Water Balance Analysis Using NETWORK Model at Geum River Basin Downstream (NETWORK 모형을 이용한 금강유역 하류지역 물수지 분석)

  • 물은 인간생활에 있어 반드시 필요한 존재이다. 용수 수요량은 도시화로 인한 인구증가와 기상 이상화 현상으로 인해 점증되고 있는 실정이다. 특히 우리나라의 연평균강우량 2/3가 6, 7, 8월에걸쳐 3개월 동안의 강우량에 따라 가뭄빈도가 잦아지고 있어 이에 대한 피해는 앞으로 증가될 것으로 예상되어지고 있다. 실제로 2012년 5 ~ 6월 충남 서부지역에서는 예년평균의 20%로 관측되어 전국최대의 가뭄피해가 발생하였다. 이러한 문제점들을 해결하기 위한 방법으로 수자원의 안정적인 확보와 하천의 효율적인 이용 및 보전계획 등에 대한 관심이 증가되어지고 있다. 이러한 실정을 고려하여 한국건설기술연구원과 SEI-B(Stockholm Environment Institute-Boston Center)가 공동으로 개발한 통합수자원평가계획모형인 K-WEAP(Korea-Water Evaluation And Planning System) 을 이용하여 물수지 분석하였다. 본 연구에서는 K-WEAP 모형을 이용하여 금강유역의 물수지 분석을 기존 수자원장기종합계획의 중권역 단위의 물수지 분석에서 시군 행정구역단위로 분석을 통한 구체적인 공급방안 제시하였다. 이 때 이용된 권역별 유출량 자료는 강우-유출 모형인 Tank 모형을 통해 산정하였으며, 네트워크는 시군 행정구역단위 모의 목적에 따라 구현하여 적용하였다. 물수지 계산시간 간격은 최대 갈수년 1967년을 설정하여 목표연도 2025년까지 총 45년간 반순단위로 물수지 분석을 수행하였다. 개선된 물수급 분석 방안에 의한 산정결과 생공용수의 지역적 물수급 불균형과 농업용수의 월별 물부족량이 발생하는 것으로 검토되어 가뭄에 대비한 중장기적 이수전략, 다양한 수원을 이용한 수자원 안정성을 확보하는데 필요한 참고자료로 활용이 가능할 것으로 판단된다.

Regional Crop Evaluation and Yield Forecast of Paddy Rice Based on Daily Weather Observation (일기상자료에 의한 읍면별 벼 작황진단 및 쌀 생산량 예측)

  • CERES-rice, a rice growth simulation model, was used in conjunction with daily weather data to figure out the spatial variation of the phenology and yields of paddy rice at 168 rice cultivation zone units(CZU) of Kyunggi Province in 1997. Two sets of cultivar specific coefficients, which represent early and mid-season maturing varieties, were derived from field experiments conducted at two crop experiment stations. The minimum data set to run the model for each CZU (daily maximum and minimum temperature, solar irradiance, and rainfall) was obtained by spatial averaging of existing 'Digital Map of Korean Climate'(Shin et al., 1999). Soil characteristics and management information at each CZU were available from the Rural Development Administration. According to a preliminary test using 5 to 9 years field data, trends of the phasic development(heading and physiological maturity), which were obtained from the model adjusted for these coefficients, were in good agreement with the observed data. However, the simulated inter-annual variation was somewhat greater than the reported variation. Rough rice yields of the early maturing cultivar calculated by the model were comparable with the reported data in terms of both absolute value and inter -annual variation. But those of the mid season cultivar showed overestimation. After running the simulation model runs with 1997 weather data for 168 CZU's, rough rice yields of the 168 CZU's calculated by the model were aggregated into corresponding 33 counties by acreage-weighting to facilitate direct comparison with the reported statistics from the Ministry of Agriculture and Forestry. The simulation results were good at 22 out of the 26 counties with reportedly increasing yield trend with respect to the past 9 years average.

A Study on the Countermeasures of Agricultural Extension Service Agencies by Reorganization of Local Administrative System (지방행정체계 개편에 따른 농촌지도조직의 대응방안 연구)

  • There is a wide range of agreement for reorganization of administrative units. It is expected that regionalization of city governments and city-county consolidation would contribute to enhance efficiency of extension services and weaken citizen accessibility, responsiveness, and participation. Therefore, it is suggested that branch office of extension center should be provided to the isolated rural areas in order to maintain the appropriate level of services. Also, the relationship and linkage between the national/regional government and local extension centers should be reshaped by making current linkage system such as monthly Provincial Meeting and central-local association more effective. Establishment of agricultural database of each local region is needed to strengthen local extension center's role. Finally, extension service agency needs to consider to expand its function from the traditional extension services to a variety of 'rural issues.'

  • 본 연구는 2008년부터 경기도보건환경연구원에서 구축하고 있는 물정보관리시스템 중 GIS를 이용한 폐수배출업소 방류선 검색시스템을 개발하는 것이다. 연구대상지역은 2천만 수도권 주민의 상수원인 팔당호 인근 7개 시 군과 고양, 안양, 오산시 등 10개 시 군을 대상으로 하고 있다. GIS 자료는 1:5,000 수치지형도, 지적도, 고해상도 항공사진, 우수토구 및 토실 위치와 우수/하수의 유하방향이 표시된 하수관망자료를 사용하였으며, 폐수배출업소에 대한 자료는 물정보관리시스템의 환경통합DB를 기초자료로 구축하였다. GIS를 이용하여 시군별 토구/토실에 따른 집수구역을 산정하고 집수구역내 폐수배출업소를 지번단위로 검색할 수 있도록 시스템을 개발하였다. 항공사진을 기본도로 하여 하천수질오염사고 발생시 자치단체 업무담당자가 신속하게 해당지역의 오염사고 예상 폐수배출업소에 대한 정보를 검색하여 응급대책 마련에 도움이 될 수 있을 것으로 판단된다.

A Study of the Influence of Medium Richness and Learner's Experience with Various Mediums on the Usefulness of Mediums and Learning Commitment in Integrated Media Korean Classical Education (매체통합 고전문학수업에서 매체풍부성과 매체경험이 매체유용성과 학습몰입에 미치는 영향 연구)

  • The purpose of this paper is to examine the structural relationship between the use of a web medium and learning commitment to develop creative talent for higher media integrated Korean classical literature education. For this we used DBs of The 'Encyclopedia of Korean Local Culture(a local culture DB)' built by the Academy of Korean Studies, and a survey was conducted on 418 high school students, attending a classical literature class which used a local culture DB. The result of this study demonstrates media usefulness of local culture DBs' positive effect on learning commitment. Specifically, media richness and media experience affects the learning commitment through the medium usefulness. These results indicate that in order to encourage learner's medium experience and increase medium richness it is necessary to increase the utilization of mediums, such as local culture DBs.

A Variation of Health Service Utilization in Wonju City (시군통합 원주시 내의 의료서비스 이용의 변이)

  • This study intends to examine the behavioral pattern and small area variations of health service utilization within Wonju city. We selected three small areas in Wonju city as the study site: Haksung-dong(central area of the city), Moonmak-myun (industrial area which is located 25km away from the center of the city), and Gure-myun (agricultural area which is located 32km away from the center). The data were collected by administering questionnaire interviews with 526 people in three areas. The questionnaire include the items on health service utilization behaviors, sociodemographic characteristics, health status, and perceptions. The statistical methods used for the analysis were ANOVA and hierarchical logistic regression. From the analysis, it was found that there was a variation of health service utilization by areas. Compared to those of other areas, the respondents from agricultural area showed a high probability of using health services. When respondents' personal characteristics were taken into account, the effect of dummy variables representing areas disappeared. Instead, the perceived health status became the prime factor of health service utilization. This result showed that the small area variations of health service utilization is due to the demand factor rather than the supply factor.

  • The 14 cities and guns within Gangwon-do were divided into three regions (urban-rural-integrated type, urban type, and ruralcoastal type), and local voluntary disaster prevention organizations in those regions were surveyed as sample groups. As a result, the urban-rural-integrated type and the urban type were found to be lower than the rural-coastal type in all domains including recognition of disaster crisis, evacuation guidance, preparation of voluntary evacuation, maintenance of disaster prevention system, surveillance & guard, and information delivery. In particular, three types had higher information delivery but considerably lower preparation of voluntary evacuation. As for information delivery, foundations for rapid delivery of disaster information due to establishment and extension of systems for forecasting and warning of local governments were prepared, but as for preparation of voluntary evacuation, it is needed not only to perform consistent training and promotion for preparation for disasters for residents to accurately understand status of disasters but to take measures to secure safe places for evacuation beforehand.

  • 수질오염관리 정책이 배출원 관리에서 유역공동체를 중심으로 한 사전 예방적 유역관리정책으로 변화됨에 따라 단순문서에 의한 오염원 자료관리 등의 업무처리체계로는 수질오염총량관리제 실시에 따른 실무지원이 어렵다. 이를 위해서는 수질오염총량관리기술지침에 근거한 하천, 호소 및 오염배출실태자료의 체계적 관리가 필요하며, 유역환경(단위유역, 소유역 등)에 대한 기초정보와 국가수질측정망 자료 및 자치단체 소하천 등의 수질자료의 연계활용이 필요하다. 따라서 경기도에서는 수질오염총량제 시행에 따른 유역관리현황 정보를 구축하고, 국가하천을 중심으로 한 중앙정부의 유역환경정보와 지방하천 및 소하천을 중심으로 한 지방자치단체의 유역환경정보를 통합, 운영함으로써 통합적인 유역관리지원 체계를 구축하고자 한다. 이를 통해 수질측정망 및 수위-유량 등 수문자료와 배수구역도, 단위유역도, 항공사진 등 지리정보를 활용한 유역관리정책 기반을 구축하고, 경기도 및 31개 시 군의 유역관리정책수립 및 시행에 필요한 논리적, 기술적 정보제공 시스템을 구축하고자 한다. 따라서 본 연구는 오염총량관리제도의 의무제 전환이 예측되는 상황에서 향후 광역시도간 광역계획 혹은 경기도내 시군의 오염총량관리계획에 능동적으로 대응하기 위해 경기도 차원의 수질측정망 자료, 오염원 실태조사 자료 및 수위-유량 등 수문자료와 배수-구역도, 토지이용도, 단위 유역도, 항공사진 등 GIS 자료 등을 데이터베이스화하여 경기도내 시 군 환경담당부서의 업무분석을 통해 업무에 활용되는 주요 환경자료에 대한 업무지원체계를 확립하기 위한 수질오염정보화 시스템을 구축하고 그 활용방안을 제시하는데 그 목적이 있다.

An Analysis of Reliability and Discrimination Power on Evaluation Criteria of Dream Start Services (드림스타트 사업 평가지표의 신뢰도와 변별력 측정)

  • This research examines whether the evaluation index used Dream Start services operation evaluation has 'reliability in evaluation field and area' and 'whether there is discrimination according to evaluation index'. To do this, we conducted an empirical analysis based on the evaluation data of 126 municipal and provincial governments that received the 2018 Dream Start services operation evaluation. First, as a result of examining whether there is trust in each evaluation area, it was found that the reliability of the basic construction, integrated case management, and service operation field is higher than .6 and the lower evaluation indexes are the same Standards were met. However, the field of resource exploit and connectivity was not so reliable as the concept of sub-domains. Second, 'Are there discriminatory power according to the evaluation indexes?' The results showed that 18 of the 28 indicators were highly discriminative. On the other hand, 10 indicators showed low discrimination power.

Proposed Plan for the Development of Consequence Management within the ROK Armed Forces in Response to CBRNE Situations (CBRNE 상황 대처를 위한 한국군 CM 조직 발전방안 제시)

  • Consequence management (CM) remains a relatively unknown or underdeveloped concept in Republic of Korea. This study was conducted as a literature study, perceiving that good CM is critical when viewed under contemporary disaster types and comprehensive security. From the perspectives of integrated disaster control and comprehensive security, it would be necessary for South Korea to implement the concept of CM widely used in countries with advanced disaster control. In particular, this study verifies the need of the military to respond actively to Chemical, Biological, Radiation, Nuclear, and high yield Explosives (CBRNE) situations. A plan for the development of the CM organization of the ROK Armed Forces is proposed by using the CBRNE-CM response organization of the United States as a model.
