The Appropriateness of Probabilistic Rainfall of Disaster Impact Assessment System in Jeju Island (재해영향평가 적용 확률강우량의 적정성에 관한 연구 (제주도를 중심으로))

  • The disaster impact assessment system was introduced in 2005 as a disaster prevention procedure for comprehensive and systematic developmental projects. However, according to the 'Practical Guidelines for Disaster Impact Assessment', Jeju Island's unique hydrogeological features necessitate the calculation of isohyetal-based probabilistic rainfall, which can reflect altitude, when estimating probabilistic rainfall for flood volume determination, rather than using conventional methods. Despite Jeju Island being centered around Hallasan, there are three Automatic Weather Stations (AWS) located at the summit of Hallasan, making weather stations denser than in other cities and provinces. Therefore, it is judged that there would be no difficulty in applying conventional methods, such as utilizing the probabilistic rainfall data from the weather stations or employing the Thiessen method, to estimate flood volumes for small-scale project areas. Accordingly, this study conducts a comparative analysis of the impact of applying general probabilistic rainfall from weather stations and isohyetal-based probabilistic rainfall in site in the context of Jeju Island's disaster impact assessment system.

  • A traffic accident analysis method was developed and tested based on the highway alignment risk indices using geographic information systems(GIS). Impacts of the highway alignment on traffic accidents have been identified by examining accidents occurred on different alignment conditions and by investigating traffic accident risk indices(TARI). Evaluative criteria are suggested using geometric design elements as an independent variable. Traffic accident rates were forecasted more realistically and objectively by considering the interaction between highway alignment factors and the design consistency. And traffic accident risk indices and risk ratings were suggested based on model estimation results and accident data. Finally, forecasting traffic accident rates, evaluating the level of risk and then visualizing information graphically were combined into one system called risk assessment system by means of GIS. This risk assessment system is expected to play a major role in designing four-lane highways and developing remedies for highway sections susceptible to traffic accidents.

  • The unique method for evaluating the environmental impact, which is restricted to use in BS7750, was performed to determine the priority for reducing environmental loads in the cement process. Mass balance in the unit process was achieved, it was utilized to introduce the matrix method which are composed of two different evaluation's criteria by occurrence possibility and by occurrence results. The purpose of this paper is first to explain the matrix method in the practical plant and secondly to show the successful examples of enviromental improvement. Conclusively, the seriousness of environmental impact could be quantified in several different unit processes and suggested some progressive results obtained after process improvement.

세계의 시험도로 현황

  • 지금까지 1940년대부터 최근까지 건설된 미국의 시험도로에 대한 목적과 주요특징 등에 대해 알아보았다. 과거와 다르게 최근 건설된 시험도로들은 크게 도로 본선 옆에 시공한 시험도로의 형태와 시험 주로 형식의 루프구간으로 이루어져 있음을 알 수 있었다. 이는 시험주로에서는 포장재료 영향 평가를 목적으로, 시험도로에서는 포장층의 구조적 영향을 파악하기 위한 것으로 판단된다. 표 4는 최근 미국에서 건설된 시험도로를 간략하게 요약한 것이다.

The Moderating Effect of Level of Involvement Between Organization-public Relationships and Organizational Reputation (조직과 공중간 관계가 조직의 명성에 미치는 영향: 공중의 관여도를 중심으로)

  • The purpose of this study is to explore and explain how organization-public relations influence organizational reputation, accounted for by the moderating effect of level of involvement. For this purpose, a survey was conducted to 100 residents in a metropolitan city of Korea with the following five Korean organizations studied: two Korean domestic companies, a sports association, a non-profit organization, and a multinational company. Results of multiple regression analysis indicated that organization-public relationships and publics' level of involvement were significant predictors to account for organizational reputation by non-chance amount, and that level of involvement played a moderating variable role between organization-public relationships and organizational reputation.

  • In this article, it is that have highlighted the importance of the creative communication, convergence and identity of airport operations. This research verifies to influence in the airport performance by the diversity, mediator effect of creativity, and moderator effect of the public enterprise management evaluation performed degree in the operation of the airport. This study design how participants were selected as study the employees from two airports on the enterprise of the Incheon International Airport, Gimpo International Airport in Korea using the simple random sampling method. The findings indicate that the positively internal diversity, mediated creativity, and moderated public enterprise management evaluation performed degree affects performance of airports. This research provides a few implications and insights in the operation of airport.

Life Cycle Assessment on Process of Breathable Film Production (통기성 필름 제조 공정의 전과정 평가)

  • In this study, a quantitative environmental impact assessment for the production process of breathable film was conducted employing Life Cycle Assessment (LCA) methodology. Among the various categories, Global Warming (GW) accounted for the highest impact (97%) followed by Human Toxicity (HT). And the key substances of various impact categories included HDPE, PP, and electricity. In the production process, the high impact resulted from mixing process (57%), lamination process (29%), and extruder process (10%). To improve environmental impact, it is necessary to design a new process system that reduces the amount of electricity used and that increases production yields, if raw materials such as HDPE and PP owe excluded.

  • The representative risk evaluation techniques of the marine traffic environment are the FSA, PAWSA, & IWRAP. For the development of these techniques, the risk factors suitable to the marine traffic environment should be selected & the assessment criterion of the risk factors should be provided. The risk factors were selected as the factors that relate both to the frequency of casualty & to the consequence of casualty because the risk was defined as the frequency of casualty times the consequence of that casualty on the existing techniques. But, the risk factors relate to the consequence of casualty are excluded because the risk is defined as the sum of the risk factors including the frequency and the consequence by factors on this study. The 20 kinds of risk factors to compose the risk are selected and classified into 5 categories according to similar nature through the analysis of preceding study on the classification of the risk factors. Finally, as the foundation of risk assessment model's development for domestic marine traffic environment, the practical assessment criterion of the risk factors are suggested.

  • 장기적인 수자원정책을 수립하기 위해서는 강수, 증발산, 유출 등의 물수지의 변동성을 평가하는 것이 중요하다. 특히 기후변화로 인한 기온 증가는 증발산량에 영향을 미칠 것이다. 따라서 기후변화에 따른 수자원의 영향을 신뢰성 있게 평가하기 위해서는 증발산량의 산정방법에 대한 불확실성을 평가하는 것이 필요하다. 본 연구에서는 다섯 가지의 증발산량 산정방법에 대해 기온 및 강수변화에 따라 증발산량 계산과 유출량산정에 미치는 영향을 평가하였다. 안동댐 유역에 대해 준분포형 수문모형인 SLURP를 이용하여 기온과 강수변화에 따른 5가지 증발산량 산정방법의 민감도를 분석하였다. SLURP 모형에서는 Penman-Monteith method, Morton CRAE method, Spittlehouse/Black method, Granger method, Linacre method의 다섯 가지방법을 제시하고 있고, 관측 자료에 대해 검 보정을 수행한 결과 5개의 증발산량 산정법 모두 안동댐 유역에 대해 잘 모의하는 것으로 나타났다. 기온과 온도를 변화시킨 합성시나리오에서 Linacre 방법이 다른 방법들과 비교하여 높은 민감도를 나타내었는데 증발산량 산정법별 구조적 차이가 원인 것으로 판단되어 추가적인 연구가 진행 중이다. 결과적으로 각 증발산량 산정방법에 따른 민감도 차이는 기후변화 영향평가 결과의 불확실성을 제시하는 척도가 될 것이다.
