Nursing Activities and Delegation in Long-term Care Settings (요양병원 간호사의 간호행위와 위임실태)

  • The purpose of this study was to investigate the nursing behavior and delegation status of nursing hospital nurses and to provide basic data for improving the quality of medical services. The subjects of this study were data collected from July 26 to December 23, 2013, for 140 nurses with more than 3 years of experience in nursing hospitals. Collected data were analyzed by frequency analysis, mean and standard deviation, independent t-test and One way ANOVA of SPSS 20.0 statistical program. As a result of this study, the case of delegation of nursing behavior was higher in case of no protocol of nursing delegation procedure than in case of having protocol. This study suggests that nursing practice of nursing hospital nurses can be a major factor in declining the quality of medical services in the absence of specified standards or procedures for delegation. Procedures, methods and guidelines are required.

  • 항만법 제92조 및 항만법 시행령 제91조에 따라 항만관리에 관한 권한을 지방청 및 지자체에 위임하고 있으나, 연안항의 경우 관리주체인 지자체가 지역민들의 이해관계, 항만관리 인력 및 전문지식 부족 등에 따라 적극적인 항만관리를 수행하지 못하고 있는 형편이다. 본 연구에서는 해상교통안전진단 사례연구를 통해 우리나라 연안항 항만관리 실태와 문제점을 분석하고 제도개선 등 해결방안을 제시하였다.

Study on Introduction of Partial Delegation System for Aircraft Certification (항공기인증의 일부 위임제도 도입방안에 대한 연구)

  • Recently, aerospace industries in South Korea are expected to continue to grow due to UAM. Accordingly, certification services for aircraft are expected to increase. As a way to cope with the increase of certification work, one could consider a delegation system that can limitedly delegate the unique role of airworthiness authorities. In this paper, we reviewed regulations of FAA's individual delegation (DER, DAR, DMIR, etc.), the organizational delegation system (ODA), and the EASA's organizational delegation system (DOA, POA). We also reviewed regulations and actual status of delegation system in South Korea. On the basis of these, considering circumstances of aerospace industries in South Korea, we presented a method to introduce certification delegation system gradually and to improve domestic certification regulation.

A Survey of the Nursing Activities Performed by Nursing Staffs in Long-term care Hospitals (요양병원 간호 인력의 간호행위 수행 실태)

  • This study was to investigate of nursing activities performed by nursing staffs in long-term care hospitals. A survey of was conducted with 131 nurses who were working in 15 geriatric hospitals using a structural questionnaire. Data were collected from March 7 to June 30, 2013 and analyzed with SPSS 17.0, using descriptive statistics and t-test, ANOVA. This survey confirmed that the 88 activities except to 'making nursing diagnosis', 'setting nursing goals', and 'writting patient evaluation checklist' had been practiced in a wide range of nurses with nurse assistants. The degree of performance by nurse assistant was significantly different among nurses group according to the total number of patient and number of nurse(p<.001). Therefore, it is necessary to establish the legal and institutional regulation and development of algorithm for delegation, classify the impossible nursing task and work that can be delegated long-term care hospital.

A Convergence Investigation on Nursing Task Performance, Appropriate Performer, and Job Satisfaction of Nurses with Shift Work in General Ward (교대근무를 하는 일반병동 간호사의 간호업무 수행실태, 수행주체와 직무만족에 대한 융복합적 조사연구)

  • This study is a secondary data analysis to investigate the nursing tasks performance, appropriate performer, and job satisfaction in the general wards with sift work. We found that nurses performed direct (45%) and indirect nursing (55%). The workload per shift was 37.2% in the day, 35.6% in the evening, and 27.2% at night. The tasks performed after handover were 'direct nursing (34.5%)' and 'documentation and notification (25.8%)'. Nurses responded that there were some tasks that could be delegated to nursing assistants or had ambiguous boundaries with other medical personnel. There was a significant correlation between compliance to the job description of the night shift and job satisfaction (rs=.43, p=.01). These results imply that it is necessary to establish strategies that will enhance work efficiency based on job analysis by shift work, reduce handover time using EMR system, stmart devices, and clarify appropriate performers.

  • The archives and records management 'reform' has spreaded out through the third quarter of 2004. There are many evidences such as the change of the Office of the President's management on the record production, 'the reforming road map for the final draft on the archives and records management.' This method spreads into the Cabinets. So it is improved these rosy conditions was upgraded by the laws and regulations. We also hope that the conditions of the records management to be a higher level than before. However the actual conditions of the records management are not good comparing with the law and regulations. I think this unbalance is a serious problem. The reason of the 'failed history' during past time was caused not by the laws itself but by the indifference and negligence on the laws. The academic field and NGO have continuously required some essential suggestions on that problem; political neutrality and independent of the National Archives, the employment of specialists and the improvement of their skills etc. But these requirements have not accepted yet. This revised records management law also has not applied to the road map wholly. Even though the outward growth during that time is remarkable, we need to learn some instructions by way of the 'failed history'. Therefore our urgent task is to narrow the gap between the new system and the actual conditions based on long and short term projects.

  • The purpose of the present study was to identify how and how much teachers utilize ICT in their instruction and to analyze teachers' perception about the environmental factors to promote ICT implementation after their participation in a teacher training for Project-Based Learning (PBL) with ICT. The results showed that there was a significant change in the application of PBL into classroom and the class preparation before and after the training. Lack of time to prepare the instruction using ICT was identified as the most important reason not to utilize ICT in their classroom. While teachers perceived time and rewards among the environmental factors were lack, dissatisfaction with status quo, incentives, knowledge and skill, participation and leadership were perceived as being present in their school.

  • Contributed acceptance system is causing problems with the usefulness and follow-up services and the like, other than the origin purpose which needs to be operated as rational adjustment method between the public interest and the private. Accordingly, this study has examine the problems by analyzing the present condition of practical public facilities and has the purpose on drawing the improvements by conducting consciousness survey from in substance users. The problems drawn from the analysis and the survey are location and position of the public facilities by reason of making public facilities at leftover land, the awareness and use as in-site facilities, creating street facilities without considering the use and safety of the users, follow-up service issues and the usefulness issues by creation without considering the surrounding conditions. The proposal of improvements for efficient operation by each problems are devising plans by considering location and position of the facilities for utilization and usefulness, secondly the necessity of the public relations for the improvements of the utilization of public facilities. thirdly, conducting the legal obligation by installing direction boards for its awareness of public facilities and delegating operation of facilities to public corporations such as SH, LH and inhabitants for efficient follow-up services, lastly, establishing the public facility map service which could figure out the surrounding conditions of public facilities to utilize for the contributed acceptance.

The Effects of Internal Marketing Activities by Contracted Food Service Management Company (위탁급식전문업체의 내부마케팅 전략에 관한 효과분석)

  • The purpose of this study were to a) clarify the current practice of internal marketing by contracted food service management companies, b) analyze the effectiveness of current internal marketing practices. The survey was conducted between October 12 and November 2, 2002 with the 10 contracted food service management companies; 6 large, and 4 small & medium sized companies. No significant difference was existed with the categories of internal marketing. However significant differences were existed with the service education, sanitary education, periodic interviews, rewards for best employees, incentive payments, paid -leave allowances, job function allowances, and position classes including unit manager, dietician and cook of MBO. The actual administration of internal marketing strategies showed that, the significant differences were existed with education, paid-leave, and employee welfare systems among position classes. Also the significant differences were existed with all categories of internal marketing between large and small & medium sized companies. In general, small & medium sized companies score of the internal marketing performance was lower than that of large sized companies. Therefore, the segmented internal marketing strategies depending on the analysis not only demand for employees but also the size of company, were required to be an effectively and efficiently managed contracted food management companies.

An Analysis of the Implementation of the Maritime Labour Convention, 2006, Through Port State Control (항만국통제를 통한 해사노동협약의 이행실태 분석)

  • The Maritime Labour Convention, 2006, (MLC) aimed to ensure decent working conditions for seafarers and entered into force on August 20, 2013. It was considered as the fourth pillar in the maritime sector. This paper evaluates how the MLC has been implemented in the field and what issues were addressed in the shipping industry. To achieve this, statistical analysis was conducted using inspection data of Port State Control (PSC) carried out by the Paris MOU and the Tokyo MOU during 2010-2012 and 2014-2016 for deficiencies under the MLC and International Labour Organization (ILO) No. 147 Convention. This study compared pre-2013 and post-2013 deficiency data according to ship's age, size (gross tonnage) and type. The results showed that, although the deficiencies reported by the Tokyo MOU during 2014-2016 were nearly double those from 2010-2012, the deficiency share against total deficiencies for the Tokyo MOU remained two thirds of those for the Paris MOU. This study suggests that the Tokyo MOU should strengthen its inspection efforts on MLC and ILO should provide clear references, such as guidelines and a unified interpretation for national discretions under the MLC for the purpose of harmonized PSC inspections. Additionally, it would be desirable to consolidate the deficiency coding system for the MLC by deleting the codes for the ILO No. 147 Convention, which was incorporated into the MLC. It would also be beneficial to add new deficiency codes for social security, including seafarers' leave and repatriation.
