Climate Change Impacts and Adaptation on Hydrological Safety Perspectives of Existing Dams (기후변화에 따른 댐의 수문학적 안전성 평가 및 적응방안 고찰)

  • Assessing the hydrological safety of existing dams against climate change and providing appropriate adaptation measures are important in terms of sustainable water supply and management. Korean major dams ensure their safety through periodic inspections and maintenance according to 'Special Act on the safety control and maintenance of establishments'. Especially when performing a full safety examination, principal engineer must assess the hydrological safety and prepare for potential risks. This study employed future probable maximum precipitation (PMP) estimated using outputs of regional climate models based on RCP4.5 and RCP8.5 greenhouse-gas emission scenarios to assess climate change impact on existing dam's future hydrological safety. The analysis period was selected from 2011 to 2040, from 2041 to 2070, and from 2071 to 2100. Evaluating the potential risk based on the future probable maximum flood (PMF) for four major dams (A, B, C, I) showed that climate change could induce increasing the overflow risk on three dams (A, B, I), although there are small differences depending on the RCP scenarios and the analysis periods. Our results suggested that dam managers should consider both non-structural measures and structural measures to adapt to the expected climate change.

  • The expressway is a key area of road networks for national industry, economics and social development. In addition, the number of lines are increasing continuously. Recently, road management policy have shown a paradigm shift to safe road, low-carbon and green etc. Nevertheless, the road condition has deteriorated dramatically by fatigue cracking, thermal cracking and weather impact. On the other hand, the budgets for highway maintenance have shrunk dramatically. In this study, an effective pavement management and maintenance process was developed to extend the pavement serviceability and pavement life to overcome the rack of budgets.

  • According to the Facility Management System (FMS) operated by the Korea Authority of Land & Infrastructure Safety, it is expected that the number of aging facilities that have been in use for more than 30 years will increase rapidly to 13.9% in 2019 and 34.5% in 2929, and end up with a social problem. In addition, with the revision of "Common Application of Seismic Design Criteria" by the Ministry of Public Administration and Security in 2017, it is mandatory to re-evaluate all existing road facilities and if necessary seismic reinforcement should be done to minimize the magnitude of earthquake damage and perform normal road functions. The seismic performance management-decision support technology currently used in seismic performance management practice in Korea only determines the earthquake-resistance reinforcement priority based on the qualitative index value for the seismic performance of individual facilities. However with this practice, normal traffic functions cannot be guaranteed. A new seismic performance management decision support technology that can provide various judgment data required for decision making is needed to overcome these shortcomings and better perform seismic performance management from a road network perspective.

가스산업시설에서의 위험성 평가분야에서 지리정보시스템의 적용

  • 우리나라는 그동안 가스산업에서 고속성장을 이룩해 왔으나, 근래에는 중대가스산업사고가 빈번하게 일어나고 있다. 그건 이유로 1996년도에는 중대산업사고 예방제도가 전면적으로 실시되고 공정안전보고서를 작성하여 제출하도록 함으로서 위험성 평가의 중요성이 점차 높아가고 있으며, 위험성 평가 기법들에 대하여 여러 연구 단체에서 연구ㆍ시도되고 있다. 또한 이러한 연구ㆍ보고된 위험성 평가 기법들을 프로그램화하고 적용하려는 시도가 많이 있어 왔다. 본 연구에서는 기존에 연구ㆍ개발된 위험성 평가 기법들에 최근 컴퓨터 산업의 발달에 힘입어 각광을 받고 있는 지리정보시스템을 적용하고자 한다. 이러한 가스산업시설의 위험성 평가 시스템은 위험성을 평가하기 위해서 필요한 여러 가지 정보들을 지리정보시스템이 속성 데이터로서 저장하고 있으나, 가스산업시설에 관련된 주변의 도면들을 공간 데이터로서 저장하고 있다. 그리고 위험성 평가 시스템의 세부적인 기능을 모듈화하였다. 우선 위에 언급한 속성 데이터와 공간 데이터를 관리하는 모듈과 이러한 데이터를 가지고 사고영향 범위를 산출해내기 위한 모듈, 그리고 산출된 사고 영향 범위를 도면에 나타내는 모듈로 나뉘어져 있다. 이렇게 지리정보시스템에 구축되어 있는 도면에 위험성을 평가한 결과치를 나타냄으로서 위험성 평가 숙련자가 아니더라도 위험성 평가를 할 수 있고 결과를 분석하도록 도와 줄 수 있도록 할 수 있다. 또한 향후 재난관리시스템에서는 도면상의 도로에 교통량 가중치와 인근 소방서와 경찰서등의 위치를 관리하도록 지리정보시스템을 적용할 수 있으면, 가스시설물 관리시스템에서는 최근 대형가스사고의 대부분이 타공사에 의한 것임을 고려하여 가스배관망을 포함하여 기타 다른 지하배관망을 관리하도록 지리정보시스템을 적용할 수 있다. (중략)램프에서 좋은 광학적 특성을 얻기 위해 가장 중요한 것은 수축이 없이 방전을 확산시키는 것이다. 이를 위해서 램프구조와 구동법을 최적화하는 것이 필요하다. 또한 기체압력을 높임으로서 Xe의 여기복사를 얻을 수 있었다. 동시에 새로운 적용영역의 가능성을 탐구하는데 있다 하겠다.[C/N]의 값을 나타내었다.다.다.화 기술, 구동방법등에 대한 기술개요와 국내외 기술동향에 대하여 소개하고자 한다.었다.다._{2}$가 0.25[wt%] 첨가된 시편의 20[.deg.C]에서의 유전상수는 16,700으로 최대값을 유전손실을 1.28[%]로 최소값을 나타내었다. 또한 모든 시편은 온도 및 주파수에 따라 유전상수가 완만하게 변화하는 유전이완 특성을 나타내었다.다.수적인 물의 양에 따른 DIAION WA30의 라세미화 효율에 관하여 실험한 결과, 물의 양이 증가할수록 그 효율은 감소하였다. DIAION WA30을 라세미화 촉매로 사용하여 아이소옥탄 내에서 라세믹 나프록센 2,2,2-트리플로로에틸 씨오에스터의 효소적 DKR 반응을 수행해 보았다. 그 결과 DIAION WA30을 사용하지 않은 경우에 비해 반응 전환율과 생성물의 광학 순도는 급격히 향상되었다. 전통적 광학분할 반응의 최대 50%라는 전환율의 제한이 본 연구에서 찾은 DIAION WA30을 첨가함으로써 성공적으로 극복되었다. 또한 고체 염기촉매인 DIAION WA30의 사용은 라세미화 촉매의 회수 및 재사용이 가능하게 해준다.해준다.다. Analysis of the Finishing Failure in the Railway Station Platform and Deduction of Improvement Plans (철도역사 승강장 연단부 마감 탈락에 대한 원인 분석 및 개선 방안)

  • The railway platform is an important facility closely related to the safety of passengers, trains, and images of railway facilities, and requires thorough facility management. However, the problem that the finishing material (plastering mortar) for the joint finishing of dissimilar materials (concrete+granite) falls off in the direction of the track at the platform podium is occurring multiple times across the country. Since these problems threaten the safety of train operation and the safety of passengers, immediate and continuous management is required. This study tried to derive improvement plans through the analysis of the drop-off problem of finishing materials occurring at the platform podium. The status of missing finishing materials for the platform podiums of about 200 railway stations and the related design and construction standards of the Korea National Railway were investigated. After that, the cause of the drop-off of the finishing material was analyzed, and as a result, it was found that the main cause was the boundary between the roadbed and the architectural process that occurred during construction. Subsequently, in connection with the derived causes and design, construction standards, (1) improvement of finishing materials or construction methods, (2) design of finishing materials that are easy to adjust height, (3) design of separate finishing methods, (4) improvement methods and durability were suggested.

A Study on the Estimation of the Design Flood for Small Catchment in Jirisan (지리산 소하천유역의 홍수량 산정에 대한 고찰)

  • The frequency of localized heavy rain is increasing due to the influence of abnormal climate that is rapidly increasing in recent years. As a result, the difficulty of safe water resource management is increasing and human and material damage is increasing. Various countermeasures are being established to reduce the damage caused by localized heavy rain, but small-scale mountain catchments are experiencing many difficulties due to the lack of a basic plan. Therefore in this study the risk of flooding was evaluated using the rainfall-runoff model in the Yu-pyeong catchment national park among national parks in Korea. As a result of the analysis, it was simulated that flooding occurred in the Yu-pyeong catchment of Mt. Jirisan when rainfall with a recurrence frequency of 50 years or more occurred, and it was confirmed that there was a high risk of structures, safety facilities and trails.

A Study on Major Safety Problems and Improvement Measures of Personal Mobility (개인형 이동장치의 안전 주요 문제점 및 개선방안 연구)

  • Purpose: The recent increased use of Personal Mobility (PM) has been accompanied by a rise in the annual number of accidents. Accordingly, the safety requirements for PM use are being strengthened, but the laws/systems, infrastructure, and management systems remain insufficient for fostering a safe environment. Therefore, this study comprehensively searches the main problems and improvement methods through a review of previous studies that are related to PM. Then the priorities according to the importance of the improvement methods are presented through the Delphi survey. Method: The research method is mainly composed of a literature study and an expert survey (Delphi survey). Prior research and improvement cases (local governments, government departments, companies, etc.) are reviewed to derive problems and improvements, and a problem/improvement classification table is created based on keywords. Based on the classification contents, an expert survey is conducted to derive a priority improvement plan. Result: The PM-related problems were in 'non-compliance with traffic laws, lack of knowledge, inexperienced operation, and lack of safety awareness' in relation to human factors, and 'device characteristics, road-drivable space, road facilities, parking facilities' in relation to physical factors. 'Management/supervision, product management, user management, education/training' as administrative factors and legal factors are divided into 'absence/sufficiency of law, confusion/duplication, reduced effectiveness'. Improvement tasks related to this include 'PM education/public relations, parking/return, road improvement, PM registration/management, insurance, safety standards, traffic standards, PM device safety, PM supplementary facilities, enforcement/management, dedicated organization, service providers, management system, and related laws/institutional improvement', and 42 detailed tasks are derived for these 14 core tasks. The results for the importance evaluation of detailed tasks show that the tasks with a high overall average for the evaluation items of cost, time, effect, urgency, and feasibility were 'strengthening crackdown/instruction activities, education publicity/campaign, truancy PM management, and clarification of traffic rules'. Conclusion: The PM market is experiencing gradual growth based on shared services and a safe environment for PM use must be ensured along with industrial revitalization. In this respect, this study seeks out the major problems and improvement plans related to PM from a comprehensive point of view and prioritizes the necessary improvement measures. Therefore, it can serve as a basis of data for future policy establishment. In the future, in-depth data supplementation will be required for each key improvement area for practical policy application.

The development of a GIS-based gas accident management system (GIS 기반의 가스사고 관리시스템 개발에 대한 연구)

  • Nowadays the gas utilities has been increasing constantly due to the expansion of the urban areas. The gas utility companies have adopted GIS technologies and been trying to computerize the management system for gas facilities to maintain up-to-dated information to forecast possible accidents and to minimize the casualties from the accidents. The major objective of this study is to develop a GIS-based gas accident management system which could facilitate early response and alternatives in the cases of the accidents. The system is able to provide the information for the pipes to be closed followed by selecting the location of the accident, and search all the relevant values connected to the location to provide all the information to minimize the casualties. In addition to that, the system can calculated the remaining amount of the gas in the pipes closed from the accident thereby providing more safer alternatives. In the future, more practical method needs to be made such as GPS-linked more integrated gas accident management system.

  • A controller who is responsible for visitor's safety makes a decision about measures for visitor safety in human-based decision making process. Many potential accidents that are caused by human error lurk in results of the process. The accidents can be decreased by changing the decision making process from human-based into technology-based. Technology-based decision making process can catch a controller's attention through data filtering, alarm filtering, and so on. So, the controller can get information on occurrence of an unforeseen accident pro-actively. Development of 3D SICS is caused of this needs. This paper shows a methodology of this research, results of up to now, study plan of next year, and contribution of 3D SICS development.

Study on Subsurface Collapse of Road Surface and Cavity Search in Urban Area (도심지 노면하부 지반함몰 및 공동탐사 사례 연구)

  • Recently, road cave-ins, also referred to as ground sinking, have become a problem in urban environments. Public utility facilities such as sewage pipelines, communications pipes, gas pipes, power cables, and other types of underground structures are installed below the roads. It was reported that cave-ins are caused by the aging and lack of proper maintenance of underground facilities, as well as by construction problems. A road cave-in is first initiated by the formation of cavities typically induced by the breakage of underground pipelines. The cavities then grow and reach the base of the pavement. The traffic load applied at the surface of the roads causes an abrupt plastic deformation. This type of accident can be considered as a type of disaster. A road cave-in can threaten both human safety and the economy. It may even result in the loss of human life. In the city of Seoul, efforts to prevent damage before cave-ins occur have been prioritized, through a method of discovering and repairing joints through the 3D GPR survey.
