  • 방송통신 융합 환경에서 공공서비스를 제공하기 위한 표준화나 규격정립이 안되어 있어 현 시점에서 대국민 서비스를 제공하기 위해서는 IPTV 사업자별로 별도의 IPTV 서비스 개발 및 제공이 필요하며, 이에 따른 중복투자 및 운영의 비효율성이 우려된다. IPTV기반 방통융합공공서비스를 제공함에 있어 공공기관과 IPTV사업자들의 중복투자를 막고 효율적인 서비스 제공을 위해 복수의 공공기관과 복수의 IPTV사업자간 효율적인 서비스연동 및 통신망 연동을 위한 체계 정립이 필요하다. 또한 One Source Multi-use 구현을 위한 ACAP-J기반의 서비스 표준플랫폼 정립을 통한 상호 연계 방안 확립이 요구된다. 이에 본 논문에서는 ACAP-J기반의 One Source Multi-use를 위한 양방향VOD형 공공서비스 제공 방안과 관련 규격을 제안한다.

Service model development and importance analysis using shared economic service - As a specialization center for mail service (공공서비스의 공유경제 서비스모델 도입 위한 중요요인 분석 -우체국 서비스를 중심으로)

  • People can easily use a shared economic service system based on ICT technology. Most of the shared economic services are provided by private companies, and discussion on public goods is insufficient. If we look at the current shared economic service from the point of view of courier service, $\ddot{U}ber^{\prime}s$ system can be an alternative. The post office courier service uses ICT technology but differs from the service of the shared economy. This study uses Delphi analyzer method and AHP methodology to derive important factors in introducing shared economic system. As a result, socioeconomic characteristics were found to be the most important in the upper tier, and the shared economic platform, sharing of idle resources, popularization of smartphone, and increase of e - commerce were the four important factors in the lower tier. In order to maximize efficiency, which is the essence of the shared economy, the necessity of introduction into the shared economic system and important factors in the introduction of public goods are presented.

An Analysis of the Economic Effects of the Project which Constructs the Platfonn for Broadcasting and Communications Convergence Public Service (방통융합 공공서비스 플랫폼 구축사업의 경제적 파급효과 분석)

  • This paper is to analyze the economic effects of the broadcasting & communications convergence public service platform build-up. For the economic effect analysis, we reclassified the Broadcasting & Communications Convergence Industry Classification System and re-drew up 2009 Inter-industry Relations Table by using the 2003 Inter-industry Relations Table issued by the Bank of Korea and the RAS techniques. And we analyzed the economic effects that can be drawn from the broadcasting & communications convergence public service platform establishment. As a result, the gross production inductive effect which appears with the economic effect of the broadcasting & communications convergence public service platform establishment project from 2009 to 2014 came out to be about 3trillion 325.1 billion KW, added value inductive effect of 2trillion 976.5billion KW and the employment inductive effect of the job creation of about 13,806 people. Afterward, it is anticipated that the broadcasting & communications convergence public service platform build-up project to contribute to the improvement of Koreans' daily life. Moreover, this research will be used as a valued basic material in the pursuit of the future broadcasting & communications convergence projects.

  • 최근 IT를 기반으로 한 다양한 산업 간의 융합이 이루어지고 있고, 그 중 가장 U-City 분야는 IT와 건설 산업의 융합으로 가장 대표적인 융합산업이다. 공공재로서의 성격이 강한 U-City 서비스는 다른 산업분야보다도 서비스 이용자의 만족도가 서비스의 성공여부를 결정하게 된다. 본 논문에서는 U-City 서비스의 핵심적인 서비스인 QPS에 사용자 품질 척도(QoE) 측정하고 관리하기 위한 방안에 대해서 논하고자 한다.

New Framework for Convergent Services between Telecommunication and Broadcasting: Public Goods and Interactivity (방송.통신 융합서비스의 적정 규제 방안: 서비스의 공공재적 속성과 양방향적 특성을 중심으로)

  • As we know, broadcasting implies a unilateral transmission by one sender to several recipients of information generally produced by third parties. Contrary to that, telecommunications implies an exchange between participants. Participants exchange information they produce during an interaction. However, in the age of convergence between telecommunication and broadcasting, it becomes difficult to determine exactly the boundary between services classified under telecommunications and those classified under broadcasting services. This means that new regulatory regime should be introduced to meet the convergence between telecommunication and broadcasting. In this article, we try to overcome the existing framework for understanding and regulating convergent services. In order to develop more powerful and useful framework for dealing with new convergent services, we focus on the original characteristic of "cast services," which could give us very significant basis for further discussion. "Cast services," such as traditional broadcasting services, have the characteristics of both public goods (non-exclusivity and non-rivalry in consumption) and non-interactivity. Depending on the existence of these three characteristics, we are able to apply different regulatory regime to those convergent services.

  • This study discusses the occupational value and the feasibility of introducing an accredited detective system that is not the only OECD country. The procedures and methods of the study were developed as qualitative research methods through review of various previous studies and case analysis in related fields. The results obtained through the study are as follows. First, detectives have various social values as public goods. It is basically a policy alternative that can improve the quality of public services and secure the soundness of national finance. This can further enhance the confidence of the people in state institutions. Second, as detectives are already legally recognized in other countries, they will be able to fulfill their social roles as new jobs through cultivation. Next, in order to advance research in the field of accredited detective systems, research based on quantitative data should be more active.

  • 본 연구에서는 자연재해 발생 시 신속하고 효율적인 재난 대응 의사결정을 지원하기 위하여 재난 재해 정보와 시설물 정보, 공간정보 등이 융합된 통합 인벤토리를 구축하고자 한다. 재난대응 의사결정 지원을 위하여 시설물의 중요도, 위험도, 피해액 산정에 필요한 원천 데이터를 공공데이터포털(data.go.kr)에서 제공하는 공공데이터를 활용하였다. 공공데이터포털의 데이터셋은 파일데이터와 오픈 API, 표준데이터와 국가중점데이터를 제공하고 있다. 파일데이터는 22,306건, 오픈 API는 2,505건, 표준데이터는 58건의 정보를 제공하고 있으며, 국민, 기업 등 수요 중심으로 개방의 효과성과 시급성 등이 높은 41개 분야의 국가중점데이터를 제공하고 있다. 또한 공공데이터를 활용하여 개발된 국내외 다양한 사례와 가공데이터를 공공데이터 활용사례를 통하여 공유하고 있다. 인벤토리 구축을 위하여 국가중점데이터와 데이터카테고리의 국토관리, 재난안전, 산업고용, 공공행정 등 다양한 공공데이터를 검토하여, SOC 시설물과 건축물의 정보를 수집하여 시설물의 중요도와 위험도, 피해액 평가 등 필요 목적에 맞게 최적화 하여 구축하였다. 또한 구축된 다양한 정보와 시설물 평가 모듈간의 원활한 데이터 수급을 위한 연계 모듈과 관리 모듈을 개발하여 구축된 데이터 정보를 표준화하여 유지 관리 할 수 있도록 인벤토리를 구축하였다. 이러한 재난대응 의사결정 지원 통합 인벤토리는 재난대응 의사결정을 신속하고도 효율적으로 가능하게 함으로써 방재업무 지원 및 대국민 서비스를 가능하게 할 것으로 판단된다.

  • This study is for preparation a solution develop small suppliers. For this goal survey for the buyers, agents, supplier's situation and difficulties, policy and support systems. And After benchmark the other's countries, develop government policy, suppoet systems. As a results, the support must be made for public organization, small suppliers. The Response direction must be made for agents and private buyers. At the point of support systems, public organizations must implement the purchase systems and provide the verified informations of suppliers. And it's necessary to educate marketing and sales solutions. At the point of Response directions, it's necessary to make a standard for supply replaced MRO. And the beginning positioning directions of MRO-mall is needed to stress the differentials with private suppliers.

  • Big data analytics are indispensable today in various industries and public sectors. Therefore, in this study, we will utilize big data analysis to search for improvement plans for domestic tourism services using the LDA analysis method. In particular, we have tried an exploratory approach that can improve tourist satisfaction, which can improve revisit and service, especially in Seoul, which has the largest number of foreign tourists. In this study, we collected and analyzed statistical data of Seoul City and Korea Tourism Organization and Internet information such as SNS via R. And we utilized text mining methods including LDA. As a result of the analysis, one of the purposes of visiting South Korea by foreigners was gastronomic tourism. We will try to derive measures to improve the quality of services centered on gastronomic tourism.

  • This paper proposes an action plan for local governments to safely utilize artificial intelligence technology in various local government policies. The proposed method analyzes cases of application of artificial intelligence-related laws and policies in Gyeonggi Province, Seoul City, and New York City, and then presents matters that local governments should consider when utilizing AI technology in their policies. This paper applies the AILocalism-Korea analysis methodology, which is a modified version of the AILocalsm analysis methodology[1] presented by TheGovLab at New York University. AILocalism-Korea is an analysis methodology created to analyze the current activities of each local government in the fields of legal system, public procurement, mutual cooperation, and citizen participation, and to suggest practical alternatives in each area. In this paper, we use this analysis methodology to present 9 action plans that local governments should take based on safe and reliable use of artificial intelligence. By utilizing various AI technologies through the proposed plan in local government policies, it will be possible to realize reliable public services.
