This paper studied a meta-analysis of 45 papers published during the administration of Lee Myung-bak and Park Geun-hye governments in order to renew academic interest in the TV outsourcing production policy. The meta-analysis was made up of classifications of three items(issued year, journal, academic field) and six items(topic, aim, question, subject, methodology, results). According to the results, the articles(30, 66.7% and 15, 33.3%) published during Lee & Park's regimes adapted the promotional topics for TV outsourcing production policy. The reasons for the papers(18, 40.0%) on management economy, industry, and advertising related to outsourcing production policy are because the two governments focused on research projects that matched the regime stance rather than the autonomy and diversity of broadcasting, media, contents, and the visual.

PACS 유지보수 서비스의 중요성을 살펴보고 PACS 분분별 제안요청 요소를 분석하여 향후 시스템 유지보수 계약의 지표를 제공하는데 목적이 있으며 경희의료원의 PACS 유지보수 제안서요청의 사례를 중심으로 유지보수 RFP 작성의 필요성, 중요사항 및 분야별 요구사항 등에 대하여 기술한다. 제안 부문은 9 개로 구분하였으며 총 139 항목의 제안 요청 사항을 정리하였다. 제안 요소 연구의 결과는 다음과 같다. 1. PACS 유지보수 분야는 PACS Software 부문, 데이터베이스 부문, 서버 및 스토리지 부문, 네트워크 부문, CR 및 DR System 등과 같은 영상획득장치에 관한 부문, 판독용 및 임상용 모니터 부문 등으로 구분하며, 각 부문별 제안 요구사항을 기술한 제안요청서를 작성하여 각 부문별 제안서를 요청하여야 한다. 2. 병원에서는 PACS 부문의 외주관리를 체계적으로 구분 관리하여 시스템 유지보수의 수준을 높이고 이를 질 높은 의료서비스로 연계되도록 하여야 한다. 3. PACS 관련 회사는 병원에서 요청된 제안 요청사항을 수용하며 질 높은 관련부문 서비스를 제공하기위한 기술적 배경을 체계화하여야하며 향후 주요 매출원으로 자리 잡게 될 유지보수 서비스를 상품으로 인식하고 이에 대한 적극적인 상품화전략과 홍보 노력이 필요하다.

OTS(Operator Training Simulator) 소프트웨어는 원자력발전소, 화력발전소 또는 화학공장 등과 같은 플랜트의 동적 특성을 실제의 플랜트와 같게 컴퓨터 환경을 이용하여 모의하는 기능을 수행한다. OTS 소프트웨어는 개발 규모가 방대하고 개발에 소요되는 시간과 비용부담이 큰 특징을 갖는다. 또한 플랜트 공정제어와 감시에 대한 전문지식이 요구된다. 따라서 OTS 소프트웨어 개발은 정부투자기관이나 연구기관의 자체인력을 활용하여 개발되어 왔다. 그러나, 최근에는 아웃소싱이 보편화됨에 따라 OTS 소프트웨어 개발 또한 외주개발 형태를 띄게 되었다. OTS 소프트웨어 외주개발은 소프트웨어 개발회사들에게 동등한 기회를 부여하기 위하여 일반적으로 2 단계 공개경쟁 형태로 프로젝트가 수행된다. 즉, 기술규격경쟁과 가격경쟁의 결과에 따라 외주개발 회사가 선정된다. 국내 소프트웨어 개발회사들의 경우에 OTS 소프트웨어 개발경험이 적으므로 OTS 소프트웨어 개발 프로젝트 수주를 위한 첫 번째 장벽은 발주자의 제안요청서에 합당하는 기술 제안서를 작성하여 OTS 소프트웨어를 개발할 수 있는 기술적 사업적 능력이 충분함을 입증하는 일이다 본 연구에서는 OTS의 유형과 특징, 프로젝트의 기술제안서 평가요소를 고찰하고 OTS 소프트웨어 개발에 참여하려 고 개발회사가 제안서를 작성 제출할 경우에 기술규격 경쟁에서 우위를 점할 수 있는 기술제안서 작성방안을 토의한다.

Financial firms strengthen to protect personal information from the leakage, introducing various security solutions such as print output security, internet network Isolation system, isolationg strorage of customer information, encrypting personal information, personal information detecting system, data loss prevention, personal information monitoring system, and so on. Financial companies are also entering the era of cutthroat competition due to accept of the new channels and the paradigm shift of financial instruments. Accordingly, The needs for security for customer information held by financial firms are keep growing. The large security accidents from the three card companies on January 2014 were happened, the case in which one of the outsourcing personnel seized customer personal information from the system of the thress card companies and sold them illegally to a loan publisher and lender. Three years after the large security accidents had been passed, nevertheless the security threat of the IT outsourcing workforce still exists. The governments including the regulatory agency realted to the financail firms are conducting a review efforts to prevent the leakage of personal information as well as strengthening the extent of the sanction. Through the analysis on the application of security policy for outsourcing personnel in case of large-scale Financial IT projects and the case study of appropriate security policies for security compliance, the theis is proposing a solution for both successfully completing large-scale financial IT Project and so far as possible minizing the risk from the security accidents by the outsouring personnel.
