A public perception survey of environmental health due to small-scale industries was conducted in Sudong Myun, Namyangju City, Kyungki Do, recently being changed to industrialized rural community. This survey had the purpose to ascertain public interest, to identify public needs, and to assess participation for environmental health programs of rural community. The results of survey were as follows: 1. The rate of the respondents with factory worker 19.4% and half(53.1%) of respondents had lived nearby the factory. 2. Some respondents were not favor their neighboring factories(30.1%) and have discussed about its environmental problems in community meeting(14.4%) especially in neighborhood adjacent factories. 3. The respondents have perceived that: (1) major problems were water contamination, air pollution, nasty odor, dust, and noise (2) health problems were more serious in employees than in other residents (3) the employers were responsible for environmental problems (4) the health service should provided by public health center channel and participated by the residents (5) most important service for workers was improvement of working conditions. We hope the community environmental and/or occupational health delivery system for the employees and residents will be developed true public health center channel in a rural community on the basis of this result.
The purpose of this study is to identify the adaptation experience of foster children. This qualitative research was conducted through in-depth interview of 8 foster children in and over 4th grade. In data analysis of this qualitative study, the grounded theory suggested by Strauss and Corbin(1998) was used. The raw data collected from in-depth interview with the participants were analyzed in open coding, through theoretically sensitive and constant comparisons method. As a result, total 11 categories, 30 subcategories and 96 concepts were generated. In summary, the casual condition that caused the core phenomenon was 'family stability collapse'. The core phenomenon that foster children experience during the process of adaptation was 'marginalization'. The contextual condition that affected the outcome was 'cultural shock' and 'loyalty conflict.' The intervening condition that promote or restrain the action/interaction on core phenomenon were, 'support system', 'resilience menifestation', 'negative predestination'. The action/interaction strategy on core phenomenon were 'will to power' and 'pursuing moral superiority'. As a result, two concepts, 'mechanical adaptation to foster care environment' and 'active formation' of foster care environment' were assumed.

The purpose of this study is to develop elementary school math classes for the gifted and talented with a focus on social issues to investigate the possibility of character education through specialized subject classes. As suggested in the goals of the math education for social justice, which provide the fundamental theoretical basis, through mathematics activities with a theme of social issues, mathematically gifted and talented young students can critically perceive social issues, express a sense of mathematical and critical agency throughout the course and develop a willingness and mindset to contribute to social progress. In particular, the concept of Figured Worlds and agency is applied to this study to explain the concept of elementary math classes for the gifted and talented with a focus on social issues. The concept is also used as the theoretical framework for the design and analysis of the curriculum. Figured Worlds is defined as the actual world composed of social and cultural elements (Holland et al., 1998) and can be described as the framework used by the individual or the social structure to perceive and interpret their surroundings. Agency refers to the power of practice that allows one to perceive the potential for change within the Figured Worlds that he is a part of and to change the existing Figured Worlds. This study sees as its purpose the fostering of young talent that has the agency to critically perceive the social structure or Figured Worlds through math classes with a theme of social issues, and thus become a social capital that can contribute to social progress.

The purpose of this study is to analyze governance in the business processes of Jeju's proposed 'Happy Living Area.' This study found Jeju's 'Happy Living Area' plans for governance were realized and conflicts may frequently occur in future business processes. Furthermore, roles and support systems were measured for the development council of 'Happy Living Area.' This paper reports findings from a case study on community planning for a public art project. This study recommends public-private governance in terms of process factors as well as role considerations. With respect to process factors, administrative agencies and citizen participation are examined. Second, the Living Area Council should play a mediating role between central and local governments as well as residents. Third, Happy Living Zones' Advisory Centre should undertake an advisory role. Fourth, consultation between public and private sectors is needed to establish evaluation criteria for reviewing proposals from subordinate administrative agencies. Fifth, local government systems should be managed by autonomous municipalities. Concerning role considerations, a new 'Personality for Governance' position should be established for performing different roles in the project implementation stage.
This study collected opinions about the design and management of toothbrushing facilities from schoolteachers and the people in charge of public centers, through a focus group interview (FGI), for the development of guidelines. Four moderators conducted eight FGIs of 32 subjects in charge of toothbrushing facilities across all the regions. The qualitative data was analyzed by constant comparative analysis. The findings indicated that more students utilized the facility and brushed their teeth after the installation of toothbrushing facilities. To enhance students' accessibility and safety, guidelines for design and management guidelinesfor toothbrushing facilities need to be developed; the location, sink height and depth, drain size, etc. should be comprehensively considered in the development of the guidelines. This study can help to improve students' satisfaction by enhancing the accessibility, safety, and functionality of toothbrushing facilities, and by providing fundamental data for toothbrushing facilities' development. Finally, this study can maximize the effects of management of toothbrushing facilities management on the improvement of students' oral health and behaviors.

As of June 2008, the government's expansion policy for the long-term care service infrastructure has achieved an outstanding 96.4% occupancy rate of facilities across the country. Despite such achievement, practical issues including the physical lack of facilities, disproportional regional spread and decline in government accountability have raised concerns about the effectiveness of the policy's implementation. This study was aimed at defining the implementation procedure of expansion policy for long-term care service infrastructure, analyzing variables that affect it, examining the problems revealed in implementation procedure, and suggesting improved plan on that policy. Research methods were to review literatures on infrastructure expansion policy, to conduct case studies on K province, C city and 4(2 corporations and 2 privately owned) facilities in C city for studying practical implementation procedure on a local government level, and to use Alexander(1985)'s framework for analyzing variables of policy implementation. As a result of this study, policy variables including the clarity and adequacy of policy goal, nature of service providers, task and responsibility between government authorities, and implementation variables such as propensity toward budget allocation, financial restraint, swift utilization of budgets and the streamlining of involved procedures and inter-agency relations stood out as the main factors affecting policy implementation. In adddition, this study suggested several improvement measures such as accounting facilities need based on real local demand and supporting to private participation and so on.
This study is designed to define the smart city as the platform for digital social innovation, and acquire the evaluation indicator for objectively diagnosing domestic cities from the perspective of the implementation process and capability of smart city and analyze its importance. Through prior studies and in-depth interview with experts, candidate groups for evaluation indicators were acquired and the conformance test(T-test) was conducted to finally select 16 detailed indicators in 4 fields. The importance of the evaluation item was found to be high in the policy and system, followed by innovation infrastructure, citizen's participation and infrastructure. The analysis of the 16 detailed indicators for importance showed that the willingness of conducting the smart city by the head of local government, construction of organization dedicated to the smart city have the highest importance. This may reflect the fact that in domestic cities, the smart city is sponsored by public organizations. The analysis of the importance of expert groups (local government and Private sector groups) found that both groups recognized that politics and systems are important factors but they varied in the recognition of importance in the innovation infrastructure and citizen's participation. This study has implication as the indicator for smart city from the perspective of digital social innovation can be acquired for use of the domestic cities and that it can give basic and objective data for the priority of policies on which the domestic smart cities shall focus.
The purpose of this study is to develop the competency model of specialized vocational school teachers as admission officers. Whereas professional admission officers deal with a variety of admission activities in universities, teachers are responsible for admission duties in specialized high schools in Korea. Therefore, it is necessary to identify the core competencies required for teachers responsible for admission duties in specialized high school settings. In order to develop a competency model, factor analysis was completed for the survey results of 191 teachers who teach in specialized vocational high schools in Seoul, Korea. For evaluating validity of the competency model, the responses from those who had high experiences in admission duties and the average teachers were compared. As a result, this study identified a total of 14 competencies in three competency areas. The competencies required for specialized high school teachers include responsibilities for admission officers, ethics for evaluators, communication skills, teamwork, understandings of admissions process for specialized vocational high school, developing evaluation criteria, generating interview questions, increasing interrater reliability, interview skills, simultaneous evaluation of interviewees, quantification of evaluation results, synthesis of evaluation results, and decision making skills.

This paper has made an empirical research on airline staff working at Incheon international airport, who perceived safety culture in their organization and delivered safety information while the staff were providing service against passengers. The purpose of this paper was to analyze the relationship among safety culture, service quality and service provider efficacy to find out which factor of safety culture had a significant effect on both service quality and service provider efficacy. Following the results from empirical research, this paper would provide administrative implications which could be applied to improve airline's service quality and to manage effectively the airline staff at field. According to research, it was found fairness culture among safety cultures had a positive and significant effect on both service quality and service provider efficacy. However, reporting/studying culture had a negative effect on them. In other words, it would decrease airline service quality and prevent active service provider's efficacy at airport if a airline management focused reporting/studying culture of safety. It is important to settle down fairness culture of safety to motivate and improve service quality.
The purpose of this study is to investigate the relations between religious socialism and education of Martin Buber(1878~1965), a theistic existentialist. Buber suggested religious socialism as an alternative to modern capitalist society which has many problems. Buber's religious socialism is based on the communitarianism of Hasidism. Buber considered 'true' socialism must be based on decentralized associations, not based on centralized state apparatuses. For establishing this kind of socialism, human will and mind are the most important. Thus, education takes a very important role in the process of social transformation. According to Buber, education and pedagogy should contribute to overcoming modern society's problems by pursuing the construction of community(true socialist society). For Buber, education for individuals' character and education for building community are not separated but combined. That is, although education takes a main role in the social transformation, it should not be considered just as an instrument for the social transformation. This is the main distinction between Buber's thought and other key socialists' thoughts on social transformation and education, because many of socialists who stress the role of education in the process of social transformation, tend to regard education as an instrument for the social transformation. According to Buber, education can contribute to social transformation without being an instrument for the social transformation. These ideas of Buber on religious socialism and education have important implications for educators and educationalists who hope education contributes to solving problems of modern society.
