On Detcdting the Steady State Segments of Speech Waveform by using the Normalized AMDF (규준화된 AMDF 이용한 음성파형의안정상태 구간검출)

  • To recognize continued speech, it is necessary to segment the connected acoustic signal into phonetic units. In this paper, as a parameter to detect the transition regions in continued speech, we propose a new noramlized AMDF. The suggested parameter represents a change rate of magnitude of speech signals. As comparing this value with the adjactent frames value the state of the frames can be distinguished as a level between the steady state and transient state.

척-공작물계의 동특성 평가에 관한 연구

  • 종래부터 공작기계의 성능은 그 공작기계가 발휘하는 가공정도와 가공능률이라고 하는 막연한 개념으로 취급되어 왔으나, 최근 가공정도나 가공능률을 저해하는 제현상, 예를 들면 채터나 열변형 등에 관한 정력적인 연구가 진행되면서 이들이 발생기구가 명확히 됨과 동시에 이들 제현상의 발생한계로부터 가공성능을 정량적으로 평가 해왔다. 그러나 연구보고라는 말의 성격상 연구의 대부분이 특정 현상이나 요소에 대하여 기술한 것이기 때문에 제 현상을 총괄하여 공작기계의 성능을 체계화한 것이라고볼 수는 없다. 여기서 공작물의 물림조건에서 발생 되고 있는 여러가지 문제점 중에서 척킹(chucking)된 공작물의 물림강성이 채터 진동의안정한계, 즉 가공한계에 미치는 영향에 대해서는 선삭가공에서 척 가공방식이 일반적으로 널리사용되고 있다는 점을 감안할 때 매우 중요한 과제이다. 그 중에서도 척에 물린 공작물의 경우에는 절삭저항의 작용위치와 죠의상대적인 위치에 의한 공작물 강성의 변화가 가공정도에 커다란 영향을 미친다는 것이 오래 전부터 지적되고있느 사항 중의 하나이다. 따라서 척-공작물계의 동적인 특성이 절삭현상에 미치는 영향에 대하여 동적인 관점에서 검토할 필요가 있다.

  • NOx, Soot and other exhausted components already became a dangerous state as principal materials of the air pollution. Therefore, the exhausted regulations are getting strict in the many countries. In this paper, reduction characteristic of NOx Soot and CO from diesel engine are investigated when MF plasma system is put to the diesel engine. NOx is decreased in all measured load and applied voltage to plasma reactor.

대단면 근접병설터널의 설계 및 안정성 평가기법에 관한 연구

  • 최근 용지매입의 제한과 자연환경훼손의 최소화를 도모하는 사회적 환경으로 인해 대단면 근접병설터널 계획이 점차 증가하고 있다. 지금까지는 주로 중앙벽체부의 지지기능을 활용한 2Arch터널의 형태로 도심지 지하철의 정거장이나 고속도로의 일부구간에 계획되고 있으나, 대단면 근접병설터널에 대한 시공실적 및 설계사례가 부족한 국내에서는 이에 대한 역학적 거동과 합리적 시공방안에 대한 연구가 미흡한 실정이다. 따라서, 대단면 근접병설터널에 대한 국내·외의 설계 및 시공사례를 정리·분석하므로서 차후 제한된 구간에서의 터널계획시 합리적인 설계 및 시공이 되고자 하였다. 또한, 최근 도심지 구간에 계획중인 터널의안정성 검토 사례를 중심으로 터널 및 인접구조물, 중앙필러부 및 콘크리트 라이닝에 대한 상세 안정성 검토방법을 고찰함으로써 기존 병설터널의 거동특성과는 구별되는 대단면 근접 병설터널의 안정성 평가기법에 대한 방향을 제안하였다.

The Enactment of Record Management Act and the Reform of the National Assembly Record Management System(1999~2008) (기록물관리법의 제정과 국회기록관리체제의 개편(1999~2008))

  • The record management system of the National Assembly was remarkably reformed as 'Record Management Act' was enacted in 1999. At first, the records of the National Assembly had been managed by the general services division, the proceeding division and the stenograph division. But as Record Management Act was enacted, the system was remarkably reformed. 'The National Assembly Archives' was set up for the first time since the National Assembly was established in 1948. In addition, the proceeding division and the stenograph division were set up as 'the National Assembly Record Management Rules' were laid down. In result, The National Assembly Archives took to comprehensively manage records that had been scattered over 'the National Assembly Secretariat', 'the National Assembly Library' and otherwise, and so it had been true to its name. The two changes, the enactment of Record Management Act and the reform of the National Assembly record management system, well show how national records are managed by constitutional institutions. 'Governmental Document Regulations' was enacted ahead of Record Management Act, but there was no obligation to apply it to the National Assembly. But Record Management Act, enacted in the form of 'a law' in 1999, began to be in force even in constitutional institutions and therefore the National Assembly felt the need to take follow-up measures so as to bring the act to effect smoothly. As a part of follow-up measures, the National Assembly set up The National Assembly Archives and reformed the National Assembly Record Management Rules. This study was performed to ascertain how Record Management Act affected the National Assembly, how the National Assembly coped with the act, and how the record management system of the National Assembly changed.

  • Special Act on Regulatory Freedom Zone and Regional Special Development Zonet" introduced a new type of 'Freedom Special Zone of Regulation' that is legally distinguished from the existing Special Districts for Regional and Regional Development to support the innovative and strategic growth of the areas, and even passed a number of legal grounds for providing innovative regulations for regional development projects or regional strategic industries within the Special Districts. Starting with the bill legislation proposed by The Parliament Members, Kim Kyung-soo on behalf of 33 suggestors, Choo Kyung-ho, Jung Sung-ho and Hong Il-pyo submitted the bill legislation on behalf of 10 to 12 proposers, respectively. As a major matter of issue, the purpose, designation, scope of application, promotion system, application of A Bill of Three kind on Regulatory Innovation, and Balanced National Development, many kind of regulation as like types of menu, special cases, punitive regulations, and so on have been argued until the end of the bill proposed from the beginning. In this study, the differences between the bill suggested by the Parliament members and bill approved already are to be compared and analyzed to confirm how the items on issue were reflected for the bill finally and to draw up measures for the correct operation of the special regulations.

Study of Gyeongbosinpyeon, a Late Joseon Medical Records (조선 후기 의안(醫案) 『경보신편(輕寶新編)』 연구)

  • Objectives : The objective of this paper is to review the healing processes employed in the traditional age and discover the unique features found in the Korean Medicine through categorizing and analyzing the distribution of patients, and the aspects and results of treatments as recorded in Gyeongbosinpyeon, a historical text thought to have been authored by a regional doctor active in Joseon during the mid- to late-19th century. Methods : A table is created to view all of the total of 141 medical records introduced in the Gyeongbosinpyeon, and 7 categories were created to each contain 2 to 3 medical records that have special images. The paper provides their translation texts along with the original texts, and analyzed their medical and social significances by comparing each medical record. Results : The clinical competence displayed by the doctor who had worked in Joseon during the 19th century was surprisingly high, and it seems its values are worthy of dissemination when compared with Yeogsimanpil that has been introduced to the world. There is a great significance in how the principle of holistic treatments, the fundamental aspect of Joseon's medical study, was adhered. Additionally, the parts that show the historical text's author's medical activities and their unique characteristics are also worthy of attention. Conclusions : Korean medicine possesses a remarkable text called Donguibogam, but clinical behaviors' successes are not guaranteed solely with textual knowledge. It can be witnessed that such texts of authority and such medical records that have recorded actual activities complement each other in order to improve the quality of Joseon's study of medicine.

A Study on the Pulse Diagnosis of the Medical Charts of Youksimanpil (의안(醫案) 『역시만필(歷試漫筆)』의 맥진(脈診) 실행(實行)에 대한 연구)

  • Objectives : This paper studies the pulse diagnosis as found in Youksimanpil, which is a series of medical charts containing 150 diagnosis records of Yi Suki, a doctor who was active in Joseon during the 17-18th centuries. Through this effort, the paper aims to shed light on how pulse was utilized in the Korean medicine, and in process tries to reveal the essence of Korean medicine's treatment method. Methods : 60 charts where pulse method was used are selected in Youksimanpil and a table is created with them. Figures are drawn to explain four steps of pulse-sensing from the simple method to highly advanced method. Charts are presented with the corresponding original texts and their translations. With these efforts, the paper attempts to reveal the broad understanding of the doctor of Joseon period who consistently kept to the most basic principle of pulse diagnosis. Results : The efficiency of pulse diagnosis depends on the unity and simplicity in diagnosis and prescription. There were continued efforts between the doctors in Joseon to collect and compare the experiences they gained from clinical practices in order to organize their findings and form a system. These are: (1) individual pulse, (2) patternized pulse, (3) balance between left and right pulses, (4) balance between pulse and body, and (5) the doctor's extemporaneous diagnosis. In that efforts, they protect the principle of holistic diagnosis, which is one of Korean medicine's core principles. Conclusions : Thanks to the existence of medical charts that presents in detail how the texts of Donguibogam were applied in real clinical practices, today we can see Korean medicine's highly advanced synergy between textual knowledge and clinical experiences as recorded in the form of charts.

Research for the Buddhist Thought of Ancient Medical Record -Focus on Medical Ethics and Psychotherapy- (고대(古代) 의안(醫案)에 나타난 불교사상 연구 -의료윤리와 정신치료를 중심으로-)

  • Objectives : To research the needed Buddhistic ethical beliefs and psychotherapy from representative medical records of oriental medicine. Methods : The baseline data this research used is Myeong-Ui-Lyu-An, Sok-Myeong-Ui-Lyu-An, Ui-Bu-Jeol-Lok and from the variety of medical records; we extracted 22 medical records that refer to Buddhist thoughts. The sequence of medical records is determined by analyzing the contents of all medical records and grouping them by their categories. Results : The representative ethical mind that a doctor needs is the 'mercy thought' from Buddhism. This way, the doctor has 'pity' on patients and expects no reward for what he had done. 'Spells and religious beliefs developed into medical treatment procedures by Buddhism and oriental medicine psychotherapy. Using the belief that everything is made of the mind, which is the point of the 'Hwa-Eum' theory and the realization that the psychotic factors have a big role in the occurrence and progress of sicknesses, we emphasized supportive psychotherapy or more specifically, the suggestive therapy. 'Anguish' is an important point in the occurrence and progress of illnesses. To solve this, we used 'Zen family's 'Zen self-discipline' and ascetic life from Buddhism. According to Buddhism, a human's metal conflict and love or malingering from obsession is the cause of all mind illnesses. To heal these, a doctor must have an insight of the patient's mind more than the symptoms. Conclusions : Buddhistic thoughts suggested clearly the mentality necessary for oriental medical psychotherapist and medical ethics for a doctor.

King Hyojong's diseases and death records - through the Daily Records of Royal Secretariat of Joseon Dynasty Seungjeongwonilgi(承政院日記) (승정원일기의 의안(醫案)을 통해 살펴본 효종의 질병과 사인)

  • Objectives : King Hyojong (1619-1659) was the 17th king of the Joseon Dynasty. He was on the throne from 1649 to 1659. The king was a center of state rule in ancient times. This meant that the physical and mental status of a king was very confidential information. In the royal court of Joseon Korea, the treatment process for the king had to be performed under the surveillance of close associates, and this whole process had to be recorded by the official secretary. This is the reason that I referred to the Daily Records of Royal Secretariat of Joseon Dynasty. Methods : Relevant articles were extracted from Daily Records of Royal Secretariat of Joseon Dynasty and analyzed according to the main arguments of this paper. Some other related sources were referred in terms of King Hyojong's ailments and treatments. Results & Conclusions : King Hyojong suffered from various diseases during his time on the throne. Fever was the most frequent ailment; he also often had diarrhea followed by poor appetite. I assume that he must have suffered from diabetes considering his ailments. Additionally, his final treatment records clearly show that his ailments were similar to diabetic complications.
