Organizational 'Rules' that Impede or Promote Effective Social Work Practice: How Social Workers Are Affected by the Rules (사회복지기관의 '숨은 규칙' 확인 및 그 영향력 측정을 통한 사회복지실천 내실화 방안)

  • Social workers' behaviors in their organizations are governed not only by explicit rules but by implicit rules. This study aimed to measure the extent that the implicit rules exist in social work agencies, and to assess the impact of the implicit rules on the degree of social workers' devotion, burnout, and satisfaction in their own work places. This study also endeavored to search any sort of sanctions that agencies apply against workers who refused to follow implicit rules in their organizations, along with any harms and/or benefits which organizations may experience according to the extent that the implicit rules exist. The results showed that the implicit rules do not exist so much in social work agencies in Korea. Not so many sanctions in the organizations were not found against workers who violated the implicit rules. The amount of implicit rules, however, affected the degree of damages that organizations sustained. The more implicit rules exist in the organizations, the higher was the level of social workers' devotion, burnout, and dissatisfaction in the work places. The impact of implicit rules was powerful in a few areas of work. That is, social workers were required to do whatever things at hand rather than carrying out professional tasks only. Social workers were also asked to stay way beyond the closing hour. The explicit rules were dominant in the area concerned with social work ethics. Some strategies to substantiate social work practice were suggested on the basis of careful examination of the powerful implicit rules.

Die Fahrlässigkeit im medizinischen Behandlungsfehler (의료사고에 있어서 과실 - 과실판단에 대한 판례의 태도를 중심으로-)

  • $F{\ddot{u}}r$ den Schadensersatzhaftung des Arztes, sog. die Arzthaftung, ist es vornehmlich vorauszusetzen: die $Sch{\ddot{a}}digungsbehandlung$ des Arztes, die Rechtswidrigkeit und das Verschulden. Zur Problematik der $Fahrl{\ddot{a}}ssigkeit$ in der Stufe des Verschuldens handelt sich es in dieser Beitrag um die Kritisierung der Rechtsprechung. $F{\ddot{u}}r$ die Entscheidung des Verschulden im medizinischen Fehler kommt es darauf an, ob die Sorgfaltspflicht des Arztes verletzt wird. $Daf{\ddot{u}}r$ wird der medizinische Standard rekurriert, den die Rechtsprechung nicht aus materieller, sondern aus normativer Sicht begreift. Erstaunlich $un{\ddot{u}}bereinstimmend$ mit deren Leitsatz wird der medizinische Standard als $Ma{\ss}stab$ der Sorgfaltspflicht materiell - zutreffend nur im Ergebnis - behandelt. Die Sorgfaltspflicht in der Medizin bedeutet nicht die natur-wissenschaftliche Erkenntnisse, sondern eine "Best-$M{\ddot{u}}ssen$" Pflicht. Demnach ist der Standpunkt der Rechtsprechung, wonach den med. Standard normativ bewertet und die Sorgfaltspflicht darduch wieder normativ entscheidet, nicht anders als eine $w{\ddot{o}}rtliche$ Wiederholung. Die Arzthaftung in der Rechtsprechung ist aufgrund mit der Verneinung von der Sorgfaltspflichtverletzung nicht angenommen, welche in der Tat jedoch aus verschiedenen $Gr{\ddot{u}}nden$, wie die Rechtswidrigkeit, die $Fahrl{\ddot{a}}ssigkeit$ oder $Kausalit{\ddot{a}}t$, nicht angenommen. Der $Fahrl{\ddot{a}}ssigkeitsbeweis$ in der Rechtsprechung entwickelt sich mit dem Beweis nach objektivem $Ma{\ss}stab$, der Vermutung nach Anschein-Beweis und der $Beschr{\ddot{a}}nkung$ mit der Wahrscheinlichkeit. Bei Letzterem $geh{\ddot{o}}rt$ es $schlie{\ss}lich$ zum medizinischen Bereich. Ein Eintritt in den fachliche Bereich im Rahmen der Beweislast stellt der Beweiserleichterung $gegen{\ddot{u}}ber$. Aus diesem Hintergrund ist ${\S}630$ h Abs. 5 BGB bemerkenswert, wonach das Vorliegen eines groben Behandlungsfehler $regelm{\ddot{a}}{\ss}ig$ zur Vermutung von der $Kausalit{\ddot{a}}tszusammenhang$ $f{\ddot{u}}hrt$. Dieser Paragraph ist inhaltlich als Beweislastumkehr angesehen. Damit ist es von Nutzen im Fall des groben Fehler, der beim - elementaren - kunstgerechten Verhalten nicht entstanden $h{\ddot{a}}tte$, wie $Hygienem{\ddot{a}}ngel$, ${\ddot{U}}berdosierung$ des Narkotikum.

Predictors of Life Satisfaction among Older Adults in S. Korea: Differences by Education Level (한국노인의 교육수준별 생활만족 결정요인: 사회적 관계 및 참여, 건강을 중심으로)

  • As S. Korea is aging faster than any other industrialized countries, there exists a need to understand how best to improve the quality of life of the elders. The main purpose of this study is to examine the predictors of life satisfaction in the nationally representative sample of adults aged 65 and older (n=4,155) drawn from the Wave I (2006) of the Korean Longitudinal Study on Aging. Hierarchical multiple regression analysis was run to assess the unique explanatory contribution of socio-demographics, social network, activity participation, and physical/psychological health on the life satisfaction. Three separate analyses were undertaken to note differences by education level: older adults with no formal education, those who had completed 9th grade, and those who had completed 12th grade and more. There are three main findings: 1) Physical/psychological health variables such as subjective health, regular exercise, and depression were significant predictors of life satisfaction regardless of education level; 2) While social network and activity participation factors influence life satisfaction of the two lower education groups, such factors don't affect the highest education group; 3) Marital status, household income, and location of residence were significant demographic predictors of life satisfaction regardless of education level. Implications for program development and policy are discussed in this paper.

  • This paper intends to set up a standard sets of indicators based on system-orientor framework, in assuming urban place as a self-organizing system within which several subsystems are interlinked together. Also, The application guideline composed of normative-analytical-practical dimensions, is proposed how to put into practice a standard set of indicators according to the regional characteristics. In practice, Seongnam in Gyeonggi Province in Korea and St. Paul in Minnesota in US are selected for case studies in order to measure and evaluate urban sustainability. Both data availability for measured variables and establishment of minimum level and satisfactory level of sustainability are requested for furthermore researches.

시선집중, 선진안전사업장 - 근로자가의 안전보건 확보가 경영의 최우선 가치, 한국토지주택공사

  • 경기도 성남시 분당구에 위치한 한국토지주택공사는 지난 2009년 10월 대한주택공사와 한국토지공사가 통합하고, 국가가 자본금 전액을 출자해 출범한 공기업이다. 한국주택공사는 전국의 300여 개의 사업장에서 주택 공급, 신도시 개발 등 국민들의 주거생활 향상과 국토 이용의 효율성을 높이기 위한 다양한 활동에 나서고 있다. 특히 주택 공급 분양과 관련해서는 보금자리 주택 건축 사업을 담당하면서 국민주거 수준을 높이는 역할을 톡톡히 수행하고 있다. 이를 구체적으로 살펴보면 한국토지주택공사는 2018년까지 150만호의 보금자리 주택을 공급한다는 목표를 세워 실천해 나가고 있다. 또 신도시 개발 분야에서는 세종시를 비롯해 부산, 대구 등의 혁신도시 개발 업무를 맡고 있기도 하다. 이처럼 국민주거 수준을 높이고 도시에 숨결을 불어넣는 막중한 업무를 진행함에 있어 근로자의 안전 보건은 경영의 최우선 가치로 여겨지고 있다. 여기에 더해 전국 본사와 33개 지역본부, 사업본부 및 사업단과 7천여 명의 임직원으로 구성된 거대한 조직이라는 점에서 이곳이 안전관리는 전국 안전인들의 남다른 관심을 받고 있다. 아울러 최근 전 직원의 안전보건 관련사항을 체계적으로 관리할 수 있는 안전보건시스템 개발이 한창 진행 중에 있어 더욱 뜨거운 화제가 되고 있다. 근로자의 안전보건을 밑바탕으로 국토 관리의 중추적인 역할을 담당하고 있는 한국토지주택공사를 찾아가 봤다.

Culinary Employees' Sanitation Management Practice Levels According to Dietitians' Sanitation Training Performance in the Institutional Foodservice Industry in the Chungbuk Province (충북지역 단체급식 영양사의 위생교육 실행 수준에 따른 조리종사자의 위생관리 실천 수준)

  • The purpose of our study was to examine the effects of dietitians' sanitation training performance on the sanitation knowledge and management practice level of culinary employees. We developed a questionnaire to measure the sanitation knowledge and management practice level of culinary employees and the sanitation training performance of dietitians. The questionnaire was completed by 53 dietitians and 337 culinary employees working in food service in the Chungbuk Province. We found that the sanitation training performance of dietitians had a significant positive affect on the sanitation knowledge and management practice level of culinary employees. There was also a correlation between sanitation knowledge and the management practice level of culinary employees. We conclude that sanitation training performance by dietitians is an effective method of improving the sanitation knowledge and management practice level of culinary employees. Thus, we suggest strengthening the sanitation training programs given by dietitians to improve food hygiene and safety in the foodservice industry.

Hierarchy concept embedded in the Baekdoodaegan system (백두대간 체계 안에 내재되어 있는 위계 개념)

  • A hierarchy is defined as a system wherein its parts are interconnected with one another and the lower levels are constrained by the higher levels to various degrees, depending on the time constraints of the behavior. We illustrate that the concept of hierarchy is identified in the Baekdoodaegan frame, and that the Korean national area was hierarchically divided into many watersheds in many old maps. The Baekdoodaegan and Jeongmack were consistent with the hierarchy of climatic as well as spatial variables. It is evident from an old map that the concept was coined as early as in 1402. A typical configuration of Korean landscape, which was developed in the arrangement of village and surrounding landscape elements situated in a watershed, may be associated with the hierarchical approach to land and culture. Although current practices based on the concept are meaningful, further diverse studies are needed to improve ideas.

  • This study aimed to examine disabled women to determine whether differences existed in parenting stress, resilience, social support, and parenting competency based on the disability type using an latent means analysis. The research data was sampled from 167 mentally disabled women and 132 physically disabled women. Parenting stress and social support had higher latent means in the mentally disabled women. Parenting competence and resilience had higher latent means in the physically disabled women. The results of this study suggested that differentiated, practical intervention approaches should be implemented for each disability type.

  • 본 연구에서는 사회복지시설에 근무하고 있는 사회복지사의 직무만족도에 영향을 미치는 개인적 요인과 조직요인의 주요변수를 검증하여 사회복지사의 직무만족도를 높일 수 있는 정책적, 실천적 방안을 모색하기 위해 진행되었다. 분석자료는 2017년 사회복지 종사자의 보수수준 및 근로여건 실태조사 패널데이터 중 사회복지사 자격증을 갖고 근무하고 있는 사회복지사 8,075명을 분석에 사용하였다. 분석결과, 첫째, 사회복지사의 직무만족도는 보통이상(3.40점)이었다. 둘째, 사회복지사의 직무만족도에 영향을 미치는 개인적 요인으로 성별, 연령대, 결혼지위, 이직의도로 나타났고, 조직요인으로 총 보수액, 노동강도 대비 보수수준, 인권보장정도, 시설안전도, 시설유형 변인이 유의미한 영향을 미치는 것으로 분석되었다.

  • 최근 모바일·임베디드 시스템의 품질 향상 노력의 일환으로 하드웨어보다 소프트웨어 개발에 더 관심을 가지며 비중 또한 증가하고 있다. 모바일·임베디드 소프트웨어는 특정 목적을 위해 개발되는 특성으로 인하여 표준화된 개발 프로세스 없이 개발되는 경우가 많다. 또는 기업 자체 개발 방법론으로 개발하거나 알려진 임베디드 소프트웨어 개발방법론으로 개발하기도 한다. 하지만 잦은 요구사항 변경과 시스템의 결함 등 프로젝트의 실패는 줄어들지 않고, 이에 대한 해결책으로 본 논문에서는 모바일·임베디드 개발 프로세스의 개선으로 품질향상이 필요하다고 주장한다. 소프트웨어 프로세스에 있어서 대기업에서는 CMMI 수준 달성을 위한 노력을 꾀하고 있다. 하지만 이 모델은 일반 중소규모 기업에 적용하기에는 부담이 너무 크다는 단점이 있고 비용 또한 만만치 않다. 이에 본 논문에서는 XP의 실천사항을 바탕으로 모바일 임베디드 소프트웨어 개발 프로세스 개선을 위한 프레임워크를 제안한다. 이를 통해 모바일·임베디드 소프트웨어 개발 기업은 제품 품질 향상과 함께 CMMI 수준 달성에 기여·활용하게 된다.
