  • In Korea, starting with the Government 3.0 Policy, the utilization of public data as an important driving force to promote economic growth has been highlighted as a major issue. However Korea is currently only able to open and provide accumulated data stored in the public domain. To resolve this issue, we need to not only open and provide public information, but also to create new information by linking the data and developing related services. Thus, this study analyzes the linkability of public information and provides lists of the linkable public data. In order to do this, we first have performed preconditioning processes on the accessibility and workability of the data. Next, we have deduced the major keywords in public data through analyzing the morphemes, and then the core keywords (Top 10) and their linkable keyword lists through an analysis of social networks. Based on the outcome of this study, a subsequent study will deduce new information by linking the public data and creating various services and information contents. Furthermore, not only conceptual but also practical linking measures need to be created, and a related law must be prepared.

  • The purpose of this paper is to present the alternatives for improving coostal shipping logistics system to be a logistic hub-nation with a competitive edge. For this purpose, major environmental factors in Northeast Asia and accordingly its effects are analyzed And then the effects of coastal shipping system's development strategy is analysed using Structural Equation Model and Multiple Regression Model. Research results show that three types of coastal shipping development strategy( connected transportation system, structure of coastal shipping system, governmental support policy) will contribute much to being a logistics hub-nation. From the results, some implications are derived as follows. Firstly, environmental-friendly balanced ocean-coastal transport system is required Secondly, a excusive feeder port, Ro-Ro ship & high-speed ship are necessary to establish the one-stop logistics service system Finally, governmental support policy and subsidy(tax-exempted oil & various tax benefits) are required to reactivate lagged coastal shipping system to be a logistic hub-nation with a competitive edge.

Research results show that three types of coastal shipping developing strategy(connected transportation system, structure of coastal shipping system, governmental support policy) will contribute much to be logistic hub-nation. The contribution effects is increasing cargo from strengthened feeder transport system and maximizing logistic service &minimizing logistic costs. From the result, some implications are derived as follow. First, familiar environmental balanced ocean-coastal transport system is required. Second the one-stop logistic service system is necessary to build excusive feeder port, and to establish Ro-Ro ship & high-speed ship, etc.. • In the rapid trend of social change, such as the 4th industrial revolution and the realignment of job structures, university-industry cooperation(UIC) is emphasized as a key factor in enhancing national competitiveness. The level of UIC in Korea is insufficient compared to national competitiveness, and despite the world-class R&D investment, there is a lack of linkage between the result of technology development and the industrial field, and the knowledge-transfer between university and industry is also insufficient. This paper analyzed the employment effects of UIC program supported by government, especially youth employment effects. The companies participating in the UIC program showed higher employment effect than the non-participating companies. In addition, the result of examining the employment growth rate of participating companies only for projects aimed at 'education and human resource development', show that employment growth rate after one year (total, youth employment) was significantly higher than that of non-participating companies, while employment growth after two years was not significant. UIC program need to have sustainability and systemicity so that they can be directly linked to the employment effects.

  • The researcher has examined about the infrastructure of geotourism industry as well as domestic and foreign literatures in order to see the future and present status of geotourism in our country. The researcher have concluded the followings after participating in the interpretive program of Taean haean(coastal) National Park, etc. which is thought to as having relatively well-prepared contents and education in addition to the active progress of the program especially. First, although the domestic infrastructure of geotourism is thought as relatively well-established, one needs to make up for the weak point that there are not enough editions of explanations related to land formation process and geological aspects. Second, the interpretive program operated by The Korea National Service Park needs to specialize what the program is all about, how it is operated, who is operating, and so on in order to bring subjects' characteristics into relief. Third, one needs to train the persons required to explain geomorphic landscape and geological features by establishing the new division of education of geomorphic landscape and geological features. Furthermore, one needs to set up a unit to take charge of geotourism within the central and local governments. Fourth, one needs to build the cooperative system of private-public-academic circles among private companies, government, and universities to promote the quality of interpretive program by close connections with related studies of geography and geology. Fifth, the vitalization of geotouriusm can make an enormous contribution to promote the nation's brand value and image by advertizing domestic beautiful landscapes of the nature in addition to creating new job markets. Thus, the financial support in the government level should be made. Sixth, one needs to dig out global resources of geotourism unique to us by developing the stories connecting with local cultures and histories.

  • This study analyzes the necessity of integrated innovation policy for post catch-up innovation. The integrated innovation policy solidifies its position as an infrastructure innovation policy which forms the foundation of all kinds of policies. The Korean government is currently under the pressure of planning technologies and policies that do not allow any easy imitation or copy of other advanced countries, which in turn reveals various limits of the existing policy framework. Integrated innovation policy for post catch-up innovation involves a continual process demanding changes in political, organizational and procedural activities. To ensure long-term and cross-sectoral innovation policy, overall changes and improvements in policy and its implementation are needed in terms of political commitments, governance systems, policy instruments and monitoring, and evaluation systems.
