Establishment Strategics for Making a Port Specialized in Liquid Cargoes Safer - Focusing on Accident Scenario and Risk Analysis - (액체화물특화 항만의 해양환경사고 안전항만 구축방안 연구 -사고 시나리오 및 위험도 분석을 중심으로-)

  • The purpose of this study was to analyze the risk and vulnerability of marine accidents based on statistical data on marine accidents at Ulsan Port, which has the largest amount of liquid cargo in Korea. It was found to be quite vulnerable to the risk of marine accidents, environmental damage, and vulnerability to environmental pollution accidents. Based on analysis results, marine accident scenarios and accident response strategies were prepared. Additionally, as a response strategy to prepare for large-scale marine pollution accidents at Ulsan Port, it is necessary to establish control equipment and infrastructure, as well as establish a control center to integrate marine accident safety functions. In particular, in the case of liquid cargo specialized ports such as Ulsan Port, considering the size of the cargo volume and the frequency of marine pollution accidents, it is urgent to build professional safety management institutions, which should make the port safer.

  • Urban safety has not been substantially considered in urban regeneration projects, although there is increasing interest in safety issues lately. However, there is limited research on the safety of port hinterland residential areas. Therefore, this study 1)selects appropriate safety indicators, and 2)identifies the most vulnerable sites in Dong-gu and Nam-gu in Busan using ArcGIS. 3)Lastly, our study asks residents of the selected sites to examine their awareness of the urban regeneration projects occurring in the vicinity. The respondents are fairly well aware of the ongoing urban regeneration projects, the effect of which on the improvement of safety are thought to be negative. The weakest point they indicated was accidents regarding aged buildings, and they also care more about life safety than natural hazard. These findings must be taken into account in the next urban regeneration projects in the Dong-gu and Nam-gu area.

어선원 공제보험데이터 기반 조업 중 재해사고 특성 분석

  • 최근 해양사고 발생 건수의 급격한 증가와 더불어 어선의 조업 중 안전사고로 인한 인명피해 또한 크게 증가하였다. 중앙해양안전심판원의 공식 통계에 따르면, 2017년 46명이었던 안전사고의 사망실종자는 2019년 38명으로 소폭 감소하였으나, 2020년 60명으로 크게 증가하였다. 그러나, 사망자가 감소하였던 2019년 안전사고로 인한 부상자는 164명으로 전년도 76명 대비 2배 이상 증가하며 어선원에 대한 안전재해 예방은 실효성을 갖지 못하는 실정이다. 국내 업종별 산업재해율을 비교해볼 때, 어업 재해율은 농업, 광업, 제조업, 건설업, 임업 등을 포괄한 전체 산업 평균 재해율의 약 10배에 이르며 어업인들의 안전이 큰 위협에 놓여있음을 시사한다. 본 연구에서는 2017년부터 2019년의 수협중앙회의 어선원 공제보험데이터를 활용하여 선박별, 재해자별 사고 현황과 발생 형태를 분석하였다. 특히, 교차분석과 연관규칙분석기법을 통해 승선 직책별 부상 부위와 사고발생 형태를 식별하였으며, 이에 따라 직책에 따른 부상 부위를 비교하여 맞춤형 예방대책 수립을 위한 지원과, 사고발생형태의 군집 분석을 통해 발생형태간의 연결고리를 도출하여, 스위스 치즈 모델에서 제안하는 취약점(Weakness)를 식별하고, 이러한 취약점을 보완하기 위한 방어 장벽(Protective barriers)을 제언한다.

  • 2011년 현재 유무선 인터넷을 이용해 VoIP, e-mail 통신을 하며, 금융거래인 은행거래, 주식거래, 안전결제 서비스를 이용하고 있다. 하지만 유무선 인터넷에서 침해사고가 발생하여 VoIP, e-mail이나 은행거래, 주식거래, 안전결제에 취약점 가능성이 있다. 2011년 3월 개인정보보호법 국회통과로 금융거래에서 개인정보를 보호해야 한다. 본 논문에서는 WiBro 인터넷 금융거래에서 VoIP, e-mail이나 은행거래, 주식거래, 안전결제를 할 때, SecuiScan을 이용하여 취약점을 분석한다. 취약점을 분석한 결과, 발견된 취약점을 이용하여 실험실 환경에서 해킹공격을 실시한다. 해킹결과 분석과 침해사고 유형에 따른 보안성 강화를 위한 보안 대책을 제시한다. 본 논문의 연구는 WiBro 인터넷 금융거래 보안성 강화에 기여할 것이다.

Development of the Safety Management Risk Assessment Factors and Indicators for Coastal/Offshore Fishing Vessels (연근해어선의 안전관리 위험성평가 인자 및 지표개발)

  • Although the Korean government (Ministry of Ocean and Fisheries) and related organizations are enforcing many policies to improve the marine safety of vessels with weak safety management, the effectiveness of each policy is deficient due to the lack of a risk assessment method for ship safety management. Most previous studies in Korea of the risk assessment of ships only dealt with fragmentary risks of individual marine accident risks, so a new assessment method for comprehensive marine accident risk is needed. Examples of comprehensive risk assessments for ship safety management are the selection method for inspection targets by the Port State Control and the Norwegian Maritime Authority. In this study, indicators for the comprehensive risk assessment of ship safety management were developed for and applied to coastal/offshore fishing vessels that occupy a high proportion of the registrations and marine accidents in Korea. As a result, the risk of each ship was confirmed quantitatively, and a ranking of the weakness factors for ship safety management was identified.

Characterizing visitors' awareness of trekking safety programs and regulations in the Jirisan National Park (지리산국립공원 탐방객의 산행 안전 대응 프로그램 및 제도에 대한 인식 특성)

  • This study investigated the efficacy and drawbacks of a trekking accident prevention programs of the Jirisan National Park using visitor survey data. In total, 394 visitors were surveyed at the entrances to Seongsamjae, Jungsanri, Baekmudong, and Ssanggyesa trails on both weekdays and weekends. The trekking accident prevention training course has not been widely publicized. Only 23.4 % of the survey respondents have participated the training course. The training course itself appears to be useful in that 51.1 % of the course participants positively responded the contents of the course, suggesting that, if well publicized, the program can help prevent trekking accident. The trekking time regulation was relatively well publicized. Of the survey respondents, 72.4 % were aware of this regulation, and 72.2 % of them agreed on applying this regulation to other national parks. Accident vulnerability analysis shows that respondents who were aware of the regulation tend to be more experienced and skilled in trekking and more prepared for accident than those who were not. Also, respondents who were satisfied more on park safety facilities tend to be more experienced and skilled in trekking and more prepared for accident.

A Study on Safety Accidents Caused by Pump Car Boom Defects (펌프카 Booms 결함으로 발생하는 안전사고 고찰)

  • 본연구는 콘크리트 타설과정에서 반복되는 펌프카 사고를 예방하기 위해서 설계 및 제작의 품질관리와 현(現))정기검사 기준을 개선해야 한다는 점을 제안하며, Booms 파단 사고 예방대책 제시가 목적이고, 최근 1~2년 사이에 발생한 펌프카 기계적 결함 사고의 현황조사와 사고 특징을 분석하고, 펌프카 장비의 검사기준 및 조정원의 자격과 기능교육 기준 마련의 필요성 확인한다. 붐대의 안전성 확인하기 위해서는 선행연구의 구조적 안전성 평가와 최대응력 부위에 대한 선행연구의 유한요소 해석모델 자료를 재분석하고, 2단 붐이 타설중 가장 많은 힘을 받는지와 파괴 가능성을 확인한다. Booms의 유한요소 모델 해석 결과 펌프카는 타설 과정에서 진동으로 피로 하중을 받을 수 있다는 동적해석과 정적해석 재검토 결과 가장 취약한 부위는 2단 붐이었으며, 2st 붐은 제작단계에서 부재 두께를 증가시키고, 상단부에 철판 보강을 권장한다. 펌프카 사고를 방지하기 위해서는 제조사는 생산단계에서 2st Boom 상단에 보강판 부착이 필요하고, 정기검사 비용 현실화와 비파괴 검사를 의무 검사로 반영이 필요하다고 제언한다.

Identifying Hotspots on Freeways Using the Continuous Risk Profile With Hierarchical Clustering Analysis (계층적 군집분석 기반의 Continuous Risk Profile을 이용한 고속도로 사고취약구간 선정)

  • The Continuous Risk Profile (CRP) has been well known to be the most accurate and efficient among existing network screening methods. However, the classical CRP uses safety performance functions (SPFs) which require a huge investment to construct a database system. This study aims to suggest a new CRP method using average crash frequencies of homogeneous groups, instead of SPFs, as rescaling factors. Hierarchical clustering analysis is performed to classify freeway segments into homogeneous groups based on the data of AADT and number of lanes. Using the data from I-880 in California, the proposed method is compared to other several network screening methods. The results show that the proposed method decrease false positive rates while it does not produce any false negatives. The method developed in this study can be easily applied to screen freeway networks without any additional complex database systems, and contribute to the improvement of freeway safety management systems.

  • 전자금융거래를 포함하여 안전한 전자거래 기반 마련을 위해 1999년 7월 1일 전자서명법의 시행과 더불어 시작된 공인인증서비스는 비대칭형(공개키) 암호기술을 기반으로 하는 전자서명(Digital Signature)에 법적 효력을 부여하여, 온라인 전자결제 등 전자거래를 위한 안전한 기반을 마련하여 왔다. 그러나, 최근 정보화의 급속한 발전으로 일반인도 쉽게 해킹툴을 접할 수 있게 되어, 인터넷뱅킹 해킹사고 등 전자금융거래의 안전성이 위협을 받고 있다. 본고에서는 전자금융거래에서 중요한 역할을 담당하는 공인인증서비스의 취약점을 분석하고 공인인증서비스 안전성 강화 방안에 대하여 기술한다.

Analysis of tourist safety accidents in Jeju Area using GIS (GIS를 활용한 제주지역 관광객 안전사고 분석)

  • This study aims to analyze the accidence of tourist safety accidents in Jeju using GIS and to expand the understanding of tourist safety accidents in the Jeju area. For this purpose, the eastern part of Jeju was selected as the study area, with the research period set for the entire year of 2021. The analysis utilized data on tourist safety accidents and emergency dispatch data resulting from these accidents in Jeju throughout 2021. Based on this safety accident data, an initial analysis was conducted on the accidence of tourist safety accidents across Jeju Island. This analysis identified patterns in the occurrence of tourist safety accidents by month, time, and location. Subsequently, using spatial data, grid analysis, and overlay analysis, the study examined the status of tourist safety accidents and emergency dispatches to identify vulnerable areas. Through this GIS analysis of tourist safety accidents, the study highlights the need for preventive and responsive measures considering the activity characteristics of tourists. It emphasizes the necessity of proactive preventive measures such as inspecting tourist facilities and promoting safety accident prevention, particularly in vulnerable areas..
