  • '인사가 만사'라는 말이 있다. 조직에서 사람을 뽑고 이를 적절히 배치하는 것보다 중요한 일은 없다는 뜻이다. 요즘에는 보유 인력에 대한 지속적인 능력개발도 인사 못지않게 중요한 과제로 평가받고 있다. 하루가 다르게 변화하는 세상에서 인사는 끝이 아니고, 새로운 시작이기 때문이다. 여기 개개인의 능력을 최대치로 끌어올려 줄 한국기술교육대학교 능력개발교육연구원이 있다.

충주대-청주과학대 통합의 성과와 과제

  • 충주대학교-청주과학대학 간의 통합에 의한 구조개혁은, 대학경쟁력 강화, 교육 여건 개선에 의한 교육의 질 제고, 안정적인 자원 확보와 고등교육의 형평성 제고, 지역산업과의 클러스터 구축에 의한 지역혁신이는 목적으로 추진되었으며, 이에 따른 성과를 거두었다. 그러나 현재 학과 통합과 캠퍼스 간 학과 이전에 따른 공간조정 문제, 형식적인 학부제의 운영, 대학 내의인사, 직원의 인력 조정 및 배치 등이 많은 부분 해소되지 않고 잠재적인 갈등의 상태로 남아 있다.

  • 대한산업보건협회는 반세기 이상 쌓아 온 산업보건의 역량을 교육사업 분야에 새롭게 쏟아 붓고자 한다. 협회는 교육개발팀을 신설하여 본부 조직을 확대하였고 전국의 6개 지역본부에 교육전담 인력을 배치하며 교육장을 정비하는 등 사업터전을 마련하기 위해 부지런히 달리고 있다. 이제 막 첫걸음을 떼었지만, 교육사업을 키우기 위한 임직원들의 열정은 이미 점화됐다.

  • Large size shipyards have peformed the generating of piece and the nesting using shipbuilding-oriented CAD program, which requires higher skilled operators and lots of costs. So, medium and small size shipyards have pursued different types of piece generation and nesting (arrangement method). This research is to develop a program for the generating of pieces with parametric macro method and a STRIP program for the nesting of pieces by PC, which can be applied in such shipyards.

A Comparative Study on Foodservices and Their Satisfactions between Kindergartens with and without Dietitians in Chungnam (충남지역 유치원의 영양사 배치 유무에 따른 급식실태와 학부모의 급식 만족도 비교)

  • We investigated foodservices and levels of their satisfaction from parents of children in kindergartens with and without dietitians. Foodservice facilities consisted of kitchens and cafeterias for all kindergartens with a dietitian (KWD) and only kitchens for all kindergartens without a dietitian (KWOD) (p<0.001). Children consumed lunch in a lunchroom for all KWD and in a classroom for all KWOD (p<0.001). The person in charge of the diet menu was a dietitian for all KWD and a director for 52.2% of KWOD (p<0.001). About 48% of total kindergartens were served different amounts according to the child's age and body size. About 30% of parents from total kindergartens responded that a difficulty of foodservice management was children's safety while distributing the lunch. The majority of respondents claimed that foodservices need a more balanced menu and active instructions on proper dietary habits. Parents who visited and participated in foodservice were significantly higher from KWD than KWOD. Also, the desire to participate in foodservices was significantly higher in the parents from KWD (p<0.01). Sixty one percent of parents from KWD and 19% of parents from KWOD considered foodservices when choosing a kindergarten (p<0.001). The satisfaction in foodservices of parents from KWD was significantly higher from all points of view in terms of the quality of foodservice, nutrition, and hygiene. In conclusion, we found that foodservices and their levels of satisfaction from parents of kindergartens with dietitians were better and higher than those without dietitians. Therefore, all kindergartens should consider having a dietitian exclusively in charge of foodservices.

  • Scheduling for nursing personnel involves many factors and requirements. Therefore, manual scheduling requires much time and effort to produce an adequate schedule. This paper introduces a PC based nurse scheduling support system which was developed in Microsoft Access 2.0, an easy to use data base management tool. First step of this system is to determine necessary number of nursing personnel by medical law or by patient classification. Current Korean medical law stipulates that number of patients attended by a nurse is 2.5 for hospitalization. In addition, necessary nursing personnel by patient classification was determined four nurses for seven patients in this system based on the authors' preliminary study. And the second step is to assign daily duty type for each nurse at every nursing unit automatically. The introduced system fully utilizes the GUI environment of Microsoft Windows and even makes the computer-novice nurses feel comfortable in using the system. This system can help nursing administrators improve nurse scheduling in a way of quick and easy schedule generation for the future, and allow nurses more time for patient care.

  • Recent economic slump has highlighted the needs for the construction industry to develop strategies to improve productivity and overhaul organization structure. Notably, it is urgent to improve productivity of apartment building construction projects that account for about half of the aggregate revenue of building construction projects in Korea. As construction site management manpower staffing plan has close relation with the productivity of building construction, it is essential to staff construction sites adequately in consideration of site conditions and characteristics. However, construction companies of Korea are still far from developing site management manpower staffing plan in reference to quantitative standards. Therefore, this research aims to analyze site management manpower staffing plan of apartment building construction project by means of density analysis. To be more specific, site organization charts and staffing plans of apartment building construction projects put together by large construction companies in Korea are studied and essential resources and their mobilization time of apartment building construction projects are examined. Conclusions herein will provide basic inputs to subsequent studies of apartment building construction site management manpower staffing standards.

  • The purpose of this study: firstly, investigate cognition of affiliated members about manpower distribution of the South Regional Headquarters Korea Coast Guard(SRH-KCG) and danweis. Secondly, seek ways to reasonable manpower distribution of SRH-KCG and danweis. And this study's research subjects are five coast guards(Busan coast guard, Tongyeong coast guard, Yeosu coast guard, Jeju coast guard, Seogwipo coast guard) belonged to SRH-KCG. The results of this study: firstly, 56.7% of affiliated members approved the need to organizational diagnosis. Secondly, must manpower loading in order of Busan coast guard Tongyeong coast guard Jeju coast guard. Thirdly, must manpower loading in order of maritime safety division the security division criminal investigation divition.

Improved Model for Index of Construction Engineer's Competency Evaluation System in Domestic Construction Management (국내 건설사업관리 기술인력 역량평가 개선모델(I2CEC))

  • The ICEC (Index of Construction Engineer's Competency) quantifies the competence of construction engineers using such parameters as experience, education, and qualifications and assigns four technical grades (expert, advanced, intermediate, and beginners) to construction engineers according to their scores for the efficient management and loading of technical personnel. However, as of 2020, the seventh year since its implementation, ICEC has shown many problems in its application, unlike its intended purpose. So institutional supplementation is required to provide improvement measures that can cope with the changing labor market environment and complement the current ICEC. Therefore, this study examined the current status of the career management system after the introduction of the ICEC, suggested a career index proportional to the competence of construction engineers from the beginner to the expert level, and developed an effective capability evaluation model I2CEC. The improved model presented in this study provides a means to comprehensively judge the performance, experience, and the professional work abilities of construction management engineers. Furthermore, the results of this study are expected to contribute to the development of efficient manpower and career management systems for enhancing the competitiveness of the domestic construction industry.

Institutionalization of a Patient-Sitter Program in Acute Care Hospitals (보호자 없는 병원 제도화 방안)

  • In an effort to resolve the burden of patients hiring patient sitters, this study sought to review the Ministry-of-Health-and-Welfare-initiated pilot program of running hospitals without patient-sitter to identify its background, operation method, performance results, and limitations. Based on the review, the study derived the necessity of introducing a hospital system without patient-sitter as well as its operation and systemization methods. The ministry-initiated pilot programs were conducted twice: in 2007, and in 2010. A review of the 2007 pilot program revealed that the patients and families' satisfaction score with nursing services was 9.1 points (on a 10-point scale), their intention to reuse the service was 97.8%, and their intention to recommend the service was 98.0%, all high scores. Appropriate nursing manpower, derived from the 2007 pilot project, indicated 2.3 patients per nurse and 4.0 patients per nurse aid. The 2010 pilot project results indicated that the patients and families' satisfaction was high at 8.0-9.1 points (on a 10-point scale), and that the intention to reuse and recommend the service was also high. Compared with the 2007 pilot project, however, the types of medical institutions and the nurse to patient ratios were diverse, offering limitations. In conclusion, to systemize hospitals without patient-sitter, it is necessary to develop policies designed to establish criteria for the appropriate nurse to patient ratio and skill-mix, to standardize the work, to prepare finances for securing nursing staff, to evaluate the nursing demands, and to monitor the quality management.
