Clustering Analysis of Smart Flexible Work Arranagement (스마트 유연근무제 유형에 관한 연구)

  • Smart flexible work has been a topic of considerable interest to researchers, practitioners, and public policy advocates as a tool to help individuals manage work and family roles. In this study, we investigated the types of smart flexible work arrangement and analyzed the organizational units associated with it. We found that the critical success factors of smart flexible work and the specific types of flexibility make a difference in the effects found. And we proposed on the direction of policy promotion that can contribute to the introduction of smart flexible work.

The Effect of Workplace Flexibility on Employees' Organizational Commitment (직장 유연성이 종업원의 조직몰입에 미치는 영향)

  • The COVID-19 pandemic catalyzed major changes in our work environment, underscoring the critical role of workplace flexibility. While a wealth of research exists on specific flexible work strategies and schedules, a broader understanding of workplace flexibility has been somewhat overlooked. This study aimed to bridge this gap by examining the correlation between workplace flexibility and organizational commitment. Our sample consisted of 300 employees from foreign businesses in the ICT(information and communications technology) service sector and the manufacturing industry, along with those from the top 50 leading Korean enterprises. We bifurcated workplace flexibility into two distinct categories for this study: quantitative and qualitative. Our results revealed that within the quantitative category, the flexibility of continuity of work and flexible place significantly enhanced organizational commitment. Interestingly, the flexibility of work schedules didn't have a marked impact on commitment levels. On the qualitative side, job autonomy and teamwork emerged as significant drivers of organizational commitment. It's worth noting that qualitative aspects of workplace flexibility had a more pronounced effect on organizational commitment than the quantitative elements. These findings highlight the necessity of approaching workplace flexibility from a comprehensive perspective, embracing both its quantitative and qualitative dimensions. For businesses aiming to maximize the benefits of flexibility, it's essential to cultivate a culture of open communication, champion collaboration, and prioritize job autonomy and teamwork. Establishing a work environment that actively supports feedback-oriented communication stands as a key component in this endeavor.

A Study on the Influence of Flexible Work Scheme for Job-Family Connection on Job Satisfaction (일·가정 병립을 위한 유연근무제가 직무만족도에 미치는 영향)

  • The purpose of this study is to analyze the effect of flexible working system for work - family connection on job satisfaction. A total of 73 questionnaires were analyzed for workers. The results of this study are as follows: First, flexible work system for work and home affairs has a statistically insignificant relationship with job satisfaction, flexible work system, work satisfaction, work status, flexible work system, organizational satisfaction, But the correlation between job satisfaction and organizational satisfaction showed a low correlation of .313, p <.01. Second, according to the regression analysis on the job satisfaction of the flexible work system, it was analyzed that the flexible work system for work and home affair did not have a statistically significant effect on the job satisfaction. Third, there was a significant relationship between the number of employees and average years of service. The average number of years of service was below 5 years. No child (38.4%), 1 person (15.1%), 2 children (11% ). & Lt; / RTI & gt; The purpose of this study is to examine the effect of the flexible work system on the job satisfaction of the worker and the family, and to verify the effectiveness of the flexible work system by increasing the flexible work system and the job satisfaction by activating the flexible work system.

유연근무제 확대 및 스마트워크센터 이용 활성화 방안

  • 조직의 경쟁력 확보차원에서 공공부문에 도입한 유연근무제가 제도시행 2년차에 접어들었다. 근로자들에게 일하는 시간과 장소에 있어서 유연성을 제공하게 되어 일-가족 양립이라는 현실적인 문제가 해결되었다. 그 결과 근로자의 직무만족과 사기진작으로 이어지면서 생산성 향상에 많은 기여를 하고 있는 것으로 나타났다. 유연근무제도 도입 첫 해인 2010년도 중앙 및 지방자치단체 운영현황을 분석한 결과 근무유형별로는 시차 출퇴근제가 90.5%로 가장 높은 비중을 차지하였고, 신청사유별로는 여가 자기계발, 출퇴근 편의, 효율적 업무수행, 임신 육아 순이 20%내외로 고루 분포되었다. 남녀의 비율별로는 남성이 63.3%, 여성이 36.4%로 전체공무원 남녀비율과 유사한 것으로 나타났다. 제도시행 초기인 점을 고려하여 설문을 통하여 운영현황을 점검하고 그 결과를 바탕으로 법령 제도상 문제점과 공직문화 내부 장애요인을 도출한 후 SWOT chart 분석기법을 통해 향후 활성화 방안 및 추진계획을 제시하였다. 특히, IT기술의 발달로 인한 시간과 장소에 얽매이지 않고 언제 어디서나 일할 수 있는 선진화된 근무방식인 스마트워크의 확충 필요성과 활성화 방안에 대한 구체적인 추진계획도 제시하였다.

A Study on the Transport-related Impacts of Flexible Working Policy using Activity-Based Model (활동기반모형을 이용한 유연근무제의 교통부문 영향 연구)

  • This study aims to evaluate the availability of ABM (Active-Based Model), FEATHERS, as a policy evaluation tool. To achieve the goal, scenario analysis on flexible working policy was conducted to measure its impact on activity-travel behavior. As a consequence, there seems no significant change in worker's daily life, other than mitigating traffic congestion due to decreasing commuting travel in the rush hour. The result of VKT (vehicle kilometers traveled) shows an opposite pattern according to given household/individual constraints. The scenario analysis on telecommuting indicates a decreasing trend in both travel frequency and distance because of the diminished number of commuting trips. As the activity space of telecommuters is shifted to a residential area, there are more short-distance trips by using non-motorized transport, which leads to decrease in VKT (using a private vehicle). Thus, the sensitivity of VKT by population groups varies due to transport mode shift (between personal and another mode) and growing non-work trips (using a private mode). This study found few things. First, it is necessary to evaluate the details of policy impact by population groups since it can be varied depending on household/individual characteristics. Second, the case study shows a promising performance of ABM as policy measurement that provides reality in policy evaluation. Third, ABM allows us to do more accurate analysis (i.e. time-series analysis by population groups) of policy assessment than those of FSM (Four-Step Model). Lastly, a further effort in data collection, literature review, and expert survey should be made to enhance the accuracy and confidence of future research.

Developing A Policy Framework for Smartwork : Task, Technology, People, Organization and Management (스마트워크 정책 프레임워크에 관한 연구)

  • With the development of Information Communication Technology (ICT), diverse work policies, such as, telework, telecommuting, flexible work had been conceptualized and implemented to encourage efficient business practices and worker satisfaction. These work policies are the forerunners of newly emerging concept of "Smart Work." However, as smart work is a new concept, no single agreeable definition can be found. In this study, the relevant literatures published in past 15 years are reviewed systematically in order to derive a conceptual framework for "Smart Work," from related research, such as telecommuting, flexible time, telework, etc. Related variables are grouped into five clusters: Task, Technology, People, Organization Structure and Managerial Levers, forming a policy and research framework. Further research are suggested after the discussion of implications.

A Qualitative Study on the Experience of Flexible work arrangements: Focusing on Double-Income Couples with Preschool Children (유연근무제 경험에 관한 질적연구: 미취학 자녀를 둔 맞벌이 부부 중심으로)

  • This study was conducted to examine the realistic problems of flexible work arrangements, which was a representative policy for work-family balance, based on a review of its effect and influence on double-income couples who were actual users of the system. In this study, an in-depth interview with three double-income couples, totaling 6 parents, with preschool children was conducted on the experience of their flexible work arrangements, and the purposes of the study were to figure out their experienced positive effectiveness and the problems with the difficulty of using the system and to look for their solutions. For the data analysis of the study, it was organized into three high categories and nine low ones by reviewing the entire data on the basis of the frame structured in the derived data through the interview and categorizing the subjects by area. The derived analysis results were changes in households, social and cultural perspectives, and demand for policy and social economic changes. This study is significant in the sense that the perspectives and voice of the actual users of flexible work arrangements have been reflected in the study, and in the future, we expect that it will provide justification and persuasive power for the improvement of flexible work arrangements and serve as basic data for establishing policy directions and support.

Attendance Management System Using Indoor Localization Techniques (실내 위치 추적 기법을 이용한 근태관리 시스템)

  • Recently, interesting in flexible working has been increased, and some central government and large companies are conducting flexible working. With the conducting of flexible working, workers are able to get a convenience but the cost of managing is increased. In this paper, we suggest a method of reducing the cost and managing efficiently. Our study determines the position of the workers using indoor localization techniques through the Wi-Fi fingerprint and smartphone, and records the office hours. The previous time and attendance systems have to install attendance recording device(e.g. Fingerprint Attendance System, RFID Card Attendance System) and are needed to manipulate manually. Our system doesn't need to install extra devices, and also doesn't need to manipulate manually. Our system automatically records the office hours. Also most of previous time and attendance systems have another weakness. They only record data when workers start and stop work. But our system exactly records office hours for each workplaces. In this paper, We introduce an effective time and attendance system in variety flexible working. Our experiments shows that our system workers' detected office hours accurately. The accuracy of our time and attendance system was 98.7%.

The Relationship Between Flexible Work Arrangements and Work-Life Balance - With a Focus on Working From Home During the COVID-19 Pandemic (유연근무제와 근로자의 일·생활균형 - 코로나19 이후 재택근로 확산의 영향을 중심으로)

  • This study examines the relationship between flexible work and workers' work-life balance using data from the 23rd Korean Labor and Income Panel Study, with a focus on the impact of working from home (WFH) during the COVID-19 pandemic. As a result of the analysis, WFH was found to have a positive effect on the happiness of workers, satisfaction with family relationships, job satisfaction, organizational commitment, and job satisfaction related to job security for women. In addition, we looked at the changes in time use of WFH workers and non-WFH workers before and after COVID-19, with a particular focus on aspects such as time spent sleeping and on self-development, childcare, housework, exercise, and social gatherings. Compared to non-WFH workers, WFH workers increased the time spent on housework and childcare after COVID-19, with this trend more pronounced among women. The results of this study suggest that the effect of utilizing WFH may be halved for workers who have to take care of children and work at the same time, and that this effect may be greater for women. Therefore, it is necessary to strengthen social support measures so that WFH workers who face a work-life conflict due to childcare can maintain work productivity and realize a work-life balance, and to ensure that the flexible work arrangement should not be a medium that reinforces traditional gender roles. Active policy efforts will be required to make sure this happens.
