관제영역 내에서 다양한 형태의 선박과 해상 활동이 이루어짐에 따라서 관제사의 역할이 점차 중요해지고 있다. 현재 관제업무를 지원하는 VTS 시스템으로는 변화하는 복잡한 관제 업무를 지원하는 것에 한계가 있기 때문에 단순한 관제 업무의 지원을 넘어서는 관제사 의사결정 지원을 위한 전문가 시스템의 도입이 필요하다. 전문가 시스템의 설계를 위해서는 시스템의 사용자가 될 관제사의 요구사항 분석이 선행되어야한다. 본 연구에서는 관제사 의사결정 지원을 위한 전문가 시스템의 구성 정보에 대한 구성과 사용자 인터페이스 도출을 위한 설문조사를 실시하였으며, 그 결과를 분석하였다. 관제사들은 예측이 어려운 실시간 정보에 대한 요구가 높으며, 전문가 시스템에 대한 필요성의 인식이 높았다. 특히 VHF 통신을 이용한 선박과의 정보 공유에 대한 선호도가 높은 것으로 나타났으므로 전문가 시스템에서 VHF 통신을 이용한 정보 전송에 대한 기능이 기본적으로 구현되어야 할 것으로 판단된다.

The purposes of this study are 1)to analyze a needs of re-education & continuous education for R&D human resources 2)to systemize the existing education program and 3)to provide useful implications to help the politics for re-education & continuous education for R&D human resources. The survey to R&D human resources in universities, government-supported research institutes and industries was conducted for analyzing the needs of R&D human resources for the existing education programs through investigation for the current state and importance & satisfaction level for the existing program. For proposing the effective education program, the barrier and improvement factors of re-education program were examined as well. In addition, the needs for the government support policies for re-education program were also analyzed.

우리나라는 항만운영의 효율성 및 선박 안전운항을 위하여 1993년 포항을 시작으로 전국 18개의 VTS 시스템을 설치 운영하고 있으나, 최근 선박 교통량의 증가와 더불어 해양사고의 증가 원인으로 인적요인에 대해 연구 필요성이 대두되고 있다. 특히 해상교통관제 업무는 고도의 주의력과 예측능력을 요구하므로 이를 저해하는 인적요인을 분석 및 관리할 필요성이 있다. 따라서 본 연구에서는 VTS 관제실의 근무환경에 대해 설문조사를 통한 요구사항 분석과 함께 현장조사를 시행하여 분석함으로서 VTS 관제장비 및 관제석의 최적 배치방안을 제시하여 최상의 해상교통관리 체제 구축에 대하여 고찰해 보았다.

This paper was studied on developmental direction of Telecommunications system for aged welfare policy. A medical needs must development of medical support system, medical information system and telemedical support system. A house needs must development of home automatic system, internet system. A culture needs must development of event system, leisure information system. A traffic needs must development of automatic traffic geographical system, automatic operating system. The purpose of this study is to develop an experimental model for information needs assessment, which could be utilized to investigate the 'real' information needs of the user(or group). The focus was on the perspectives of users rather than those of system managers. In details, this study identifies the conceptual definition of the keyword 'information need', analyzes the limitation and problems the previously conducted needs assessments in this area, and finally, develops an experimental model based on the cognitive and affective variables which might influence both production and strength of information needs in the user(or group}. The model emphasizes four influencing variable, namely, individual, work-related, organizational(or institutional), and socio-cultural variables. Also discussed is the relationships among these variables.

짧은 기간에 비약적으로 기술이 발전하는 시대에는 사용자의 미래환경과 그에 따른 사용자의 행태를 미리 분석할 수 있는 방법이 절실히 요구된다. 본 연구에서는 블루투스 핸즈프리 헤드셋의 UI 디자인 개발을 위해 사용된 사용자의 제품 사용행태 예측 과정을 통해 그 방법론을 제시하고자 한다. 1 차로 블루투스 핸즈프리 헤드셋 사용자가 그것을 사용하는 사용행태를 조사 분석하였으며, 조사의 결과를 인터랙티브 스토리텔링의 방법으로 구성하여 아이디어개발을 위한 보조도구로 개발하였다. 조사의 대상은 블루투스 헤드셋의 주요 사용자 층인 10 대 후반에서 20 대 중반에 속하는 사용자 그룹이며 블루투스 헤드셋으로 변용 가능한 패션 액세서리를 선정하고 선정한 액세서리를 블루투스 핸즈프리 헤드셋으로 가정하여 사용시의 그들의 사용 포즈를 분석하는 방법을 통해 주사용자 층의 사용행태를 예측하고자 하였다. 이 연구의 결과는 블루투스 헤드셋 개발팀내의 기획자, 기술자, 디자이너들이 제품의 개발 방향에 대한 아이디어 공유를 위하여 Macromedia Flash 를 사용하여 인터랙티브 스토리텔링으로 제작하여 디자인을 위한 보조 툴로 제안하였다. 본 연구는 블루투스 핸즈프리 헤드셋과 같이 사용자의 새로운 요구와 사용성이 기대되는 제품 UI 디자인을 위해서는 사용자의 미래 요구사항을 예측 할 수 있는 방법이 필요하다는 배경에서 시작되었으며, 블루투스 핸즈프리 헤드셋의 사용자의 요구 파악 및 예측을 위한 방법으로 제품과 사용자의 사용 포즈를 연계하여 분석하는 방법을 제안하였다.

This study was started on the premise that it was necessary to analyze the users and their needs of the national bibliography in order to develop a new national bibliographic service strategy. Based on this premise, the main purpose of this study is to analyze the users' situation and needs on the Korean national bibliography, and to establish a new service strategy that reflects the user's perspective. In addition, it has a secondary purpose to find the basis for justifying the value and persistence of the national bibliography from user. To this end, first, identified the main user groups of national bibliography through literature and case studies. The data were collected from a interview with 51 people from 4 groups (librarian, researcher, publishing distributor, end user) that are expected to use national bibliography. As a result of the interview, it was possible to confirm very low awareness and utilization of the national bibliography. In addition, the interview results revealed that there is a need for improvement in terms of the method of operating the national bibliography, the content to be provided, and service.

인터넷이 발달되고 소셜미디어의 사용이 증가함에 따라 공개정보와 소셜네트워크를 통해 국제 범죄조직, 테러리스트 그룹, 주변 국제 안보환경, 사이버 범죄에 대한 정보 분석의 요구가 늘어나고 있다. 하지만 아직 국내에서 OSINT와 SOCMINT 활동에 대한 공개된 정보가 많지 않아 이에 대한 연구가 많지 않다. 저자는 OSINT와 SOCMINT 조사 분석을 실제 수행하면서 알게 된 문제점과 이를 극복하는 방안을 제시하고자 한다. 다만 Intelligence 업무의 특성상 정보 보안이 매우 중요하여 구체적인 내용에 대해서 제시하기 보다는 업무에서 발생되는 문제를 보편화하여 작성하였다.

This research purpose to improve the qualification items for electronic commerce manager. Former qualification system for the electronic commerce manager was executed 11 times from year 2000 to 2005. To improve the standard for test questions and contents of qualification items, we reviewed literatures about job analysis for electronic commerce manager, electronic commerce curriculum, e-Business market and other countries' similar qualification systems and items. We also analysed the job related knowledge, skill, and abilities using job analysis by DACUM method, subject matter experts interview and workshop committee for development and validation of qualification items. Based on the results of job analysis and DACUM workshop, we derived a job model for electronic commerce manager and then validated it through field survey and additional expert review. Finally we developed and suggested an alternated qualification items using matrix analysis between categorized job knowledge and job tasks.
