국내 해양사고 분석과 대책에 관한 연구 (A Study on the Korea Marine Accidents and the Countermeasures)

  • 해상 물동량의 증가와 해양레저의 활성화로 국내 연안의 해양사고 위험은 더욱 증가하고 있다. 본 연구에서는 해양안전심판원의 해양사고 통계 자료를 활용하여 1990년부터 2009년까지 국내에서 발생한 해양사고의 원인 및 환경을 조사하고 그 의미를 분석하였다. 분석 자료를 바탕으로 국내 해양사고 발생의 대부분을 차지하는 소형 선박의 기관손상, 충돌, 전복의 예방 및 사고 후 최상의 대책을 위해 이동통신 단말기를 활용하는 방법을 제시하였다.

  • Fisheries buyback programs in Korea have been implemented since 1994, and their scales are estimated to be the present value of 930 billion won for the last 9 yens since 1994. The paper attempts to identify the patterns of each fish species, of which their yields can be steadily increased or significant]y decreased, and to evaluate its effective level and the optimal level for buyback programs by means of fishing capacity analysis. The paper distinguishes fish species, that there is no need to reduce the fishing efforts, such as anchovies, mackerels, squids, Spanish mackerels, and herrings, because MSY exceeds yields, from fish species to control overfishing such as file fish, yellow corvenias, young pollack, hair tail, snow crab, and pollack. The paper also suggests that 65% of the fishing efforts (total tonnages) should be cut back at the national aggregate level in order to restore fish stocks.

  • The integrated navigation system(INS) for fishing boat which organized the marine radar, global positioning system(GPS) compass, automatic identification system(AIS), echo sounder, GPS and electronic nautical chart(ENC) was manufactured to reduce the marine accidents of fishing boats occurred frequently at coastal and offshore. The application possibility of INS for fishing boat was examined for basic experiments in the sea. Integration display of various information, such as other vessel's behavior, depth, own vessel's position etc. was done to help the operate user who understood the circumstance around own boat. Therefore, the system will be utilized as a useful equipment for safety voyage and fishing work on the fishing ground.

우리나라 연근해어선 감척사업의 경제적 투자효과 분석 (Evaluating the Economic Effects of Fishing Vessel Buyback Programs in Korea)

  • Fisheries buyback programs have been implemented from 1994 in Korea, and its scale is estimated to have a value of 930 billion won, which is compounded for eight years since 1994. The paper evaluates the programs' economic and financial viability, and predicts efficient ways about how much and how long to reduce fisheries vessels so as to pursue a target biomass at MSY, For the specific purpose of the paper, aggregate fisheries stock dynamics and catch functions are specified and estimated by yearly catch and fishing effort data from 1970 to 2001, using ASPIC model and Schaefer's logistic production model. Results show that the fisheries stock in Korea has steadily declined since 1970, and that Korean fisheries overexploitation has steadily increased. Using cost-benefit analysis method, the buyback program holds the economic and financial feasibility even if the scale of buyback programs is not sufficient to avoid the downward trend in fisheries stock and harvest. The potential investment scale is predicted in several alternative scenarios using the sensitivity analysis method. The results recommend the annual reduction of 46%, 12% or 20% for the next one year, five years or three years, respectively so that the target biomass at MSY may be reached in 25 years.

허베이 스피리트호의 기름유출에 따른 바다유어낚시어선 이용객의 경제적 손실평가연구 (Evaluating the Economic Damages to Anglers of the Marine Recreational Charter due to the Herbei Spirit Vessel Oil Spill)

  • This paper aims to evaluate the indirect economic damages to anglers of the marine recreational charter caused by marine pollution associated with the Herbei Spirit vessel, which spilled 12,547 kl of crude oil in Taean coastal areas in December 2007. In order to evaluate the indirect cost to anglers of the charter fishing, consumer surplus for charter fishing is estimated using a Poisson model (PM), a negative binomial model (NBM), a truncated Poisson model (TPM), and a truncated negative binomial model (TNBM), which account for the characteristics of count data (non-negative discrete data), for individual travel cost method (ITCM). Because of over-dispersion problem in PM and TPM, NBM and TNBM are considered to be more appropriate statistically. All parameters such as income, fishing careers, travel cost and catch that are estimated are statistically significant and theoretically valid. Based on TNBM results, consumer surplus per trip and per person was estimated to be 277 thousand won, total consumer surplus per person and per year about 2.3 million won, and the marginal effect of consumer surplus on % changes in catch rate is about 33 thousand won. The consumer surplus was converted into total indirect economic damages for aggregation which are evaluated to be 125 billion won, reflecting the number of anglers and damage rate.

  • This study is aimed to find a control factor for the marine casualty of fishing vessel by using the risk quantitative method of marine casualty, and sequentially timed event analysis for the reason finding. The result is that collision, sinking, and capsizing took high risk need to be strongly controlled. And the accident reason and control factors distinguished are as follows. The 82.2% of collided fishing vessels have negligence of look out as a immediate cause, while it was judged that underlying causes were the characteristics of vessels and fishing method, lack of suitable complement, fatigue, the prejudice or ignorance on steering and sailing rules. So the control factors are; firstly needs educational control measures and in terms of systemic control approach expand the range of the certificate of competency more smaller tonnage.

고속활주형어선의 종방향중심이 저항에 미치는 영향에 관한 연구 (A Study on the Effect of LCG Variation to the Resistance Performance for High Speed Planing Fishing Boat)

  • 이상에서와 같이 LCG위치에 따른 일련의 실험으로부터 다음과 같은 결론을 도출하였다. 1. 선형개발에 있어서 최적선형을 선정하고 이에 대한 성능검증의 일부로써 최적의 LCG위치를 찾는 것은 일반배치의 고려 및 실선에서의 운항 경제성 결정에 중요한 역할을 하며, 이와 같은 연구자료를 데이터 베이스화 함으로써 앞으로의 선형개발에 있어서 유용하게 쓰이게 될 것이다. 2. 저항시험 결과로부터 선미방향으로 LCG위치를 2% 포인트씩 이동하게 되면 서서히 저항이 감소하다가 8%포인트 위치에서 최저점을 이루며 이는 실선속도 25노트에서 초기상태(0%LCG)에 비해 만재상태에서는 약 12.4%, 시운전 상태에서는 약 10%의 저항감소효과가 있었다. 그 이후 (10%LCG)부터는 다시 저항이 증가하게 되는데, 이는 선수트림이 커지게 되면서 선저의 활주면에 과도한 동적 압력이 발생하게 되고, 저항감소의 원인이 되었던 침수표면적의 감소로 인한 마찰저항의 감소보다 동적압력에 의한 압력증가 영향이 더 커지게 된 것으로 추측된다. 3. 나선상태에서보다 스프레이스트립(spray strip) 및 스케그 등과 같은 선형에 적합한 부가물을 부착하면 저항감소 및 직진성능 (course keeping ability) 향상 등의 이점이 있다. 재결서 분석을 통한 어선-비어선간 충돌사고에 관한 연구 (A study on the collision between fishing vessel and non fishing vessel using the analysis of written verdict)

  • The analysis of the written verdicts in recent five years was conducted to obtain preventive measures of collision between fishing vessel and non fishing vessel. As a result, a collision much happened in offshore trap for fishing vessel and below 5,000 tons of small and medium class for non fishing vessel. A person involved in a marine accident occupied 68% in sixth class deck officer and small boat operator for fishing vessel and 29% in third class deck officer for non fishing vessel. 90% of the collision happened in a underway by operating state and 84% in sight of one another by visibility state. The systemic radar training was required since 47% of the collisions was occurred on the condition of radar operation in fishing vessel. The main cause of poor lookout was a intensive fishing and poor lookout on movement by radar for fishing vessel and one man watch system and no recognition of one another by radar for non fishing vessel. This result is expected to contribute for the decrease of collision.

신재생 에너지원 활용을 위한 어선 전력계통 분석 및 모델링 (Analysis and Modeling of Fishing Boat's Power Network for using Renewable Energy Source)

  • A modeling method of electric power network inside a fishing boat less than 5 tons is proposed for its high-energy efficiency with renewable energy sources. The power network inside the fishing boat consists of a diesel engine, a starter motor, an alternator, battery packs, and electric loads, which are connected in parallel. To obtain proper power network model, the voltage -current characteristics of the electric components are considered to develop elaborate electrical models under several load conditions. Measured data of the battery and alternator current include noise. By using an average method, the AC components from the power network of the fishing boat can be reduced, which is verified by KCL rule. Using the proposed power network model, the power generation of the alternator and the reduction of diesel consumption in the boat's engine are predictable under various operating conditions. The validity of the proposed methodology is verified by comparing simulation results with experimental measurements using statistical inferences.

  • 본 논문은 절연된 환경에서 멀티채널 아날로그 신호의 정확하고 안전한 전송을 위해 옵토커플러를 활용한 신호의 전송과 절연에 대해 다룬다. 신호의 전송 과정에서 절연 소자의 온도 의존성과 비선형성에 의한 신호의 왜곡을 최소화하고 우수한 잡음 여유도를 확보하기 위해 디지털 절연을 이용한 디지털 전송을 연구한다. 옵토커플러를 적용한 디지털 전송에 대한 이론적 고찰을 토대로 멀티채널 아날로그 신호의 전송 회로를 제안하였고 디지털 데이터의 직렬 전송 프레임도 설계하였다. 이론적 고찰과 일치하는 실험 결과를 통하여 제안하는 회로와 구현된 프로그램이 절연 장벽을 극복하고 멀티채널 아날로그 신호를 정확히 전송할 수 있음을 증명하였다.
