The Maintenance Cost Estimation Model for Information System Maintenance Based on the Operation, Management and Service Metrics (운영·관리 및 서비스 지표에 기반한 정보시스템 유지보수 비용 추정 모델)

  • In this paper, we present the cost measurement metrics for the operation management and service improvement besides the general maintenance. The cost measurement metrics of the operation management and service improvement are based on the metrics that are classified and summarized precedent studies and complemented by empirical measuring indicators, and we propose the maintenance cost estimation model based on this metrics. The maintenance costs can be calculated detailedly, because the proposed metrics can be used selectively, depending on the scope of the information system maintenance. The effectiveness of the proposed maintenance cost measurement metrics and cost estimation model is verified by comparison between existing studies and our research.

  • Most information systems are component-based and developed by outsourcing, and developed software is maintained integrative. However, studies on cost measurement indicators and cost estimation model have not been performed sufficiently, which are foundational to enhance the productivity and efficiency of maintenance. This study suggests indicators to measure maintenance cost for component-based software and examines maintenance cost estimation model of component software by the measurement indicators suggested. In order to generate the indicators to measure the component-based maintenance cost, the previously proposed indicators are summarized comparatively. To estimate the measurement indicators of component-based software, it makes a comparison of the previously proposed indicators and arranges them. We classify the measurement indicators by how to apply according to maintenance types of component software and then we propose the cost measurement indicators. Moreover, we propose the cost estimation model according to the maintenance types of component software using the suggested measurement indicators suggested. With the suggested estimation model, a case study is performed and its validity is verified.

  • 본 논문에서는 항행안전시설을 구성하는 구성요소를 체계별로 구분하고 체계별 운영시간 에 따른 고장율 등을 분석한다. 아울러 설계수명에 점차 도달한 항행안전시설 운영단계에서 발생한 유지보수비용 데이터를 토대로 남은 설계수명 기간 동안 향후 발생 가능한 유지보수 비용을 추정한다. 이런 분석결과를 통해 장비의 신뢰성 관련 선행연구들에서 주로 인용되고 있는 욕조커브(Bathtub Curve) 이론과 본 연구의 비용예측 결과와의 연관성을 진단하고 안정적인 유지보수를 위한 기초자료로서 활용되고자 한다. ARIMA 예측모형을 토대로 향후 10개월 간 발생가능한 유지보수 비용을 예측한 결과 비용이 상승할 것이라는 통계적으로 신뢰할 만한 추정 결과를 얻었다. ARIMA를 활용한 추정결과는 앞선 MTBF 분석내용을 지지함과 동시에 시설의 정비 신뢰도를 보여주는 욕조커브 분포와 일치하는 신뢰할 수 있는 결론을 얻은 것이다.

Estimating Maintenance Cost of RAPCON at Air Force Base (비행기지 RAPCON 유지보수비용 추정)

  • RAPCON non only controls landing/take-off procedures but also approaching air traffics within 60-70 NM range of air force base. This paper, first of all, tries to research the failure rate per operation hours, mean time between failure (MTBF) of RAPCON according to six blocks such as interrogator, receiver, power unit, display unit, data process unit and antenna. In addition, this paper estimates the maintenance cost over next 10 months based on 50 monthly maintenance cost data. Considering the maintenance cost data from RAPCON which has been used over designed service life span, it is no doubt the forecasted data proved the monthly cost would go up incrementally during the rest of economic life of the facility. Such research result is also proven to be the same with the result of bathtub curve data during operating life.

  • Software industry has put more emphasis on maintenance and enhancement work than on the new development. The existing effort estimation models can still be applied to maintenance projects, though modifications are needed. This paper suggests a way to estimate the size of a maintenance project from the regression analysis of ISBSG's benchmarking data. First of all, among the 3 elements(addition, modification and deletion of the program) which influences the software cost, we selected and classified 4 groups from a total of 8 which shows actual maintenance cost from ISBSG's data. Moreover, we developed statistical model and a model which uses RBF(Radial Basis Function) Network and after evaluating each functions we concluded that the RBF Network is superior to the statistical model.

  • The estimation of maintenance cost of information system so far has been conducted centered on the ordering body, so the problem of provider's having to cover the cost due to small cost compared to the amount of work is not solved. This study is a base study for estimating the maintenance cost of information system centered on provider, and it deduces cost items of maintenance and suggests adjustment factors for adjusting the gap between the ordering body and provider regarding the maintenance cost. In order to deduce the cost items of maintenance, this study adds the activities of the provider for maintenance to the base study of cost factors regarding the existing maintenance activity, divides, and classifies them into the fixed cost and variable cost. In order to adjust the gap between the ordering body and provider regarding the maintenance cost, this study found the adjustment factors such as the code, utility, and components created by the automatic tool that was not included when estimating the maintenance cost centered on the ordering body. After examining and analyzing K Company's data of maintenance performance for three years, it confirmed that the gap regarding the adjustment factors was about 13% in case of K Company.

  • 국내기업에서 대부분의 정보시스템이 정보시스템 수명주기로 불 때 운영단계로 진입하고 조직의 정보시스템의존도 및 시스템규모가 점점 늘어남에 따라서 정보시스템의 운영과정에서 발생되는 소프트웨어 유지보수에 투입되는 비용도 증가되고 있다. 그러나 소프트웨어유지보수 프로젝트에 소요되는 투입인력 규모예측에 관련된 연구는 소프트웨어개발부문에 비해 적은 것이 사실이다. 본 연구에서는 유지보수프로젝트를 대상 소프트웨어의 규모는 IFPUG에서 개발된 기능점수기법(function point model)을 적용하여 산정하고, 특정 소프트웨어유지보수 프로젝트 생산성에 영향을 미치는 유지보수환경, 프로덕트, 투입인력 등 3개 영역에서 도출된 총 10개 특성을 보정요소로 설정한 후, 유지보수프로젝트의 소요인력 규모를 추정하기 위한 비선형회귀모형을 제시하고 있다. 실제 수행된 26개 유지보수프로젝트로부터 수집한 실적데이터를 이용하여 이 모형을 실증 분석한 결과 유의한 모형임이 밝혀졌다.

  • The maintenance prices in information security industry between Korean companies and foreign companies have been a big difference. Korea Information Security SW maintenance standards were not adequate for the rate, and there was disagreement between domestic companies and governments. This research, therefore, surveyed a standard of information SW and the status of maintenance payment rates. The study suggests an estimation method and verifies the method and an appropriate maintenance cost rate. According to the results of the study, the current maintenance cost should be increased or decreased independent with a kind of information security systems. Based on the study, Korea government is able to change the maintenance policy in information security. And the domestic companies get a theoretical ground for improving the rates of maintenance costs in information security systems and are able to allot the resources effectively.

Practical Model to Estimate Road User Cost for Bridge Maintenance Strategy (교량 유지관리 전략 수립을 위한 실용적 도로이용자비용 추정 모델)

  • The road user cost in indirect costs as well as direct costs such as the inspection/ diagnosis cost and the repair/reinforcement cost should be considered as one of the important items in the life-cycle cost-effective design and maintenance of the bridges. To estimate the road user cost, this paper formulates the road user cost as a sum of the user delay cost and the vehicle operating cost considering the detour effect. A numerical traffic simulation and a regression analysis are performed to develop a regression model due to a time delay. The proposed regression model is applied to the generation of the maintenance strategy based on the life-cycle cost and performance, and its effectiveness and applicability is investigated. The road user cost has a great influence on establishing the maintenance strategy, and the proposed regression model could be successfully utilized to estimate the road user cost of a bridge.

The Cost Structure of the Lines of Urban Railway (도시철도 노선의 비용구조 분석)

  • The purpose of this study is to estimate the degree of cost inefficiency for the urban railway lines of a metropolitan city operated by public institutions in Korea and identify the causes of this inefficiency. To this end, we assume that the urban railway lines produce the output of train-km by putting three production factors of labor, electric power and maintenance and set the variable cost function model with the translog function to make a stochastic cost frontier analysis. Based on estimated result, we conclude that the cost savings for 6 years of all lines are about 6,672 hundred million won and top five lines with high inefficiency are Busan Line1, Daegu Line1, Daejeon Line1, Gwangju Line1, and Daegu Line2. The causes of inefficiency are attributable to labor and maintenance factors. The results of this study can be useful in case of finding the priorities of measures and specific plans for reducing labor and maintenance costs in the urban railway operation.
