The purpose of this study is to analyze the adequacy of product qualification criteria through Monte-Carlo simulation and association rule analysis. We first surveyed the similar procurement systems, then we simulated the bid situation that randomly generated several vendors participated in a bid, and they obtained the score according to the product qualification criteria's judgement area. Then, the company with the highest score will win the bid, and further analysis was performed in terms of performance indicator and satisfaction ratio. The results of this study can be summarized as follows; Although the items related to the credibility accounted for the largest number items, it did not affect the actual bid results. It was analyzed that it is desirable to increase the allocation points in the area of business status and technical capability review than the current one.

ICC Banking Commission have approved the new version of ISBP for UCP 600(Publication 745) on April 17, 2013. This is called the ISBP 745. This revised version of ISBP includes a lot of shipping documents including bill of exchange. These shipping documents stated in the ISBP 745, especially the certificate of origin is the document necessary for carrying out the customs formalities in FTA era. Particularly, practitioners such as bankers, buyers and sellers, lawyers, freight forwarders and carriers in import and export transactions have to know the UCP 600 and ISBP 745 (2013) thoroughly in order to avoid the disputes due to discrepancies of the documents with the terms and conditions of the credit. The purpose of this article is to reduce the disputes occurred in the credit transaction by providing the examination criteria and case study of the certificate of origin in ISBP 745.

원자로 압력용기는 원자력발전소의 일차 압력경계를 구성하는 핵심 부품으로 이의 건전성은 원전의 안전성과 수명관리에 결정적인 영향을 미친다. 탄소강으로 구성된 압력용기는 노심에 근접하게 위치하여 운전중 계속되는 고속중성자 조사로 인하여 인성이 감소한다. 운전중 비상노심 냉각수가 주입되어 압력용기가 급격하게 냉각되면서 압력이 높게 유지되거나 재가압이 되는 가압열충격 현상이 발생하는 경우 조사취화된 압력용기가 적절한 안전여유를 가지지 못할 수도 있다. USNRC에서는 이에 대한 종합적인 연구결과를 바탕으로 가압열충격 규정을 제정하여 가압열충격 기준온도(RT$_{PTS}$)의 계산 방법과 심사기준온도를 제시하였다. 가압열충격 심사기준온도의 결정근거가 기술되어 있는 SECY 82-465에 의하면 축방향 용접부에 대한 위험도를 평가하여 270℉를 심사기준온도로 정하고 원주방향 용접부에 대해서는 30℉를 더하여 300℉를 심사기준온도로 제시하였다. 이 연구에서는 이렇게 제정된 원주방향 용접부에 대한 심사기준온도의 적정성을 평가하기 위하여 균열방향에 따른 가압열충격 위험도를 VISA-II 코드로 평가하였다. 우선 가압열충격 기준온도 제정 시 사용된 방법과 결과들을 검토하고 NRC의 계산결과를 재현하였다. 이를 바탕으로 원주방향 용접부에 대한 위험도를 평가한 결과 균열방향의 차이를 고려하기 위해 적용된 기술적 여유도인 30℉는 과도한 보수성을 내포하고 있음을 알 수 있었다. 원주방향 용접부가 축방향 용접부와 동일한 수준의 가압열충격 위험도를 가지기 위한 심사기준온도 차이는 50℉ 이상인 것으로 평가되었다.을 수 있었다.ngineering because this field has large uncertainties on predicting the effect of earthquake on structures. These days, good-quality multimedia educational data are exceedingly needed for ICT(Information and Communication Technology)-based instruction in elementary and secondary schools. In order to produce high quality multimedia educational data, it is important to design a series of development process and conduct a coherent examination. This paper presents a process of developing multimedia educational data and provides systematic assessment standards with respect to each step in which an evaluation is required. The step-by-step assessment standards may serve as a guideline in managing and monitoring the entire developmental process of multimedia educational data.

그동안 열처리기술 경기대회는 열처리공업 협동조합의 주관으로 치루어졌었는데, 올해에는 처음으로 한국열처리공학회에서 주관하여 치루게 되었다. 경기종목과 경기요령은 기존의 방법을 거의 그대로 사용하였고, 평가항목과 심사기준도 일부 변경하기는 하였지만 대부분 그대로 적용하였다. 경기종목 선정과 분석결과에 대하여 일부 논란이 있었지만 현실적으로 주어진 여건하에서 국내 열처리업체의 기술수준을 평가할 종목선정에 제한적일 수 밖에 없었으나, 앞으로 새로운 종목의 발굴도 필요하리라 사료된다. 또한 평가항목의 심사기준도 좀더 면밀히 검토하여 업체의 기술수준이 드러나도록 심사기준의 설정이 요구된다. 비록 완전하게 치루어진 경기대회라고 평가할 수는 없지만 그래도 객관적이고도 공평한 분석으로 평가가 이루어지도록 노력하였고, 차후로는 더욱 섬세하고 객관적인 평가항목으로 공정한 평가가 이루어지도록 배전의 노력을 기울여야 할 것으로 사료된다. 끝으로 이러한 열처리기술 경기대회를 통하여 국내열처리업계의 기술수준이 조금이나마 제고되는 기회가 되길 바라며, 열처리업계의 적극적인 참여를 바라마지 않는다.

조달청은 중소건설업체의 입찰부담을 완화하고 입찰 경쟁성을 높이기 위해 집행기준을 개정하고 1월 16일 시행에 들어갔다. 개정된 시설공사 집행기준은 적격심사 경영상태 평가기준 완화, 기술개발투자비율 평기기준 완화 등을 담고 있다.
