Korean government improved the Individual Training Account (ITA) System in September 15, 2011. This paper evaluated the Improved Individual Training Account System of Korea based on the success conditions of contracting-out public services. The results showed that the improved ITA system of Korea was expected to solve some of the problems of former ITA system of Korea by stabilizing ITA training market, improving target of ITA and better matching between jobs and training courses, and activating trainees. Nevertheless the improved ITA system of Korea still has some problems to be solved. The relationship between job placement services and issue of ITA should be closer by improving tailored total one-stop services for job seekers. The government should develop infrastructure for evaluating, monitoring and supporting the ITA training to enhance the effectiveness and efficiency of the ITA training system.

정부 주도의 대규모 개발사업은 개발과 환경보전이라는 가치관의 차이, 개발로 인한 공익과 환경 파괴로 인한 환경이익 침해와 같은 공익 간의 상충, 사업으로 예상되는 국익과 개인의 재산권 침해 등과 같은 문제를 초래하는 경우가 많았다. 그럼에도 불구하고 정부는 개발정책과 계획을 수립하고 개발사업을 집행하는 과정에서 발생되는 자연훼손이나 환경파괴, 경제적 타당성, 사회적 문제 등을 객관적이고 과학적으로 조사하거나 제대로 검증하지 않아 갈등이 빈번하게 발생하였다. 이러한 갈등을 해결하기 위한 기존의 연구는 대개 갈등의 원인을 이해관계, 가치관, 사실관계, 제도 측면에서 규명하고 해결방안으로 주로 주민참여와 거버넌스, 전략환경평가, 사회영향평가 등을 제시하였다. 본 연구에서는 한국에서 1980년대 중반이후 주요 개발갈등사례를 개발사업 종류, 갈등당사자, 갈등 쟁점, 갈등 원인, 선거공약 여부, 소송 여부에 따라 정리한 후, 갈등 예방과 해소를 위한 법과 제도를 고찰하였다. 그리고 선거공약 또는 개발정책 및 계획안 구상단계, 개발정책 및 개발계획 수립 단계, 개발사업 시행단계, 갈등 분쟁 발생단계 등으로 구분하여 갈등예방 및 해소방안을 제시하였다. 선거공약 단계에서는 공직선거법상 선거공약서 규정에 국가재정법상 예비타당성분석을 도입하고, 개발정책 및 개발계획 수립단계에서는 전략환경평가와 갈등영향평가의 연계, 전략환경평가과정에 사회영향평가 및 주민참여의 강화, 환경계획과 개발계획의 연계 등을 제시하였다. 개발사업 시행 단계에서는 환경영향평가 과정에서의 주민참여를 강화하고, 개발사업 시행단계에서 갈등이 발생하는 경우 거버넌스 구축과 환경분쟁조정법, 공공기관의 갈등예방과 해결에 관한 규정 등을 근거로 하는 갈등해소방안을 제시하였다.

본 논문은 시맨틱 웹 기술이 어떻게 국가 표준(KS) 정보 검색 서비스 내 정보들을 연계시키고 사용자 접근성을 향상시키는 데 도움을 줄 수 있는지를 실증적으로 보여준다. 기존 표준 정보 검색 서비스는 용어 검색의 유연성이 부족하여 표준 정보에서 사용된 용어와 사용자 용어 간의 괴리를 해소하지 못했으며 표준, 기관, 인력 등 상호 관련성을 가진 개체 정보들을 개별적으로 서비스하였다. 이러한 상황은 사용자의 표준 정보 검색 서비스 접근성을 떨어뜨리는 요인으로 작용한다. 본 연구에서는 유의어, 관련어를 중심으로 한 표준 용어 사전 구축을 통해 사용자 용어와 표준 정보 내 용어 간의 원활한 매칭을 지원하며, 표준 관련 개체들을 온톨로지와 추론을 통해 연계시키는 방안을 제시한다. 개선된 표준 정보 검색 서비스는 개선된 표준 정보 검색 서비스는 개체 중심적 통합 검색 결과 제공 방식으로 관련 정보들을 단일 웹 페이지 내에서 확인할 수 있도록 해준다. 예를 들어, 특정 KS 표준 검색 결과 페이지에서는 기존에 DB 접근이나 검색 엔진을 통해 바로 획득할 수 없었던 정부 표준들, 기관들의 해당 KS 표준 인용 현황, 해당 KS 표준 전문가들, 부합화를 위해 참조된 국제 표준들, 해당 KS 표준 전문가들, 부합화를 위해 참조된 국제 표준들, 해당 KS 표준 전문가 네트워크, 해당 KS 표준 내 표준 용어 사전 정보 등 다양한 관련 정보들을 조합하여 서비스한다. 본 연구를 위해 모델링된 온톨로지와 시맨틱 웹기반 서비스 프레임워크인 OntoFrame 상에서 추론 작업이 표준 정보 적재 시에 전방 추론 (Forward-chaining) 방식으로 수행되었으며, 표준 온톨로지 질의 언어인 SPARQL (SPARQL Protocol and RDF Query Language)을 이용해 일반 검색 서비스 수준의 속도로 서비스될 수 있었다.

The purpose of this study is to create address standardization through an Algorithm based on cadastral maps, as well as to establish a method of transforming one information area to all of the domestic areas in relation to the geographic information system. To do this, it analyzed the current level of e-government cadastral data and their integration strategy with addresses of both the administrator and the cadastral data. By doing this it is be able to suggest an application method for the Algorithm. The algorithm proposed from this study have a built-in GUI and correlate addresses between the administration and the cadastral map, it can analyze matching success rates. This study is to provide a more efficient method for co-operative work between private sector and public sector. In addition, we can expect that the information strategy of local government will become more active.

This research dwells on categorization and industrialization of cultural heritage resources using marketing. Since many organization would not grab the chance of business while doing marketing using cultural heritage, the paper intend to suggest proper way to develop strategy. For that purpose, this research analyzed some advanced cases of corporate like Google and other national endeavors. This paper founded out 4 models of marketing using cultural heritage resources. These are re-creation, patron, capitalization and media. Also we got practical implications of the case analysis and modeling which are collaboration partnership scheme between marketers and filed expert group. Marketers better find fitful information and right person utilizing more reliable sources such as national archives, and academic achievements. If the marketers implement such strategic program, really abundant types of cultural heritage resources using marketing could bring more favorable profit which means business chance and new horizon for global culture industry.

In global advanced countries, various efforts about maker education with maker-space into the formal education has been made. However, in Korea, the physical infrastructure and instructional supports for the maker education in connection with K-12 curriculum are insufficient. Therefore, this study aims to suggest how to promote maker education in domestic K-12 education field by examining best practices of maker education in the globe. To achieve the objective, 7 best practices, which consist of 3 cases led by a government-driven policy, 2 cases initiated by world-class universities, and 2 cases made by international schools, are examined and analyzed. As a result, the recommendations to integrate and promote maker education into the K-12 school level in Korea in terms of 3 different perspectives, the policies which government should consider, the efforts and considerations the institutions should be made, and the roles teachers and instructors play were drawn.

This study aims to analyse the relationship between the sense of community and resident online participation. To solve a variety of social problems in localities, both resident participation and the sense of community have been getting more important. Online voting is a project that is being implemented by the city of Seoul to expand the participation of residents. We surveyed residents living in the apartment complex in Seoul that was participating in with the pilot program for online voting. The empirical analysis shows the sense of community was, indeed, positively related to resident online participation. In particular, shared emotional connection, a component of the sense of community, was the most important factor for the resident online participation.

최근 4차 산업혁명 시대 도래에 따른 빅데이터가 이슈화 되고 정부의 공공 데이터 개방? 공유 정책 등으로 정부의 R&D 정보화 서비스도 다양화되고 있다. 특히 해양수산 R&D사업은 해양이라는 공간적 제약으로 선박 및 특수 장비 등을 사용함에 따라 연구비 단가가 상대적으로 높은 실정임에도 해양수산 연구 자료 및 관측자료가 통합적으로 관리되지 않고, 사업별 기관별로 산발적으로 관리되고 있어, 이에 따라 연구 DB 통합관리의 수요가 제기 되고 있다. 이에 해양수산 R&D사업에서는 사업별 통합 DB 구축사업이 진행되고 있고, '관할해역해양정보 공동활용시스템(JOISS)'이 대표적이라 할 수 있다. JOISS는 2012년부터 시작된 '관할해역 해양정보 공동활용체계 구축'과제를 통해 자료 표준화 연구와 함께 해양과학조사 분야의 R&D과제들과 실시간 해양관측망으로부터 산출되는 데이터를 수집하고, 정보서비스를 구현한 시스템이다. 2016년 1차 시스템 구축을 완료하여 현재 서비스를 진행하고 있다. 한편, 해양관측 데이터 수집 공유 서비스 외 해양수산 R&D사업과 연계된 다양한 정보들을 나누고 소통하는 온라인 장을 구현하기 위해 '해양수산 R&D 지식정보 시스템(OFRIS)' 개발사업이 별도로 진행되고 있다. OFRIS는 해양수산 R&D사업을 통한 데이터의 원할한 수집 및 품질관리 등의 문제를 보완하고, 그 외에도 사업별로 분산 관리되고 있는 R&D 관련 정보를 연계하고, 기술공급자와 수요자를 직접 연결해 주는 '개방형 기술 정보 중개 시스템'으로의 역할, 국내외 해양수산 R&D관련 정책 연구 산업 동향을 엄선하여 제공하는 등 해양수산 R&D 종합 포털로서 기능구현을 목표하고 있다. 2017년 말 1단계 개발 완료를 앞두고 있으며, 1단계에서는 시급성 높고, 수요가 많은 (1) R&D동향, (2) 과제이력, (3) 연구성과, (4) 기술거래, (5) DB공유 등 5대 기능을 우선 구현하고, 2단계에서는 통계자료 생산 및 분석 기능 강화, 3단계에서는 해양수산 산업통계, 인력, 교육 등의 정보를 서비스하는 포털로 확장할 계획이다. JOISS, OFRIS를 개발하는 과정에서는 해양수산 R&D의 정보를 수집 관리 하는데 있어 다양한 현안 문제 등이 도출되었으며, 그 중에서도 연구자들의 자발적 데이터 제공 협조, 데이터의 표준화 및 품질검증, 구축된 데이터의 활용 및 피드백 등에 대해 구체적이고 현실적인 대응 방안이 요구된다.

국가 물관리일원화 이후, 지방하천 관리에 대한 지자체 역할과 권한이 커지고 있으며, 중앙정부의 물관리 수준에 부합하는 데이터관리 체계구축 및 지속적인 품질관리(Quality Control, QC)와 표준화(Standardization) 기술개발이 요구되고 있다. 지자체의 경우 기존의 행정구역별로 분산 관리해오던 물관리 시스템을 유역단위로 전환할 필요가 있으며, 국가하천 구간과 연계한 종합적인 관리가 필요한 실정이다. 서울시의 물관리 시스템은 자치구별로 산재해 있으며, 관리 주체 및 해당 변수에 따라 제공되는 정보가 다르고 하천유역 단위로 분류되어 있지 않다. 따라서, 서울시와 자치구, 중앙정부 및 관련 기관과의 연계성 있는 정보제공을 위한 데이터 플랫폼 구축 기술개발이 필요한 실정이다. 본 연구에서는, 빅데이터, AI 기술을 활용한 물정보의 품질관리 자동화 기술개발과 지속적인 유지관리 및 표준화 정보제공 시스템 구축 기능을 포함하는 서울시 통합물관리 데이터 플랫폼 구축 목표 모델을 제시하였으며, 서울시 물관리 체계와 관련하여 SWAT 분석을 통한 단계별 사업추진 로드맵을 도출하였다. 분석결과, 서울시 통합물관리 플랫폼 구축을 위해서는 유역별 수량-수질 통합 모니터링 및 모델링 기술개발, 빅데이터 기반 물 정보화 플랫폼 구축 기술개발, 지방하천 유역 거버넌스 구축 및 법제도 정비 방안 마련이 요구되며, 관련하여 주요 이슈(3대 핵심전략, 10개 단위과제)를 도출하여 관련 연구과제를 제안하였다. 마지막으로, 서울시 통합물관리 정책 실현을 위해서는 법제도 마련이 시급하며, 서울시 '통합물관리 기본조례' 제정을 통한 기반을 조성할 필요가 있음을 시사하였다. 또한, 다양한 분야 이해관계자 협의체인 '서울시 통합물관리위원회(가칭)'의 거버넌스를 구성하여 운영하는 것이 현실적이며, 한강유역관리 및 지방하천 관리와 관련한 중추적인 역할 수행과 쟁점 논의 등 합리적 합의가 가능할 것으로 기대한다.

Recently, the Korean government developed the RE3020 (renewable energy) policy to overcome environmental problems, such as fine dust, climate change, and large-scale PV systems interconnected with a distribution system. When a large-scale PV system is interconnected in the distribution system, however, a malfunction can occur, and the protection devices may not be operated because of the dividing effect depending on the magnitude and direction of fault current as well as connection types and location of the PV system. Therefore, this paper proposes a search algorithm for the malfunction pattern of protection devices based on various scenarios, when large-scale PV systems are operated and interconnected in a distribution system. This paper presents a malfunction mechanism of protection devices according to the installation locations of recloser (R/C). Furthermore, the modeling of a distribution system with large-scale PV systems was performed using Off-DAS S/W, and the malfunction patterns of protection devices were analyzed based on a range of scenarios. From the simulation results with the proposed model and algorithm for searching for protection devices, it was confirmed that they are useful and effective in identifying a malfunction phenomenon depending on the installation location of the R/C and connection type of PV system.
