Development of Fender Segmentation System for Port Structures using Vision Sensor and Deep Learning (비전센서 및 딥러닝을 이용한 항만구조물 방충설비 세분화 시스템 개발)

  • As port structures are exposed to various extreme external loads such as wind (typhoons), sea waves, or collision with ships; it is important to evaluate the structural safety periodically. To monitor the port structure, especially the rubber fender, a fender segmentation system using a vision sensor and deep learning method has been proposed in this study. For fender segmentation, a new deep learning network that improves the encoder-decoder framework with the receptive field block convolution module inspired by the eccentric function of the human visual system into the DenseNet format has been proposed. In order to train the network, various fender images such as BP, V, cell, cylindrical, and tire-types have been collected, and the images are augmented by applying four augmentation methods such as elastic distortion, horizontal flip, color jitter, and affine transforms. The proposed algorithm has been trained and verified with the collected various types of fender images, and the performance results showed that the system precisely segmented in real time with high IoU rate (84%) and F1 score (90%) in comparison with the conventional segmentation model, VGG16 with U-net. The trained network has been applied to the real images taken at one port in Republic of Korea, and found that the fenders are segmented with high accuracy even with a small dataset.

  • 하천 시설물은 홍수시 혹은 비상시 운영할 수 있는 경보시스템이나 관리지침 등의 마련이 필수적임에도 불구하고, 현재까지 가동보 시설물에 대한 비상시 운영 메뉴얼 및 경보시스템이 구축되지 못한 실정이다. 4대강 살리기 사업이나 하천정비사업과 같은 대표적인 하천관련 사업에서 단순한 하천 이 치수 목적뿐만 아니라 소수력 발전, 친수공간조성 등의 다목적 활용을 위하여 가동보 설치 사업이 다수 수행되었으며, 현재 국내 하천에 약 1,200여개의 가동보가 설치 운영되고 있다. 이와 같이 다목적 활용을 위하여 가동보의 수요가 급증하는데 반해, 각 설치 현장 상황에 적합한 가동보 운영지침이나 비상경보시스템이 구축되지 못한 실정이며, 적절한 지침 없이 관행적인 가동보 방류로 인한 물놀이 안전사고나 인명피해가 속출하고 있는 실정이다. 2012년 11월에는 하천 제수변 공사를 위해 전주천에 설치한 가동보를 임시적으로 방류하였는데, 하류측의 안전을 확인하지 않고 관행적으로 가동보를 방류하였고, 경보시스템의 부재로 인하여 가동보 하류측 징검다리를 건너는 유치원생들이 급류에 휩쓸리는 사고가 발생하였고, 최근 2014년 5월에는 수원시에 위치한 원천저수지 여수로 둑에 설치된 가로 34m 높이 1.6m 크기의 가동보가 공기압축기의 오작동으로 인하여 보 높이가 낮아지면서 약 30분 원천저수지 하류의 원천리천에 갑자기 무리 불어나 산책로가 침수되고 인근에 산책하던 주민들이 휩쓸려 떠내려가는 사고가 발생하였다. 해외에서도 가동보 운영 미숙으로 인하여 인명사고가 발생하는데, 2008년 11월 호주에서는 하류측 상황 점검이나 경고 방송 없이 가동보를 도복시켜 4살 여아가 급류에 사망하는 사고가 발생하였다. 국외의 경우에는, 상류측 홍수 수위나 하류측 역류 수위를 조절하기 위하여 가동보의 높이를 제어하는 시스템을 구비하고 있지만 이러한 시스템 역시 단순한 수위조절 기능으로서 가동보의 방류량을 제어하지 못하는 실정이다. 가동보를 운영하기 위한 조작시스템은 국내의 경우, 조작실의 조작판넬을 이용하여 가동보의 기립/도복 조작이나 원격 조작 기능과 같은 단순기능만을 구비하고 있어 가동보 방류시 하류측의 범람 피해를 야기하고 있다. 본 연구에서는 가동보 방류에 의한 하류측 범람 피해를 최소화하기 위하여 (1) 가동보 도복에 의한 방류량 산정 알고리즘을 개발하고, (2) 방류량에 따른 하류측 수위상승 범위 예측 기법을 개발하고, (3) 가동보 도복 속도를 제어하는 방류량 제어시스템을 개발하고, (4) 가동보 방류에 의한 비상경보시스템을 개발하였다.

  • The Under Space Integrated Map has been constructed consistently from '15 construction projects until the present time in an effort to implement the "ground sinking prevention method" for the purpose of strengthening underground safety management. The constructed Under Space Integrated Map is utilized to provide information to the person in charge at local government through application of the system of underground information based on the administrative network and to deliver this to specialized underground-safety-effects -evaluation organizations through map extraction based on a floor plan. It suffers from a limitation in its practical use, however, since information is only provided, without promoting a separate renewal project. Although in Section 1 of Article 42 in the Special Law Concerning Underground Safety Management the content pertaining to submission obligations of completion drawings related to underground information including change and renewal are stated explicitly in order to solve this problem, submission is not sufficient since a submission window based only on the administrative network is operated. Accordingly, the Ministry of Land, Infrastructure, and Transport constructed an online system for submitting completion drawings, in an attempt to change the method by which entities involved in underground development directly submitted completion drawings. In this study, a DB standard relating to submitting completion drawings was designed and applied in order to construct an auto-renewal system based on submitted completion drawings, which will be extended to cover the range to underground structures hereafter.

  • The Ministry of Construction and Transportation has estimated the reconsideration of economy in construction and the dullness of LCC forcast method which supports decision-marking in safety and maintenance of buildings. So, they have introduced LCC analysis method in steps of a feasibility study and design. Because of the introduction of LCC analysis process and method, it would be possible to make a logical decision from management maintenance, estimation, user point of view. In this study, it would bepossible to show a plan and alternative of design factors and structure in one building by using LCC analysis method and to compare and analyze the reduction of life circle cost bi the elapsed time.

  • The facilities of electric power plant which were constructed in and after the 1960's are superannuated in these days. We are expanding them applying an incressary to secure a safe plan for them. In this study, for a feasibility of management plan in electric power structure, a RC test prame was manufactured for monitoring and calculation of variation using close range photogrammetry. On the basis of this data, monitoring and calculating of variation in soil wall building site were carried out. Also a survey and analysis of a influence which occured to a structure near by exactitude site. All of these afford data for a management plan in electric power structure.

  • Purpose: The Serious Civil Accidents consist of the public use facilities, the public transports, and the material and its products. According to the Serious Civil Accidents of the Serious Accidents Punishment Act, it must be constructed the safety and health management framework and execution system. In this study. we are design the model of the Serous Civil Accidents management and action system. Method: Firstly, we review from 8th article to 11th article of the enforcement ordinance of the Serious Accidents Punishment Act. From the articles, we design the visual and structural management system supporting the Act. Result: The Serious Civil Accidents apply to the system is consisted of 6 monitoring modules and 4 kinds DB modules. Conclusion: The Serious Civil Accidents are managed by the private enterprises, local governments, and public institutions. Specially, the CEO of restaurants, cafes, et al, do not know the detail information related to the Act. Also in case of the local governments, there are many facilities related the Act. It is not easy to the construct the management framework of the Act. This study provides the simple management structure for the Act.

  • Collapse of a huge structural material has brought about enormous loss of lives and property. Every construction may be destroyed by the nature's power and careless mistake of human as well as its own defect. So a great number of concern and detailed managing technique are demanded not in constructing work but also in management of constructed material. The Interest of construction safety has Increased rapidly and a plenty of effort has been attempted to manage systematically. In this study, the use of FM(Facilities Management) as a branch of GSIS(Geo-spatial Information System) was developed to offer the users convenient managing achievement and establishment of history managing system in the bridge management system. This study accomplished dividing all information of images, photos, drawing and etc. into their items of time, material and the person in charge, and developed to stue and maintain those items in database. Related database which is composed of recording of check, retrieving and adding the data was accomplished to an easy access of database, and by using these data as output for example images, m display, report and hard copy, this system was proved to help manage efficiently in bridge management system.

  • The purpose of this study is to examine the problem of BTL(Build Transfer Lease) projects through comparative analysis on running costs, focusing on primary school, junior and senior high school education facilities, and then to provide useful information on the estimation of running costs by suggesting valid cost criteria. For this, eight schools from A and B consulting firms were sampled from capital region and other areas. Sampled schools were classified into four categories according to school grade, and running cost data are collected and analyzed from relative view points. The results of this study are as follows: 1) running costs which are analyzed by categories show some difference among sub-items, 2) major problems related to running cost prediction of BTL projects are revealed and improvement schemes are suggested for two groups (Owner and Project applicants).

  • A indoor hydrant proportioner that is installed as fire extinction equipment when a fire breaks out in a building plays a vital role for a fire extinction at an early stage. The indoor waterproof hydrant proportioner installed currently can function in case of fire as fire extinction equipment only when it can maintain proper waterproof pressure meeting the standards stipulated in NFSC. The results of the survey on the waterproof pressure of the indoor hydrant proportioner installed in most buildings showed that the waterproof pressure installed inside the buildings was higher than the agreed level suggested by NFSC, which is very desirable state and is regarded as the results of fire facilities being maintained and managed by regular fire inspections. It is thought that the safety management of fire extinction facilities should be kept up both regularly and steadily through TAB.
