An Economic Analysis of the Effluent Heat Supply from Thermal Power Plant to the Farm Facility House (화력발전소 온배수열 활용 시설하우스 열공급 모형 경제성분석 연구)

  • Utilizing the heat of cooling water discharge of coal-fired power plant, pipeline investment costs for businesses that supply heat to agricultural facilities near power plants increase in proportion to installation distance. On one hand, the distance from the power plant is a factor that brings difficulties to secure economic efficiency. On the other, if the installation distance is short, there is a problem of securing the heating demands, facility houses, which causes economical efficiency to suffer. In this study, the economic efficiency of 1km length of standard heat pipeline was evaluated. The sensitivity of the heat pipe to the new length variation was analyzed at the level of government subsidy, amount of heating demand and the incremental rate of pipeline with additional government subsidy. As a result of the analysis, it was estimated that NPV 131 million won and IRR 15.73%. The sensitivity analysis showed that NPV was negative when the length of heat pipe facility exceeded 2.6 km. If the government supports 50% of the initial investment, the efficiency is secured within the estimated length of 5.3 km, and if it supports 80%, the length increases within 11.4 km. If the heat demand is reduced to less than 62% at the new length of the standard heat pipe, it is expected economic efficiency is not obtained. If the ratio of government subsidies to initial investment increases, the elasticity of the new bloc will increase, and the fixed investment, which is the cost of capital investment for one unit of heating demand, will decrease. This would result in a reduction in the cost of production per unit, and it would be possible to supply heat at a cheaper price level to the facility farming. Government subsidies will result in the increased economic availability of hot plumbing facilities and additional efficiencies due to increased demand. The greater government subsidies to initial investment, the less farms cost due to the decrease in the price per unit. The results of the study are significant in terms of the economic evaluation of the effectiveness of the government subsidy for the thermal power plant heat utilization project. The implication can be applied to any related pilot to come.

Heating Efficiency of Difference Heat Collection Methods for Greenhouse (유리온실의 태양열 집열방법별 집열효과)

  • Three methods for heat collection, which were the flat solar collector, two fan with radiator, and square pipe method, were studied to sue efficiently solar energy in the three different glasshouses for two years. The flat plate solar collector method was made use of the commercial solar collector with collection area of 24$m^2$, the method of two fans with radiators collected solar energy at the top of the glasshouse. An thermal storage tank was constructed underneath in teach glasshouses. When an area of 1,000$m^2$ was heated to the minimum temperature of 9$^{\circ}C$, the decrease rate of heating fuel for the flat plate solar collector, the fan attached radiator and the square pipe methods were 7%, 19% and 28% respectively. The flat plate solar collector method, which could be heated approximately 40-50$m^2$, was currently used by most of the farmer. Under the condition, the decrease rate of annual heating fuel was 14% which was not better for an economic annual heating fuel. If the fan with radiator method was operated, the use of installation and maintenance were required. So, it could not be good economic efficiency of solar heating. The heating efficiency of the square pipe method was relatively better thant those of the flat plate solar collector or the fan attached radiator. Since the cost of materials and its installation of the use of square pipe method was lower than any other method. However, corrosion of the pipe, greater shade in the greenhouse and strength against the square pipe were problems that should be overcome in the square pipe method.

  • High-rise buildings and complex facilities are a representative urban system for the masses, and it requires an increasing role of commodity and safety. Smoke and toxic gasses can cause accidents due to fire in these systems. The purpose of this study is to develop a fiber screen material for emergency evacuation passages that can be avoided quickly and safely in cases of disasters. The fiber screen material is applicable to folding devices for emergency evacuation passages. The material is different from general steel material in that it is lightweight with less burden during storage for a long time in a roll form in a folding device. It also has an excellent secondary function in that it is less affected by radiant heat. Three kinds of fiber screen materials were selected that have good flame retardancy and post-processing characteristics. A performance evaluation was performed by a heat shrinkage test, contact heat test, combustibility test, flame retardancy test, tensile strength test, and tear strength test. As a result, the lightweight fabric shows excellent performance through post-processing, and silicone resin coating can secure safety of the pizza by the fiber screen material performance and radiant heat. The optimum post-treatment conditions were evaluated by performing a burning test after coating two kinds of glass fibers and four types of flame-retardant silicone resins with different weight and thickness.

Time Series Analysis and Forecast for Labor Cost of Actual Cost Data (시계열분석을 통한 실적공사비의 노무비 분석 및 예측에 관한 연구)

  • Since 2004, the government decided to gradually introduce Actual Cost Data into cost estimate for improving problems of below-cost tendering and to reflect fair market price through competition and carry contract efficiently. However, there are many concerns that Actual Cost Data has not reflected real market price, even that has contributed to reduce the government's budget. General construction firm's burden for labor cost is imputed to specialty contractors and eventually it becomes construction worker's burden. Therefore, realization of Actual Cost Data is very important factor to settle this system. To understand realization level and make short term forecast, this paper drew construction group of which labor cost constitutes more than 95% of direct cost, and compares their Actual Cost Data with relevant skilled workers's unit wage and predicts using time series analysis. The bid price which is not be reflected market price accelerates work environment changes and leads to directly affect such as late disbursement of wages, bankruptcy to workers. Therefore this paper is expected to be used to the preliminary data for solving the problem and establishing improvement of Actual Cost Data.

  • Korea Teachers Pension (private school pension) is a mandatory pension and a social security system for private school teachers to ensure the stability of subscribers by a supplying pension when they (and their dependents) face future economic risk due to retirement or death. Therefore, the Teachers Pension must provide stability and sustainability in regards to adequacy of income and to function as a pension. However, the Government Employees Pension System (GEPS) of Korea (the most representative special occupation pension) recorded a fiscal deficit in 2001 and with an accumulated deficit that is expected to grow; subsequently, various plans for the reform of GEPS have been actively discussed. The Korea Teachers Pension system is based on the GEPS scheme and is not free from the GEPS discussions on reforms of national pension. The current system for the Teachers Pension needs to be improved because it is expected to be depleted within the next 30 years due to low fertility and an aging population in Korea. This study discusses existing Teachers Pension schemes problems and suggests a projection method and revised plans to improve it. We use long-term financial projections of the Teachers Pension to estimate the fund exhaustion point and the minus balance of the financial scale as well as analyze the supply-demand burden structure that reflects the future population structure to propose Teachers Pension reforms that will improve stability and adequacy.

The present and prospect of Online Video, Music service and Media Usage (온라인 동영상, 음악서비스 및 미디어 이용 현황과 전망 - 20대 대학생을 중심으로)

  • This study tried to anticipate the near future changes of domestic online video, music service and media usage through the status quo. The research group was focused on the twenties, University students because they are the active media contents users. It surveyed the students in Busan, and used the method of descriptive statistics analysis for the understanding of the present state and near future prospect. This study shows that almost half of them use both services, and three people out of ten are the heavy users who use the services for over 3 hours a week. The streaming method is higher proportion than download method in using type. They are getting accustomed to pay contents cost, but it couldn't be said the paying content cost has been established. Preferred contents genre appears to be the RMC(Ready Made Contents) such as existing broadcaster contents and movies. Notable result on media usage was the proportion of the so-called 'Zero-TV'. It was 32%, significantly higher than the proportion of the total population(4.4%). Integrating the analysis results, we can expect that the usage pattern will be changed gradually, thus the advent of various revenue models will emerge.

Study on Controlled Horticulture Farmers' Attitude of Energy-Saving Facilities using the IPA method (시설원예 농가의 에너지 절감시설에 대한 만족도 분석: IPA방법을 이용하여)

  • This paper analyzed the issues related to focus on farmers behaviors of energy saving facilities. This study conducted questionnaire and field surveys of controlled horticulture farmers and economic analysis using an IPA(Importance-Performance Analysis) matrix. According to the research results, the performance level was low on average ranging from 2.33 to 2.56 in a five point Likert-scale on greenhouse mandarin and grape-related facilities. On the other hand, the importance levels were high in the mean rating from 2.69 to 4.8. The results show that energy loss reduction of complementary facility and alternative energy supply support for low cost implementation are more important in terms of the respondents concerns than performance quadrant III. Therefore, it is important to provide financial support to energy-saving facilities to promote the use of energy efficiency improvement. In addition, the government should invest continuously in research and development.

An Empirical Analysis of the Determinants of Defense Cost Sharing between Korea and the U.S. (한미 방위비 분담금 결정요인에 대한 실증분석)

  • The purpose of this study is to empirically analyze the determining factors (economy, security, domestic politics, administration, and international politics) that affect the ROK-US defense cost sharing decision. Through this, we will gain a deeper understanding of the defense cost sharing decision process and improve the efficiency of defense cost sharing calculation and execution. The scope of the study is ROK-US defense cost sharing from 1991 to 2021. The data used in the empirical analysis were various secondary data such as Ministry of National Defense, government statistical data, SIPRI, and media reports. As an empirical analysis method, multiple regression analysis using time series was used and the data was analyzed using an autoregressive model. As a result of empirical research through multiple regression analysis, we derived the following results. It was analyzed that the size of Korea's economy, that is, GDP, the previous year's defense cost share, and the number of U.S. troops stationed in Korea had a positive influence on the decision on defense cost sharing. This indicates that Korea's economic growth is a major factor influencing the increase in defense cost sharing, and that the gradual increase in the budget and the negotiation method of the Special Agreement (SMA) for cost sharing of stationing US troops in Korea play an important role. On the other hand, the political tendencies of the ruling party, North Korea's military threats, and China's defense budget were found to have no statistically significant influence on the decision to share defense costs.

A Study of Performance Characteristics for Electronic Personal Dosimeters in Photon and Electron Radiation Field (광자 및 베타 방사선에 대한 전자개인선량계의 성능특성연구)

  • TLD and film badges have been traditionally used as formal dosimeters in personal monitoring and are still most widely used. Recently, electronic personal dosimeters based upon Si diode or miniature G-M tube were developed and are getting attractions due to their merits of active nature ; indication of dose rates and the commutative dose, and facilitation of record keeping and radiological control. Response characteristics of the electronic dosimeters including reproducibility, accuracy, linearity, energy and angular dependencies, detection threshold, and response time were examined for three commercial types ; EPD2, STEPHEN6000, and PD-3i. The results were compared with the relevant requirements of IEC standards and Ontario Hydro standards to conclude that their general performances were good. Some specific deficiencies, e.g. incapability of shallow dose measurement of STEPHEN6000, and PD-3i, however, should be corrected to be used as a formal dosimeter.

Behavior of Small-Scale Pile Group Under Vertical Loading (연직하중을 받는 소규모 무리말뚝의 거동)

  • Pile load tests were carried out to investigate the contribution of the pile cap to the carrying capacity of a pile group and load transfer characteristics of piles in the group. A group of 24 piles$(4 \times6 array)$ of 92.5mm diameter steel pipe were installed to the depth of 3m fron the ground surface, the top of weathered rock. A maximum load of 320ton was applied to the pile cap, $1.5\times2.3m$, in contact with the ground surface. At the maximum load of 320ton, the pile cap has carried 22% of the total load. Average ultimate capacity of pile in the pile group was estimated to be 16.4ton, substantially higher than that of single pile, installed at the corner and tested before pile cap construction. For the same magnitude of settlement, the pile in the center carried less load than the pile at the perimeter due to strain superposition effect. Piles in the group showed almost constant contribution(approx. 60%) of side friction to the total capacity for all of the loading stages, while that of single pile decreased from 82% to 65%.
