Eco-innovation Policies and Policy Integration : The Finnish Case (환경친화적 혁신정책과 정책통합 : 핀란드 사례)

  • The integration of environmental and innovation policies is perceived to be essential in order to deal efficiently with environmental and innovation problems. This study analyzed environmental policy integration in Finnish technology policies in view of system transitions and policy integration. Finnish environment-innovation policy integration is assessed empirically by focusing on the policy strategies, implementation, and evaluation processes. Furthermore, this study compared Korea's environment-innovation policy integration with that of the Finnish experience, and drew up policy implications from the comparative study in order to come up with Korean contexts. Moreover, since green growth and eco-innovation are core issues in Korea today, it is important to ensure that system transitions and policy implementations take into account the various forms of policymaking, as well as political, organizational, and procedural activities.

Study on Point Defect for $AgGaS_2$ Single Crystal Thin film Obtained by Photoluminescience Measurement Method (광발광 측정법에 의한 $AgGaS_2$ 단결정 박막의 점결함 연구)

  • A stoichiometric mixture of evaporating materials for $AgGaS_2$ single crystal thin films was prepared from horizontal electric furnace. To obtain the single crystal thin films, $AgGaS_2$ mixed crystal was deposited on thoroughly etched semi-insulating GaAs(100) substrate by the hot wall epitaxy (HWE) system. The source and substrate temperatures were $590^{\circ}C\;and\;440^{\circ}C$, respectively The temperature dependence of the energy band gap of the $AgGaS_2$ obtained from the absorption spectra was well described by the Varshni's relation, $E_g(T)=2.7284 eV-(8.695{\times}10^{-4}eV/K)T^2/T(T+332K)$. After the as-grown $AgGaS_2$, single crystal thin films was annealed in Ag-, S-, and Ga-atmospheres, the origin of point defects of $AgGaS_2$ single crystal thin films has been investigated by the photoluminescence(PL) at 10K. The native defects of $V_{Ag},\;V_s,\;Ag_{int},\;and\;S_{int}$, obtained by PL measurements were classified as a donors or acceptors type. And we concluded that the heat-treatment in the Ag-atmosphere converted $AgGaS_2$ single crystal thin films to an optical n-type. Also, we confirmed that Ga in $AgGaS_2$ crystal thin films did not form the native defects because Ga in $AgGaS_2$ single crystal thin films existed in the form of stable bonds.

RSSI-based Location Determination via Segmentation-based Linear Spline Interpolation Method (분할기반의 선형 호 보간법에 의한 RSSI기반의 위치 인식)

  • Location determination of mobile user via RSSI approach has received ample attention from researchers lately. However, it remains a challenging issue due to the complexities of RSSI signal propagation characteristics, which are easily exacerbated by the mobility of user. Hence, a segmentation-based linear spline interpolation method is proposed to cater for the dynamic fluctuation pattern of radio signal in complex environment. This optimization algorithm is proposed in addition to the current radiolocation's (CC2431, Chipcon, Norway) algorithm, which runs on IEEE802.15.4 standard. The enhancement algorithm involves four phases. First phase consists of calibration model in which RSSI values at different static locations are collected and processed to obtain the mean and standard deviation value for the predefined distance. RSSI smoothing algorithm is proposed to minimize the dynamic fluctuation of radio signal received from each reference node when the user is moving. Distances are computed using the segmentation formula obtain in the first phase. In situation where RSSI value falls in more than one segment, the ambiguity of distance is solved by probability approach. The distance probability distribution function(pdf) for each distances are computed and distance with the highest pdf at a particular RSSI is the estimated distance. Finally, with the distances obtained from each reference node, an iterative trilateration algorithm is used for position estimation. Experiment results obtained position the proposed algorithm as a viable alternative for location tracking.

  • The generalized Hoek-Brown failure criterion, the strength parameters of which are determined by using the GSI index, is an empirical nonlinear failure criterion of rock mass and has been widely employed in various rock engineering practices. Many rock engineering practitioners, however, are still familiar with the description of the strength of rock mass in terms of friction angle and cohesion. In addition, almost all rock mechanics softwares incorporate the simple linear Mohr-Coulomb function. Therefore, it is necessary to provide a tool to implement the Hoek-Brown function in the framework of the Mohr-Coulomb criterion. In this study, the use of upper-bound solution of limit analysis for bearing capacity of a strip footing resting on the ground surface is proposed for the estimation of the equivalent friction angle and cohesion of rock mass incorporating the generalized Hoek-Brown failure criterion. The upper-bound bearing capacity is expressed in terms of friction angle by use of the relationship between tangential friction angle and tangential cohesion implied in the generalized Hoek-Brown function. The friction angle minimizing the upper-bound bearing capacity is taken as the equivalent friction angle. Through the illustrative implementations of the proposed method, the influences of GSI, $m_i$ and D on the equivalent friction angle and cohesion are investigated.

Molecular Characterization and Event-Specific Marker Development of Insect Resistant Chinese Cabbage for Environmental Risk Assessment (환경위해성 평가를 위한 해충저항성 배추의 분자생물학적 특성 검정 및 계통 특이 마커 캐발)

  • Commercialization of genetically modified (GM) plants will be required the assessment of risks associated with the release of GM plants that should include a detailed risk assessment of their impacts in human health and the environment. Prior to GM plant release, applicants should provide the information on GM crops for approval. We carried out this study to provide the molecular data for risk assessment of the GM Chinese cabbage plants with insect-resistance gene, modified CryIAc, which we obtained by Agrobacterium-transformation. From the molecular analysis with GM Chinese cabbage, we confirmed the transgene copy number and stability, the expression of the transgene, and integration region sequences between the transgene and the Chinese cabbage genome. Based on the unique integration DNA sequences, we designed specific primer set to detect GM Chinese cabbage and set up the GM cabbage detection method by qualitative PCR analysis. Qualitative analysis with GM Chinese cabbage progenies analysis was revealed the same as the result of herbicide treatment. Our results provided the molecular data for risk assessment analysis of GM Chinese cabbage and demonstrated that the primer set proposed could be useful to detect GM Chinese cabbage.

Transgene structures of marker-free transgenic Bt rice plants (무선발 형질전환 Bt벼의 도입유전자 구조 분석)

  • A less simple approach developed for generation of marker-free transgenic plants is to select transformants without the use of selective marker genes. Some results about development of marker-free transgenic plants were obtained using a non-selective approach in several crops such as rice, potato and tobacco. However, the study did not provide evidence on detailed characterization of introduced gene on genome, a critical step for confirming the stable integration and transmission of a foreign gene. In this study, we evaluated structure and integration sites of transgene (mCry1Ac) in the transgenic Bt rice plants which were made via conventional Agrobacterium-mediated transformation by non-selective method. Structure and integration sites of transgene in these transgenic plants had similar fashion as those recovered under selection.

An analysis on geomorphic and hydraulic characteristics of dominant discharge in nam river (남강의 지배유량에 대한 하도지형 및 수리 특성 분석)

  • Geomorphological, bed material and hydraulic characteristics are basis informations for the planning, design and management of the river in the aspect of flood control and environmental conservation, and it is very important to use these informations for the design of stable channel. In this study, dominant discharge was selected, geomorphological and hydraulic characteristics were analyzed using that discharge and also the characteristics of bed materials distribution were analyzed and bed materials-flow resistance relationship was evaluated, for the upstream section of Namgang dam. The dominant discharge was estimated a return period of approximately 1.5 year and stream type were classified Segment 1 and Segment 2 in this stream. Also, the frequency of riffle-pool showed 4.4 because this study area has the characteristics of natural channel that have not channel-crossing structures. In dominant discharge, according to the results that analyzed relationship between $h/d_{50}$ and $V/u_*$ to calculate flow resistance by bed materials, Julian's formula showed to appropriate in channel where is relatively close to natural river and is predominantly consisted of gravel, cobble, boulder and rock in mountain, and it was confirmed that the image processing methodology will be easily applied to the analysis of bed materials distribution in future.

Analysing the Impact of New Risks on Maritime Safety in Korea Using Historical Accident Data (사고기록 데이터를 이용하여 국내 해상안전에 새로운 위기가 미치는 영향 분석)

  • The purpose of this work is to analyse the impact of new accident risks on maritime safety in Korea. The new accident risks have been induced from new/rare or unprecedented events in world maritime transportation, as identified by 46 experts in the previous study. To measure the impact of these new accident risks on maritime safety in Korea, the statistical accident data reported by the Korean Maritime Safety Tribunals (KMST) has been used for calculation, and the concept of Risk Index (RI) = Frequency Index (FI) + Severity Index (SI)established in a Formal Safety Assessment (FSA) by the IMO has also been introduced. After calculating two kinds of weight for FI and SI from the statistical accident data, high ranked scenarios were identified and their relationships between new risks and these scenarios were analysed. The results from this analysis showed, the root cause of the top-ranked scenario to be "developing high technology", which leads to "shorten cargo handling time". These results differed from optimum RCOs such as "business competition" and "crewing problems" which were identified in the previous study.

Spatial Variability of Hydraulic Properties in a Multi-Layered Soils of Japanese Larch (Larix leptolepis) Stand (낙엽송림분의 다층구조 토광에 있어서 수리특성의 공간 변리)

  • Soil structure and organic matter have been known to strongly affect water flow and solute transport, yet little information is available concerning soil hydraulic properties related to soil physical and chemical properties in the forest site. The purpose of this study was to quantify the spatial variability and spatial correlation of the measured parameter values from the plots established with the rainfall simulator on Japanese larch(Larix leptolepis) dominated site in Kwangju. Kyunggi-Do. Measurement of soil water flux and retention were made with the inherent soil texture, soil structure, and organic matter. The method was based on the observation that when water was applied at a constant rate to the soil surface on each plot. The method was simple to apply and consists of following steps: (i) Wet the soil from a rainfall simulator with several known discharge rates on a relatively leveled soil surface with and without organic matter. (ii) Once the borders of the ponded zone were steady, saturated hydraulic conductivity( $K_{s}$) and the matric flux function(F) was evaluated from a regression of flux vs. the reciprocal of the ponded area. A conductivity of the form $K_{i+}$$_1$ $_{c}$= $K_{i}$( $_{c}$) [1-d /dz] where flux continuity implies. For this, continuity of matric potential at the interface at all times are as follows: $_1$( $Z_{c}$) = $_2$( $Z_{c}$) = $_{c}$ for steady state intake from water ponded on the soil surface. Results of this investigation showed the importance of understanding spatial variability in wide differences of water retention and saturated hydraulic conductivity with respect to pore geometry and organic matter contents which influenced the water flux throughout the soil profile.l profile.ile.

A Study on the Explosion Hazardous Area in the Secondary Leakage of Vapor Phase Materials Based on the Test Results and the Leak Rate According to SEMI S6 in the Semiconductor Industry (반도체 산업의 SEMI S6에 따른 실험결과 및 누출률을 기준으로 한 증기 상 물질의 2차 누출 시 폭발위험장소에 관한 연구)

  • Currently, in KS C IEC 60079-10-1, the leakage hole radius of secondary leakage is expressed as a recommendation. Underestimation of leak hole size can lead to underestimation of the calculated values for leak rates, and conservative calculations of leak hole sizes, which are considered for safety reasons, can be overestimated, resulting in an overestimated risk range. This too should be avoided. Therefore, a careful and balanced approach is necessary when estimating the size of leaking holes.Based on this logic, this study examines the stability by grasping the concentration inside the gas box when leaking dangerous substances as a result of experiments based on SEMI S6, an international safety standard applied in the semiconductor industry and The scope of explosion hazardous area was determined by applying the formula of KS C IEC 60079-10-1 according to SEMI F15 leak rate criteria and SEMI S6 leak rate criteria. Based on this, we will examine whether the exhaust performance needs to be improved as an alternative to FAB facilities that are difficult to apply to explosion hazards such as semiconductor industry.
