A Study on the Performance Evaluation of Effectiveness and Satisfaction of Veteran Medical Service Delivery System : Focused on the Perspective of Provider and Beneficiary (보훈의료서비스 전달체계의 효과성과 만족도에 관한 성과평가 연구 : 공급자 측면과 수요자 측면을 중심으로)

  • This study examines determining factors of effectiveness and satisfaction of Veteran Medical Service Delivery System. Especially, the association between the relevant variables of the effectiveness of the Veteran Medical Service Delivery System and the variables of the satisfaction from the perspective of beneficiaries was studied. Multi-level analysis was utilized to separate results of the evaluation of effectiveness in organizational-level and the evaluation of satisfaction in individual-level. This study tests key posited hypothesis by using survey data collected from 5 medical center of country(Seoul, Busan, Daejeon, Daegu, Gwangju). In terms of the result of the hypothesis testing on the effectiveness variable, integrity(${\beta}=.156$), accountability(${\beta}=.376$, financial sufficiency(${\beta}=.109$), and adequacy (${\beta}=.367$) are the determinants among various factors in evaluating veteran medical service delivery system, statistically reflecting the perception of directors of the veteran medical service delivery facilities on effectiveness. In other word, professionalism variable(${\beta}=0.99$) and effectiveness variable(${\beta}=-1.09$) are statistically reflecting the perception of directors of the beneficiaries satisfaction with employee. The findings suggests that the theoretical and practical implications will improve Effectiveness and Satisfaction of Veteran Medical Service Delivery System.

Evaluation on the water supply stability of nakdong river basin based on future scenarios (미래 시나리오 기반 낙동강 유역의 용수공급 안정성 평가)

  • In Korea, there are only a few cases that quantitative evaluate the impacts of climate change on water supply. Therefore, to ensure stable water supply in the future, a water resources plan is needed to establish by analyzing the scenarios that take into consideration the various situations in the future. In this study, we analyzed the changes of various situations for the Nakdong River basin, and constructed it for the future scenario. The stability of the water supply was analyzed through the analysis of water supply and demand prospect for each scenario path. We selected the areas expected to experience difficulty in supplying water supply and analyzed the scenarios of future water shortage by region and water sector. Also, the effect of increasing water supply capacity through optimal integrated operation of water supply facilities was analyzed and presented. Analysis of the results shows that there is a difficulty in supplying water due to future climate change experienced in the Nakdong River basin. Therefore it is necessary to prepare various countermeasures in order to mitigate or solve this problem.

The Study on the Fire Monitoring Dystem for Full-scale Surveillance and Video Tracking (전방위 감시와 영상추적이 가능한 화재감시시스템에 관한 연구)

  • The omnidirectional surveillance camera uses the object detection algorithm to level the object by unit so that broadband surveillance can be performed using a fisheye lens and then, it was a field experiment with a system composed of an omnidirectional surveillance camera and a tracking (PTZ) camera. The omnidirectional surveillance camera accurately detects the moving object, displays the squarely, and tracks it in close cooperation with the tracking camera. In the field test of flame detection and temperature of the sensing camera, when the flame is detected during the auto scan, the detection camera stops and the temperature is displayed by moving the corresponding spot part to the central part of the screen. It is also possible to measure the distance of the flame from the distance of 1.5 km, which exceeds the standard of calorific value of 1 km 2,340 kcal. In the performance test of detecting the flame along the distance, it is possible to be 1.5 km in width exceeding $56cm{\times}90cm$ at a distance of 1km, and so it is also adaptable to forest fire. The system is expected to be very useful for safety such as prevention of intrinsic or surrounding fire and intrusion monitoring if it is installed in a petroleum gas storage facility or a storing place for oil in the future.

A Study on Activation Plan of the Perception Survey Foundation for Specialized Library Librarian (특화도서관 사서의 인식조사 기반 활성화 방안 연구)

  • This study was carried out on specialized library librarians to investigate the status and overall satisfaction of specialized services and to compare the degree of importance and satisfaction of specialized subject data, specialized service places, specialization programs, specialized subject area facilities and environment based on ISA technique in order to derive problems and improvement measures for the operation of specialized libraries. As results, first, it was found that a specialized library subject should be selected based on the characteristics, history, and resources of the library location as well as based on the demand survey of the local residents and users. Second, based on the appropriate program type of specialized subject and the results from users' demand surveys, specialized libraries should develop different types of experience-type, lecture-type, view-type and the likes. Third, specialized library space types can be divided into integrated type, independent-in-integration type, and independent type. Even though it is most ideal to provide independently specialized space, the space must be constructed considering the circumstances and subject of specialization of each library. Fourth, specialized libraries should have at least one dedicated specialist in the corresponding subject. Dedicated specialists should provide lending and reference services related to the specialization such as tidying, browsing, reading and operating specialized programs. And a dedicated specialist must be an expert in the specialized subject and also a librarian who is responsible of the general library operation.

  • A national comprehensive aviation test center is being constructed for the purpose of flight tests for development and modification of aircraft or flight inspections for the development of navaids. Flight testing is a high-risk task, so strict risk management processes are required prior to operation. In addition, since the flight test center is subject to the airdrome regulations under the current law, the introduction of the safety management system will enhance safety as usual in ordinary airports. The establishment of a safety management system based on ICAO criteria is an optimal means of ensuring safe and effective operation of the test center and may mitigate the risks that may arise during flight testing. This paper focuses on risk assessment and mitigation required for safety management at the flight test center. We conducted risk assessments on the flight hazards identified in the previous study. Then the high risk group of hazards were selected and risk mitigation techniques such as avoidance, reduction, acceptance, and control were applied.

Material Characteristics, Provenance Interpretation and Deterioration Diagnosis of Shilla Stone Monuments in Jungseongri and Naengsuri, Pohang (포항 중성리신라비와 영일 냉수리신라비의 재질특성과 산지해석 및 훼손도 진단)

  • The Shilla Stone Monument in Jungseongri was found during the road-construction in Pohang. It has approximately two hundreds of letters inscribed on the surface of one side, and it is estimated to be older than Shilla Stone Monument in Naengsuri which had been known for the oldest stele in Shilla Period. This monument is made of fine to medium-grained biotite granite, while the Shilla Stone Monument in Naengsuri is made of fine-grained granodioritic porphyry bearing feldspar and amphibole phenocrysts. Both rock types of the monuments are interpreted to be cognate with biotite granite in Shinkwangmyeon, and with granodioritic porphyry in Gigyemyeon. They are characterized by xenolith and miarolitic cavity. Damage aspects in both monuments are discoloring, cracking and breaking. These damages do not cause structural instability of the monuments, but attenuate aesthetic value. Black and brown discoloring contaminants on the surface of the Jungseongri Monument contain a high amount of manganese and iron. As a result of ultrasonic test, both monuments were evaluated to be medium-weathered (MW), although the velocity of the Shilla Monument in Jungseongri was slightly lower than the Shilla Monument in Naengsuri. This is because the Monument in Juengseongri had been exposed to outdoor environment for long time until the discovery. It is necessary for Shilla Monuments to be protected by appropriately environmental control and management.

Development of E-PAD based condition evaluation system for facility safety inspection (시설물 안전점검을 위한 E-PAD 기반 상태평가 시스템 개발)

  • As a unify operational processes of the safety inspection for major national facilities, it is expected that the efficiency and professionalism of the project will be enhanced. Also it is being emphasized that the importance of visual inspection that initially find physical and functional defects in facilities. In this study, we developed an E-PAD-based condition evaluation system to check the safety of the facility to overcome the problems and limitations of the existing inspection method. This system consists of introduction, work list, visual inspection, defect table and so on. It is possible to download the inspection drawings at the site and input the damage information to the drawings and check the evaluation grade. In order to verify the E-PAD based condition evaluation system, the inspection data of 10 sample bridges were inputted into the system and the evaluation results were compared. As a result, it was confirmed that the safety grade calculated from the system and the existing safety grade are the same. The feasibility analysis of the AHP method also showed that the function increased by 10%, cost by 36%, and value by 30% compared to the existing method. Therefore, it is expected to contribute to systematic data and information analysis system for improvement of facility management.

Characteristics of Bansu at Sunggyungwan in Joseon Dynasty (조선시대 성균관 반수(泮水)의 연원과 특성)

  • This research was carried out about the Bansu which surrounded the Sunggyungwan(成均館), national university in the Joseon Dynasty to get the main characteristics of the landscape at Korean traditional school campus by analyzing cultural meaning and historical origin. The earliest record about the Bansu was in "The Book of Odes(詩經)" as Bansu was the water flowing near the Ban palace(泮宮). But, in the following time, Bansu has become the symbol of the school which was built by the feudal lords and one of very important elements in the temple-school(廟學) landscape. The Bansu of Sunggyungwan at Joseon Dynasty was the streams flowing at the east and west of the school campus and get together at the south. Sunggyungwan was located in the sacred place which followed the special organization of Bansu at the beginning of the Joseon Dynasty. And, Bansu in Joseon Dynasty was influenced by the Bansu in Song Dynasty(宋), but it was different from the Bansu in Ming and Qing Dynasty which has been formulated as the halfround pond in front of the school. This research tried to find the reason why in the Josenon Dynasty the stream flowing around the school was regarded as the Bansu. Bansu was also regarded as an important element in the public school, Hyanggyo(鄕校) and the private Seowon(書院). According to this research, the streams which flows around the Seowon or the Hyanggyo were found as called Bansu. Water stream around the Hyanggyo and the Seowon in the Joseon Dynasty has to be reconsidered under the deep research on the organization of Ban-su.

Development of Wide-Band Planar Active Array Antenna System for Electronic Warfare (전자전용 광대역 평면형 능동위상배열 안테나 시스템 개발)

  • This paper describes the development and measurement results of a wide-band planar active phase array antenna system for an electronic warfare jamming transmitter. The system is designed as an $8{\times}8$ triangular lattice array using a $45^{\circ}$ slant wide-band antenna. The 64-element transmission channel is composed of a wide-band gallium nitride(GaN) solid state power amplifier and a gallium arsenide(GaAs) multi-function core chip(MFC). Each GaAs MFC includes a true-time delay circuit to avoid a wide-band beam squint, a digital attenuator, and a GaAs drive amplifier to electronically steer the transmitted beam over a ${\pm}45^{\circ}$ azimuth angle and ${\pm}25^{\circ}$ elevation angle scan. Measurement of the transmitted beam pattern is conducted using a near-field measurement facility. The EIRP of the designed system, which is 9.8 dB more than the target EIRP performance(P), and the ${\pm}45^{\circ}$ azimuth and ${\pm}25^{\circ}$ elevation beam steering fulfill the desired specifications.

Concrete-Panel Retaining Wall anti-crack sleeve inserted (균열방지 슬리브가 매설된 패널식 옹벽)

  • In Korea, the mountainous area occupies more than 70% of the whole country, cutting of earth slope that cuts a part of the ground surface is widely used when building infrastructures such as road, railroad, and industrial complex construction. In recent years, regulations on environmental damage have become more strict, and various methods have been developed and applied. Among them, Concrete-Panel Retaining Wall technique is actively applied. Concrete-Panel Retaining Wall is a method to resist horizontal earth pressure by forming a wall by attaching a precast retaining wall to the front of the support material and increasing the shear strength of the disk through reinforcement of the support material. Soil nailing, earth bolt, and ground anchor are used as support material. Among them, ground anchor is a more aggressive reinforcement type that introduces tensile load in advance to the steel wire, and a large concentrated load acts on the front panel. This concentrated load is a factor that creates cracks in the concrete panel and reduces the durability of the retaining wall itself. In this study, steel pipe sleeves and reinforcements were purchased at the anchorage of the panel to prevent cracks, and by applying bumpy shear keys to the end of the panel, the weakness of the individual behavior of the existing grout anchors was improved. The problem of degraded landscape by exposure to front concrete of retaining wall and protrusion of anchorage was solved by the production of natural stone patterns and the construction of sections that do not protrude the anchorage. In order to verify the effectiveness of anti-crack sleeves and reinforcements used in the null, indoor testing and three-dimensional numerical analysis have been performed, and the use of steel pipe sleeves and reinforcements has demonstrated the overall strength increase and crack suppression effect of panels.
