The Reinforcement for Policy to Support Child Care Work in Family as the Coping Strategy for Low Fertility Society (저출산 대응: 가족내 자녀양육지원강화)

  • Recently, the low fertility has been deepened because of the increase in women's economic activity, the advancement in standard of living, the rising cost of family maintenance, Therefore master plan for low fertility and aging society which is an overall response strategy for sudden increase in social costs was prepared. The most important point of the second basic plan is the reinforcement in child care support for all families and the balance of work & family. This paper shows the supporting policy for child raising in family and community as reality of policy for low fertility. The paper proposes child care support program(idolbom) as the supporting policy for child raising in family, education for men stimulating father's participation in child rearing, and sharing child care work in community in order to reinforce child care friendly environment.

Factors Influencing on Total Fertility Rate using Panel Analysis (패널분석을 이용한 합계출산율에 영향을 미치는 요인분석)

  • This study aimed to find effective policies to cope with low birth rate in local authorities. It was analyzed the variables-a number of child-care facilities, paid parental leave, labor force participation, and total working hours-using panel analysis from 2005 to 2014. The results were as follows. First, after testing the whole years, we found that the fittest model was the fixed-effects model of 2 models(fixed-effects model, random effects model). A number of child-care facilities had positive effects, and a number of child-care facilities, and total working hours in women influenced negative effects on total fertility rate. Second, during the former time and the period of plan for low birth rate and aging society, a number of child-care facilities influenced negative effects on total fertility rate. Third, a number of child-care facilities had negative effects on total fertility rate in Busan, Daegu, and Kwangju. Paid parental leave influenced positively on total fertility rate in 5 cities and a province. Women's total working hours were a significant variable of total fertility rate in Jeju. This study found that the variables which influenced on total fertility rate were different by local authorities, and a number of child-care facilities and paid parental leave were very important variables on total fertility rate.

A Study on the Operational Status of Locally Oriented Family Nurturing Support Projects: with a Focus on the Operational Cases of the Child Care Support Center of Jinju City (지역중심 가정양육지원사업의 운영 실태에 대한 연구: 진주시 육아종합지원센터 운영사례를 중심으로)

  • The purpose of this study is to find out the operational status of regionally focused home rearing support projects. The existing rearing support policies on the government level are assessed as not capable of reflecting various requirements of each family and not practically supportive. Therefore, to overcome these limitations, this study focused on the operation case of Jinju City's child rearing comprehensive support center, which is operating various rearing support projects on the regional community level. To find out the operation status of regionally focused home rearing, this study performed literature collection related to home rearing support projects in JinjuCity, interviewed the persons in charge as well as participants, and observation by actual participation. The results show the characteristics of realization of publicity in child rearing focused on municipalities, operation of projects with consistent directionality, and creation of networks reflecting various characteristics and requirements of the community, through the operation status of regionally focused home rearing. This study will be a useful reference for the settlement and operation of the child rearing comprehensive support center, which is entering into a new transition period, and is meaningful as this study provides the basic material for the desirable direction to be pursued by the regionally focused home rearing support projects.

Work-Life Balance Policies in Germany and the Participation of Private Companies (독일의 일·가정 양립정책과 민간 기업의 참여)

  • Traditionally, Germany, a conservative welfare state, has pursued a male breadwinner model based on gender division of labor. For a long time, Germany tried to address low fertility through economic support centered on cash benefits, but it was not successful. In 2007, the German government began to shift the paradigm of family policy for work-life balance under the slogan of "A mix of time policy, income transfer, and infrastructure." When the issue of low birth rates emerged as a national concern in Germany, there was a growing social sentiment that not only the government but also private companies should contribute to increasing fertility by providing family-friendly personnel policies and working conditions. Private companies have been voluntarily improving family-friendly working conditions beyond legal obligations, aiming to secure personnel and prevent turnover. Germany's fertility rate is currently rising toward the European average level in 2023, which can be attributed to the government's work-life balance policies and the participation of private companies. In terms of improving work-life balance policies in Korea, it has been proposed to change the perception of the need for fathers to participate in child care, to make parental leave compulsory for men, to guarantee employment for women after childbirth, to expand child care facilities, and to revitalize family-friendly policies in companies.

Current Status, Difficulties, and Support Needs in Operating Support Projects for Childcare in Daycare Centers in the Support Centers for Childcare during the COVID-19 Pandemic (코로나19 상황에서 육아종합지원센터 어린이집 지원사업 운영실태와 어려움 및 지원요구)

  • The objective of this study is to understand the operational status of the support projects for childcare in daycare centers operated by the Support Centers for Childcare(SCC) during the COVID-19 pandemic and find ways to improve and develop the project operation. To this end, data were collected and analyzed through in-depth interviews from the 1st week to the 4th week of February 2022 with six childcare agents in charge of the support projects for childcare in daycare centers in the SCC located in Seoul and Gyeonggi Province. As a result of the study, it was found that the demand for diversification of project operation methods, expansion of non-face-to-face education, individual consulting, and small-scale education increased while operating the support projects for childcare in daycare centers in the SCC during the COVID-19 pandemic. Operational difficulties were found to be a lack of ability to use media, the burden of coping with unpredictable situations, and insufficient communication between daycare centers and childcare policy institutions. As for the support needs, it was found that it is necessary to employ computer specialists, establish an environment for activating online education, and provide an efficient work delivery system in emergencies.

  • Purpose: In this study, we will try to find out problems and improvements of the policies in order to verify whether the plans contribute to the health and welfare of the firefighters properly. Method: By the Delphi analysis by experts. Result: There are problems such as absence of Firefighters' hospital, insufficient mental health education program in fire department, lack of on-site risk assessment system, problem on ineffectiveness of mental and physical health care business, lack of substantiality on mental and physical stability program, absence of mental health education, ensuring the confidentiality for users of mental health programs, lack of support for parent firefighters, lack of firefighters' retirement design and insufficient treatment for female firefighters. Conclusion: There are Improvements such as establishing Firefighters' hospital, improving mental health education and training CISD leaders in the fire department, preparing disaster risk assessment system, effectiveness measurement for visiting psychological counseling projects, improving the program through customer satisfaction surveys, establishment of mental health education system, ensuring confidentiality by improving personnel systems, encourage childcare leave and introduce childcare facilities at fire stations, revitalizing retirement Firefighters and policy development for female firefighters.

The Factor Influencing Health Status among Female Office Workers (여성 사무직 근로자의 건강에 영향을 미치는 요인)

  • The purpose of this study was to investigate the effect of work factor/home factor on health status in women office workers. This study investigated the relationship of various influencing factors between health status using claims data of the The Fifth Korean Working Conditions Survey sample from 2017. To this end, we employed logistic regression analysis using sample data from 3,115 female office workers. Logistic regression results indicate that influential factors were ages, employment status, satisfaction with the work environment, sex ratios at workplace, economic burden, childcare burden, housework burden. We discussed several policy and academic implications. As women become more active in society, the number of female workers is increasing. If employers improve the health status of female workers, they will benefit from improved productivity in their business. Therefore, improving the work conditions of the those female workers is very important. Also, practical policy considerations should be needed for female workers to strengthen their social capital in order to enhance their status of health.

Trajectories in and Predictors of Marital Satisfaction after the First Baby Arrives (첫 자녀 출산 부모의 결혼만족도 변화경로 및 예측요인)

  • The aim of this study was to examine trajectories in and predictors of marital satisfaction among parents with one year old baby. Latent growth modeling was used with a sample of 984 households. Data from Panel Study on Korean Children conducted by Korea Institute of Child Care and Education were used. The study results revealed that for both fathers and mothers, marital satisfaction decreased over time after the birth of the first child. However, fathers' marital satisfaction decreased more steeply than mothers'. Furthermore, mothers' employment was associated with the changes of fathers' marital satisfaction. Father involvement and marital conflict predicted changes of mothers' marital satisfaction. These findings show that factors such as father involvement and marital conflict are more highly associated with changes in mothers' marital satisfaction than fathers'. Also, the study suggests that parent education should be systematically organized to promote father involvement and to resolve marital conflict.

스마트워크 서비스 확산을 위한 정책 추진방향

  • 스마트워크란 시간과 장소에 얽매이지 않고 언제 어디서나 편리하고 똑똑하게 근무하는 미래지향적인 업무환경을 의미한다. 스마트워크의 성공적인 도입은 업무효율성 향상을 통해 기업의 경쟁력을 강화하고 창의성과 생산성을 제고할 수 있는 혁신의 틀을 제공한다. 특히, 업무에 대한 시간 공간 신체적 조건을 완화시킴으로써 육아여성, 고령층, 장애인 등 근로소외계층의 경제활동 참여를 제고시켜 저출산 고령화 등의 사회문제를 해소하는 등 국가 사회적 측면에서도 스마트워크의 도입은 그 중요성이 날로 증대되고 있다. 향후, 스마트워크 서비스의 조기 활성화를 위해서는 정부 민간 공동의 선도 시범사업 추진, 제도적 기반 마련, 스마트워크 문화 확산 및 여건 조성 등의 정책과제를 발굴하여 추진하여야 한다.

An Analysis of Extra-Curricular Activities in Childcare Facilities and the Factors Affecting on Expenses of Extra-Curricular Activities (육아지원기관의 특별활동 이용 현황 및 지출 결정요인 분석)

  • The purpose of this study was to identify factors affecting extra expenses incurred by extracurricular activities, prompted by the problem that the financial burden on households for their children's education and child-care is not showing enough signs of being mitigated, despite increased child-care subsidies from the government. Data for this study was obtained from the 4th Panel Study on Korean Children of Korea Institute of Child Care and Education. The analysis of the study shows that 68.5% of the surveyed children were participating in extracurricular activities and the average number of extracurricular activities they took part in was 2.9. The average extracurricular expenditure was 50.000 won. However, based on the findings of the survey, it was statistically significant to find that the number of extracurricular activities the children participated in and the expenditure the households spent on them varied by area. Variables were inserted in a gradual manner in identifying factors influencing households' expenditure on children's extracurricular activities. The results showed that amongst the variables used, the education level of the mother, the employment status of the mother, the type of the child-care support institution, and the household's place of residence featured prominently, with the place-of-residence factor accounting for most of the reason why a household spent the amount it did. The outcome of the study bears four policy implications: First, there is a need for a specific evaluation of the contents and costs of extracurricular activities and supervision and management of such activities. Second, it is necessary for the central government to provide a specific criteria of necessary expense. Third, throughout the child support agency, the courses and costs of special activities should be monitored regularly. Fourth, there should be extracurricular activity support for underprivileged children.
