A Study on the Frame Model of Christian Citizenship Competency Education for Improving Communication Competency (소통역량 함양을 위한 기독시민역량교육 프레임 모형 연구)

  • Without overcoming the fragmented characteristics of the postmodern era and solving many difficulties as it is, our society is passing through a time of crisis more than ever because of Corona 19, a more rapid social disaster. As the crisis caused by the pandemic is prolonged, our society is becoming more diverse than before the coronavirus, and efforts in various fields of society are required to cultivate new capabilities to overcome social conflicts. This study started with an awareness of the necessity of reinforcing Christian civic education to fulfill the public responsibilities of Christians by recognizing the social and situational problems of this era as a public task amid in the crisis and change of the pendemic. Therefore, a meaningful work was undertaken to find an educational ministry practice frame for essential core competencies and transformative transformation competencies responding to changes in the times as education to cultivate and reinforce competencies as Christian citizens. First, the theoretical basis for competency education for Christian citizens was reviewed through the theological and Christian education theories that were studied in the situation of public theology about the public perception and social responsibility of Christians on the issues of the times. Furthermore, through this study, education to establish and cultivate the public identity of disciples-citizens as a Introductory education is explored in a multifaceted method of educational ministry, and educational methods were searched for cultivating communication competencies of Christian citizens with practical capacity of public faith. In conclusion, through this study, an educational ministry frame of identity cultivation, the core competency of recognizing the position of the public mission as a Christian citizen while living as a disciple of God's kingdom in the world and an educational frame to cultivate the ability to communicate as a transformative Christian citizen's transformative competency to carry out public tasks was systematically established, and an educational ministry convergence frame was proposed for cultivating core competencies and transformation competencies for Christian citizenship education.

Content Types and Interactions Suitable for Digital Signage at Seoul Subway Stations as a Communication Platform for Citizens (시민들의 소통 플랫폼으로서 서울시 지하철 디지털 사이니지에 적합한 콘텐츠 및 인터랙션 연구)

  • As interactive digital signages with computer network have been increasingly popular in public space, the needs for studying content types and interactions suitable for the digital signages are emerging. In this study, we aim to find out what contents are preferred to share and how to interact in the digital signage installed in Seoul subway stations. We conduct a case study, a survey, and an in-depth interview. In the case study, we collect content types which have been communicated in public space. Among these content types, we conduct a survey to find out the preferred contents of Seoul citizens. We observe that the preferred contents differ by the age of the citizens. Specifically, 20's prefer the subjects about personal interests, 40's choose public interests and 30's prefer both types. In addition, we observe that the subjects about personal interest are relatively less preferred when people read, whereas the subjects are preferred when people write. Lastly, regarding interaction type, we find that Seoul citizens prefer touching the screen directly to using smart phone to express their empathy. The contents that people write and the number of likes will be archived as big data and analyzed so that Seoul city officers and citizens will know what people think based on age, location, and subjects.

Science Classroom for Promotion of Democratic Civic Literacy?: Exploratory Discussions Focused on Elementary School Teachers' Views (민주 시민 소양 증진을 위한 과학 교실?: 초등교사의 인식을 중심으로 한 탐색적 논의)

  • The purpose of this study is to investigate elementary teachers' views on the democratic scientific inquiry and the methods for promotion of democratic citizenship in science classroom, and to conduct exploratory discussions about science classroom for promotion of democratic citizenship based on their views. Data were collected from 96 elementary teachers. AS results show, the elementary teachers in the study thought that the features of democratic scientific inquiry was 'communication and cooperation', 'autonomy and fairness', and 'contribution to the benefit of mankind and society'. In addition, the participants regarded the 'inquiry/activity focused on communication and cooperation' as the best method for promotion of democratic citizenship in science classrooms. Finally, several suggestions on the science education for promotion of democratic civic literacy and the democratic inquiry were given.

  • 본 연구는 구리시를 중심으로 도시행정에 있어서 인문정책의 필요성을 주창한 인문도시의 가능성을 탐구한 것이다. 구리시는 인문도시발전모형에 적합한 인문강좌와 인문체험 그리고 인문축제를 진행할 수 있는 요건을 갖춘 도시이다. 이러한 인문도시사업이 시민들에게 공유되고 소통되기 위해서는 스마트폰 앱 안에 인문도시지도만들기가 필요하다. 각각의 인문도시들이 앱을 통해 연결되고 무료로 이용된다면 시민에 찾아가는 도시행정이 될 것이고 시민은 행복할 것이다.

교육정책의 굿 거버넌스 모색

  • 이 연구는 한국 현실에 맞는 교육정책의 굿 거버넌스는 궁극적으로 어떤 가치를 지향할 것인지를 모색하기 위해 논란이 되었던 세 가지 교육정책 사례를 중심으로 현 정부의 교육정책 거버넌스의 특징적 실태를 파악하는 것을 목적으로 하였다. 현실적으로 민주성과 효율성을 동시에 제고해야 하는 바람직한 거버넌스 체제를 구축하기 위해 교육정책 분야에서 정부와 시민사회는 어떤 관계를 맺어야 좋은지를 여섯 가지 평가요소를 근거로 살펴보았다. 분석결과 민주성 측면에서 보면 세 가지 정책사례 간 정도의 차이가 있지만 모든 분야에서 시민단체들의 참여는 활발하였다. 그러나 이런 활발한 참여에 비해 상호 간 정보의 공유나 의사소통 그리고 반응성은 취약했다고 볼 수 있다. 효율성 측면에서는 더 심각한 문제가 발견되었다. 시민단체 간 연대가 활발하였던 점은 효율적 거버넌스의 긍정적 측면으로 볼 수 있으나 이런 연대는 유사한 의견을 가진 단체들 간에만 이루어졌다. 또한 효율적 정책결정에 반드시 필요한 전문가 집단의 자문과 참여도 제한적으로 이루어졌다. 이런 상황에서 이견을 가진 행위자 간 갈등이 첨예하게 대립되었지만 이를 관리하고 조정할 매커니즘이 존재하지 않았다는 점은 가장 시급히 해결되어야 할 문제이다. 따라서 세 가지 교육정책 사례에 대한 평가결과를 보면 한국처럼 국민적 관심이 높고 참여가 활발한 교육정책 분야에서는 보다 좋은 거버넌스를 지향하기 위해서 정부의 반응성과 갈등 조정력이 중요한 요인으로 고려되어져야 할 것이다. 또한 향후 교육정책결정에 있어서 좋은 거버넌스의 목표를 달성하기 위해 생각이 다른 전문가 집단 간 의사소통이 수평적이고 효율적으로 이루어질 수 있도록 하는 제도적 장치가 마련되어야 한다고 본다.

A Design and Implementation on Ontology for Public Participation GIS (시민참여형 GIS를 위한 온톨로지 설계 및 구현)

  • This study investigates the ontology-based public participation GIS(PPGIS). The major reason that ontology-based GIS has attracted attention in semantic communication in recent year is due to the wide availability of geographical variable and the imminent need for turning such recommendation into useful geographical knowledge. Therefore, this study has been focused on designing and implementing the pilot tested system for public participation GIS. The applicability of the pilot tested was validated through a simulation experiment for history tourism in Guri city Gyeongi-do, Focused on the methodology, the life cycle model which involves regional statues and user recognition, can be viewed as an important preprocessing step(specification, conceptualization, formalization, integration and implementation) for recommended geographical knowledge discovery by axiom. Focusing on practicality, ontology in this study would be recommended for geographical knowledge through reasoning. In addition, ontology-based public participation GIS would show integration epistemological and ontological approach, and be utilized as an index which is connected with semantic communication. The results of the pilot system was applied to the study area, which was a part of scenario. The model was carried out using axiom of logical constraint in the meaning of human-activity.

미디어 파사드와 인터랙티브 아트 인스톨레이션

  • 미디어 파사드의 개념 및 종류, 역할에 대해서 알아보았고, 미디어 파사드가 앞으로 나아갈 방향에 대해서 논의해보았다. 미디어 파사드는 디지털 기술의 발전과 융합되어 다양한 분야에서 활용되어지고 있고, 예술의 콘텐츠를 보여주던 미디어 아트의 성격을 토대로 다양한 목적에 맞춰 미디어 콘텐츠를 효과적으로 관람자에게 전달할 수 있다. 건축물에 영상을 상영함으로써 외향적으로는 도시의 미관 및 랜드마크 효과를 담당하며 내재적으로는 도시의 독자성(identity) 및 브랜드(brand)를 보여줄 수 있다. 미디어 파사드는 인터랙션이 가능한 방향으로 진화하여 시민과의 상호작용, 즉 소통(communication)을 강화한 시민 중심(citizen-centered)의 미디어 문화로 발전해야 한다.

A Study on Deliberative type of citizen participation: The case of The case of A Food Waste Recycling Facility in Ulsan City, Korea (숙의적 시민참여 모델 연구: 울산시 북구 음식물자원화시설 건립 사례)

  • This paper is to analyse the case of citizen participation employed in the local government, Buk-gu (Northern District) in the city of Ulsan, Korea. A kind of deliberative type of citizen participation named' citizen jury' was exercised to resolve an environmental conflict between Buk-gu government and its residents. The conflict was caused by the construction of a food waste recycling facility near by some residential areas in Buk-gu. Theoretically this paper makes a typology of citizen participation methods. Two criteria are employed. First of all, lay citizens are the primary participant or not? Secondly, interactive communication is feasible or not among participants in the process of citizen participation. Four generic types of citizen participation are sorted out: technocratic, pluralist, direct/participatory, and deliberative type. Especially deliberative type of citizen participation is based on an idea of deliberative democracy. This paper argues that the case of citizen participation employed in Buk-gu belongs to deliberative type of citizen participation. The argument is based on the following reasons. Firstly, primary participants in deliberation process can be considered as lay citizens though they are selected form local NGOs and religious groups. According to a survey, most of participants said that they would participate in the process of deliberation in the capacity of lay citizens though they were selected by their own groups. Secondly, the citizen participation process was deliberately designed and implemented to facilitate competence of primary participants and fairness in the deliberation. Viewed from this analysis, this Buk-gu case can be safely considered an innovative method of citizen participation which is also very successful in resolving intractable environmental conflict in the local government.

Study on the improvement plans for Jeju International Wind Ensemble Festival through the survey and evaluation of satisfaction (제주국제관악제 만족도 조사 및 자체 평가를 통한 개선 방안 제안 연구)

  • The purpose of this study is to identify and improve the satisfaction of people attending the Jeju International Wind Festival, the representative festival in Jeju. The Jeju International Wind Ensemble Festival is a festival in which people communicate with each other through music. The objective of this study is to investigate user satisfaction of the International Wind Ensemble Festival and to make improvement plans. The average satisfaction rate for the event was 75.8% (Satisfaction + Great satisfaction). In addition, the average program level of the Jeju International Wind Ensemble Festival and average appropriateness of the event space were 86.9% (Satisfaction + Great satisfaction) and 85.2% (Satisfaction + Great satisfaction), respectively. The disadvantage is that public transportation that should be improved. According to results of the survey through the interview, the town wind ensemble festival and outside concert enabled performers to communicate with the audience through melody. In order for the Jeju International Orchestra Festival to take root as a festival for citizens, it is necessary to increase the convenience of transportation, secure personnel in charge of the secretariat, revitalize the Jeju International Orchestra Festival website, and promote volunteer activities. We present future research direction.

The Introducing voice -based public services for strengthening the accessibility of the social vulnerables and open public communication (사회적 약자의 접근성 강화와 열린 공공소통을 위한 음성기반서비스 도입의 발전적 방안과 시사점)

  • Public institutions and governments develop discussions on the premise that they can facilitate smooth public communication with the socially vulnerable by promoting citizens' welfare by providing voice-based service chatbots to citizens. The purpose of the study is to propose a plan for intelligent governments to provide quick and efficient administrative services by efficiently managing knowledge and information within and outside government organizations based on ICT and facilitating access and use of information for citizens, especially vulnerable groups. This paper confirms that citizens' attitudes, perceptions, and expectations for public institutions ahead of voice-based service provision are positive through small surveys and interviews with experts with knowledge of artificial intelligence, discuss the technical aspects of voice-based services, the significance and necessity of public institutions. In addition, the government and public institutions are considering the implications of using and providing voice-based services. As a result, chatbot's voice-based service is of great significance in providing an opportunity and platform for wider citizens to participate in intelligent government, to strengthen information accessibility, guarantee and strengthen human rights and basic rights of the socially vulnerable.
