지구온난화, ENSO 등 전지구적인 기후변화 현상으로 위험기상 발생이 증가하고 있다. 한반도는 삼면이 바다에 접하였기 때문에 매우 불안정한 대기로 저기압이 빈번히 통과하는 특징을 가지며, 우리나라는 매년 이상기후로 인한 기상재해로 인명 및 재산 피해가 증가하는 추세를 보이고 있다. 최근 10년간 가장 많이 발생한 피해액 기준 대형 자연재난은 호우로 총 49회 발생하였다. 호우는 다른 기상재해에 비해 발생 시간이 짧고, 공간 규모가 작을 뿐만 아니라 시공간적으로 변동성이 매우 크기 때문에 발생 시 많은 인명 및 재산 피해를 유발한다. 기상청은 호우 외 9가지 기상현상으로 인해 중대 재해 발생이 예상되는 경우 주의를 환기하거나 경고를 예보하는 특보를 발표한다. 현재 사용 중인 호우특보 기준은 기후변화와 위험기상 발생 패턴 변화에 따른 호우 피해와 강우량의 상관성을 고려해 3시간 강우량 개념으로 강우강도, 12시간 강우량 개념으로 누적강우량을 파악할 수 있게 개선한 결과이다. 그러나 지역 특성을 반영하지 아니하고, 하나의 특보 기준 값을 전 지자체에 적용하기 때문에 국지성 집중호우의 지역별 특성을 세세히 반영하지 못하는 등 한계를 보인다. 이와 반대로 영국의 경우 기상특보 기준에 기상현상이 미치는 영향을 포함하였으며, 일본의 경우 우리나라 시군구 개념인 시정촌별로 기상특보 기준을 다르게 설정하여 운영 중이다. 지역 특성을 반영한 해외 기상특보 사례와 달리 우리나라 기상특보는 지역별 위험 및 사회·경제적 취약성을 고려하지 않아 특보 기준 값이 획일화되어 있음을 확인했다. 이에 본 연구는 기상특보 중 호우특보로 연구 범위를 한정하고, 위험기상의 획일적 의사결정 시스템을 보완하기 위해 영향한계강우량과 재해위험성을 고려한 호우특보 기준을 연구하여 제안하고자 한다.

Floods can be caused by a variety of factors, and the main cause of floods is the exceeding of urban drainage system or river capacity. In addition, rainfall frequently occurs that causes large watershed runoff. Since the existing methodology of preparing for flood risk map is based on hydraulic and hydrological modeling, it is difficult to analyse for a large area because it takes a long time due to the extensive data collection and complex analysis process. In order to overcome this problem, this study proposes a methodology of mapping for flood vulnerable area that considered the surface runoff mechanism. This makes it possible to reduce the time and effort required to estimate flood vulnerabilities and enable detailed analysis of large areas. The target area is Seoul, and it was confirmed that flood damage is likely to occur near selected vulnerable areas by verifying using 2×2 confusion matrix and ROC curve. By selecting and prioritizing flood vulnerable areas through the surface runoff mechanism proposed in this study, the establishment of systematic disaster prevention measures and efficient budget allocation will be possible.
The aim of this research was to develop a climate change vulnerability index at the district level (Si, Gun, Gu) with respect to the health care sector in Korea. The climate change vulnerability index was esimated based on the four major causes of climate-related illnesses : vector, flood, heat waves, and air pollution/allergies. The vulnerability assessment framework consists of six layers, all of which are based on the IPCC vulnerability concepts (exposure, sensitivity, and adaptive capacity) and the pathway of direct and indirect impacts of climate change modulators on health. We collected proxy variables based on the conceptual framework of climate change vulnerability. Data were standardized using the min-max normalization method. We applied the analytic hierarchy process (AHP) weight and aggregated the variables using the non-compensatory multi-criteria approach. To verify the index, sensitivity analysis was conducted by using another aggregation method (geometric transformation method, which was applied to the index of multiple deprivation in the UK) and weight, calculated by the Budget Allocation method. The results showed that it would be possible to identify the vulnerable areas by applying the developed climate change vulnerability assessment index. The climate change vulnerability index could then be used as a valuable tool in setting climate change adaptation policies in the health care sector.

급변하는 기후변동으로 인하여 집중 호우 빈발과 도시화와 지역개발로 인한 홍수피해 급증 등을 유발하여 많은 지역들이 홍수에 노출되는 위험도가 증가되고 있고 사회적으로는 물 관리에 대한 대중의 참여증대와 환경에 대한 인식의 제고 등으로 대중에게 치수관련 정책의 정당성에 대한 설득력을 주어야 하는 추세이다. 따라서 치수정책 시행시 일반대중들에게 치수현황을 쉽게 파악할 수 있고 필요한 정책 수단에 대한 공감대 형성을 위한 지역과 유역의 홍수취약성을 평가할 수 있는 치수관리지수의 개발이 필요하다. 본 연구에서는 국내 외에서 개발되었던 대표적인 치수관리지수들의 개발목적, 필요자료 등을 소개하고, 비교 및 평가를 통해 선행연구들의 한계를 검토하여 국내 실정에 적합한 유역의 홍수취약성을 평가하기 위한 치수관리지수 산정모형 개발에 대한 연구방향을 제시하고자 한다.

가뭄으로 인해 발생할 수 있는 가장 심각한 피해는 용수 부족으로 인한 수자원 시스템의 용수공급 실패이며, 따라서 가뭄 위험도는 사용 가능한 용수의 부족과 관련하여 정량화되어야 한다. 이러한 맥락에서 수자원 시스템의 가뭄 위험도를 평가하기 위해 주로 신뢰도(reliability), 회복도(resiliency) 및 취약도(vulnerability)와 같은 세 가지 이수안전도 평가지표가 사용된다. 이러한 평가지표는 각각 용수공급 실패가 평균적으로 얼마나 자주 발생하는지, 얼마나 오래 지속되는지, 또한 어느 정도의 규모로 발생하는지를 위험도를 정량화하는 것으로, 용수공급 실패사상의 빈도, 지속기간 및 심도를 나타낸다. 본 연구에서 DRI(Drought Risk Index)는 신뢰도, 평가도 및 회복도의 가중평균값으로 정의되며, 이는 지속기간과 심도를 변수로 하는 이변량 가뭄빈도해석과 같은 변수를 공유한다. 본 연구에서는 두 가지 형태의 DRI 를 이용하여 지역 가뭄 위험도 평가 기준 산정 방안을 제시하였다. DRI_O(observed DRI)는 용수부족 시계열을 통해 산정된 공급실패 사상으로부터 산정되며, DRI_D(designed DRI)는 이변량 빈도해석을 통해 산정된 특정 지속기간을 갖는 확률가뭄심도로부터 계산된다. 기후변화 시나리오를 이용해 DRI_O 를 산정함으로써 미래의 이수안전도를 예측할 수 있으며, 이를 DRI_D 와 비교하여 지역의 용수부족으로 인한 가뭄 위험도를 산정하는 방법을 제안하였다. 또한 기존에는 주로 과거 최대 가뭄사상을 목표안전도로 설정하였으나 DRI_D 를 이용하여 보다 현실적인 목표안전도를 설정할 수 있다. 낙동강 권역의 10 개 중권역의 10 개 기후변화 시나리오를 대상으로 분석을 수행한 결과 병성천 유역과 형산강 유역이 각각 최저 및 최고 위험도를 갖는 것으로 분석되었으며, 지역 안전도 기준은 평균적으로 재현기간 5-20 년 사이의 범위를 갖는 것으로 나타났다.

Landslides cause enormous economic losses and casualties. Korea has mountainous regions and heavy slopes in most parts of the land and has consistently built new roads and large-scale housing complexes according to its industrial and urban growth. As a result, the damage from landslides becomes greater every year. In summer, landslides frequently occur due to local torrential rains and storms. It is critical to predict the potential areas of landslides in advance and to take preventive measures to minimize consequences and to protect property and human life. The previous study on landslides mostly focused on identifying the causes of landslides in the areas where they occurred, and on analyzing landslide vulnerability around the areas without considering rainfall conditions. Thus there were not enough evaluations of the direct risk of landslides to human life. In this study, potentially risky areas for landslides were identified using the GIS data in order to evaluate direct risk on farmlands, roads, and artificial structures that were closely connected to human life. A map of landslide risk was made taking into account rainfall conditions, and a land use map was also drawn with satellite images and digital maps. Both maps were used to identify potentially risky areas for landslides.

In recent decades, the characteristics of natural hazard has been changed and the global cost of natural disasters has increased substantially. There are several trends in society and nature that suggest this pattern may continue, with more frequent mega-disasters occurring in the future. In particular, risk perception that is at odds with the "real" risk underlies the process of risk transference increases long-term vulnerability. Therefore investigating the correct risk transference and adjustments according to regional socio-economic structure can mitigate and reduce environmental, so called man-made hazard.

Human responses, such as construction of levees, are a spatial representation of the place vulnerability which is induced by a geomorphic hazard like flooding. Human responses include all forms of human activities to reduce the place vulnerability and they seem to be related with reducing vulnerability rather than reducing geomorphic hazards. Diverse human responses to the perceived environment bring about changes in the place vulnerability. People respond spatially to their vulnerability of the place in diverse ways from their experience and perceived risk. Human responses have quantitative possibilities in predicting and modeling the place vulnerability. Building the model of a dynamic place vulnerability to the diverse geomorphic hazards requires basic maps of geomorphic processes and human responses in the region.

기후변화에 따른 이상기후는 최근 국지적인 집중호우를 빈번하게 발생시키고 있으며, 이는 개수율이 높은 국가하천 및 지방하천에서보다는 산지지역에 위치한 소하천에서의 피해가 심각하다. 또한 우리나라는 국토의 2/3가 산악지형이며, 많은 지역이 개발되어 집중호우에 의한 돌발홍수에 취약하다. 1990년대 후반 이후 돌발홍수는 우리나라의 가장 빈번한 자연 재해 중 하나로 자리 잡았으며, 인구밀도가 높은 우리나라의 경우 돌발홍수에 대한 위험도가 매우 높다고 할 수 있으며 기존의 대 유역 수위, 우량관측소 위주의 홍수방재 시스템으로는 그 한계가 있다. 따라서 실시간으로 돌발홍수의 위험성을 모니터링하고 예측해야 한다. 본 연구에서는 한국건설기술연구원에서 개발한 돌발홍수예보모형인 F2MAP 모형을 이용하여 과거 돌발홍수가 발생한 경북 봉화군과 강원도 인제군을 대상으로 돌발홍수 모의를 실시하였으며, 돌발홍수 모의를 실시한 결과를 피해가 발생한 실제 위치 및 시간과 비교하였다. 모의결과, 실제 피해가 발생한 위치의 돌발홍수기준(Flash Flood Guidance, FFG,)이 낮게 산정되었으며 돌발홍수에 취약한 것으로 분석되었다.

This study uses beacons and smartphone Global Positioning System (GPS) receivers to establish a location-based disaster/hazard prediction system. Beacons are usually installed indoors to locate users using triangulation in the room, but this study is differentiated from previous studies because the system is used outdoors to collect information on registration location and temperature and humidity in hazardous areas. In addition, since it is installed outdoors, waterproof, dehumidifying, and dustproof functions in the beacons themselves are required, and in case of heat and humidity, the sensor must be exposed to the outside, so the waterproof function is supplemented with a separate container. Based on these functions, information on declining and vulnerable areas is identified in real time, and temperature/humidity information is collected. We also propose a system that provides weather and fine-dust information for the area concerned. User location data are acquired through beacons and smartphone GPS receivers, and when users transmit from declining or vulnerable areas, they can establish the data to identify dangerous areas. In addition, temperature/humidity data in a microspace can be collected and utilized to build data to cope with climate change. Data can be used to identify specific areas of decline in a microspace, and various analyses can be made through the accumulated data.
