Analysis of Effectiveness on Subsidizing Commuting Cost for Public Transit User (대중교통 이용자 통근비용 보조제도의 효과분석)

  • In spite of continuous implementation of the transportation demand management (TDM), the profuse use of car at the peak-time has caused chronic traffic congestion in the Seoul downtown area. This study makes a comparative analysis on the effectiveness of commuting cost subsidy system for public transit user with other policy instruments such as an increment in fuel tax and park cost. This study not only follows standard guidelines of stated preference methodology to guarantee objectivity, but also uses sample enumeration method and non-Parametric bootstrapping method to secure reliability of empirical results. As a result of empirical studies, the conversion effect of car to public transit is superior to other two Policy instruments. Also. an increment in fuel tax and park cost is income-regressive from the equity aspect in a wage bracket, but commuting cost subsidy system for Public transit user is Income-progressive As a fundamental research on commuting cost subsidy system for public transit user, this study is likely to Provide Policy-makers with quantitative information useful in establishing Public transport Policy to Promote the use of the public transit.

  • 규제당국은 설비를 보유하고 있지 않는 다양한 형태의 사업자들의 서비스 시장 진입장벽을 낮추기 위한 제도적 장치로서 전기통신사업 법 개정을 통하여 공정경쟁과 이용자보호를 위한 도매규제방안을 강구하고 있다. OECD 국가들은 도매제공 도입 등으로 인해 고용증대효과, 요금인하효과가 발생하였다. 특히, 도매제공 및 요금규제를 하고 있는 노르딕 국가들은 OECD 전체 회원국 중 가장 낮은 이동전화 요금수준을 유지하고 있다. 국내의 경우 해외와 같이 도매제공(무선재판매) 의무화를 위해서는 먼저 현행 법규정에 무선재판매 의무제공에 대한 근거를 마련해야 한다.

Optimal Toll Estimate of a Toll Road Using Fuzzy Approximate Reasoning - Forced on the Geoga Bridge - (퍼지근사추론을 이용한 유료도로의 적정요금 산정 - 거가대교를 중심으로 -)

  • For a private toll road project, deciding optimal toll is an important element of economic analysis for the project and a challengeable work. In this study, the optimal toll of a private toll bridge, Geoga Bridge which connects Geoje Island of Gyeongnam Province and Gaduk Island of Busan was estimated using Stated Preference (SP) data. The SP data were collected by interviewing the passenger car drivers travelling on the National Road 14. They are latent users of the bridge. A fuzzy approximate reasoning model to estimate the optimal toll was built using the SP data. For the input variable of the model, the saved travel time and toll level were employed and the diversion rate to the bridge was employed for the output variable. The diversion rates for each toll level and saved travel time were estimated and the toll level which had maximized the toll revenue was decided as optimal toll. The optimal toll was tested by comparing with the average pay rate of passenger car drivers. Since the optimal toll for passenger cars at one hour saving, the 6,250 won is about 50 % of the average pay rate of passenger car divers, the toll was evaluated not to be high. The technique employed in this study may be used for the estimation of the optimal tolls for other kinds of vehicles.

  • The automatic payment process of mobile phone micropayment system has not checked user's authentication. That is the structural vulnerability of mobile phone micropayment system. The malicious contents provider can cheat users and payment gateway through abusing the structural vulnerability. The payment gateway applies standard payment module after August, 2012 in order to solve the problem. But the standard payment module also has the vulnerability that makes damage of users. So the purpose of this paper is to suggest efficient improvement of standard payment module for user protection.

  • In accordance with the development of broadcasting, the style of using medium by users has been personalized in the propensity to consume. Recent advent of media convergence allowed users of medium to decide the received environment for their needs, thereby the position of users has become more important in the medium consumption. IPTV has the most advanced form of personalized information media. However, IPTV was made by media convergence, which has relation with a variety of interested parties, so there are a few troubles among them in the way of commercializing IPTV. As a matter of fact, although users play a leading role in the IPTV industry, there are still few discussions on the welfare of users. IPTV should be remained the characteristic of the medium of personalized information, and it should include the welfare of users in various fields of media convergence. That is Universal Service. It is necessary to be guaranteed the access right and the variety of contents in using IPTV. Moreover, in terms of telecommunication, IPTV should insure the reasonable fare system as a pay-services. On the basis of the analysis in local and international IPTV circumstances, in terms of content as a medium of personalized information, in terms of fares as a pay-services, and in terms of digital literacy as a new medium of digital access, policies for welfare of users are suggested.

  • The integrated transit fare system of Seoul metropolitan area has given positively evaluated with reduction of user cost and activating the transfer behavior from its opening year, July 2007. However, there were only few research about railway demand forecasting methodology, especially mode share, has conducted under the integrated fare system. This study focuses on the utility estimation by each mode under the integrated fare system, and on the coefficient actualization relates on travel time and travel cost estimation with Household Travel Survey Data 2006. Also the railway demand analysis methodology under various fare systems is presented. The methodology from this study is expected to improve accuracy and usefulness in railway demand analysis.

  • The purpose of this paper is to estimate 'willingness to pay' for mobile data service by using contingent valuation method with double bounded dichotomous choice question. The findings are as follows.: First, the willingness to pay of mobile data service is considerably lower than current retail price. Second, the perceived degree of mobile data service such as awareness and benefit recognition is positively related to the willingness to pay of mobile data service. Our results suggest that active promotion and strengthening of the content of mobile data service are needed in order to enhance the profitability of mobile operators. The analysis results will be used to set the mobile operator's pricing strategy and to build up a successful communication policies in the mobile ecosystem.

  • This paper proposes a prepaid system promotion policy for the 3G(WCDMA) MVNO with regard to the newly included paragraphs 3, 4 and 5 of Article 32 (User Protection) and Article 38 (Provision of Wholesale Telecommunications Services) of the Telecommunication Business Act, which was revised on March 22, 2010. As of June 2011, there are only a few prepaid system subscribers to the mobile communications service due to various limitations, including prepay, interconnection, carrier selection, the MVNO policy, and number portability. However, overseas communications service regulatory agencies and service providers are increasingly presenting policies and strategies for mobile prepaid plans, in order to accommodate the various customer demands that are increasing the use of smart phones and data. This paper advances various proposals concerning promotion of the prepaid system by the 3G MVNO under the current Telecommunication Business Act, including separation of the prepaid data system and the mobile network; introduction of a monthly fixed-rate hybrid prepaid system, a top-up system and USIM system; introduction of mobile network carrier selection; differentiated retail discounts between prepaid and post-paid prices; revision of the retail discount policy for wholesale provision; increase in the number of mandatory service providers; and in-depth consideration of the introduction of a number portability policy for the prepaid and post-paid systems.

  • In general, the analysis of travelers' mode choice behavior is accomplished by developing the utility functions which reflect individual's preference of mode choice according to their demographic and travel characteristics. In this paper, we propose a methodology that takes the spatial effects of individuals' departure locations into account in the mode choice model. The proposed methodology allows us to estimate mode shares by departure places even though the survey does not cover all areas. This will help transportation agencies to evaluate how the difference of individuals' departure places such as residential, retail, and commercial area affects on mode choice behaviors.

  • With an increasing number of cars in Korea, the government is constantly providing roads and their related facilities. However the fundamental problems of cities like the structure of cities and the environment of roads make the traffic congestion of downtowns. To solve this problem the construction of toll roads such as tunnels and bridges is increasing but use rates of drivers is low. With more tolls required, less persons will use the roads. Thus this study is to consider offering discounted charges when using the two or more toll roads together. This study analyzes the impact that discounted charges would bring to the demand. In the meantime we looks into what the proper range should be for the discount. The results of this study are expected to be used as basis for the introduction of a discount system in the future.
