세계전파통신회의 (WRC; World Radiocommunication Conference)회의는 국제전기통신연합 (ITU)에서 발행하는 국제 전파법과 관련된 전파규약을 갱신하거나 새로운 법 제정을 위해, 3-4년 간격으로 개최되는 전파통신 관련 회의라고 할 수 있다. WRC-12회의는 2012년 1월 23일 -2월 17일에 걸쳐 스위스 제네바에서 개최되며, 동회의의 원활한 진행을 위하여, 25개의 WRC 의제들에 대한 ITU 산하의 연구반 (ITU-R Study Group) 연구결과들을 기술보고서로 확정하기 위한 회의(CPM-11, Conference Preparatory Meeting)가 2011년 2월 14일-25일에 걸쳐 스위스 제네바에서 역시 개최된다. 이에 한국천문연구원에서는 KVN과 일본국립천문대(ASTRO-G)간의 원활한 국제 공동 VLBI연구를 위해, WRC회의에서 최종적인 규정개정을 함에 있어서 필요한 CPM기술문서작성과 관련된 ITU-R 연구반 회의에서 주도적인 역할을 수행하고 있다. 따라서 본 발표에서는 2010년 6월 10-18일에 걸쳐 스위스 제네바에서 진행되었던 ITU-R WP7B, 7D 회의에서, 우리나라가 전파천문업무와 관련된 기술문서 개정사항에 대하여 제출하였던 제안결과 및 회의 주요 결과를 소개하고, 전파천문업무 보호 및 22 GHz 대역 달탐사, 38 GHz 대역 Space-VLBI운용대역과 관련된 WRC-12 의제 1.6, 1.11, 1.12 등에 대한 향후 대응방안을 알아보고자 한다.

In general, industrial production involves large amounts of harmful by-product, causing serious pollution and ecological risk. Eco-efficiency, which indicates how efficient the economic activity is by considering both the environmental risks and economic performance, is a new concept for economic sustainability analysis and quantitative ecological risk analysis. Data envelopment analysis (DEA) has been widely used to examine eco-efficiency in recent years. Whereas traditional DEA models such as CCR and BCC model neglect undesirable outputs, this paper adopts a stochastic undesirable-output DEA model to measure the eco-efficiency of each province of China and Korea. The results indicate that whereas the eco-efficiency of the eastern region was the highest, that of the western region was the lowest. The reason may come from the negative external dis-economies of environment. And thus the governmental efforts for outreach on the underdeveloped regions should be promoted.

일본과의 수정란이식분야 기술교류를 통해 국내 수정란이식 연구의 효율성을 높이고자 2001년도 제 34차 한$\cdot$일 농림수산기술협력위원회 의제로 제출하여 채택되므로서 2001년 12월 일본 가축개량센터 Toshiaki Namba 이사장 Norio Saito 기술1과장이 내한하여 농촌진흥청 축산기술연구소를 방문, 긍정적으로 검토 되었다. 이에 축산기술연구소 류일선 가축위생연구관과 저자가 2002년 2월 19일$\~$2월 25일까지 일본 가축 개량센터를 방문하여 향후 기술교류 방안에 대하여 구체적인 합의와 수정란이식 등 관련분야의 자료를 수집하였기에 기술코자한다.

급변하는 전기통신 환경속에서 표준에 대한 인식이 단순히 기술 개발 차원으로서뿐 아니라 시장진출 혹은 기술장벽의 수단으로서 변모하고 있다. 이에 따라, 최근 국내, 지역 및 국제 표준화 기구에 비상이 걸렸고, 이러한 시대적 요구에 대응하기 위해 오랜 전통을 지닌 ITU의 CCITT가 표준화 분야(TSS)로 확대$\cdot$개편하고 있다. 본 연구의 주요 목적은 1993년 3월 헬싱키에서 개최되었던 제1차 세계전기통신표준화회의(WTSC)의 개최 배경, 개정된 ITU 표준화 분야의 절차 및 작업방법의 규칙, 주요의제 및 논쟁, 그리고 결과를 검토하여 국내 유관기관들에게 세계 특히, ITU의 표준화 동향과 참여 방안을 알려서 이 기관들의 적극적인 참여를 유도하고 장단기 대응방안을 수립하도록 기초자료를 제시하는 것이다.

본고에서는 스마트폰 도입 이후 전 세계적으로 급증하고 있는 무선 트래픽의 수요를 만족하기 위해 추가적으로 IMT 주파수를 확보하기 위한 국내외 동향을 고찰한다. ITU는 2015년 열릴 WRC-15에서 국제 공통의 IMT 주파수 지정을 논의할 예정이며 이를 위해 각 국에서 제안했던 잠정 후보대역 및 후보대역에서 운용중인 다른 업무들간 수행했던 공유연구 결과를 설명한다. 또한 1 Gbps의 체감 전송률을 목표로 하는 차세대 IMT(5G) 시스템의 주파수 요구사항을 만족하기 위해 초광대역폭의 이점이 있는 6 GHz 이상 대역의 동향을 살펴보고 향후 WRC-19 의제로 개발하기 위한 추진계획을 소개한다.

This paper examined the electoral polling methodologies such as sampling method, sampling frame and the classification of the don't-know responses. Quota sampling method seemed to be one of the major factors for the declining trust in the poll results. We suggested that new procedures for random sampling as well as the bad number screening procedures for RDD selection of phone numbers need to be developed. Also we reviewed how the KBS used the polls in defining voters' agenda and in communicating the public agenda to the candidates. In Korea, rates for the polls were based mainly on the number of interviews completed. It seemed to keep the polling companies from tim new and more time-demanding polling methods. Also various utilization of the polls are limited by the tendency to keep the questionnaire short.

The purpose of this study is to investigate how portal users recognize the role and function of the portal as a press. Furthermore, this study aims to analyze the pattern of portal news use among portal users and their recognition about replies to news. For this, we conducted online survey of 1,036 people aged from 15 to 45, who used portal site at least once a week. As a result, most users(70.8%) agreed that portal news played a role as a press with other media. In addition, six out of ten agreed that portal news set the agenda of society. These results suggest that portal users think highly of the social impact and responsibility of portal in society. However, about 40 percent of respondents said that they did not trust in information shown in replies to news and many replies to news were written by albeit. Six out of ten thought that replies to news were written by intention. Therefore, to manage the quality of replies to news is necessary to secure the credibility of portal news. As respondents use portal news often, they tend to think that portals are convenient to use and their social impact is very large, at the same time considering their sensation and commercialization. On the other hand, as portal users use the internet often, they tend to think that portals are convenient to use and their social impact is immense. However, there was no significant relationship between income and portal users' recognition of portals as the press.

Drawing on a case of the construction of high-tech medical complexes, this study demonstrates the process of policy formuation. Beause the construction of high-tech medical complexes involves various analytic elements, and changes of political, economic and social environment, Kingdon's Policy Stream Framework is employed for analysis. The analysis ranges from the embarkment of the Presidential Committee on Healthcare Industry Innovation (PCHII) in August, 2005, to the enactment of High-tech Medical Complex Special Act in March, 2008. The analysis illuminates that policy formulation from agenda setting to enactment in the area of biomedical industry involves multiple factors and policy streams. An enactment of policy agenda particularly depends on the roles of multiple stakeholders as welll as policy leaders.
