Plans for Improvement of Laws and Systems to Promote Independent Living of Child Discharged from out-of-home Care (보호종료아동의 자립증진을 위한 법률 및 제도 개선방안)

  • The purpose of this study is first to analyze domestic laws and systems related to independent living of child discharged from out-of-home care, second to conduct and analyze a survey on current status of child discharged from out-of-home care, and third to present plans for improvement of laws and systems to promote independent living of child discharged from out-of-home care. In this study, first, laws and systems related to independent living of child discharged from out-of-home care in Korea were analyzed. Second, a survey was conducted on the status of child discharged from out-of-home care, and the results were analyzed. With cooperation of Korea Child Welfare Association, Korea Child and Youth Group Home Council, and the Central Foster Support Center, a survey was conducted on 251 children discharged from out-of-home care, and the results were analyzed. Third, plans for improvement of laws and systems to promote independent living of child discharged from out-of-home care were presented.

  • Almost 18,000 children were protected in 285 residential facilities all over the country in 2008 in Korea. The recent trends of the residential care include downsizing, and emphasizing independent living programs for aging out youths. Since the 1990s when the active research on the children in residential facilities has begun, the study focus has extended to the issues of developmental status and outcomes of the children, and recently, to the independency of the youths discharged from the facilities. The practical and policy issues are development of therapeutic programs for the children in care, increase of counseling staff, extension of programs for restoring children's relationship with their families, and planning of various policies to support the independence of discharged youths.

A Study on the Solution of Child Abuse Problems Appearing in Social Problems (사회문제에 나타난 아동학대문제의 해결방안에 관한 연구)

  • This study is to see the problem of child abuse as a social problem and sees that the society as a whole needs to find a solution and suggest solutions. The results of this study are as follows. First, legal supplement should be given priority. This can be solved through legal amendments to relevant laws and legislative amendments. Second, institutional complement should be done. Physical and psychological treatment is more urgent for school children than school education for victim child. In the future, children's welfare facilities should be expanded to include child counseling centers for children who are living in homes rather than nursing homes but who have problematic behaviors and treatment facilities for children who need professional treatment. Third, measures should be taken against abused children. Results of action for affected children include home care, separation protection, home return, and death.

Differences between Institutionalized and Home-reared Children in Social Skills and Affective Perspective Taking (시설보호 아동과 일반아동의 사회적 기술 정서조망 능력의 비교)

  • This study compared the social skills and affective perspective taking of institutionalized and home-reared children. The subjects were 59 institutionalized and 60 home-reared children in Seoul. Results showed that institutionalized children were lower in cooperation, self-assertion and self-control than home-reared children. Institutionalized children were lower in delight, sadness, fear, and anger than home-reared children. As skills in self-control increased, the level of affective perspective taking about fear increased.

  • 2005년도의 경우 보호를 필요로 하는 아동이 8,468명 발생하여 4,818명(51.1%)이 시설에서 보호를 받고 1,873여명은 입양(19.9%), 407명은 소년소녀가정(4.3%), 그리고 나머지 2,322명(24.6%)정도만이 가정위탁 되어 지고 있다. 매년 위탁가정과 아동이 증가하고 있으며, 소년소녀가정 세대의 전환여부에 따라 지역별로 많은 차이가 있다.

A Study on the Inhibiting Factors of Case Management in Child Welfare Facilities (아동복지시설 사례관리수행 저해요인에 관한 연구)

  • The purpose of this study is to investigate the effectiveness of case management in child welfare facilities to determine what the inhibiting factors as well as complementary factors are. For this purpose, data from 181 workers in community children's centers and 96 workers in child protection agencies and foster care centers were analyzed, the analyzed by using SPSS 21.0 program. In the case of community children's center interpersonal skills, case management guidelines, super vision, and network utilization were the influential factors while in other child welfare facilities, personal inhibitory factors, social welfare work experience, case management experience, and network utilization were the affecting factors. The implications reveal that social welfare practice should enhance the interpersonal skills of the workers, strengthen the supervision system, and provide a clear case management guideline. It is also important to set up a network of all local child welfare facilities and strengthen cooperation and mutual support among the institutions within the network.

The relationship between social capital of adolescents in out-of-home care and their self-reliance: Focusing on the mediating effects of school adjustment (가정외보호청소년의 사회적자본이 학교적응을 매개로 자립의지에 미치는 영향)

  • The objective of this study was to examine the mediating effects of school adjustment on the relationship between social capital and self-reliance of adolescents in out-of-home care(institutional care, foster care, and group homes). For this study, a total of 358 middle and high school students(13 to 19 years) were recruited among adolescents in care nationwide. Collected data were analyzed by using the structural equation modeling analysis. A bootstrapping method was utilized to examine the mediating effects. The results showed that social capital of the adolescents in out-of-home care was not directly related to self-reliance. However, complete mediation was found through school adjustment in the relationship between social capital and self-reliance. This indicates that social capital of the adolescents in care was significantly related to self-reliance only through school adjustment. Based on the results, policy and practice implications for increasing the levels of social capital, school adjustment, and self-reliance of adolescents in care were discussed.

Development and Evaluation of Family Life Education Program for Children of Institutionalized Single-Mother families (모자보호시설 아동을 위한 교육 프로그램 개발 및 평가)

  • The purpose of this study is to develop and evaluate a family life education program for children of institutionalized single-mother famines. Based on the strong family perspective and empirical research in this field, the program was developed to enhance children's self-esteem and social ability, and to help children accept diverse family patterns. The program consists of four 60-minute sessions. Ten children and their mothers in two institutions for single-mother families participated in this program. The results of program evaluation revealed that this program was helpful for promoting children's personality development and strengthening their family life of institutionalized single-mother famines. Conclusions and implications are discussed.

Internal Locus of Control and Behavior Problems of Institutionalized Children : Mediating Effect of Ego-resilience (시설보호 아동의 내적 통제소재와 행동문제 간의 관계에서 자아탄력성의 매개효과)

  • This study explored relationships between internal locus of control, ego-resilience, and behavior problems including effects of ego-resilience as mediating variables of behavior problems in 135 institutionalized children. Instruments were the Locus of Control (Min, 1999) and Ego-resilience (Yoon et al. 2001) scales and Korea-Child Behavior Checklist (Oh et al., 1997). Locus of control was administered to the children; ego-resilience and behavior problems were rated by teachers. Findings were that (1) internal locus of control related positively to ego-resilience and negatively to behavior problems; ego-resilience related negatively to behavior problems. (2) Effects of internal locus of control on behavior problems were mediated by ego-resilience; ego-resilience sub-factors of peer relationships and comprehension ability mediated relationships between internal locus of control and behavior problems.

Emotional Intelligence, Social Competence and School Life Satisfaction Among Institutionalized and Home Reared Children (시설보호 아동과 일반가정 아동의 정서지능, 사회적 능력, 학교생활만족도와의 관계)

  • The purpose of this study was to examine differences in emotional intelligence, social competence and school life satisfaction between institutionalized and home reared children. In total, 584 grade 4, 5, and 6 students were used for this study, 305 of which were institutionalized and 279 home reared. Collected data were subjected to descriptive and comparative statistical analysis. Significant differences were found in emotional intelligence, social competence and school life satisfaction between institutionalized and home reared children. Positive correlations were established among emotional intelligence, social competence and school life satisfaction for both groups of children.
