Performance Evaluation of LTE-VPN based Disaster Investigation System for Sharing Disaster Field Information (재난사고 정보공유를 위한 LTE-VPN기반 현장조사시스템 성능평가)

  • In the event of a large-scale disaster such as an earthquake, typhoon, landslide, and building collapse, the disaster situation awareness and timely disaster information sharing play a key role in the disaster response and decision-making stages for disaster management, such as disaster site control and evacuation of residents. In this paper, an exited field investigation system of NDMI (National Disaster Management Research Institute) was enhanced with an LTE-VPN- based wireless communication system to provide an effective on-site response in an urgent disaster situation and share observation data or analysis information acquired at the disaster fields in real-time. The required performance of wireless communication for the disaster field investigation system was then analyzed and evaluated. The experimental result for field data transmission performance of an advanced wireless communication investigation system showed that the UDP transmission performance of at least 4.1Mbps is required to ensure a seamless video conference system between disaster sites. In addition, a wireless communication bandwidth of approximately 10 Mbps should be guaranteed to smoothly share the communication and field data between the survey equipment currently mounted on the survey vehicle.

  • LCD televisions and monitors use cold cathode fluorescence lamps (CCFLs) to illuminate the screen. Most CCFLs contain mercury and they have to be carefully handled at the end of their lives as per minimum treatment standards under the Waste Electrical and Electronic Equipment (WEEE) and Restriction of Hazardous Substances (RoHS) directives. CCFLs were carefully separated from mold frames of waste LCD units for primary decontamination of mercury/fluorescent compound mixture using CCFL decontamination system designed and fabricated in the present research. Residual mercury was further removed by employing a pyro-process, where crushed CCFL tubes transferred from primary decontamination process were subject to heat treatment at $550^{\circ}C$ in a box furnace: more than 99% of mercury was removable from waste CCFLs.

  • A construction project of Incheon 2nd bridge, which is connected between the Incheon Song-Do New Town and the Incheon International Airport in Young-Jong-Do, has been proposed by the private capital in 1999. But the optimal width of the main span has not been decided in spite of the three investigations into the feasibility of ship's safe transit in this planned bridge. In this paper, we study the economic analysis on port operational efficiency according to traffic schemes, one-way or two-way of vessels over 10,000G/T, in the main span of this bridge. In this comparative result, total queueing time due to the one-way in the bridge main span is evaluated 20,362 hours in 2011 and 24,544 hours in 2020. Therefore the demurrage cost and the accumulation cost of freight are evaluated 19.7 billion won in 2011, and 23.3 billion won in 2020, then total accumulated costs during 33 years from 2008 until 2040 are evaluated about 768.9 billion won.

  • Until now, 29 fire accidents have occurred; 22 of them were caused by the interconnection of renewable energy sources that occurred during the rest period after the lithium-ion battery had been fully charged regardless of the seasons. The fire accidents of ESS were attributed to thermal runaway due to the overcharging of a few cells with the phenomenon of self-energy balancing, which is unintentional current flow from cells with a high SOC to the low cells if the SOC condition of each cell connected in parallel is different. Therefore, this paper proposes a novel configuration and operation algorithm of the BMS to prevent the self-energy balancing of ESS and presents a hybrid SOC estimation algorithm. From the test results of the self-energy balancing phenomenon between aging and normal cells based on the proposed algorithm and BMS, it was confirmed the possibility of self-energy balancing, which is unintentional current flow from cells with a high SOC to cells with a low SOC. In addition, the proposed configuration of the BMS is useful and practical to improve the safety of lithium-ion batteries because the BMS can reliably disconnect a parallel connection of the cells if the self-energy balancing current becomes excessively high.

  • This article assesses the recent police reform strategy in England and Wales with the Police Reform and Social Responsibility Act 2011. Police and Crime Commissioners have a responsibility not just for the police force but also for reducing crime in their area of responsibility. This ensures that their remit runs much more widely than their predecessor body, the police authority. The article goes on to evaluate the nature and extent of crime by making immediate use of survey of local police commanders. The surveys showed that police commands were swamped with minor crime and anti-social offences. The arrival of Police and Crime Commissioners has meant that now police priorities can be more closely aligned to those of the public and where anti-social behaviour is now recognised as impacting on the lives of many residents more significantly than criminal activity. The article highlights the changes introduced by government following the Winsor Review to police pay, pensions and conditions of service. It reflects on the impact of this on both police morale and professional motivation. It suggests that current government policy is now haemorrhaging the police service as increasing numbers of experienced officers are leaving the police service which could ultimately undermine its long-term resilience as a strategic emergency service.

Experimental and Numerical Study of Berthing and Unberthing of LNG-Bunkering Vessels (실험 및 수치해석을 통한 LNG 벙커링 선박들의 이접안 안정성 평가 연구)

  • The IMO has adopted emission standards through Annex VI of the International Convention for the Prevention of Pollution from Ships (MARPOL) that strictly prohibit the use of bunker C oil for vessels. In this study, we have adopted the turret-moored Floating LNG-Bunkering Terminal (FLBT) which is designed to receive the LNG from LNGCs and transfer it to LNG-bunkering shuttles in side-by-side moored condition. Numerical analyses were carried out using the high-order boundary-element method for four vessels at various relative distances. Mean wave drift forces were compared in an operational sea state. A model test was performed in the ocean engineering basin at the Korea Research Institute of Ships & Ocean Engineering (KRISO) to verify the safety of the berthing/unberthing operation. In the model test, a jig was designed to simulate tug boats pushing or pulling the bunkering vessels, so that the friction force of the g operation was not affected. Safety depended on the environmental direction, with more stable operation possible if the heading-control function of FLBT is applied to avoid beam-sea conditions.

  • Presently, working gas pipelines are being subjected to the influence of construction vibration. Especially on subway and road construction, gas pipelines are being influenced to construction vibration caused by use of construction equipment, passage of a large-sized vehicle and blasting. Buried gas pipelines are subjected to the influence of vibration caused by blast in the vicinity of pipeline, exposed gas pipelines are subjected to the influence of vehicle vibration. Therefore, in the study, it is developed to vibration prediction program of gas pipeline by analyzing measured construction vibration. This program is able to predict vibration of gas pipeline according to field conditions by using the results of structural finite element analysis and empirical equation by reliability analysis. And, this program contains the database of construction vibration. Additionally, this program is able to compute estimated blast vibration equation using measured blast vibration data in the field and to form graph of allowable charging gunpowder per delayed-action with the change of blast velocity. Therefore, field workers are able to predict construction vibration around gas pipeline and estimate safety of gas pipeline.

  • It is necessary to establish wide integrated surveillance system of marine territory to reduce damage caused by maritime security threats, marine pollution and accidents for safe and clean marine use and efficient development of marine resources. For marine surveillance, the information characteristics of space-time specific, accuracy and operability are required, and real-time information about the wide area should be provided at all times. This special issue has been published to identify the characteristics of each platform, evaluate its usability for the establishment of a wide integrated surveillance system, and present the direction for future convergence studies between platforms. Since 2015, KIOST and cooperative research team have been performing the project, "Base research for building wide integrated surveillance system of marine territory using multi-platform" that detect vessels and red tide etc. near real time by using satellite, UAV and HF Ocean Radar. The objective of this special issue is to introduce the significance for an integrated system for maritime surveillance and to create a forum for discussion on recent advances in remote sensing technology and applications for marine disasters, pollution, and accident surveillance.

Flight Compatibility Certification of ALQ-X ECM Pod (ALQ-X ECM 포드 비행 적합성 인증)

  • Flight compatibility certification is performed to substantiate the compatibility between ALQ-X ECM pod and KF-16D/RF-4C aircraft. A certification plan for the ALQ-X flight compatibility is established. Similarity analysis, mass/inertia analysis, structural analysis/test, and ground vibration test/flutter analysis are made to support the safety of MIL-HDBK-1763 Test 250 (Captive compatibility flight profile). Aircraft flew along flight envelope boundary with representative ALQ-X configurations. Handling qualities are evaluated by comparing flight characteristics of the aircraft with and without ALQ-X. Structural integrity and endurance is evaluated using measured flight test data. Results of these flight tests showed that ALQ-X is compatible with KF-16D/RF-4C without altering the flight envelope which has originally been certified for ALQ-88 and ALQ-119 ECM pods. ALQ-X certification program made following technical achievements: Type III certification for foreign designed fighter, flutter analysis program development using GVT results, and utilization of MIL-STD-1553B data bus in flight test.

  • IS 실무자들은 과거처럼 단순한 시스템 분석이나 프로그래밍 기법만을 갖추는 것만으로는 조직이 원하는 정보기술을 효과적으로 운용하는 것이 어렵게 되고 있다. 예전과는 달리 최근의 기업에서는 통신 시스템을 포함하는 다양한 정보기술에 관련된 지식과 기술을 전문적으로 다룰 수 있는 전문가를 원하는 추세이다. 이러한 맥락에서 IS 실무자들이 자신의 업무를 성공적으로 수행하기 위해 필요한 전문 지식과 기술은 무엇인가라는 질문에 대한 대답을 알 수 있어야만 한다. 본 연구는 IS 실무자들이 그들이 직면하고 있는 ‘IS 지식과 기술의 빠른 변화’를 얼마만큼 인식하고 있으며, 그들이 필요로 하는 지식과 기술과 업무를 수행함에 있어 필수적인 지식과 기술을 얼마만 큼 보유하고 있는지를 조사하였다. 본 연구에서는 조사된 자료를 통하여, 기존의 국내외의 문화에서 밝혀진 인구 통계학적 분류기준 (예를 들자면, 경력 수준, 지역, 직종) 이외에 이들을 분류할 수 있는 기준에는 어떠한 것이 있는가에 대한 연구를 수행하였다. 분석을 위하여 실무자들이 현업에서 많은 시간과 노력을 들이고 있는 IS 활동영역에 대한 투자시간을 기준으로 실무자들을 분류하였다. 분석에서는 조사자의 군집분석과 다차원 분석을 통하여 분류된 실무자 그룹에 대한 여러 가지 기술적인 특성과, 인구 통계학적 특성을 파악하고, 그룹들에 대하여 새로운 분류에 적합한 표기를 제시하고자 하였다. 본 논문은 정보시스템 영역에서 수행된 IS 실무자들에 다양한 연구의 한 부분으로서, 기업 환경, 조직 환경, 나아가 실무자들의 직무환경의 개선에 필요한 지식과 기술을 제공할 것이다.아날로그 방식에서 IT 기반에 의한 디지털 환경으로 변화되고 있다. 또한 e러닝, T러닝, m러닝, u러닝 등의 용어가 생성되고 있다.키지에어컨에서 사용되고 있는 밀폐형 압축기에 대해서 그림 2에서 나타내고 있는 냉방능력 10tons(120,000Btu/h) 이하를 중심으로 상기의 최근 기술 동향을 간략하게 소개하고자 한다.질표준의 지표성분으로 간주되는 진세노사이드의 절대함량과 그 성분조성 차이에 따른 임상효과의 차별성이 있는지에 대한 검토와, 특히 최근 실험적으로 밝혀지고 있는 사포닌 성분의 장내 세균에 의한 생물전환체의 인체 실험을 통한 효과 검정이 필요하다. 나아가서는 적정 복용량의 설정과 이와 관련되는 생체내 동태 및 생체이용율(bioavilability)에 관한 정보가 거의 없으므로 이것도 금후 검토해야 할 과제로 사료된다. 인삼은 전통약물로서 오랜 역사성과 그동안의 연구결과에 의한 과학성을 가지고 있으므로 건강유지와 병의 예방 및 회복촉진을 위한 보조요법제 또는 기능성 식품으로써의 유용성이 있는 것으로 판단된다. 앞으로 인삼의 활용성 증대를 위해서는 보다 과학적인 임상평가에 의한 안전성 및 유효성 입증과 제품의 엄격한 품질관리의 필요성이 더욱 강조되어야 할 것이다.xyl radical 생성 억제 효과를 보여 주었다. 본 실험을 통하여 BHT 를 제외하고 전반적으로 세포 수준에서의 oxidative stress 에 대한 억제 효과를 확인해 볼 수 있었으며 특히 수용성 항산화제들에서 두드러진 효과를 보여 주었다. 제공하여 내수기반 확충에도 노력해야 할 것 이다.있었다., 인삼이 성장될 때 부분적인 영양상태의
