This study aims to provide the policy implications for the Korean government which has to attract foreign workers with higher education degrees in order to address shortage of human resources. As a way of doing this, the study has compared the foreign qualification evaluation and recognition (FQER) systems in Germany, Denmark and Norway. The results of the study reveal that the three countries are similar in that they have developed their own FQER systems according to the Lisbon Recognition Convention and has thus provided everyone with opportunities to have his/her qualifications evaluated fairly. However, there are differences in terms of the evaluation target, the recognition of prior learning and the linkage between the evaluation and employment approval for foreigners among the three countries. These cases altogether provide meaningful policy implications for the Korean government that has to develop its own FQER system in the near future.

Since the Syrian Civil War in 2011, the number of refugees has been on the rise in Korea as well as worldwide. In addition to recognition of legal status for refugees, employment and education support, and qualification recognition are emerging as social issues. In this context, this study aims to compare the cases of Netherlands and Norway in terms of evaluation and recognition of refugees' qualifications. The findings of the study show that although there were concerns about the lack of official documents to verify the qualifications of refugees, the two countries have developed a special process for the evaluation and recognition for refugees respectively according to the Lisbon Recognition Convention. In addition, both countries have developed a recognition of prior learning system which has made the qualification recognition process flexible from a point of refugees. These experiences could be used as benchmarks for the Korean government which has a responsibility to develop its own qualification recognition system for refugees in the near future.

The Ministry of Education, Science and Technology has been implementing the government's recognition project regarding the program accrediting organizations in Higher Education. This research is to establish an evaluation model for the government's recognition process of the program accrediting organizations, and develop the evaluation categories, items and indices for the model. The research has set the concept for the government's recognition regarding the program accrediting organizations and designed an evaluation model for such organizations. The evaluation model embraces a preliminary evaluation process, assessing an eligibility of the accrediting organizations for the higher education based on the formalities set forth for the government recognition organization accrediting process. It also includes the main evaluation process, which assess the eligibility based on the evaluation standards stipulated in the associated legislation and regulations. In addition, through in-depth verification processes by experts, this research finalized 2 evaluation domains, 5 evaluation categories, 24 evaluation items and 33 evaluation indices.

IT(Information Technology) 제품의 보안 기능을 평가하기 위한 서로 다른 체계를 이용함으로써 평가를 위한 이중의 비용 소요와 추가의 시간 소모 등의 문제점을 해결하기 위하여, 미국, 영국 등의 선진국들은 국제간에 상호 인정이 가능한 공통평가기준(CC : Common Criteria)에 대한 연구를 활발히 수행하고 있고, CCRA(Common Criteria Recognition Agreement)에 가입한 나라에서 평가된 제품은 다른 나라에서 재평가 과정을 거치지 않고 상호 인정하는 CCRA 라는 평가를 위한 국제 조약을 체결하여 시행 중에 있다. 그러나 CC는 다양한 보안 제품에 대하여 시행되고 있고, 표준안의 분량이 매우 많을 뿐만 아니라 복잡하며, 개발자와 평가자, 그리고 이용자 모두가 평가를 위한 기술적, 관리적, 절차적 과정의 이해가 무엇보다도 중요하다. 따라서 CC 주요 주체에 대한 평가 교육의 필요성이 매우 중요하게 대두되고 있다. 또한 우리 나라도 국제공통평가기준 인정 협정인 CCRA로의 가입을 준비중에 있고, 다양한 제품으로 평가제도의 확대를 준비하고 있다. 본 논문에서는 각 나라의 CC 교육 과정을 분석하고, 현재 CC 체제하에서 평가된 정보보호 제품들의 특성을 분석하며, 이를 바탕으로 우리의 평가 교육 현실을 살펴본 후, 국내 CC 교육 프레임워크와 실천 방안을 제시한다.

국제공통평가기준(Common Criteria)2.1을 기반으로 한 국제공통평가인정협정(Common Criteria Recognition Arrangement)은 21세기 정보보호 산업 전반에 수출입 장벽 및 국제적 표준으로 자리매김 할 것이다. 이미 국제공통평가상호인정협정(CC-MRA)에서부터 적극적으로 기술을 축적하고 세계적 표준을 선도한 미국, 캐나다, 영국, 독일, 프랑스 등의 주요 선진국들은 국제공통평가인정협정 인증서발행국(CCRA-CAP)으로서의 우월적 지위를 확보한 상태이다. 이에 본 연구는 CCRA-CAP국가들에 대한 스킴(Skim) 분석을 통하여 우리나라 의 스킴 개발이 국제적인 선도국과 비교하여 어떤 차이를 보이는지와 우리나라의 문제점을 도출해보고자 한다. 이를 통하여 향후, CCRA-CAP국가로 세계적 평가, 인증체계의 선도국이 되기 위한 준비과정에서 얻을 수 있는 통찰력과 시사점을 제공하고자 한다. 본 연구에서는 여러 스킴 중 정보보호시스템 평가, 인증 제도 관련 기관 책임 및 임무에 관한 1번 스킴을 주요 논의의 대상으로 하여 분석 연구한다.

This study examines the university accreditation program and its effect on the resources in the accredited libraries, by using library statistics published in 1990-1999. The results indicate the accreditation may effect on the increase in library seat numbers, building spaces, library holdings, and budgets which included in the evaluation criteria, and the slight decrease in library personnel which is not. It suggests library professionals to be more involved in the accreditaion process to improve the present evaluation criteria and assessment methods.

IT(Information Technology) 제품의 보안 기능을 평가하기 위하여 서로 다른 체계를 이용할 경우 평가를 위한 이중의 비용 소요와 추가의 시간 소모 등의 문제점을 해결하기 위하여, 미국, 영국, 호주 등의 선진국들은 국제 간에 상호 인정이 가능한 공통평가기준(CC: Common Criteria)에 대한 연구가 활발히 진행되고 있다. 현재 우리나라도 국제상호인정협정(CCRA)에 가입을 준비중에 있으며, 다양한 IT 제품으로 평가 제도의 확대를 준비하고 있다. 본 논문에서는 미국, 영국, 호주의 CC 체제 하에서 평가된 정보보호 제품들의 특성을 분석하고, 이를 근거로 우리나라 IT 제품의 보안기능 평가에 적용 가능한 분류 체계를 고찰해 본다.

When developing a weapon system, a T&E(Test and Evaluation) can be performed using M&S for the test items that cannot be evaluated in the real world. In this case, the VV&A activities are required to prove the credibility of M&S for the T&E. Recently, the use of M&S has been increasing as the R&D trends of weapon systems are becoming more advanced. Therefore, the VV&A activities are also increasing. The VV&A activities aim to verify, validate, and accredit that the simulation can represent a real system and ensure credibility regarding its purpose and intention of use. VV&A activities are divided into V&V and Accreditation. When performing VV&A in the ADD (Agency for Defense Development), the V&V activities are performed by a separate department of the ADD and the accreditation activities are performed in the DTAQ (Defense Agency for Technology and Quality). This paper proposes a V&V process for a T&E of M&S that has been performed in ADD. The process is used to verify and validate the documents and data generated during the development process according to the accreditation criteria, and provides objective data that can be used to judge whether the accreditation decision and acceptance criteria are met.

American Academic Accreditation System was reviewed. Current accreditation standards of the six regional accreditation associations were analysed with reference to the evaluation of academic libraries. That analysis was led to the recognition of some trends; mission and goal based assessment, qualitative evaluation, emphasis on the student learning outcomes, emphasis on the teaching role of academic librarians, distance education, and less prescriptive text. Some suggestions were made for revision of the Korean academic accreditation standards related to libraries.
