A benchmarking study on autonomous operating system of excellent overseas public research institutes (선진 공공연구기관의 자율적 운영체제 조사 연구)

  • 한국의 출연(연)은 과학기술 기반 창조경제 실현을 위한 선도적 탈추격 R&D 주체로서의 출연(연)의 역할모델 재정립을 요구받고 있으며, 이는 자율과 책무에 기반한 지속가능한 R&D 체제로의 패러다임 전환을 수반한다. 본 연구는 공공연구기관의 자율성을 정의하고, 자율성을 구성하는 요인을 기관장 선임 및 거버넌스, 연구전략 및 목표관리, 예산, 인력, 그리고 평가로 구분하고, Autonomy Regime on Wheel (ARoW) 모델을 통하여 제시하였다. 자율성을 구성하는 각 요인에 대한 핵심 질의를 정의하고, 한국과 선진공공연구기관의 현황을 파악하여 벤치마킹 분석을 수행하였다. 분석 대상 선진 공공연구기관은 독일, 영국, 미국의 기관들로 선정하였으며, 특히 연구회 구조의 유사성 및 각 연구회 간 연구분야 및 임무의 균형이 조화롭게 유지되고 있는 독일의 4대 연구회를 중심으로 연구를 진행하였다. 연구를 위하여 분석대상 기관의 홈페이지를 포함한 국내?외 문헌조사 및 독일, 영국, 미국의 현지조사 과정을 거쳤으며, 이와 함께 국내?외 관련 전문가들에 대한 인터뷰를 진행하였다. 한국 및 선진 공공연구기관의 자율성 현황을 분석한 결과, 자율성을 구성하는 요인들에 대하여 전반적으로 한국의 실질적 자율성이 상대적으로 약한 것으로 나타났다. 본 연구는 공공연구기관의 자율성을 정의 및 분석한 최초의 학술적 연구로서, 향후 자율과 책무에 기반한 지속가능한 출연(연) 발전을 위한 전략 수립에 기반자료로 활용이 가능하다는 점에 그 의의가 존재한다.

  • The purpose of this research is to take a look at what are research autonomy's factors of the government-supported research institutes with a new angle and how these factors influence on organizational effectiveness at the same time. ultimately, this research will suggest what government should guarantee and support researcher of the government-supported research institutes. In the groundwork, this research divides the level of research autonomy individual and organizational level, and divides the type of research autonomy intrinsic and extrinsic autonomy and also organizational commitment, and measure job satisfaction for organizational effectiveness. consequently, intrinsic autonomy which is associated with 'selection of research project', 'freely and lively traffic in ideas', 'choice of research methodology', 'utilization of research's result' is much more important than extrinsic autonomy for researchers to improve organizational effectiveness.

An Analysis of Kindergarten Teacher's Perception and Current Implementation toward Autonomy (유치원교사의 자율성에 대한 인식과 실천현황)

  • The purpose of this study is to examine early childhood teacher's perception and current implementation toward autonomy and to provide basic data for related research. The survey was conducted with 121 public and private kindergarten teachers. The study results are as follows: First, as for teachers' perception of autonomy, the majority of the survey respondents answered that "I am very interested in the concept of autonomy and have tried to practice it." In terms of areas for which they expect to be given autonomy, "autonomy in developing and operating education plans" was most answered. Second, as for teachers' practice of autonomy, teacher autonomy was answered most for "work and operation" in the development and implementation of education plans among "institutional autonomy." In terms of communication between parents and the local community, "operation of the kindergarten website" and "operation of teachers' personal e-mail" were most answered. In addition, "participation in teacher training" was most answered for the development of teachers' expertise, and "interaction with infants" for "autonomy in educational activity." Lastly, it is expected for follow-up research to perform case studies to understand the context of the implementation of teacher autonomy.

Analysis on changes in work autonomy of content industry workers (콘텐츠산업 인력의 업무 자율성 변화 분석)

  • The purpose of this study is to analyze changes in work autonomy of content industry workers using Korea Working Conditions Survey(2010, 2014) and difference-differences estimation method. The results find that there was no significant change in the work autonomy (work order, work method, work speed) of the content industry worker in In the overall sample. On the other hand, analyzing the sample of 30 or more employee establishment size shows that work autonomy of the content industry worker is greatly reduced. Also, work autonomy is high when the rank or capability is high, whereas work autonomy decreases when the establishment size is large. This study implies that the content industry workers have shown quantitatively the reduction of work autonomy. It also suggests that compensation and management systems are needed to enhance the competitiveness of the content industry.

  • The purpose of this paper is to examine the concept of autonomy, which is the subject of respect, namely, narrow bioethical autonomy and relational autonomy, before discussing autonomy in the era of personalized healthcare based on self-tracking technology. There is a need to extend the scope of the autonomy concept through a review of the autonomy debates presented by Tom Beauchamp and James Childress. Then, I suggest that relational autonomy based on the capability approach as a broader autonomy than the autonomy of consultation is a suitable concept of autonomy as an object to form ethical guidelines in a new situation.

  • 대학 조직에서 자율성은 필수조건이다. 따라서 그것은 대학 조직에 있어서 하나의 이념으로 확보되어야 한다. 대학 조직에서 자율성은 왜 필요한가? 첫째, 교육의 본질이 학생의 자율성을 신장시키는 데 있기 때문이다. 둘째, 대학의 교육기능 자체가 전문성을 필수적으로 요구하기 때문이다. 셋째, 자율성은 대학의 전통적 기능인 연구와 교육의 기능을 창조적으로 수행하는 데 필요할 뿐만 아니라 현대와 같이 복잡한 사회에서 다양성과 창의성이 존중되고 환경과 여건의 변화에 신축성 있게 능동적으로 대응하는 데 필수적인 이념이기 때문이다. 넷째, 국가의 가장 기본법인 헌법에서부터 대학의 자율성이 보장되고 있기 때문이다.

An Empirical Study on the Relationship Between Foreign Subsidiary's Autonomy and Performance (다국적기업 국내 자회사의 자율성과 경영성과에 관한 연구)

  • There has been a conventional wisdom that a higher level of autonomy of a foreign subsidiary could lead to a higher level of subsidiary performance. Most MNCs seeking for managing localization efficiently followed this wisdom. But there has been no empirical evidence so far in academic journal that there is a clear positive relationship between subsidiary autonomy and performance. Recently most MNCs are trying to pursue a global strategy for managing foreign sudsidiaries, in which the coordination role of parent company is essential. For the MNCs seeking global strategy the coordination role of the parent and subsidiary autonomy appears to have a trade off relationship. It is uncertain in the situation that the positive relationship between subsidiary autonomy and performance is still effective. Therefore the purpose of the study is to provide an empirical evidence of the the hypothesis that there is a positive relationship between subsidiary autonomy and performance, The study utilized the questionaire survey of Korean subsidiaries of MNCs. The empirical results of the study showed the significant positive relationship between two variables, which is cinsistent to the hypotheses.

Reconceptualization of Job Autonomy in the Context of Smart Work (스마트워크 상황에서 직무자율성의 개념화 고찰)

  • With the development of information and communication technology, smart devices, and COVID-19 pandemic, organizations and individuals using Smart Work are increasing. Constant connectivity has become commonplace while using smart devices such as smart phone and tablet PC, and based on this, workers can communicate and exchange data and information anytime, anywhere, resulting in increased job autonomy in determining method, time, and place to work. However, existing Smart Work research has the following limitations: the concept of job autonomy developed in the industrialization era of the 1970s is still used, job autonomy is verified in unidimensionality, and the paradoxical 'tied autonomy' in the context of Smart Work is not demonstrated. In order to overcome these limitations, this study examined the literature that demonstrated job autonomy in a Smart Work situation. Through literature research, this study suggested how previous studies have dealt with job autonomy in Smart Work context, how to develop the type of autonomy according to the Smart Work situation, and directions for future empirical research.

Multidimensional Effects of Learning Motives and Autonomy on Job Creativity and School Satisfaction of Vocational College Students (직업전문학교 재학생의 학습동기와 학습 자율성이 직무창의성과 만족도에 미치는 복합적 영향)

  • The purpose of the study is to explore the relationship among learning motive, job creativity, major satisfaction and school satisfaction of enrolled students in 2 vocational schools in Seoul. Hypotheses based on the relevant literature are tested. Job creativity was found to be positively influenced by learning motives and autonomy. Intrinsic learning motive and autonomy affect student's major satisfaction, but extrinsic learning motive was found to have negative effects on major satisfaction as autonomy trait was irrelevant to school satisfaction. Vocational college programs offer mainly technical and on-the-job training unlike general colleges. Thus, students are psychologically sensitive to school programs and multidisciplinary approach is needed.

A Study on Moderating Effects of Autonomy on Performance of MNC Subsidiaries in Korea (다국적기업 한국자회사의 성과에 대한 자율성 조절효과 연구)

  • This study seeks to find out the determinants of subsidiary performance. In addition, moderating effect of autonomy on the relationship between subsidiary competence, subsidiary relationship and subsidiary configurational focus, and subsidiary performance. In studying the moderating effect of autonomy on subsidiary performance, the results will give invaluable insights to foreign subsidiaries in Korea to better compete in competitive Korean market. The results of empirical study showed that subsidiary with higher level of interaction with its intra-MNC network has higher level of performance. Thus, active interaction with headquarter and its affiliates will lead to better performance. Subsidiary with higher level of competence has higher level of performance. Thus, subsidiary should attain higher level of competence to better compete in Korea. Subsidiary autonomy has moderating effect on the relationship between configurational focus and performance. Thus, optimal MNC subsidiary configuration and attainment of subsidiary autonomy is needed to secure competitiveness in Korean market.
