본 연구는 환경부 주관으로 2006년부터 시행되어 온 자연경관심의제도의 제도 도입 당시의 기대수준과 현재의 성과수준을 분석함으로써 발전방향을 모색하고자 진행되었다. 동 제도를 도입함으로써 얻고자 하였던 목표와 효과를 분석변수로 설정하고 당시의 기대수준과 제도도입 약 4년이 지난 2010년도 시점의 기대치 달성 성과수준을 비교하였다. 자연경관심의위원 전원을 대상으로 설문조사를 시행하여 분석하였으며, 비교결과 도출된 기대와 성과의 불일치 수준을 분석하고 그 원인을 고찰하였다. 그 결과, 제도 도입시 기대수준은 3.79, 성과수준은 3.09으로 나타나 당초 기대에 비해 그 성과가 다소 낮은 것으로 평가되었다. 성과가 기대에 미치지 못한 주요 항목은 자연경관을 고려한 개발사업계획 수준 제고(-2.91), 경관개선 실천성 제고(-2.97), 자연경관자원 주변경관의 개선(-3.00)으로 나타났다. 이와 같은 결과를 고찰하여 동 제도의 발전방향으로 심의절차개선과 홍보강화, 자연경관심의위원 전문성 확보, 심의내용과 범위 개선, 심의기준 객관화, 전문가 참여 의무화를 단기적 발전과제로 도출하였다. 중장기적으로는 계획적 접근에 의한 경관관리 및 심의와 자연경관보전자원의 대상과 개념을 시각적 자원 뿐만 아니라 생태적 자원으로도 확장시켜야 함을 제안하였다.

In current knowledge-based society, various information and communication tools are used in educational fields. Especially web becomes the most popular tool. However, for the disabled, web accessibility is a still main problem to overcome. The purpose of this paper is to improve web accessibility of color blindness by analyzing the educational web sites. The three suggestions for this study are as follows. First, use accent colors other then red or orange. Second, add the black and white conversion feature function on the screen. Third, construct colors of video clips and flash files that are appropriate for people with color blindness.

환경부는 '화학물질의 등록 및 평가 등에 관한 법률(화평법)'과 '화학물질관리법(화관법)' 시행규칙을 공포하고 지난 달부터 시행했다. 환경부에 따르면 두 법안은 화학물질의 체계적인 관리로 사전에 안전사고를 예방하고 국민건강과 환경을 보호하기 위해 제정됐다. 화학물질의 생산 유통 등 모든 과정의 안전관리를 강화하는 것이 골자다. 우선 화평법 시행에 따라 모든 신규 화학물질과 연간 1톤 이상 제조 수입되는 기존 화학물질에 대한 등록이 의무화되고 등록 신청 기준도 강화된다. 다만 제조 수입량이 연간 1톤 미만일 경우 등록 신청 제출 자료를 정식 등록 9개보다 적은 4개로 간소화하고 등록기간도 30일에서 3~7일로 줄였다. 또 유해물질 함유제품으로 인한 피해를 예방하기 위해 생활화학 제품 15종을 우려제품으로 지정해 안전 표시기준을 준수하도록 했다. 관리대상 품목은 세정제 합성세제 표백제 섬유유연제 코팅제 접착제 방향제 탈취제 방청제(금속부식 방지제) 김서림방지제 물체염탈색체 문신용염료 소독제 방충제 방부제 등이다. 화관법에서는 유해 화학물질 취급 때 공통 적용되는 46개 준수사항을 규정하고 물질별로 구체적인 취급기준을 고시하도록 했다. 취급시설의 설치 관리기준도 시설 종류별로 구체화했다. 새로 도입되는 장외 영향평가는 취급시설 설치자가 화학사고 발생 시 사업장 주변지역 사람이나 환경에 미치는 영향을 사전에 평가해 시설을 안전하게 설계 설치하도록 규정했다. 과징금과 행정처분 기준도 구체화했다. 행정처분은 2년 내 위반 횟수에 따라 경고 개선명령 영업정지 허가취소로 차등화하고 사고가 일어나면 사상자와 사업장 밖 피해액을 기준에 따라 산정해야 한다. 본 고에서는 두 법률의 주요 내용과 함께 주요 문의 사항을 살펴봄으로써 이해를 도우고자 했다.

정보통신 표준은 기술기준과 권고표준으로 분류된다. 기술기준은 강제표준으로서 정부가 이의 준수를 의무화하는 표준을 말하며, 권고표준은 국가 또는 표준화 단체가 표준을 제정하여 이를 권고하는 것으로서 이에 대한 준수의 강제성은 없다. 기술기준은 공통된 판단과 평가근거가 되는 조건, 수준, 한계 등을 규정함으로써 엄격히 준수되어야 할 규칙으로 정의된다. 본 연구원은 기술기준의 제.개정과 관련된 업무의 생산성을 높이고, 기술기준 정보의 대국민 서비스를 지원하기 위하여 법규의 제.개정과 관련된 정보의 데이터 베이스화를 통한 정보의 연속성 및 공용성을 확보하고, 법규 제정과 관련된 국내외 웹사이트의 최신정보를 분류하여 제공할 수 있는 정보시스템의 2 단계 개발을 완료하였다. 본 논문은 정보시스템에 대한 금년도 개발 내역과 향후 분야별 추진 방향을 기능 중심으로 기술하였다.

Since the years of oil tanker production in the 70's, the concern of marine enviromental protection is worldwidely increased, at last it is compulsorily ruled to product the double hull tanker by International Maritime Organization(IMO). Throughout these informative years Daewoo Shipyard has developed the double hull VLCC for a future vessel. The paper presents hull design for 300K double hull VLCC which was carried out to satisfy with statutory requirement of it, focused the structural arrangement and direct calculation in cargo hold area.

Form the middle of 199os, most universities in Korea have requested their students to submit not only the original text books but also their Electronic Theses and Dissertations(ETD) for masters degree and doctorates degree. The ETD submitted by the students are usually developed by various kinds of word processors such as MS-Word, LaTex, and HWP. Since there is no standard format for ETD to merge various different formats yet, it is difficult to construct the integrated database that provides full-tex service. In this paper, we transform three different ETD formats into a unified one, construct a full-text database, and implement the full-text retrieval system for effective search in the Internet environment.

본 논문에서는 경량화 설계가 반영된 차량의 내구성 및 안전성을 증가시키기 위해 사용되는 구조용 접착제의 비균일적, 미도포 된 부분을 검사하기 위한 방법에 대해 제안한다. 이 방법은 차량이 조립되기 전 구조용 접착체가 균일하게 도포되지 않은 부분을 사전에 알려줌으로써 차량의 전체적인 강성을 높일 수 있어, 차량의 조립에 있어 의무화되어 가는 추세이다. 이 방법은 머신전용 카메라와 보드 기반으로 간단하게 구성이 가능하다.

최근 인건비보다 저렴하게 사용할 수 있는 자율주행 로봇에 대한 수요가 증가하고 있다. 팬데믹의 영향으로 마스크 착용과 체온 측정이 의무화되어 키오스크, 체온 측정기와 같은 비대면 서비스의 수요 또한 증가하였다. 하지만 이러한 기능들은 각기 다른 기계에서 독립적으로 사용되며, 현재 보급된 자율주행 로봇을 병원에서 사용하기에는 적합하지 않다고 판단하였다. 본 연구에서 개발한 마스크 착용 여부 확인, 체온 확인, 자율주행을 활용한 안내 기능을 탑재한 인공지능 병원 안내 로봇을 통해 의료진의 업무 효율화 및 잠재적 비용 감소 효과를 기대한다. 본 연구에서는 마스크 착용 여부 확인을 위해 사용한 YOLOv5 알고리즘 훈련 결과를 통하여 높은 성능을 확인하였고 열화상 카메라를 사용한 체온 측정 알고리즘을 개발하였다. 또한, 실내 자율주행 실험을 통하여 Cartographer, Navigation 기능이 정상적으로 작동함을 확인하였다.

The revised security industry law revised 17 provisions among 31 provisions in order to root out the violent event. The main contents of the revised security industry law is the intensitfication of the required condition of permission, intensitfication of the obligation, management strengthening of the public resentment of group field, official, reason of expansion of the expenses instructor and guard, dress and equipment, vehicle, intensitfication of the managing director, intensitfication of the punishment, and etc. However, there is the problem including the putting under an obligation of the arrangement new appointment education, cause provider punishment of the service company violence, awareness of the police to the security company, excessive regulation, intensification of punishment problem, supervision power intensitfication of the revised security industry law is excessive the police, and etc. The individual responsibility education completion method and public resentment of group field in addition to is thought in order to solve this that exclusion of the prior education obligation, revision of the security industry law, burden on tax payers of the extra charge, punishment of the violence request contract trader, introduction of the guard qualification certificate system, and etc. are needed.

The study proposes a discussion model for long-term care workers as a thought experiment, that strengthens speciality and presents an alternative education & training scheme for long-term care workers. First, the study unpacks the sociodemographic characteristics of license acquisitors and the employed as long-term care workers. In sequence, the study tries to present an alternative education & training scheme of the professional long-term care workers, that is comprised of a new education & training course with NCS in junior colleges for young peoples, intensification of speciality in education & training course through extension of times and deepening contents, introduction of legal refresher training, granting of roles of the NHIC as insurer in legal refresher training, introduction and legal employment of the professional tong-term care workers with career experience and speciality. At last, the study suggests a series of policy projects for realization of that alternative education & training scheme.
