A Study for Enhancing Community-based Services in Public Libraries (공공도서관에서의 지역사회 기반 봉사 확대를 위한 연구)

  • The public library as a public institution, funded by the public, is accountable to provide community based services. Those services can be developed through identifying community needs and implementing proper planning process to satisfy the identified needs. Under budget pressure, public libraries have changed their emphasis from the provision of the standardized services to the establishment of specialized services to reflect the differing characteristics of the community and the community members each public library serves. This paper reviews the research in this area since 1970s and suggests guidelines for the enhancement of community based public library services.

  • 본 연구의 목적은 전문도서관인 공무원교육원 도서관의 공동수서정책을 위해 이용자의 요구를 인용문헌분석을 통해 파악하고자 하였다. 이을 위해 3개 공무원교육원의 주이용자인 장기교육생의 인용문헌을 자료의 유형분석, 자료의 최신성 분석, 인용문헌수 분석, 외국문헌 이용현황과 핵심자료를 파악하고자 하여 공무원교육원 도서관의 공동수서정책에 반영하고자 하였다. 그 결과 형태별로는 연구보고서의 인용율이 가장 높았으며, 평균인용건수를 분석한 결과, 교육수료보고서의 1인당 평균인용건수는 29.42권으로 조사되었다. 발행시기별로 분석한 결과, 출판 후2${\sim}$5년 내의 자료를 40.6%로 가장 많이 인용하는 것으로 조사되었으며, 언어별 분석 결과, 국내서로 기술된 문헌의 인용율은 90.1%로 조사되었다. 핵심자료를 파악한 결과 단행본의 최대 피인용문헌빈도(3회 이상)는 155권 이었으며, 학술지는 112종, 통계자료는 34권이었다.

Analysis of User Satisfaction and Perception on Public Libraries in Complex Facilities in Seoul (서울소재 복합시설 공공도서관에 대한 이용자 만족도 및 인식 분석)

  • Recently, attention has been drawn to a new form of a public library, that is, a public library in a complex facility constructed in the same building or site with another facility. To get active users' or local governments' supports in the public library in a complex facility, it is necessary to build library strategic plans based on the analysis of users' evaluation and demands. Thus, this study analyzed the user satisfaction and perception of the 28 public libraries in complex facilities in Seoul. As a result, it was found that most users overall satisfied with public libraries in complex facilities in terms of human resources, information resources, and the links among services and positively perceived their environments and services. In order to provide more satisfaction to the users in public libraries in complex facilities first, it is necessary to improve the accessibility of libraries, to secure the sufficient library space, to prevent the outside noise, to link the facilities which bring mutual synergistic effect, and to develop a program and service accompanying other facilities.

  • Library website is medium for connecting library information resources and users. However, searching and accessing methods to information resources in library websites and retrieval systems are mostly designed for users. So, the disabled users have difficulty accessing and using library information resources through library websites. Therefore, the author carried on current status study and analysis on the retrieval system of the national and public library websites in Korea. And then, the author proposes improvement plan in order to enhance satisfaction with information needs of disabled users and to use a basic study for construction of retrieval system of library websites for disabled users.

Forecasting Open Government Data Demand Using Keyword Network Analysis (키워드 네트워크 분석을 이용한 공공데이터 수요 예측)

  • This study proposes a way to timely forecast open government data (OGD) demand(i.e., OGD requests, search queries, etc.) by using keyword network analysis. According to the analysis results, most of the OGD belonging to the high-demand topics are provided by the domestic OGD portal(data.go.kr), while the OGD related to users' actual needs predicted through topic association analysis are rarely provided. This is because, when providing(or selecting) OGD, relevance to OGD topics takes precedence over relevance to users' OGD requests. The proposed keyword network analysis framework is expected to contribute to the establishment of OGD policies for public institutions in the future as it can quickly and easily forecast users' demand based on actual OGD requests.

  • The objective of this study was to promote the use of collaborative digital reference service by identifying factors that affect user satisfaction and developing improvement measures based on the findings. Data were collected via a questionnaire administered to the users of the "Ask a Librarian" service and a survey to analyze the frequency and patterns of usage of the service. The survey analyzed the associations among subjects' demographic characteristics, information seeking patterns, factors that influence user recognition, service satisfaction, and follow-up intentions via responses to the questionnaire. Rapidity answers in factors of service satisfaction is found that the high impact of positive (+). According to the result of statistical analysis, the priority of service improvement strategies of digital reference service were suggested.

  • Recently, as diffusing knowledge-based information society, creation and information literacy of knowledge information is being important factor. Specifically, with increasing of science-technology information and information needs of science-technology information users are becoming segment and specialization. Also, study results of science-technology being used instantly in industry field and because of impact on industry development, science-technology information is growing rapidly. Therefore, customer-oriented system building is important. So, The purpose of this paper is to analyze and describe the characteristics of information needs and using behavior of science-technology information users of the KISTI.

A Case Study on Applying QFD to Improve Library Service Quality (도서관 서비스 품질 향상을 위한 QFD 적용에 관한 사례 연구)

  • This study aims to apply QFD model to improve and evaluate library service quality using user needs priorities. The library of the D University is presented as a case study. QFD is a powerful quality management method in which customer needs are translated into appropriate technical requirements for each stage of product/service development. To apply QFD in the field of library services, first library user needs and their AHP, satisfaction and importance degrees were examined via focus group interview. Second, the service improvement engineering characteristics for satisfying the user needs and their relationship/correlations matrices were defined by interviewing library practitioners and experts. Finally, the data collected was entered using CUPID solution, and then HOQ to improve library service quality of the D University was constructed. This study focused on QFD method and its application as a tool for improving the quality of library service.

  • With explosive growth of information by recent advancements in information technology and the Internet, users need a method to acquire appropriate information. To solve this problem, an information retrieval and filtering system was developed as an important tool for users. Also, users and service providers are growing more and more interested in personalized information recommendation. This study designed and implemented personalized information recommendation system based on AR as a method to provide positive information service for information users as a method to provide positive information service. To achieve the goal, the proposed method overcomes the weaknesses of existing systems, by providing a personalized recommendation method for contents that works in a large-scaled data and user environment. This study based on the proposed method to extract rules from log files showing users' behavior provides an effective framework to extract Association Rule.

  • In this study, we investigated the information users' needs and information seeking behavior in the field of science and technology. We found that the science and technology researchers most frequently needed information while conducting the research & development related tasks and drafting research papers. The researchers attributed the main sources of research ideas to be the communication among colleagues and the literature review. The researchers's most preferred information sources were digital libraries, web search engines, and academic information portal. In conclusion, the science and technology researchers regarded the online use of electronic materials as the primary source of information. We hope that this investigation reported herein to be the foundation for developing user-centered information services for the science and technology discipline.
