The 2017 Pohang earthquake left us with issues related to long-term repair and restoration from massive earthquake damage. The existing Earthquake response manual was insufficient to consider the flow of earthquake disaster work and the characteristics of long-lasting earthquake disaster. Accordingly, It is important to analyze and record how to earthquake response work was carried out during the Pohang earthquake. The functions that require the most work and manpower in the event of an earthquake disaster were emergency life stabilization support, facility emergency recovery, and energy functional restoration. As a result of analyzing the difficulties and problems of disaster response by function, it was found that the prevention and preparation for damage in advance was insufficient for each function. In conclusion, we subdivided the response step applied with the concept of time and presented the overall work flow process for thirteen collaboration functions. It is expected that this result will help disaster managers to work effectively in the event of a large scale earthquake.

In principle, data from all databases and systems managed by the Ministry of Defense or public institutions must be guaranteed to have a certain level of quality or higher, but since most information systems are built and operated, data quality management for all systems is realistically limited. Most defense data is not disclosed due to the nature of the work, and many systems are strategically developed or integrated and managed by the military depending on the need and importance of the work. In addition, many types of data that require data quality management are being accumulated and generated, such as sensor data generated from weapon systems, unstructured data, and artificial intelligence learning data. However, there is no data quality management guide for defense data and a guide for selecting quality control targets, and the selection criteria are ambiguous to select databases and systems for quality control of defense data according to the standards of the public data quality management manual. Depends on the person in charge. Therefore, this paper proposes criteria for selecting a target system for quality control of defense data, and describes the relationship between the proposed selection criteria and the selection criteria in the existing manual.

본 논문에서는 LLM(Large Language Models) 기반의 STT 결합 챗봇 시스템을 제안한다. 제조업 공장에서 안전 교육의 부족과 외국인 근로자의 증가는 안전을 중시하는 작업 환경에서 새로운 도전과제로 부상하고 있다. 이에 본 연구는 언어 모델과 음성 인식(Speech-to-Text, STT) 기술을 활용한 혁신적인 챗봇 시스템을 통해 이러한 문제를 해결하고자 한다. 제안된 시스템은 작업자들이 장비 사용 매뉴얼 및 안전 지침을 쉽게 접근하도록 지원하며, 비상 상황에서 신속하고 정확한 대응을 가능하게 한다. 연구 과정에서 LLM은 작업자의 의도를 파악하고, STT 기술은 음성 명령을 효과적으로 처리한다. 실험 결과, 이 시스템은 작업자의 업무 효율성을 증대시키고 언어 장벽을 해소하는데 효과적임이 확인되었다. 본 연구는 제조업 현장에서 작업자의 안전과 업무 효율성 향상에 기여할 것으로 기대된다.

Purpose: Recently, crimes caused by stalking crimes have become a social issue. Following the "Stalking Response Manual", we would like to examine measures and problems to protect victims, and to examine the necessity of private expenses as a supplementary alternative. Method: The victim protection measures of stalking crimes and the police's 'stalking response manual' were identified, and problems and the necessity of private expenses were analyzed. Result: The number of people in charge of the police is 398 per person, and the police alone have limitations in protecting stalking victims. It is necessary to find ways to actively utilize the parts that cannot be solved only by the police while cooperating by entrusting them to private expenses. Conclusion: With the enactment of the Stalking Punishment Act in 2021, measures to protect victims were stipulated in the stalking response manual, but there are limitations in protecting victims due to various problems. Therefore, it is necessary to study ways to protect victims using private expenses.

본 연구에서는 위성영상 활용 지능형 재난관측·감시 기술 개발을 목적으로 위성영상과 멀티소스(CCTV, 항공영상, 공공DB 등)와의 연계·융합을 통해 재난상황관리의 정확도 향상과 위성영상 활용성 제고 방안을 제시하고자 하였다. 위성영상 수집·배포시스템으로부터 전달되는 위성영상과 멀티소스의 연계 융합을 통한 재난상황정보의 표출을 목적으로 상황판연계 표출시스템 가동 절차와 위성영상 수집을 통한 위험탐지 알고리즘과의 연계를 위해 재난상황업무 기반 시스템 가동절차를 수립하고, 위기관리표준 매뉴얼 상 상황업무절차를 적용해 예비설계를 진행하였다. 상황실 실무자 설문을 통해 작성된 시스템 요구사항과 규격서를 기반으로 상황업무절차를 적용해 먼저업무시스템 설계를 진행하였다. 평시에는 GIS통합상황판에서 관리됨을 전제로 위성영상 수집에 대한국가적 예산 투입 측면을 고려해 중대본 설치가 필요한 대형재난 발생상황을 가정하여 상황판연계·표출시스템의 가동되도록 설계하였다. 또한, 위성영상 분석을 통한 피해위험도와 재난이력통계 등 멀티소스와 중첩한 결과를 실시간으로 표출함에 따라 상황실근무자는 재난확산 여부를 판단하고, NDMS를 통해 재난상황을 전파할 수 있도록 설계하였다. 상황판연계 표출시스템의 원활한 데이터 입/출력을 위해 재난유형 및 분석단계별 클래스 정의, 유스케이스 ID(요구기능)와 1:1 또는 1:n매칭을 수행하여 재난유형 및 분석단계별 클래스를 정의하였다. 정의된 클래스는 유스케이스인 요구기능과 매칭을 수행하였고, 시스템 가동절차 중 피해위험도분석, 재난이력통계, 중첩결과표출, NDMS 상황전파에 대한 상황업무절차를 기반으로 산불·홍수·산사태·대설·태풍 총 5종의재난별 시퀀스를 설계하였다. 마지막으로 화면정의서와 UI/UX설계서를 기반으로 Figma를 통해 시스템구동화면을 사전에 모의하였다. 향후, 진행되는 연구에서는 위성영상과 멀티소스를 연계한 화면을 실체화하여 더욱 정확한 재난상황관리가 가능하도록 NDMS 연계 상황판 표출 시스템을 개발하고자 한다.

정부는 지구온난화로 인해 기후변화에 대응하고 세계적 경제위기를 극복하기 위해, 저탄소녹색성장기본법(2010년 1월)을 제정하여 저탄소 녹색성장을 추진하고 있다. 저탄소 녹색성장은 신재생에너지, 탄소배출권 거래제도, 5+2 광역권개발정책, 저탄소 녹색도시 등으로 요약할 수 있다. 본 연구의 목적은 저탄소 녹색도시계획 및 이에 대한 전략환경평가의 동향을 고찰하고, 저탄소 녹색도시계획에 대한 전략환경평가의 방향을 제시하는 데 있다. 저탄소 녹색도시 조성 관련 연구를 고찰한 후, 환경부의 사전환경성검토 업무매뉴얼의 도시계획의 환경성제고 방안과 국토해양부의 전략환경평가 업무처리규정, 도시계획수립지침, 저탄소 녹색도시 조성을 위한 도시계획수립지침(2009), 저탄소 녹색도시계획 표준모델(2010), 녹색도시개발계획 등을 포함하면서 개정된 도시개발업무지침(2011)이 도시계획에 제대로 반영되는지를 검토하고, 외국의 기후변화에 대응하는 전략환경평가를 고찰한 결과는 다음과 같다. 첫째, 기후변화 대응 도시계획의 내용은 저감방안과 적응방안 두 가지로 나눌 수 있는 데, 저감방안은 경제적 및 기술적으로 한계가 있으므로, 향후 전략환경평가는 저감방안과 함께 적응방안을 강조할 필요가 있다. 둘째, 기후변화 대응(저감과 적응)을 위해 전략환경평가의 목표와 지표를 설정한다. 셋째, 국토해양부의 상위계획(광역도시계획과 도시기본계획)에 대한 전략환경평가와 환경부의 하위계획(도시관리계획)에 대한 전략환경평가의 긴밀한 연계가 필수적이다. 넷째, 전략환경평가는 도시기본계획 수립 후에 이뤄지는 독립된 과정이라기보다는 도시기본계획 수립과정에서 중요한 부분으로 인식하는 것이 중요하다. 장기적으로는 도시기본계획과 도시환경계획을 연계시키는 것이 바람직하다.

This study was conducted to examine the domestic and foreign street tree creation and management system. This study examined the planning, creation, and management of street trees in Seoul, Korea, Lebanon, U.S.A, Yokohama, Japan, and Paris, France. Although the work system and perception of street trees differ depending on the national administration and cultural differences, major differences and characteristics could be examined. According to the research results, each country surveyed street trees through various methods and standards, and it was confirmed that an efficient work performance system was established with quantitative standards and devices to efficiently utilize them compared to Korea. There is a limitation in representing an entire country as only one local government was considered. In addition, since laws are revised and established according to changes and needs in society, it is necessary to conduct continuous research.

This research paper surveyed the awareness of general administrative officials who oversee the disaster management and firefighting officials who take part in emergency rescue work in local governments on disaster response exercises. The result of the survey showed that both officials acknowledged the need of the equipment used in disaster response exercises, securing the budgets for exercises, establishing a network among related institutions, reflecting actual conditions and local characteristics to the exercises, reflecting the result of exercise evaluations to the disaster response manual and next exercises, and securing a command communication system required for exercises.

Business Activities usually comprises various types of business processes. However, most companies don't standardize the constituent processes and accumulate them in formal models, so that they have their limitations for efficient process management and continuous process improvement. Recently, in order to overcome the obstacles, the companies increasingly tend to introduce a BPM (Business Process Management) system. The BPM system functions as modeling dispersed processes over the companies definitely, running the processes and improving them. In addition, the BPM plays a role as a platform in which diverse business applications can be developed. Generally, it is prerequisite to define business processes clearly to run them in the BPM. Unfortunately, companies don't arrange the processes systematically, so that they have difficulty in the introduction and implementation of the system. In this paper, we introduce a new type of a business application to support the clarification of business structure and processes in the companies and facilitate the introduction of the BPM system. The new system is a 'job manual system' developed on the BPM platform. A process model modeled in the job manual system can be transported directly to the BPM system in which the model becomes an executable status. The new system's properties including this feature enable to manage business processes efficiently and help users of the both system perform relevant tasks conveniently.
