  • 건설공사를 발주하는 공공기관은 대표이사 직속의 안전전담부서를 구성하고 있으나 순환보직 형태로 인력을 배치하여 안전보건에 관한 전문 지식이 부족하며, 여러 부서에서 안전관리 기준을 제정하거나 활동을하여 안전관리 체계에 혼선을 주고 있다. 또한 관리감독자들은 회사의 안전관리 기준을 제대로 인식하지 못하여 안전관리 활동이 원활하게 이루어지지 않고 있다. 건설공사를 발주하는 공공기관의 안전관리 활동수준을 향상하기 위해서는 안전관리 조직, 안전관리 체계, 위험성평가에 대한 개선의 노력이 필요하다.

  • As the market for portable electronic devices expands, the demand for Lithium Ion Battery (LIB) is also increasing. LIB has higher efficiency than other secondary batteries, but there is a risk of explosion / fire due to thermal runaway reaction. Especially, Electric Vehicles (EV) equipped with a large capacity LIB cell also has a danger due to a large amount of toxic gas generated by a fire. Therefore, it is necessary to analyze the risk of toxic gas generated by EV fire to minimize accident damage. In this study, the flow of toxic gas generated by EV fire was numerically analyzed using Computational Fluid Dynamic. Scenarios were established based on literature data and EV data to confirm the effect distance according to time and exposure standard. The purpose of this study is to analyze the risk of toxic gas caused by EV fire and to help minimize the loss of life and property caused by accidents.

  • In this study, we proposed the possibility of reliability analysis of risk index by using Monte Carlo simulation as basic data of safety accident occurrence data and expert opinion by construction industry type. Through this, it is expected that risk index for safety accidents according to detailed types of works will be presented stochastically and it will be possible to predict the risk factors and the expected range of damage based on the reliability analysis in the construction safety management plan. It will also reduce many of the planning risks that are common to decision makers in the field of construction management. In identifying risks, road bridge construction was classified into earthworks, drainage works, and bridge construction, and possible safety accidents were classified based on expert data. The risk index was calculated for each detailed construction of road and bridge construction, drainage construction, and bridge construction.

  • The risk assessment under the Occupational Safety and Health Act was implemented in 2013, but since it is not mandatory, companies are operating it as a formality. Although legal obligations have been strengthened, such as the recent comprehensive revision of the Occupational Safety and Health Act and the enforcement of the Act on Punishment for Serious Accidents, the death rate has remained stagnant. Even if a risk assessment plan is properly established in order for employers to prevent industrial accidents through necessary measures, it is necessary to involve relevant workers so that they can understand and implement the contents of the risk assessment. In this regard, this study proposed applying efficient worker participation measures through on-site surveys to activate the participation of vulnerable workers in risk assessments.   • '96년 말 우리나라의 벤처기업 수는 1,500여개로 파악되었으나. 2001년에는 20,000개, 2005년에는 40,000개로 대폭 증가할 것으로 예상되고 있다. 이들 벤처기업은 새로운 아이디어와 기술을 바탕으로 신물질과 신공정 및 신기술을 다루고 있으나, 이들 물질과 공정 및 기술은 안전성이 검증되지 않은 것이 대부분이다. 또한 벤처기업은 특성상 관리체제가 체계적이지 못하여 각종 위험요소에 대해 무방비 상태에 있으며, 중소기업과는 달리 재해의 위험이 상당히 높은 것으로 추정되고 있다. (중략)

  • 위험성평가가 내년 제도의 전면 시행을 앞두고 있다. 이 제도는 사업장의 자율적인 안전관리를 지향하는 제도로, 우리나라 산업안전보건 정책에 있어 하나의 전환점이 될 것이라는 기대가 모아지고 있다. 그렇다면 이렇게 중요성을 지닌 이 제도가 우리나라 산업현장에 효과적으로 자리잡기 위해서는 어떠한 방안이 필요할까. 최근 이 제도와 관련해 국내 최고의 전문가라고 할 수 있는 한국교통대학교 백종배 교수는 우리나라 산업현장의 여건을 감안한 정책개선 과제들을 제시해 주목을 받고 있다.

  • 해상에서의 환경변화는 육지보다 훨씬 변화무쌍하여 그 위험도가 복잡·다양하다. 그런데 우리나라에서의 해상안전 관리체계는 사후처리 개념으로 진행되고 있어 재산과 인명피해가 큰 것이 특징인 해상사고가 발생하게 되면 아무리 빨리 대응한다고 해도 그 피해를 최소화하는데 한계가 있다. 이러한 한계극복을 위해서는 사전예방 개념의 해상안전 관리체계 확립이 필요하다. 본 연구에서는 해상에서의 안전관리를 위기개념으로 접근하여 해상에서의 환경변화에 따른 위험도를 주기적으로 분석하고 대응함으로써 해상에서의 국민의 인명과 재산보호에 최대 효과를 도출할 수 있는 해상 위기관리 시스템에 구현을 위한 기초 조사내용을 기술하였다.

  • Since accidents of hazardous material transport vehicle on roadways cause severe damage in the form of disaster, foreign countries have long been engaged in systematic management and establishment of relevant laws and policies for the road safety. Recently, over 10-kilometer long tunnel, such as Inje-Yangyang Tunnel and Geumjeongsan Tunnel, has been opened on the expressway and the production of various hazardous materials is increasing with the development of chemical technology. However, road laws related to the safe operation of hazardous materials transport vehicles are still lacking, and policy measures for managing them have not been specified. It is an important task to recognize the risk of accidents of hazardous material transport vehicles and to secure road safety by establishing a management plan for road managers. Therefore, this study analyzed the feasibility of the traffic regulation of expressway tunnel in South Korea and suggested a direction for management. The results of this study can be utilized as the primary data for the revision of law related to hazardous materials transport vehicles on roadways and the derivation of optimal route of hazardous materials transport vehicles.

Risk Management for Ammonia Unloading and Storage Tank Facility (암모니아 입하 및 저장시설에서의 위험도 관리)

  • A lot of hazardous materials have been used for product processing and utility plant. Many accidents including toxic release, fire and explosions occur in the ammonia related facility and plant. Various safety and environment management program including PSM, SMS, ORA etc. are being implemented for risk management and accident prevention in the production industry. Also much study and research have been carried about risk assessment of accident scenario in the academic and research area. In this paper, firstly risk level was assessed by using a typically used KORA program and LOPA PFD method for the selected ammonia unloading and storage facility. And then risk reduction measures for the risk assessed facility were studied in 3 aspects and some measures were proposed. Those Risk Reduction measures are including a leak detection and emergency isolation, water spray, dilution tank, dike and trench, scattering protection in hardware impovement aspect, and a applicable risk criteria, conditional modifier for existing LOPA PFD, alternative supporting modeling program in risk estimation methodology aspect, and last RBPS(Risk Based Process Safety) program, re-doing of process hazard analysis, management system compliance audit in managerial activity aspect.
