, and to manage play facilities. The criteria, regulations, and procedure regarding safety certification and safety inspection of play facilities must be revised efficiently and standardized to a global level as well. To improve the system and contents of safety certification and inspection, authorization of safety inspection organizations based on landscape architecture is needed. Further study will be required to concretely analyze in detail the laws, enforcement decrees and rules, and ordinances that consider the practical experience of professional landscape architects, inspectors, and lawyers.

  • This study is for preparation a solution develop small suppliers. For this goal survey for the buyers, agents, supplier's situation and difficulties, policy and support systems. And After benchmark the other's countries, develop government policy, suppoet systems. As a results, the support must be made for public organization, small suppliers. The Response direction must be made for agents and private buyers. At the point of support systems, public organizations must implement the purchase systems and provide the verified informations of suppliers. And it's necessary to educate marketing and sales solutions. At the point of Response directions, it's necessary to make a standard for supply replaced MRO. And the beginning positioning directions of MRO-mall is needed to stress the differentials with private suppliers.

  • An eVTOL aircraft, which is required to operate with low pollution/low noise in urban environments, mostly use battery-powered electric propulsion systems as power sources, not traditional propulsion systems such as reciprocating or turbine engines. Accordingly, certification preparation for the electric propulsion system and securing the safety of the electric propulsion system, are important issues. In the U.S., special technical standards equivalent to FAR Part 33 were issued to certify electric engines, and in Europe, various special conditions were established to certify electric propulsion systems. Thus, in Korea, the technical standards for the electric propulsion system for eVTOL aircraft must also be prepared in line with the U.S. and Europe. In this paper, SC E-19, the technical standard of the electric/hybrid propulsion system (EHPS) in special conditions, was analyzed. Additionally, securing the safety of the electric propulsion system of the aircraft are proposed, through the collaboration of SC E-19 technical standards with the existing aircraft safety evaluation procedure ARP 4761. Finally, through a case study of the Ehang 184 electric propulsion system, it has been confirmed that the proposed safety assurance method is applicable at the aircraft level.

  • 이러닝의 중요성과문화산업에의 파급효과 및 장래성에 대하여는 이미 많은 문건이나 발표로 알려져 있다. 이렇게 여러 분야에 중요한 효과를 가져가기 위해서는 교육의 양적 성장 뿐 만 아니라 효율적인 교육과 이에 대한 효과에 대해 관심을 기울여야 한다. 이미 미국이나 유럽을 중심으로 각종 이러닝 관련 연구를 통해 ROE(교육투자회임) 연구와 더불어 품질인증(QA : Quality Assurance)에 대한 중요성이 부각되고 있다. 이러한 움직임은 이러닝을 위한 교육자원의 상호운용 또는 활용이라는 측면에서 강조되어 온 이러닝 표준화와 연계되어 그 움직임이 활발히 진행되고 있다. 이러닝 품질표준화의 논의는 단순히 교육자원의 상호운용과 재사용이라는 측면에서 제시되어 온 메타데이터 관리 차원의 SCORM과 같은 기준 외에 교육자원의 생성으로부터 교육시스템 및 교육과정 운영에 이르기까지 그 영역이 광범위한 것에 주목할 필요가 있으며, 국가와 문화적으로도 다양한 환경을 고려해야만 할 것이다. 본고에서는 이러닝 품질보증 표준화의 정의와 범위 그리고 표준안을 만들기 위한 수행절차 및 적용방법 등을 살펴본 후에 외국의 개발 현황과 국내의 개발 현황을 비교함으로써 우리가 가져야 할 미래지향적 표준전략을 제시하고자 한다.

Analysis of Perceptions on Accreditation System of Vocational Training Providers and Measures to Improve the Accreditation System (직업훈련기관 인증평가에 대한 인식 및 개선방안 연구)

  • To improve the quality of government-funded vocational training, an accreditation system of vocational training providers has been implemented since 2015. The purpose of this study was to suggest improvement measures by analyzing the accreditation system and the perceptions surrounding it. To this end, accreditation systems from European countries, such as Germany and the UK, as well as related domestic systems, were reviewed. Two surveys were administered to 131 appraisers and 370 vocational training providers. The study results showed that changes to the standard and accreditation processes are not needed at this point. In the long term, however, it will be necessary to request that vocational training providers adopt their quality assurance system. In addition, both appraisers and vocational training providers responded that the accreditation system is being established to increase the quality assurance system within vocational training providers. Based on the study results, several implications for improving the accreditation system were suggested as follows: a vocational training enhancement centered on outstanding vocational training providers; an accreditation system simplification for short-term vocational training providers; a stronger monitoring system during the accreditation period; and an operation of outcome-based accreditation.

Use and Perception of Environmentally-Friendly Ingredients by Dietitians in Chungbuk (충북지역 학교급식 영양(교)사의 친환경 식재료에 대한 이용실태 및 인식)

  • The purpose of this study was to examine the status of environmentally-friendly ingredients and dietitians' perceptions toward them in order to find for improvement. Data was collected from questionnaires completed by 202 school dietitians and nutrition teachers in Chungbuk, and this data was analyzed utilizing the SPSS 20.0 program. The results obtained from this study were as follows: 'mixed grains (58.9%)' and 'eggs (36.6%)' were found to be the most used environmentally-friendly ingredients. 81.7% of the respondents said they 'never used' marine products, whereas 'fruits (43.6%)', 'pork (40.8%)', and 'fish (54.5%)' were the most preferred ingredients. Dietitians and nutrition teachers used environmentally-friendly marine products less than other ingredients, had a poor understanding about environmentally-friendly marine products, and demonstrated low reliability and belief in the necessity of the system. In order to verify the environmentally-friendly status of the ingredients, marks on the product and documents of certification were mostly used. In order to improve the supply system, a more strict tracking system in the distribution process by securing more reliable suppliers is required.
