Gray Zone Strategy in Maritime Arena : Theories and Practices (해양에서의 회색지대전략의 이론과 실제)

  • 평화를 전쟁의 부재라고 정의할 때 현재 전쟁이 없다면 지금 이 시간은 안전하고 평화로워야 한다. 그러나 지금 현 세상은 비록 공식적으로 선포된 전쟁은 없다고는 하지만 그래도 결코 평화롭다곤 할 수 없을 것이다. 흑해의 크림반도가 노골적인 군사적 침략이 없었지만 결과적으로 러시아의 수중에 떨어졌다. 남중국해의 여러 섬이나 암초들이 정규 군사작전 없이 사실상의 중국의 소유로 기정사실화 되고 있다. 전시 군사적 침략을 통해서만이 확보 가능한 전략적 목표들이 전시도 아니고 그렇다고 평시도 아닌 어중간한 시기에 적 또는 상대의 수중에 떨어지고 있다. 즉, 전시와 평시 사이의 회색지대에서 소위 회색지대전략이라고 부르는 공세적 전역을 통해 이러한 전략적 목표들이 달성되어 지고 있다. 소시지가 너무 커 한입에 다 먹을 수 없으면 잘게 썰어 하나씩 먹으면 결국 전체를 다 먹을 수 있듯이 소규모의 절차적 행동을 단계적으로 실행, 대규모 전투를 통해서만이 확보 가능한 거대하고 중대한 목표를 확보하는 게 회색지대전략의 한 특징이다. 이를 전략적 점진주의(strategic gradualism)라고 한다. 또한 단계적 행동은 누구나 인지할 수 있지만 그러한 점진적 행동의 결과에 대해선 쉽게 간파할 수 없기 때문에 대응자의 입장에선 대부분 특별한 대응책을 세우지 못하고 방치하고 만다는 게 이 전략의 또 다른 특성이다. 즉, 회색지대전략은 특성상 반드시 애매모호성(ambiguity)을 띄고 있다는 것이다. 회색지대에서의 도전자의 행위는 일종의 속임수일 수도 있다. 전략의 본질은 위계, 즉 상대로 하여금 오인, 착각, 부지를 일으키도록 하여 소기의 목적을 달성하는 것이다. 그래서 회색지대전략(gray zone strategy)이라고도 한다. 양육강식의 논리가 작용되는 현실 세계에선 힘이 곧 정의이고 국익이 최고의 선이다. 국가이익은 오직 과정보다는 결과만을 놓고서 정당화된다. 이에 회색지대전략에서도 결과에 대한 유용성만 거론되지 과정상 불법성이나 비도덕성 등은 따지지 않는다. 대부분 이 전략의 애매모호성 때문에 과정 자체를 식별하기가 쉽지 않다. 그래서 대응자의 입장에서도 사전에 예방할 수 있는 선제적 대응전략을 구사하기가 어려운 게 사실이다. 한국도 예외가 아니다. 중국이 해상민병을 이용한 회색지대전략을 구사, 이어도에 대한 도발을 감행할 수도 있다. 일본이 민간 극우파 등을 이용한 회색지대 전략을 구사, 독도에 대한 도발을 감행할 수도 있다. 평화는 거저 존재하지 않는다. 확전을 각오한 사전대비차원의 억지책이 마련되어야 상대의 회색지대전략을 단념시킬 수 있다. 그것도 신뢰성 있는 억지력만이 진정한 평화를 담보할 수 있다. 전략이 있어야 대응계획을 세울 수 있고, 상대는 이럴 때 도발을 단념하게 된다. 대응전략이 없다는 것은 대응계획이 없다는 것을 의미하고, 이러한 무계획은 늘 실패만을 계획하고 있다는 것을 명심해야 할 것이다.

  • 지난 20여년간의 비약적 경제 성장을 통하여 우리 사회는 모든 물리적 측면에서 양적인 성장과 질적인 발전을 거듭하여 왔다. 이러한 경제 성장기를 거치면서 우리의 삶은 다각도에서 변화를 겪었으며 건축환경에도 많은 변화가 있었다. 정보화, 세계화라는 시대적 흐름은 우리의 생활자체를 급속도로 변화시키고 있으며 업무용 시설을 포함한 모든 건축물이 대형화, 고층화 뿐 아니라 정보화, 현대화되고 있다. 그러나, 교육의 중요성과 이를 뒷받침해 줄 학교 시설의 중요성에도 불구하고 교육환경의 질적 개선은 상대적으로 낙후되어 있는 상황이라고 할 수 있다. 교육개혁위원회의 교육개혁방안이 계속적으로 나오고 있고 서울의 불암초등학교를 필두로 한 시설 현대화 시범학교가 시도별로 마련되고는 있지만 전반적인 교육 환경은 아직 열악한 상태이다. 특히 구도심부에 위치한 초등학교의 경우, 준공된 후 30년 이상 경과된 학교 건물을 사용하고 있는 경우가 적지 않아 안전상의 문제마저 안고 있는 실정이다. 따라서, 건물의 내구 연한이 그 한계에 달해 가고 유지보수비용이 계속적으로 늘어 경제성을 잃어 가고 있는 학교들을 대상으로 한 재건축과제가 신설 학교의 신축 또는 기존학교의 이전 못지 않은 주요 과제로 대두되고 있다. 더욱이 기존 학교의 재건축사업은 수업을 진행시켜가며 철거 및 신축공사가 단계적으로 수행돼야 한다는 어려움을 갖고 있다. 본 연구는 초등학교의 재건축을 위한 기본적인 자료를 정리하고 배치 및 평면 계획을 중심으로 한 계획 대안을 작성, 검토하여 대안별 장단점을 분석한 후 가장 바람직하다고 평가되는 안을 제시하는 것을 연구의 범위로 하였다. 계획안의 작성에 앞서 실시된 문헌조사 및 실측조사를 통하여, 신축되는 홍파초등학교에 필요한 시설의 내용 및 규모가 산정되었는데 특기할 사항은 좁은 대지임에도 불구하고 가능한 체육관 시설을 포함시키고자 하였다는 것이다. 홍파초등학교 부지는 $8,960m^2$ 정도밖에 안되는 좁은 부지로서 운동장도 제대로 확보할 수 없는 상황이었으나 체육관의 높은 활용도 및 장래의 필요성을 고려하여 소규모라도 계획되는 것이 바람직하다고 판단하였다. 열린교육에의 대응, 제반 특별교실의 확충, 식당 및 지하주차장의 확보 등 모든 시설이 현재 및 장차의 사용에 적합하도록 계획하여 현 시설의 1.5배 정도의 연면적을 갖는 신축 계획안을 작성하였다. 서울대학교와 광운대학교에서 분담하여 실시된 계획안의 작성을 통하여 총 4개의 계획안이 도출되었으며 이 대안들을 채광 및 환기, 학년별 zoning, 기능별 zoning, 열린교실의 정도, 지역사회에의 개방성, 재건축 공사의 용이성, 규모, 옥외공간의 활용성, 동선 계획, 조형성 등 10개 항목을 기준으로 평가하였다. 이러한 비교분석을 통하여 결론적으로 제1안을 최적안으로 제시하게 되었으며, 이를 바탕으로 구체적인 최종 설계안이 도출되기를 기대하는 바이다.

Object Detection Algorithm Using Edge Information on the Sea Environment (해양 환경에서 에지 정보를 이용한 물표 추출 알고리즘)

  • According to the related reports, about 60 percents of ship collisions have resulted from operating mistake caused by human factor. Specially, the report said that negligence of observation caused 66.8 percents of the accidents due to a human factor. Hence automatic detection and tracking of an object from an IR images are crucial for safety navigation because it can relieve officer's burden and remedies imperfections of human visual system. In this paper, we present a method to detect an object such as ship, rock and buoy from a sea IR image. Most edge directions of the sea image are horizontal and most vertical edges come out from the object areas. The presented method uses them as a characteristic for the object detection. Vertical edges are extracted from the input image and isolated edges are eliminated. Then morphological closing operation is performed on the vertical edges. This caused vertical edges that actually compose an object be connected and become an object candidate region. Next, reference object regions are extracted using horizontal edges, which appear on the boundaries between surface of the sea and the objects. Finally, object regions are acquired by sequentially integrating reference region and object candidate regions.

Variations of Catch and Fish Species in the Adjacent Fishing Ground of Ceramic Artificial Reefs Constructed on the Coastal Area of Geomun-do, Korea (한국거문도 연안에 시설된 세라믹 어초 인접 어장에서의 어획량과 어획종 변동)

  • In order to estimate the effect of ceramic artificial reefs on the fisheries resources enhancement, we have studied the variation of catch and species, which were caught by trammel net on the three fishing grounds of ceramic artificial reef, natural reef, and control(non-reef)in the coast of Geomun-do, Korea from 2001 to 2003. Catch per unit effort (CPUE ; g/panel) of fishing ground with the ceramic artificial reef area was 1,621.9g, it was about 67.9% higher than the natural reef area 333.3% higher than the control area. The catch of fish with the ceramic artificial and the natural reef area was not significantly different based on statistical analysis of Tukey test, whereas the relationship between the ceramic artificial reef and the control area was significantly different (p<0.05). Monthly mean number of species caught by the artificial reef area, the natural reef area and the control area was no difference by ANOVA test. The catch of fish was highest in November and lowest in May, whish was associated with the natural reef and the control area. The dominant species were demersal fishes living around rock such as Pagrus majir, Thamnaconus modestus, Stephanolepis sirrhifer, Pleuronichthys curntus, and Ostracion cubicus in the artificial reef area, but demersal of migratory fishes in the natural reef and the control area.

Development of Ecologically Suitable Habitat Model for the Sustainable Sea Cucumber Aquafarm (지속가능한 해삼 양식장 조성을 위한 생태적합 서식처 모형 개발)

  • We investigated the tidal current, hydrographic data, and benthic environment of major sea cucumber (Holothuroidea, de Blainville, 1834) habitats in Baengnyeongdo, Jindo and Uljin to understand the optimal environmental or ecological habitat for sea cucumbers. The three study areas were characterized by a cold-water mass of temperatures ranging $12{\sim}18^{\circ}C$, with an active circulation between the surface and deep waters. According to an analysis of the tidal current map, a strong flow velocity of $100{\sim}120cm\;s^{-1}$ appeared in Baengnyeongdo and Jindo. The three sea cucumber habitats showed the common characters of a bottom sediment composed of sand-silt, a diverse seaweed colony and benthic organisms, and boulders and rocks which provide a hideout for the organisms. We aimed to draw the optimal habitat condition for sea cucumbers in Korea, and the result showed that the low water temperature, rapid water flow, active vertical mixing between surface and deep waters, bottom composed by sand-silt, large rocks, and diverse seaweed colony and benthic organism were important factors. The optimal habitat for Juvenile sea cucumbers was the intertidal areas characterized by a muddy bottom, reef, and seaweed. The optimal habitat for adult sea cucumbers was characterized by a place where sand and mud are mixed, and the body size of the sea cucumber was proportional to water depth, and the relatively large boulders and rocks compared to the intertidal area.

Seasonal Variation in Proximate Composition, Cholesterol and $\alpha$-Tocopherol Content of 12 Species of Korean Fish (12종 어류의 일반성분조성과 콜레스테롤 및 $\alpha$-토코페롤 함량의 계절변화)

  • Seasonal variation in the proximate composition, cholesterol (CHOL) and $\alpha$-tocopherol ($\alpha$-Toc) content of 12 spices of fish muscle, which caught off Tongyeong coast of the Southern Sea (Nam-Hae) from Mar. 1995 to Feb. 1996, was studied. Lipid and moisture content showed remarkable seasonal variation and there were a negative correlation between the both (r= -0,85, p<0.001), while protein and ash content unchanged almost through the sampling period. The lipid content of anchovy, hickoryshad, black sea bream, finespotted flounder sea eel, bastard, and file fish was high in Dec. Oct. Nov. Jan. Jan. Nov, respectively, and low in the season corresponding to their spawning period. However, in case of striped mullet, yellow tail, mackerel, rock fish and red sea bream, there was no correlation between their lipid content and spawning period, and thus these fishes fore considered to be affected more by water temperature and the content of their diet. CHOL content increased In :he season containing a high level of lipid, whereas $\alpha$-Toc content unchanged almost through the sampling period.

The Generic Terms and the Standards of a Delimitation for Oceans and Seas based on S-23(Names and Limits of Oceans and Seas) (S-23(Names and Limits of Oceans and Seas)을 기초로 한 바다의 속성지명과 바다경계의 획정 근거 분석)

  • Establishment of limits and names for oceans and seas is necessary for a safety of navigation. Even if there are no national and international standard for the delimitation of sea boundaries, we can take guidelines for the delimitation of sea boundaries through the analysis of IHO official publications, Limits and Names for Oceans and Sea; S-23. This paper shows the changes of the spatial limit of seas since first edition publication, and the standards for a delimitation of oceans and seas were analyzed using S-23 4th edition draft(2002) in terms of physical geographic features. The generic terms of S-23 include Ocean, Sea, Channel, Passage, Strait, Sound, Gulf, Bay and Bight, and each generic term shows hierarchical structures. Several seas show different characteristics compared with definitions of IHO dictionary. Sea boundaries are delimited by longitude and latitude, cape, river mouth, sandbar, and so on. Undersea features such as a shelf, trench, trough, rise, bank and reef are also important features for delimitation of sea boundary. Especially, seas that are delimited by undersea feature are mainly located Arctic and Southern ocean area in S-23 4th edition. Advanced knowledge of marine science with a technical advance might affect to delimit for sea boundary.

Analysis of Science Lesson Plan of Pre-Service Elementary Teachers about Condensation (초등 예비교사의 응결 차시에 대한 과학 수업 설계 분석)

  • The purpose of this study is to analyze the science lesson plan of pre-service elementary teachers about condensation. Pre-service elementary school teachers in A national university of education was included in this study. Through the analysis of prior research and expert review, a framework for analysis of science lesson plan of pre-service elementary teachers was derived. The results of the using the analysis frame are as follows: First, the ability to apply the instructional model in the science lesson plan about condensation differences in pre-service elementary teachers need to be enhanced due to deviations, and teaching on the exact understanding of condensation-related concepts of pre-service elementary teachers is also needed. Second, there is also a deviation of pre-service elementary teachers in the beginning, development, and finishing composition of lesson course, so feedback should be supplemented. Third, in the sub-domain of lesson environment, there was a demand for specific know-how on the lesson environment. Therefore, support is needed for related PCK growth. Fourth, the sub-domain of lesson evaluation have a variety of perspectives on timing and subjects, and some missing about learning objectives in the composition of evaluation content are found to require complementary teaching. In order to improve this situation, it was found that there was a need to prepare conditions for improving science teaching professionalism of pre-service elementary teachers through in-depth discussions on the teaching methods and organization related to science education in the university of education course.

Investigation on Potential Value for Maritime Cultural Heritage, Historical and Petrographic Characteristics of the Seosan Black Submerged Rocks (Geomenyeo) in Korea (서산 검은여의 역사적 및 암석기재적 특징과 해양유산적 잠재가치 검토)

  • The Seosan Geomenyeo(black submerged rocks), once located at the Cheonsuman bay of Buseokmyeon in Seosan, Korea, is a reef rock now exposed on the land surface. The Geomenyeo can also be found in the ancient geographic maps around the area. The local geographic names, like Buseok and Buseoksa temple are derived from the Geomenyeo. It is composed of ultramafic rocks complex and intrusive felsic igneous rocks. These rocks show diverse facies with various petrographic characteristics caused by geological processes such as intrusion and alteration. Ultramafic rocks complex can be roughly categorized as coarse grained ultramafic rocks and medium grained mafic rocks. Both cases are composed of pyroxene and amphibole, showing the general rock facies of pyroxenite, diabase and lamprophyre. Felsic igneous rocks includes pinkish medium grained granite, porphyritic amphibole granite and aplite with varied mineral compositions. The Geomenyeo is the only ultramafic rocks complex in the Cheonsuman Bay; moreover, it has a distinctive geological and scenic value, as well as a symbolic property. In order to preserve the Geomenyeo, it is necessary to investigate and promote it as a designated heritage site through academic studies, and compensate for the convenience and protection facilities. Additionally, the Geomenyeo should be evaluated as a maritime heritage site, due to the unique local culture as it succeeds the recognition of forefathers which regarded it as a local scenic site with significance.

A Study on a Method to Reduce Marine Pollution Accidents through Tugboat Grounding - Focusing on an Experiment of Indicating the Location of Stranded Accidents on GPS Plotters - (예인선 좌초에 의한 해양오염사고 감소방안에 관한 연구 - GPS 플로터에 좌초사고 위치표시 실험을 중점으로 -)

  • In the event of a marine pollution accident, Korea, which is bordered by the sea on three sides, would suffer tremendous damage. According to an analysis of marine pollution accidents in Korea, most pollutants were small fishing boats and tugboats. In particular, urgent safety measures are required due to the high incidence of marine pollution accidents caused by stranded tugboats. This study aims to decrease secondary marine pollution accidents by preparing measures to prevent accidents by stranded tugboats, the main source of pollution accidents. To this end an experiment was conducted to mark 63 locations where stranded accidents have occurred on the GPS plotters of 61 tugboats operating in Boryeong sea area. Its effectiveness was then investigated. The result showed that there was no stranded accident by the subject ship during the 20-month experiment period. As a result of survey of the captains, 36 out of 40 respondents (90%) stated that the experiment was significantly helpful in ensuring safe navigation, thus confirming its effectiveness. Various measures were proposed to prevent stranded accidents, including providing information to manufacturers and users by marking the location of grounded accidents on GPS plotters and posting the location information of unknown reefs on the official website of institution Korea Hydrographic and Oceanographic Agency.
