The purpose of this study is to clarify the problems and causes of OSC system of the KCG. In the disaster of sea, the possibility that could expect a reasonable decision making is low. The study has carried out for the different point of view of the problems. The problems have been revealed through the theory and analysis of structural and non-structural aspects for the OSC system, such as inefficient organization system, failure of reasonable decision making, lack of communication with the field. The conclusions of the study have been proposed such as an advanced On-Scene Command system, efficient organization, the training of professional staff, the creating of open organizational culture.

This review paper examines various terms used for the definitions and classifications of ecosystem services, often times mixed and confused, in the literature and re-establishes the concepts of important terms, including ecosystem functions, services and benefits, to enhance communication among the stake-holders in the process of decision making. The definitions and scopes of ecosystem services are differentiated depending on the policy purposes such as environmental accounting, environmental valuation and natural resource management. The importance of identification and enumeration of final outputs associated with a particular policy is addressed. In addition, the usefulness of an alternative pathway-analysis beginning from benefits, via services and function, to process/structure of ecosystem is emphasized.

GIS는 공간문제에 대한 분석 도구로서 발전해 왔다. 근래에 이르러서는 이러한 공간분석의 기능 뿐 아니라 사회 전반의 문제들과 복합적으로 발생하는 문제들에 대한 해결방법으로 제시되고 있다. 그 해결방법으로 제시된 것이 공간의사결정지원시스템이라고 할 수 있다. 공간의사결정지원시스템은 정책결정자들의 의사결정에 도움을 주기 위한 시스템으로 개발 발전되어 왔다. 따라서 그 정책의 당사자이자 소비자인 주민들의 의견에 대한 반영은 미흡한 부분이 있다. 정보통신기술의 발달과 함께 주민참여의 환경이 조성되고, 전자정부 시대를 맞아 주민참여가 내포하는 의미 또한 증가하고 있다. 이에 본 연구에서는 보다 효과적이고 투명한 공간의사결정을 하기 위하여 공간의사결정지원시스템(SDSS)에 주민참여의 개념을 추가하여 주민의 의견을 반영하는 공간의사결정시스템의 모델을 제시하고자 하였다.

The purpose of this study is to analyze the problems of current rules and regulations on the source selection for weapon system in defense acquisition project and suggest several techniques to ensure objectivity and fairness. As an application example, Helicopter source selection was presented. It was analyzed and compared through technique application and strength and weakness analysis of AHP, PROMETHEE and Attribute Transformation. The decision making techniques which make all conditions satisfactory in all situations are nonexistent. Thus, it is estimated that we can maintain the objectivity in the source selection of weapon systems by applying suitable decision making techniques in accordance with the patterns of evaluation item.

요구사항은 프로젝트의 성패에 큰 영향을 미치며 체계적인 단계를 통해 생성된다. 요구사항 프로세스의 각 단계별로 의사결정이 요구한다. 그러나 요구공학 프로세스 및 단계의 다양한 요소로 인해 의사결정 절차와 방법의 차이가 발생함으로 요구공학의 자동화에 부정적 영향을 미치고 있다. 본 연구는 요구공학 프로세스의 의사결정 타스크를 정형화하는 것이다. 요구공학 프로세스별로 상이한 의사결정의 공통적인 패턴을 찾아 정형화하는 것을 목적으로 한다. 결과적으로 본 연구는 식별된 공통의 패턴을 기반으로 요구공학의 의사결정 모델과 정형화된 의사결정 타스크를 제안할 것이다.

CALS체계에서는 한 제품의 주문으로부터 생산과 사후 관리에 이르는 전수명주기를 통합관리해야하므로 화상과 음성을 포함한 멀티미디어 정보를 교환할 수 있어야 한다. 더욱이 기존의 산업사회에서는 순차적 공정에 따른 생산방식을 적용해 왔으나, 향후 미래사회에서는 민첩한 지능형 가상기업만이 생산경쟁력을 갖출 수 있는 생산형태의 변화가 예상되어 경쟁력있는 기업모형의 변화가 뒤따를 것이며, 기업경쟁력의 우선순위는 한 품목의 생산에 소요되는 시간과 비용, 그리고 소비자의 성향에 맞는 우수한 품질이 고려된 동시공정 체제를 갖추는 것이 매우 중요한 과제로 대두될 것이다. 이러한 CALS의 성공적인 구현을 위한 기본적인 주요 요소기술은 기업업무처리 변화에 다른 업무공정의 표준화, 통합데이타베이스를 이용한 동시공정의 설계, 그리고 기업내.외의 모든 거래를 디지털 방식으로 송.수신하는 전자상거래로 대별할 수 있으며, 그중 동시공정은 기술적으로 매우 중요한 부분이라 할 수 있다. 이를 위해서는 기업내의 부서 상호간은 물론 원자재의 수급에 참여하거나 생산에 공동으로 참여하는 모든 기업들 간에 상호 정보교환이 동시에 발생할 수 있어야 하며, 이러한 다양한 정보공유자로부터 얻어지는 모든 자료를 통합관리하여 의사결정자가 신속하고 정확한 판단을 할수 있도록 지원체계를 만들어야한다. 본 연구는 이러한 CALS체계에서 동시공정 작업이 신속하게 성공적으로 수행될 수 있도록 분산된 정보들에 대한 신속한 의사결정을 지원하는 관리자에 대한 방안을 제시하고자 한다.

본 논문에서는 구축함의 대공방어분야에 대한 업무를 IDEF0기능 모델링 방법을 통해 체계적으로 분석하였으며 미국방성의 산하기구인 DARPA에서 연구한 CPOF(Command Post Of Future) 의사결정 모델을 토대로 구축함의 대공방어분야에서 상황평가 단계에 대한 의사결정 과정을 심도 깊게 분석하였다. 또한 구축함의 대공방어분야에서 분석된 업무수행 절차를 토대로 상황평가 단계에서 의사결정과정에 따른 필요한 규칙집합을 식별하고 규칙집합 내부의 규칙들을 효과적으로 추출하기 위하여 규칙집합들에 대한 정의, 규칙에 입력되는 데이터, 규칙집합의 결과값, 규칙집합간의 상호관계를 분석하였다. 이러한 도메인 지식개발은 장차 해군 전투체계 지원용 전문가시스템을 개발하는데 중요한 기회기반이 될 것이다.

최근 유지관리 단계에서 BIM (Building Information Modeling)을 이용하여 시설물 유지관리 효율성과 성능개선을 도모하기 위한 연구들이 시작되고 있다. 현행의시설물 유지관리 업무에서는 준공도서를 효과적으로 활용하고 있지 못하고 있으며, 유지관리 단계의 의사결정을 위한 정보체계 미흡, 자산관리 체계 미흡 등으로 효율성 측면에서 유지관리 운영의 한계를 나타내고 있다. 이를 해결하기 위해 본 연구에서는 시설물의 3차원 형상정보 관리체계와 능동적 의사결정 모델 등 BIM기술을 활용한 유지관리 방법론을 제시한다. 제시된 방법론의 핵심인 BIM모델을 활용함으로써 시설물의 유지관리 정보의 통합관리와 시설물 성능관리에 대한 효율적 의사결정을 지금보다 쉽게 할 수 있을 것이다.

In the stage of feasibility study of urban rehabilitation projects, the precise forecast of physical and environmental changes has great influence on the further transaction of the projects. However, various important decision makings are made by the experience and intuition of the person-in-charge in practice without the process and method for systematic and quantitative analysis. In spite of various qualitative influent factors on the projects, the feasibility studies are made by the result of economic analysis only, which often lead the projects to the crucial deficit. The main reasons of such a mal-functional transaction are due to the absence of the reasonal procedure of feasibility study and decision making reflecting the characteristics of urban rehabilitation projects. The objective of this paper is to propose feasibility study processes and decision making methods in relation to various influent factors on urban rehabilitation projects in the initial stage. The goal and process of every analysis stage and the pertinent factors and decision makings are analyzed and proposed through the survey of current research, a case study, interview with the professionals. The processes and methods are well applied to improve current problems of feasibility study of urban rehabilitation projects. In addition, the establishment of the analysis goal at three principal stage and a series of reasonable decision makings with pertinent factors to each stage will lead the project to more successful result than ever.

본 논문에서는 데이터 기반 정보 고도화를 통해, 사격전술지휘 의사결정체계의 Assisted Decision-Maker인 AI 부전포대장을 구현하는 방법론을 제시한다. 전포대장은 지휘결심의 말단에 있는 지휘관으로서, 최종적인 의사결정자이다. 이들의 지휘결심이 보다 견고하고 신속하게 이루어지도록 하는 것이 전쟁 승패에 매우 중요한 요소이다. 화력체계를 언급하는 경우 JMEM 탄약효과가 자주 언급되고 한국형 구축 사업이 아직 진행 중이기도 하지만, 완료되더라도 임의의 지형과 전술상황 각각에 대한 유용성까지를 입증하는 데에는 또 다른 기간과 노력이 요구된다. 본고에서는 AI 플랫폼 구축의 실제 사례가 전무한 상황에서 AI 부전포대장 구축을 위해 필요한 연구의 범위와 그 대상을 살펴보고, 지능형 사격지휘체계의 구축 방안을 제안한다.
