최근 근접 서비스(Proximity Service)에 대한 관심이 뜨거워지고 있다. 애플에서는 iBeacon을 출시하여, 근접 서비스 시장 생태계를 선점하려 하고 있으며, 퀄컴과 삼성도 발 빠르게 대응하고 있다. 국내 이동통신사업자인 SKT도 다양한 근접 서비스를 출시하고 있다. 근접 서비스란 사용자가 가까이 있음으로써 가능한 서비스로써 대표적으로 상용화되고 있는 것으로 근접 마케팅이 있다. 근접 서비스를 제공하기 위해서는 크게 3가지 기술을 활용할 수 있다. Wi-Fi Direct, 3GPP Prose 및 블루투스 저에너지 기술이 그것이다. 본고에서는 상기 기술들에 기반한 대표적인 근접 서비스 제공 사례를 통해 근접 서비스 동향을 파악하고 근접 서비스를 가능하게 하는 기술적인 원리에 대해 간략히 살펴보고자 한다.

세계 각국에서 무선전화가 유선전화를 추월하는 유무선 대체현상이 나타나고 있다. 이러한 유무선 대체는 크게 엑세스 대체와 호 대체로 나눌 수 있다. 최근에는 엑세스 대체현상도 활발해 유럽의 경우 가정의 12%정도가 이동전화만을 사용함으로써 고정전화의 호 사용빈도가 줄어들고 있는 추세이다. 따라서 본 고에서는 이러한 유무선 대체 현상이 발생하는 원인 및 사례를 살펴보고 그를 통해 각 사업자가 유무선 대체를 방지 또는 지연시킬 수 있는 전략을 제시하고자 한다.

Mobile WiMAX(WiBro)를 비롯한 통신서비스는 정지 및 이동 중에도 다양한 형태의 휴대 단말기를 이용하는 가입자에게 음성 및 데이터 서비스를 제공하기 위한 양질의 QoS와 Seamless mobility를 보장하는 무선망의 구축이 필요하다. 무선망 구축을 위해서는 년도별/지역별 트래픽 수요예측 분석과 서비스 대상 지역에 대한 사업 단계별 망 구축 및 확장 시나리오에 따른 투자비의 산출과 양호한 서비스 품질을 보장하기 위한 무선망 설계가 선행되어야 한다. 본 논문에서는 무선망설계 절차 및 무선서비스사업자의 경제적인 무선망 구축을 위해 필요한 무선망설계툴 운용방안에 대해 알아보고, 노미널 설계, 상세 설계, 그리고 망운용 및 최적화에 필수적인 KT가 자체 개발하여 휴대인터넷 망설계에 사용한 무선망설계툴 CellTREK의 최근 기능에 대해서도 간략하게 소개한다.

본 논문은 단계적으로 B-ISDN을 구축할 때 단계구분의 기준으로 널리 이용되는 ITU-T의 3단계 B-ISDN 신호(망제어) 능력의 주요 특성과 능력차이를 살펴보고, 이 능력기준에 의거해 구현된 B-ISDN간에 호환성을 고려한 네가지 망진화 방안들을 제안한다. 또한 B-ISDN 구축을 위해 현재 진행 중인 HAN/B-ISDN 연구개발 사업의 체계종합 연구 결과로 제시하는 단계별 B-ISDN 구축방안과 각 단계별 망의 형상과 주요 특징을 소개한다. 그리고, 신호 능력 단계에 따른 망 진화 방안으로서, 1 단계 망으로부터 2 단계 망으로 진화해가는 과정에서 어떻게 기능을 발전시킬 것인가에 대한 고찰을 통해 HAN/B-ISDN 사업에서 추구하는 단계별 망의 진화방안을 제시한다. 아울러 초고속정보통신망 구축을 위해 수반될 B-ISDN과 이종망간 연동을 위한 방안을 살펴보고, B-ISDN과 프레임릴레이망, N-ISDN등의 기존 유선 통신망과의 연동과 위성통신 및 이동 통신망, 그리고 ATM-Forum 규격을 토대로 한 사설 ATM망의 수용 방안을 제시한다.

본 고에서 저자는 신규 통신 서비스로서 공중 무선 LAN 서비스의 수요 예측에 대해 다룬다. 신규 사업에 있어서 수요 예측은 사업의 수익성을 평가하는 가장 기본적인 자료이며 효과적인 마케팅 전략 수립을 위한 기초 단계로서 의미가 크다. 그러나 신규 서비스는 특성상 과거의 판매 자료가 존재하지 않기 때문에 시계열 자료를 이용한 수요 예측이 불가능하다. 따라서 본 고에서는 공중 무선 LAN 서비스와 유사한 특성을 지닐 것으로 판명되는 기존 서비스인 ADSL/케이블모뎀 서비스와 이동전화 서비스의 과거의 확산 과정을 분석하여 공중 무선 LAN 서비스의 확산 과정을 살펴본다. 이러한 유사추론과정을 통해 2006년까지 공중 무선 LAN 서비스의 가입자 수를 예측한다. 또한 선택모형(choice model)을 이용한 잠재 시장 규모의 추정법에 대해 언급한다.

This paper proposes a prepaid system promotion policy for the 3G(WCDMA) MVNO with regard to the newly included paragraphs 3, 4 and 5 of Article 32 (User Protection) and Article 38 (Provision of Wholesale Telecommunications Services) of the Telecommunication Business Act, which was revised on March 22, 2010. As of June 2011, there are only a few prepaid system subscribers to the mobile communications service due to various limitations, including prepay, interconnection, carrier selection, the MVNO policy, and number portability. However, overseas communications service regulatory agencies and service providers are increasingly presenting policies and strategies for mobile prepaid plans, in order to accommodate the various customer demands that are increasing the use of smart phones and data. This paper advances various proposals concerning promotion of the prepaid system by the 3G MVNO under the current Telecommunication Business Act, including separation of the prepaid data system and the mobile network; introduction of a monthly fixed-rate hybrid prepaid system, a top-up system and USIM system; introduction of mobile network carrier selection; differentiated retail discounts between prepaid and post-paid prices; revision of the retail discount policy for wholesale provision; increase in the number of mandatory service providers; and in-depth consideration of the introduction of a number portability policy for the prepaid and post-paid systems.

이동통신 시장에서 SKT의 시장 점유율이 점차 높아지면서 KTF와 LGT의 가입자 이탈 막기에 비상이 걸렸다.지난 9월말 기준 이동전화 가입자 현황을 살펴보면 SKT는 전달에 비해 6만2,868명이 늘어난 데 반해 KTF와 LGT는 각각 2,053명과 7,541명이 줄어든 것으로 나타났다. 이 같은 현상은 올해 내내 이어지고 있는 상황으로 LGT의 경우 지난 3월 이후 약 11만6,000여명의 가입자가 이탈한 것으로 나타났다.이에 따라 KTF와 LGT는 SKT의 독주체제를 막기 위해 모바일 뱅킹 사업에 대한 전략적 제휴를 체결하는 등 방안 마련에 부심하고 있는 것으로 알려 졌다. KTF의 한 관계자는“이동통신시장의 특성상 지배적 사업자가 갖는 이점으로 인해 이 같은 현상이 나타나고 있지만 한발 앞선 모바일 콘텐츠 서비스 등으로 가입자 기반을 점차 늘려 나갈 계획”이라고 밝혔다.한편, 초고속인터넷 서비스 가입자수의 경우 지난달에 약 5만여명이 늘어나 증가세가 계속되고 있는 것으로 나타났다.

본 논문은 무선통신망 환경에서 이동체(Mobile Node)에 멀티미디어 서비스를 제공하기 위한 효율적인 핸드오프 알고리즘에 관한 연구로서 QoS에 미치는 영향이 큰 요소들에 대해 분석하고 이를 기반으로 효율적인 핸드오프 방안을 제시한다. 이를 위해 QoS와 밀접한 관련이 있는 이동체의 속도에 따른 핸드오프 호의 실패율(Blocking Rate)을 분석하였다. 또한 현재 각 이동통신 서비스 업체들이 제공중인 인구밀집지역에서의 무선 멀티미디어 서비스를 가정하여 피코셀(Pico Cell) 환경에서 멀티캐스트 그룹설정에 따른 핸드오프 호의 실패율을 분석하였으며, 이를 기반으로 무선통신망에서 향상된 QoS를 제공할 수 있는 핸드오프 방안을 제시하였다.

In this era of smart convergent environment wherein all industries are converged on ICT infrastructure and industries and cultures come together, the information and communication construction business is becoming more important. For the information and communication construction business to continue growing, it is very important to ensure that technical manpower is stably supplied. To date, however, there has been no theoretically methodical analysis of manpower supply and demand in the information and communications construction business. The need for the analysis of manpower supply and demand has become even more important after the government announced the road map for the development of construction business in December 2014 to seek measures to strengthen the human resources capacity based on the mid- to long-term manpower supply and demand analysis. As such, this study developed the manpower supply and demand forecast model for the information and communications construction business and presented the result of manpower supply and demand analysis. The analysis suggested that an overdemand situation would arise since the number of graduates of technical colleges decreased beginning 2007 because of fewer students entering technical colleges and due to the restructuring and reform of departments. In conclusion, it cited the need for the reeducation of existing manpower, continuous upgrading of professional development in the information and communications construction business, and provision of various policy incentives.
