A Study on Establishing Green Port based on Eco-Ship Assessment Scheme (친환경 선박 평가 제도를 통한 그린포트 구축 연구)

  • As the marine environment is becoming more important with growing demand for the marine transport due to the globalization, some advanced ports have made efforts to establish Green Port to protect the marine environment. The Korean ports as the world's fifth ranked country have also made efforts to establish Green Port but most efforts are focused on hardware aspects such as renewable energy generation, installation of AMP and fuel conversion of port facilities. The purpose of this study is to develop Eco-Ship assessment scheme for Green Port in a software aspect and present measures to improve global green-competitiveness of Korean ports through diversification of their efforts for Green Port.

  • Internal and external environment changes surrounding our society are pressing our government to solve a lot of difficult problems. These problems are more likely to be solved by a number of ministries and agencies, rather than a single ministry or agency. Thus collaboration is a necessary strategy to increase government's problem-solving skills. This study examines determinants of successful collaboration by analysing cases of local governments that solved uneasy problems covering many ministries after persistent efforts which have been controversial issues in our society. First, theoretical approach for collaboration and its matrix is examined. Second, interviews of government officers are analyzed to study collaboration cases. Finally, Strategic points of view are discussed to promote collaboration within government sectors. The results show that common goal sharing, incentives and supporting systems play important roles in inducing collaboration.

  • Universities which have taken an important role to develop the human resources, became one of emitters of greenhouse gases, they need to find a way to reduce global warming gases through reduction of energy consumption. This study is intented to propose a solution that can reduce the greenhouse gases at universities located in Korea. To conduct this study, we have chosen a university at Wonju in Kangwon province for a case study and investigated the emissions of carbon dioxide from campus facilities and residential area. The data has become a footstone to estimate the assumed amount of carbon emission for top 23 energy consumption universities in Korea. We calculate the amount for carbon emission, not only for facilities in campus, but also for residential buildings, amount for emission is increased severely by showing $9780.94tCO_2$, which is 2.1 times more than average amount for emission of greenhouse gases researched in existing statistics. Universities have difficulty in introducing new energy generation system, as having been done business companies or other commercial facilities but they are required to introduce some educational methods since it is a academic space. Incentive to universities reducing carbon emission in campus is a system to provide incentives with students, professors, administrative personnels and others in campus as a compensation for their efforts to save energy. It is needed to establish the infrastructures for measuring energy consumption in campus.

  • It's hardly possible to end the controversy over the effectiveness of government's role in economic growth of developing countries. It seems that each side can provide enough empirical evidences to support each side's argument. In most developing countries, the governments' capability to implement the economic plan is a more important factor that the type of policy they choose. Therefore, in this study, we focus on the capacity of policy implementation rather than the choice of policy itself. We tried to critically investigate Ecuador's policy implementation capacity in terms of qualities of policy framework, policy measures and policy constraints. First, Ecuador places high priority on import substitution and export promotion, she is not equipped with sufficient policy measures. Second, the overall policy framework is not effective enough to mobilize resource support those policies. Third, while the SENPLADES is leading overall develoment plan, it lacks the capacity to coordinate various ministries involved.

  • Purpose and Method: The purpose of this study is to understand the current status of safety management following the enforcement of the Serious Accidents Punishment Act. In-depth interviews were conducted with the general managers of critical disaster work at a total of 4,555 facilities managed by 11 city-affiliated organizations under the Seoul Metropolitan Government. Through this, work-related matters are analyzed and structural causes of accidents and disasters are derived. And we would like to take improvement directions and countermeasures. Result: There is a limit to the recognition and prevention of serious accidents punishment, and improvement is needed in work overload and avoidance, communication, information management and utilization. Conclusion: As the burden of work is high, it is necessary to prohibit other tasks and concurrent positions, hire safety management experts, grant authority in line with the work, require an incentive system for safety work, and develop educational materials suitable for the ability to perform safety work.

  • The purpose of this study is to a study on the development of the DMZ tourism merchandising which use storytelling. also this study is to develop DMZ tourism imagery using the storytelling structured the subject matters based on DMZ. storytelling tourism is the oldest and the best factor of tourism activity among induced factors in these days. As a life of human being is upgrading, the importance of DMZ storytelling tourism merchandising will be magnified. Even tourism commercialization is able to make an achievement as an economical effectiveness to a developing country. Data were collected from 205 members of leading tourism business and job performance in travel agency. data were statistically analyzed using SPSS 20.0. Findings from this study suggest that local government and DMZ tourist business operators consider the storytelling for vitalizing authenticity to improve tourists' satisfaction. also this study is about DMZ tourism commercialization to achieve various opinions of several scholars.

Factors associated with changes in pharmaceutical expenditures of outpatient care in clinic setting : Focusing on the incentive scheme to reduce total prescribed drug expenditure and the drug utilization review system (의원 외래환자의 약품비 변화 관련요인: 처방총액 절감 인센티브제도와 DUR 제도 시행 전후를 중심으로)

  • This study was performed in order to compare a change in pharmaceutical expenditures per outpatient of clinic and to analyze factors relevant to a systems as part of evaluating policies for the incentive scheme to reduce total prescribed drug expenditure and for the drug utilization review system("DUR system" hereafter). For this, it had finally analytical subjects as 21,320 clinics nationwide without a change in location, clinics symbol and signed subject during both terms of the first half of 2010 and the first half of 2011. As a result, the odds ratio with reduction in pharmaceutical expenditures of clinic was statistically higher significantly in the shorter year number of opening clinic, in the larger number of doctors, when the classification of establishment is other, not individual, and when the signed subject is surgical division. Also, the odds ratio was significantly higher in the less patient number of clinic and in the lower ratio of patients aged over 65. Finally, the odds ratio was significantly high when a clinic had been located in DUR system demonstrative project area. Through this, a case of policy for improvement in doctor's autonomous prescription behavior like DUR system can be known to be effective for reduction in pharmaceutical expenditures. A future research on evaluation of policy for pharmaceutical expenditure management system will need to be performed in-depth analysis in consideration of diverse characteristics on the participatory entities.

Prediction of the Electric Vehicles Supply and Electricity Demand Using Growth Models (성장모형을 활용한 전기자동차 보급과 전력수요 예측)

  • European and American countries are actively promoting eco-friendly cars to reduce exhaust emissions from internal combustion engines. In Korea, the "4th Basic Plan for Eco-Friendly Vehicles" aims to promote eco-friendly cars by improving charging infrastructure, expanding incentive systems, and targeting the supply of 1.13 million eco-friendly cars by 2025. As rapid growth in the number of electric vehicles sold is expected, estimates are required of this growth and corresponding power demands. In this study, the authors used a growth model to predict future growth in the electric vehicle market and a previously derived electricity generation model to estimate corresponding power demands up to 2036, the target year of the "10th Basic Plan for Power Supply and Demand". The results obtained provide useful basic research data for future electric vehicle infrastructure planning.

An Effect Analysis on the Management and Service Evaluation System for Bus Company (시내버스업체의 경영 및 서비스 평가제도 도입 효과분석)

  • Gyeonggi-do has conducted bus management and service evaluation of bus operating company since 2005 under the law for promoting public transportation. The evaluation results are used for improving bus service, making policy, and estimating incentives to bus companies. A lot of cost and man-month are needed to evaluate bus management and service for bus operating company, and many companies are against the evaluation. Therefore, the effect analysis on evaluation system should be followed to maintain it. This research results in the evaluation system has positive effects through quantitative and qualitative analysis. The data of bus company's operation condition in 2005 and 2006 are used for a comparative analysis. From the survey result for the company, bus drivers, and administrators, it results that positive effects are predominant. The results of this research could be used for a shield against some criticism about appropriateness of the evaluation criteria and effectiveness of the evaluation system. For improving bus service, evaluation items and criteria could be added or adjusted based on this research.

Problems of Benefit Sharing Support Policy and its Policy Effectiveness affecting the Firm Performance (성과공유제 지원정책의 문제점 분석 및 기업성과에 미친 효과성 연구)

  • The purpose of this study is to suggest the improvement plan for an effective benefit sharing support policy through empirical analysis on the benefit sharing operation of government as well as the benefit sharing support policy of government affecting firm performance. Therefore, this study analyzed current problems on benefit sharing operation of government as well as performed a survey for 225 participating and cooperation firms regarding firm performance. This study found some improvements such as insufficient diverse incentive measures leading to the difficulty of participating firm's increase and spread, insufficient substantial benefit sharing such a cash allocation between consignment firms, the increase of biz management system model failing to induce innovation of new technology or product, and difficult spread into 2nd, 3rd cooperative firms besides 1st ones, meanwhile, verifying the positive influence of government benefit sharing support policy on both participating and cooperation firms, especially on the performance of cooperation firms. As a further study, it is necessary to increase the objectiveness and accuracy of a research through verification of the interrelationships between firm statue and performance on the basis of more objective and quantitative data such a sales increase or R&D capability of cooperation firms.
