  • Water, waste, electric and gas facilities are urban based facilities that needed in our life and are often located in underground. Therefore, underground facilities are more difficult to manage efficiently than ground facilities. It is needed to carry out survey/probe into underground facilities and to build database in order to prevent city-misfortunes being occurred because of negligent management and in order to minimize budget-waste and a traffic jam according to repetition of road excavation constructions. Also, the development of application system is required to manage efficiently underground facility. Chonju city has launched underground water supply facility computerizing project as a part of National Geographic Information System project until December 1998 and executed survey/probe into 402.89 km water supply that is 80 mm up inside central town area 39.6 $km^2$. Also, chonju city built database into 537 km water supply that is 80 mm below based on water supply card without other survey/probe works. Also, existing work process each department is changed into GIS applied work process and underground water supply facility management system is developed by its work process basis. • The purpose of this study is to conduct an empirical analysis on the effect of aid proliferation on government spending on health by the recipient nations using panel data and acquire information on the direction of future ODA operations. In this study, calculated excessive foreign aid index with regard to the health sector of Sub-Sahara African nations and conducted an empirical analysis on the effect of aid fragmentation on government spending on health sector. The result of the analysis disclosed that aid fragmentation significantly reduced government spending on health. It is anticipated that such trend came from the mutual pursuit of profit between the attribute (the needs of the donor nation) of ODA projects after new businesses and the governments of recipient nations that want ODA funding. Because competitive and excessive supports in ODA projects induce distortion in the government budget operation of the recipient nations and thereby trigger disutility in ODA projects, Based on the result of the analysis, We proposed to incorporate a more comprehensive deliberation with regard to the capacity of the recipient nations as well as a need for the role of mediating body such as DAC.

  • The purpose of this study is to examine the lifelong education policy in Korea and Germany, focusing on the historical transition process, and to explore desirable ways to develop the lifelong education policy in Korea. To this end, We compared and analyzed Korea and Germany's lifelong education policy using research papers on lifelong education and practical data published by BMBF, DIE, DVV, EAEA, UIL, and NILE. As a result of the study, German lifelong education policy has improved social and vocational professionalism running programs suitable for the characteristic of region, Korean lifelong education policy lacks civic education in terms of local lifelong education due to political sensitivity. In addition, Germany is expanding the participation rate of lifelong education by constructing an environment where it is easy to participate in lifelong education, while Korea's participation rate in lifelong education is lower than that of advanced OECD countries. At last, the German lifelong education policy pursues a natural change in the needs of the society, the ideological principle of which require education be independent. On the other hand, the study confirms that Korean lifelong education policy tends to be controlled by the central government. As a result of this study, Germany's lifelong education policy provide the following implications for Korea's lifelong education policy. First, This dissertation emphasizes the need for the learner-centered operation as the needs of educational consumers become more diverse. Secondly, It highlights the need for activation of lifelong education in career education. Third, The expansion of the lifelong education budget to support good quality lifelong learning. Fourth, Holistic and long-term system for sustainable lifelong learning society needs to be structured.

  • Typically, we needs enormous national budget for the flood control project and so the project usually has big influence on the national economy. Therefore, the reliable estimation of flood damage is the key issue for the economic analysis of the flood control project. This study aims to provide a GIS based technique for distributed flood damage estimation. We consider two aspects of engineering and economic sides, which are the inundation analysis and MD-FDA (Multi-Dimensional Flood Damage Analysis), for the flood damage assessment. We propose the analysis framework and data processing using GIS for assessing flood damages. The proposed methodology is applied to the flood control channel project for flood disaster prevention in Mokgamcheon/Dorimcheon streams and this study presents the detailed GIS database and the assessment results of flood damages. This study may have the worth in improving practical usability of MD-FDA and also providing research direction for combining economic side with the engineering aspect. Also this distributed technique will help decision-making in evaluating the feasibility of flood damage reduction programs for structural and nonstructural measures.

  • The purpose of this study was to identify the characteristics of village community media in Jeju by looking at the value that it's participants have experienced in the production process. Therefore, this study focused on the creation and production process of village community media, the specific value reflected in this process as well as how to activate and operate it sustainably through in-depth interviews with 12 media participants in Jeju community. As a result of the analysis, firstly, we were able to see that the migrants who are not the indigenous became the center of village community media creation in Jeju and they felt very personal 'fun', 'enthusiasm' and 'satisfaction'. It was also completely open to access and participate in village community media and its contents were filled with stories of everyday life of village residents and hidden stories of old people in the village that were not recorded. The characteristic of the production process of village community media was the horizontal communication and it reflected well the opinions of individual media participants even if it had a joint meeting. Second, as a result of examining the values applied to the production process by village community media participants, they regarded the connection of communication by voluntary participation and restoration of communities through activation of communication in functionalism as an important value. Finally, as a result of examining the challenges and development plans for sustainable management of community media in Jeju, it was required the active participation of village residents, ensuring space for village community media, providing insufficient broadcasting equipment, and the budget support from local governments, etc. It was once again confirmed that the provision of a support system for the stable activities of local governments is an urgent task for sustainable village community media.

  • It is necessary to look at the essence of STEAM education from the viewpoint of the teacher who is the subject of education execution. We carry out questionnaires and telephone interviews for the purpose, definition, change, etc. of STEAM education from eight elementary, middle, and high teachers who are rich in policy and field application experience. As a result of the analysis, the purpose of the STEAM education that the specialists mentioned includes the active participation of the students. Most experts pointed out that the definition of STEAM education is ambiguous. So, it is necessary to express a clear goal of STEAM education. The category and level meaning "fields" from "a convergence of two or more fields" are not indicative definitions, but can be different depending on the situation, considering the context of activities and the level of students. The perception of the experts on framework may be a guide for STEAM education and stumbling block. It is necessary for "Context" to shift away from the emphasis on the real life connection and to the emphasis on the interest of the student and the guidance of the class. "Creative design" must be based on trial and error in the process of solving problems. "Emotional touch" needs to correct elements that cannot be observed, evaluated, and applied to lessons that are elements of emotional experience. As for the expansion of STEAM education, most expert teachers have recognized that STEAM education is becoming increasingly stable and that policy change has continued to slow the pace of stabilization.
