Analysis of its Members' Acceptance Types for the Eochon-Gye - From the Head and the Member Perspectives of the Eochon-Gye - (어촌계에 대한 구성원의 수용 유형 분석 - 어촌계장과 어촌계원의 관점 -)

  • The ultimate purpose of this study is to revitalize the fishing community as the basis for the revival of the fisheries industry. The types of Eochon-Gye acceptance were analyzed as a basic study to achieve this purpose. According to the results of the study, it turned out that the head and the member of the Eochon-Gye had the same three Eochon-Gye acceptance types; that is, democratic, decision-making, and separatist types. However, the Eochon-Gye acceptance types by two groups differed in detail, even though they were named by the same names. Therefore, in order to devise an effective revitalization plan of the fishing community, it is necessary to reflect the detailed characteristics of each Eochon-Gye acceptance type owned by the two groups.

The Analysis on Economic Ripple Effect of the Fishing Village New Deal 300 Project (어촌뉴딜300 사업의 경제적 파급효과 분석)

  • The purpose of this study is to provide logical and policy justification for the feasibility and sustainability of the project through analysis of economic ripple effects of the fishing village new deal 300 project. To do this, we applied the industry-related analysis, which is mainly used to analyze the economic ripple effects, to the fishing village new deal 300 project. The industry association analysis classifies the detailed project of the preliminary plan for the selection of the business into the software business such as the hardware business and the capacity enhancement in the construction field and analyzes the economic ripple effect through the inter-industry association. As a result, it is expected that the fishing village new deal 300 project will have a positive economic impact. When the total investment of 3 trillion won is invested in the project, it is estimated that the production inducement effect and the value added effect are 5,545.3 billion won and 2,102.7 billion won, respectively. In addition, 62,005 get job inducements, where 10,952 employment inducements were associated with job creation. The analysis of the above impacts seems to have secured the logical justification for the implementation of the fishing village new deal 300 project.

Demand Forecasting and Activation Policies for Tourism of Fishing Regions (어촌지역 관광의 수요현황.예측과 활성화 정책: 강원도 동해안을 중심으로)

  • This paper is intended to forecast the demand for tourism of fishing regions and find the public policies to activate it. The paper focuses on the east coast regions in Gangwon-do. The analysis was conducted through time series analyses and surveys of the tourists in the regions. The results of analyses showed that, while the number of tourists(both domestic and foreign) to the regions has increased, the regions have not been able to accommodate them enough to help improve economies of the regions. It was forecasted that the number of tourists will significantly increase in the future. However, that rates of increase, especially the rates of increase of foreign tourists, cannot be evaluated positively compared to those of the past. These results suggested a few local governmental policies to activate tourism in the regions.

  • Ecotourism has surged from conflicts between negative impacts of mass tourism and environmental issues. As an alternative tourism, ecotourism compromises extensively environmental, economic, educational, and cultural concerns. Ecotourism can be defined as environment-based tourism that ensures sustainable growth and development through conservation of natural and human environment, promotion of regional economy, and provision of tourism service in natural environment areas. Ecotourism should consider two key challenges; an effective means that may protect local economy through tourist-based income and improvement of residential circumstances, and role as leisure space that can improve tourist's experiences. The purpose of this study was to summarize ecotourism concepts through literature search and develop an ecotourism planning framework for Korean rural communities. In addition, developed planning framework in this study was applied to Jeongdori area, Wandogun, Korea as a case study in order to analyze its feasibility. A trial application in Jeongdori area demonstrated a possibility that ecotourism planning framework can be successfully adopted to a wide range of Korean rural communities. To ensure objectivity of framework, systematic case studies must be done in the future.

Blue Amenity and Economic Revitalization of Fishing Villages : Focusing on Islands of Go-Gunsan (어촌 어메니티와 어촌경제 활성화 - 전북 고군산군도를 중심으로 -)

  • This study is basically to investigate the possibility of revitalizing the fishing village economy by targeting on trip type, propensity, and awareness of visitors who visited Gogunsan in JeonBuk by applying Blue Amenity. As the result of survey, it showed that visitors in Gosunsan islands generally were satisfied with trip, and they had considerably higher intention of revisit. However, it showed that the improvement and publicity of various travel services including resources and facilities were demanded. In particular, it should pay attention to requirements depending on age and selection of main visitors with reference to revisit, and as the result, the factors having the most important influence on are traffic, and natural scenery, so it is considered that these factors must be maintained to increase the rate of revisit with full of concentration. Besides, it is confirmed that Visitors are unfamiliar with Blue Amenity applying fishing village's own historical cultural resources with reference to preferring islands trip, and they were much concerned about the establishment of tentatively named "regional(urban - fishing village) center" to revitalize the fishing village economy. Moreover it could grasp the tourist industry operated jointly by fishing villages, the pride of town to characterize, advantage in promoting the tourist industry as compared with other regions, and difficulties or recommendations in promoting the tourist industry. And comprehensive investigation of Blue Amenity resources in this region and the measures of improving life environment must be performed in future.

  • Fishing villages have rich potential on account of serving as a base of fishing activities with various maritime ecosystem, culture and maritime resources as well. The object of the study is ports located in Gijang, Busan and it presents the overall development direction in ports within this area. Through systematic and well-planned developing small-sized ports, this research analyzes regional economic implications by improving settlement conditions for fishing villagers scattered around this area taking the ports' natural traits into consideration. The research correlates regional input output analysis by fishing port arrangement project with connection between inter-industries and inter-regions according to the model of input-output analysis and attempts to systematically analyze regional economic structure with the economic implication divided into production, employment and income, influenced upon by the change of political exogenous variable.

The Economic-Geographical Consideration of Fisheries of the West Coast Area, Chungnam in the 1910s in "Hangooksusanji" ("한국수산지" 를 통해 본 1910년경 충남 서해안 지역 수산업에 관한 경제지리학적 고찰)

  • In this study, we analysed the state of the fisheries in Chungnam around 1910 from Hangook Susanji. As a result, there were about 30 ports in the west coast area in Chungnam, and we can classify their locations into 5 types Type I is located in small and mid sized rivers. Type II is located in a costal port. Type III is ports facing the open sea, and type IV is ports in a bay. Type V is ports on islands of coast. Species of fish are porges, mackerels, sting rays, croakers, hairtails, shrimps, etc. The base of fishing porge was Jukdo and Yeondo. The fishing banks of croakers are formed from Chilsantan, Jeonlado to the area of seashore, Chungnam. Hairtails were caught near all the areas of seashore. Salt manufacturing is done near all coasts of Chungnam, Seocheon-bay, Ungcheon-bay, Ocheon-bay, Anmyeon island, Taean, Dangjin area, etc represent this work. Especially, the salt which was produced in Taeangun was so famous that it was called ' Taeansalt'. In the Kum-river area there were 32 fishing villages. Freshwater fish were caught in the upper stream area and the mouth of Geumgang, down stream, was the center for producing Baengeo. There were 23 fishing villages, and the species consisted of croaker, hairtail, Forge, gray mullet, sting ray, sharks, anchovy, shrimps, etc in Biin-bay. The coast of Boryeong had about 33 fishing villages, but their fishing industry was not developed more than their good salt manufacturing. Though there are records that Chunsu-bay had 28 fishing villages, Taean peninsula and Garolim-bay had about 70 fishing villages, and Asan-bay area had about 55 fishing villages, they were developed a little, but not more than Weir fisheries or salt manufacture on the base of salt area and the tideland because these areas were just for farming. South of Anmyeon island of West coast island areas is the biggest area of Stow nets on stakes fishing and the island areas down mouth of Kum river were centers for producing porge.

Introduction of Integrated Coastal Management Program and Sustainable Development of Fishing Villages in Cheonsu Bay Region (연안통합관리계획의 도입과 천수만 어촌의 지속가능발전)

  • Sustainable Development(SD) is an important concept for the future of the coastal area, and for development of fishing villages. Since 1992 UN Conference on Environment and Development in Rio de Janeiro many governments and local authorities throughout the world have been engaged in preparing and implementing $\ulcorner$Agenda 21$\lrcorner$. Many projects which previously would have been identified as environmental protection are now presented under the banner of sustainable development. Integrated Coastal Management (ICM) is an extension of sustainable development. ICM was presented as a framework for resolution of coastal use conflicts. The aim of the present paper is to assess sustainable development potential of fishing villages in Cheonsu Bay Region according to implementation of ICM. Cheonsu Bay Region was known as one of the productive fishing grounds and Cheonsu Bay Region preserved unique characteristics of traditional fishing villages. But this region is now experiencing many changes through the massive reclamation projects like Seosan A B Project. After a brief overview of concepts and history of SD and ICM, the reclamation process and its impacts on both fishery and fishing communities in Cheonsu Bay Region are discussed. According to their changing environmental and socio-economic characteristics after the reclamation, ca 35 representative coastal villages in this region can be classified into 5 types. Many coastal villages shows diversity in their economic activities, as tourism and recreation function becomes more and more important in this region. In present-day Cheonsu Bay Region, it is possible to differentiate fishing village cooperatives(FVO) with high potential of sustainable fishery development, FVOs with medium potential, FVOs with low potential on the basis of 14 selected indicators.

Regional Development Policy in Korea-Past, Present and Future (한국의 지역발전정책-과거, 현재, 미래)

  • Recently the World Bank released its World Development Report 2009 (hereafter WDR 2009) with the title 'Reshaping Economic Geography.' In the report, the Korean experience in regional development policy was highly praised. Also, the current government has been trying to reshape the regional development policy in view of 5+2 Economic Regions. The main theme of this paper is how to establish the highly valueadding economic system and how to deal with scale economies for regional development. In this paper these tasks in Korea's regional policy were discussed with reference to the WDR 2009. Enhancing the density of the central city of each Economic Region, reducing the economic distance between cities and rural areas, and getting rid of the barriers to cooperation between provinces are the keys for the efficiency and the effectiveness of the regional policy. In addition, strengthening the national solidarity through collaborative development of 5+2 Economic Regions still remains as one of the major tasks of the Korean government.

  • 21세기 해양시대를 맞이하여 선진 해양수산 경남으로의 발전 도약을 위하여 2002년부터 2006 년까지 5개년에 걸쳐 지역특성을 살린 자율적이고 미래지향적인 해양수산업 및 삶의 질이 향상되는 해양수산종합발전계획을 수립하였다. 해양수산업의 현 실태는 대외적으로는 신 해양질서의 재편, 대내적으로는 해양환경오염 등으로 어업여건이 악화되고 있으며, 또한 체계적인 어업관리 미비로 인하여 잡는어업 관리의 문제점이 노출되었다. 양식어장 관리부실 및 수산물 수입 급증으로 양식기반이 위축되고, 소득기반 및 정주환경 열악으로 탈어촌ㆍ노령화 현상이 가속화되고 있는 실정이다. 이와 같은 문제점을 극복하기 위해 연근해 어업의 구조조정 및 어업자원 관리를 통해 연근해어업의 경쟁력을 강화시키고, 기르는 어업의 육성과 연안어장 목장화 및 쾌적하고 생명력 넘치는 해양환경 조성으로 수산물 생산량을 향상시키는 수산업에 대한 종합발전계획을 수립하였다. 또한, 수산물 수출촉진과 유통혁신 및 가공산업 현대화를 통해 수산물 가공업의 영세성을 탈피하여 풍요롭고 활력이 넘치는 어촌개발, 해양레져타운 건설 및 선진 어업인을 육성하기 위한 해양산업발전계획도 수립하였다.
