Attitudes of Korean Workers towards Foreign Workers (외국인 노동자에 대한 한국인 노동자의 태도)

  • This study aims to examine attitudes of Korean workers towards foreign workers and predictors of their attitudes. The data for this study come from a survey conducted among 500 Korean workers employed at the companies which also hire foreign workers in Gyeonggi and Incheon areas. The findings reveal that a little more than half of Korean workers agree to give foreign workers the same labor rights as Korean workers and to allow them to bring their family members into Korea while a little less than half of them do not agree to grant residentship or citizenship to foreign workers. Attitudes towards foreign workers tend to be favorable with increase in perception of multiculturalism, period of working experience with foreign workers and education, and with decrease in feeling of threat from foreign workers.

  • The objective of this study is to examine the studies of foreign workers in Korea at a level of meta-analysis focusing on their subjects and methodology. Over the last 15 years, studies of foreign workers have diversified subjects and refined methodology reflecting major characteristics of migration patterns including a rapid increase in number, large populations of illegal sojourners, a majority low-skilled young male workers from less developed countries, and an active role of migrant-support NGOs. Nevertheless, the studies have shown problems such as a higher ratio of macroscopic discussions, overemphasis on social problematic issues and a tendency towards descriptive analysis. Methodologically, they have also revealed an inactive use of empirical and quantitative data, lack of representativeness of sample and disregard of an importance of language in the study of foreigners. Based on the analysis, this study proposes strategies to enhance researches of foreign workers in Korea.

Life and Information Poverty of Foreign Labor 'H' (외국인 노동자 H의 삶과 정보빈곤)

  • The purpose of this study is to discuss the lives of foreign labor in S. Korea from the perspective of their information behavior. Special concern was on investigating both meaning and value of information in their everyday lives. Also discussed was information poverty which most of them have been faced with. To this end, a typical foreign labor sample, who were named as 'H', was carefully chosen, observed, and interviewed. Through the investigation this study found out there were many barriers that had negative influences on their active information seeking and use. Also found out is most of the barriers comes from the individual factors as well as socio-structural ones. In conclusion this study suggests the basic strategies to improve and promote their information welfare.

Globalization and the Politics of "Forgetting" : A Study on a Foreign Immigrant Community in Wongok-dong, Ansan (세계화와 "잊어버림"의 정치 : 안산시 원곡동의 외국인 노동자 거주지역에 대한 연구)

  • This paper aims at examining the ways in which foreign immigrant workers in South Korea have been "forgotten" and "marginalized" in the regulatory politics of globalization and how the politics of "forgetting" has influenced the formation of immigrant local communities in South Korea. More specifically, by focusing on the immigrant community in Wongok dong, Ansan, it explores the forming questions. First, under what conditions has Wongok' dong become one of the biggest communities for foreign workers in South Korea? Second, how has the growth of the Wongok-dong immigrant community been influenced by the politics of "exclusion", and "inclusion" taking place at various geographical scales? Based on this case study, this paper suggests that the practices of "exclusion" and "forgetting" should not be seen as an inevitable outcome of globalization; instead, they need to be seen as an outcome of political processes, in which the practices of "exclusion" and "inclusion" are intertwined with one another through interactions and negotiations among different interests and ideas that take place in the multi-scalar regulatory processes, which contribute to the (material and discursive) construction of globalization.

On the Effects of Foreign-born Labor on Increasing in National Income Implemented by Panel Data Analysis: Evidence from OECD Countries (패널자료에 의한 외국인 근로자의 소득증대 효과분석: OECD 국가를 중심으로)

  • This study aims to investigate the impact of total, native-born, and foreign-born employment rates on the increases of GDP and per capita GDP for 24 OECD countries out of 34 countries depending on data availability. The panel data analysis is formed by a fixed-effects model which allows dummy variable in it to permit the intercept term to vary over time-series and cross-sectional units. Empirical evidences obtained by simple and multiple panel regressions reveal that the contribution to increasing of GDP by foreign-born employment is obviously lower than the one by native-born employment. And, native-born labor is substituted by foreign-born labor. It also has to be mentioned that the labor is playing a key role in increasing in national income. And, therefore, labor-related policy should be concerned on decreasing in labor productivity and segmentation of labor market resulted from inflow of foreign labor. It means that labor-related policy has to take care of not only the magnitude, but also the quality of foreign-born labor.

Perceived Wage-Fairness of Migrant Workers in Korea (외국인 노동자의 임금에 대한 공정성인식)

  • This study examines degree of fairness migrant workers in Korea feel with their wages in comparison to those of their homeland and Korean workers who do the same job in Korea as theirs, and what factors affect the feelings. For the study, 742 migrant workers from China, Vietnam, Philippines, and Indonesia employed by manufacturing firms in Seoul and Gyenggi areas were surveyed. The results show that most migrant workers in Korea feel unfair about their wages, and the feeling of unfairness appears more strongly when comparing with the Korean workers than with their homeland workers. The effectiveness of variables affecting fairness also varies according to the object of comparison: in comparison to homeland workers, age, sex, monthly income before migration, money spent for employment, and satisfaction with working conditions are significant: in comparison to Korean workers, ethnicity, sex, legal status, satisfaction with working conditions are significant.

Status in Employment in the Agricultural Sector and Analysis Demand Factors : Evidence from Gangwon, South Korea (강원도 농업부문 고용인력 실태 및 수요 결정요인 분석)

  • 계획적이고 안정적인 영농을 위해 영농작업 인력을 확보하는 것은 매우 중요하다. 하지만 농가인구의 감소로 인한 농업인력 확보의 어려움과 농업노동 임금의 지속적인 증가는 경영주에게 이중의 고통이 되고 있다. 따라서 본 연구에서는 농가처분가능소득이 전국에서 가장 높은 강원도를 지역 표집으로 선정하여 Bivariate Probit 모형을 이용해 내국인과 외국인 고용의 상호 관계를 고려한 고용인력 수요 결정요인을 살펴보았다. 분석결과, 첫째, 3개월 이상 노동력을 고용하는 농가들의 경우 내국인 고용수요와 외국인 고용수요 간에는 양(+)의 상관관계가 있는 것으로 나타났다. 둘째, 전형적인 도시근교 농업의 특징을 나타내는 춘천시에 비해 강원도내 타 지역 농가들은 다른 변수들이 일정할 경우 내국인과 외국인의 고용수요가 증가하는 것으로 나타났다. 셋째, 젊은 경영주일수록 내국인 상시 고용에 대한 수요가 높고, 농가조직에 참여하고 있는 농가일수록 자가노동 확률은 0.13% 감소하고, 상시 농업 노동력에 대한 수요가 증가하는 것으로 나타났다. 이러한 분석결과를 종합한 농업 노동력 확보를 위한 정책적 시사점으로는 첫째, 상시고용된 농업인력들을 대상으로 국내외 문화 차이를 인지하고, 내국인 노동자와 외국인 노동자간의 협력 네트워크 구축을 위한 영농교육 확대가 필요하다. 둘째, 각 지역별로 내국인 또는 외국인 노동자의 상시고용 수요가 상이한 것으로 나타나 강원도내 지역별 농산업 현황을 기반으로 "(가칭)강원도 농업 인력 수급 플랫폼" 구축이 필요하다. 셋째, 청년창업농과 농가조직 참여 농가들을 대상으로 농작업 상시고용 인력을 우선적으로 매칭해 주는 것이 필요하다.

  • 본 연구는 국내외 이주와 교육 분야에 관련 전문가 부재 현상에 대한 바른 방향을 제시해보고자 한다. 1998년 IMF로 많은 해외이주자와 유학생이 증가했지만 2010년 현재는 해외이주자와 유학생이 오히려 한국으로 역 이주와 유학이 증가하고 있다. 또한 한국 내에서도 국제결혼과 외국인 노동자의 증가로 단일민족이 아닌 다문화사회로의 준비를 해야 한다. 학교들 측면에서도 한국 내에 대안학교들의 학력인정과 국제학교와 외국 유명대학 연계 한국 내에 정착은 2007년 이래 외국인 100만 시대에 접한 우리 대학들이 다문화가족 자녀와 외국인 학생 유치에 방법을 찾아야 한다고 판단한다.
