우리나라의 도시 옥외조명은 1988년 서울올림픽을 전후하여 관심이 확대되었으며, 서울시는 1996년 서울시 경관조명기본방향을 설정하고 숭례문 등 각종 문화재에 옥외조명시설을 설치하기 시작하였다. 최근 옥외조명에 대한 필요성을 인식하고, 설치하고 있는 초기단계에 있어 옥외조명을 계획하는데 반드시 고려해야하는 광공해에 대해서는 아무런 인식 없이 과다한 조명으로 광공해를 유발시키고 있다. 미국과 유럽, 일본 등 선진외국에서는 일찍부터 광공해의 심각성을 인식하고, 이를 방지하기 위해 옥외조명조례의 제정과 가이드라인의 발표로 양호한 조명환경 조성을 위해 노력하고 있다. 이에 본 연구는 광공해가 거주자와 보행자에게 미치는 영향을 고려하여 주거지역의 옥외가로조명의 광공해에 관한 연구를 진행하였다. 외국의 경우 광공해가 발생하는 지역의 조명환경개선사업을 펼쳐 광공해에 따른 악영향을 줄임과 동시에 조명에너지 절약의 효과도 가져왔다. 국내의 경우 전반 확산형(Non-Cutoff) 가로등이 보행자에게는 눈부심을 일으키고, 거주자에게는 프라이버시 침해와 숙면에 방해를 가져오므로 차폐된 조명기구를 사용해 이런 영향을 최소화할 필요가 있다. 따라서 국내의 경우 아직 광공해에 대한 기준이나 가이드라인이 없으므로 이에 대한 대책과 기준안 마련이 시급하다.

Outdoor lighting has become a necessary essential part of society for safety and comfortable space. However, inappropriate outdoor lighting leads to energy waste and poor landscape. Outdoor lighting is a very important social element, which enables us to conduct various activities at night in a safe, efficient and comfort way. River Thames in UK, Venice in Italy and Sydney in Australia is a good example of the coastal area. This paper aims to evaluate the light pollution of outdoor lighting in coastal area in Busan city. The Radiant Imaging ProMetric-1400 was used to measure the luminance of Gwangalli Beach, Marine City and Haeundae Beach. Compare to the CIE recommendation level the luminance of the all outdoor lighting were about 2~20 times higher. Outdoor lighting of the building facade luminance level and color should be particularly limited.

As the importance of outdoor lighting become more widely recognized, outdoor lighting has been installed in many buildings, plazas, landscape, and historical monuments in Korea, Outdoor lighting on showing complex, in particular, express its values as local landmarks. However, the excessive outdoor lighting in the large-scale shopping complex tends to cause light pollution. Many advanced countries are trying to create a comfortable lighting environment by the guidlines and regulations on outdoor lighting to prevent light pollution. For this research backgrounds, the light pollution of three showing complexes in Seoul have been investigated. For the purpose, luminance of building facade, horizontal illuminance, and vertical illuminance were measured with proper measurement instruments and compared the results with the CIE recommendations. The results of the study are as follows. As no cut-off luminaries are currently installed on pedestrian walks, some glare were occured partially. It also shows that the luminance of building facades are high to improve the degree of public awareness of buildings and advertisements. In other words, the luminance of the building facade, when compared with that of the CIE recommendations, is twice as high and the vatical illuminance of pedestrian walks is far higher than that of the CIE recommendations, which proves the existence of light pollution. As Korea has not yet provided proper regulations or guidelines for the control of light pollution, it is necessary to make appropriate codes for it.

Outdoor spaces are used for recreation, rest area, and night activities of residents. By these tendency, outdoor space is recognized as a very important space in residental areas. However, outdoor space is frequently used at night but lighting plan for these spaces is not suited for the selection of luminairce, arrangement of luminaires and planing of illuminance. From this point of view, this paper investigated the essence of light in outdoor space, analyzed different outdoor luminous environment and performed simulations. This paper finally suggested recommended level of illuminance and lighting plan of such spaces.

에디슨이 백열전구를 발명하면서 본격적인 조명의 발전이 이루어졌다. 현재까지 조명등의 주류로서 백열전구와 형광등이 자리 잡고 있으며, 고압 방전등의 개발과 더불어 옥외조명에서도 급속히 발전하고 있다. 특히 방전등과 같은 안정기가 필요한 조명등의 경우 전력전자용 반도체 소자와 마이크로프로세서의 획기적 발전 속도에 맞추어 고효율, 고전력화로 접목되고 있다. 다른 전력전자 응용 분야에 비해서 조명에 적용되는 것은 미미한 실정이지만 한편으로는 향후 많은 조명제어 부분에 기술적용이 가능하다. 본 논문에서는 일반적인 조명등과 안정기, 조명제어 기술 동향을 조사하여 향후 조명등과 조명기술의 발전에 도움이 되고자 한다.

도시자연공원은 도심에 자연적으로 형성된 숲 속에 다양한 체육시설을 설치하고 이를 이용함으로서 도 시인들에게 휴식을 제공한다. 이 체육시설 가운데에 옥외 골프연습장은 국민의생활수준 향상과 함께 많은 시민들이 주간이나 야간에 이용하는 장소이며 이때 야간에 점등되는 조명설비는 이용자에게 공의 위치를 분명하게 확인하게 해주어야하고 눈부심이 없어야 한다. 또한 주변을 걷는 사람들에게도 조명에 의한 불쾌감이 없어야 한다. 도시자연공원의 주목적은 신체활동의 부족, 자기표현의 기회상실, 인간관계 등과 관련하여 신체활동을 통해 체력을 단련하고 생활에 활력을 가져 보다 밝고 풍요한 생활을 영위하는데 있으며 국민의 생활수준의 향상에 힘입어 향후 도시자연공원 체육시설은 급증 할 것으로 예측된다. 본 고에서는 이러한 도시자연공원에 설치할 옥외 골프연습장의 조명설비에 대한 설계를 소개하도록 한다.

Nowadays, the lighting of urban nightscape has become important for improvement in city. Lighting the outdoor is different that lighting an interior. Outdoor lighting designs should be designed to minimize glare, light trespass, light clutter and energy conservation to avoid light pollution. Mokpo city launched into a large scale project of the city beautification using outdoor lighting. However, outcomes of outdoor lighting project have faced strong opposition from environmental groups. This study aims to analyze the light pollution of outdoor lighting in Mokpo-si for creating a health night environment. The Radiant Imaging Prometric-1400 was used to measure the luminance of Yudal Mountain, Goha Island and Luminarie Street. The result showed that the all the outdoor lighting produce light pollution and some places like mountain and island did not need a lot of lighting all the time.
